Who is affected?
Any commercial operator that performs any specialized operation where the aircraft isused for specialized activities such as agriculture, construction, photography,surveying, observation and patrol, aerial advertisement.
Not affected are:
• competition flights or flying displays
• parachute dropping, sailplane towing or aerobatic flights performed either by a training organization or by an organization created with the aim of promoting aerial sport or leisure aviation

What is a Specialized / High-Risk Operation?
A ‘specialized operation’ means any operation other than commercial air transport where the aircraft is used for specialized activities such as agriculture, construction, photography, surveying, observation and patrol, aerial advertisement.
Certain commercial SPO operations are classified as High Risk. For such high risk operations the SPO operator needs to apply for to the competent authority for anauthorization before the operation(s) may be started. They include:• helicopter sling load operations• human external cargo operations• avalanche mining operations• SPO flights where dangerous goods are carried• operations for which protective standards (such as e.g. minimum flight altitudes, underflying
of riggings, lines or constructions etcetera) – irrespective of the associated necessary approvals - are either exceeded or undershot.

What is required to obtain a SPO approval? (I)
• The SPO operator must have a managementsystem in place and describe its operations inan operations manual, including SMS andCompliance Monitoring System.
• Managers must be appointed(nominated persons)
• An approved MEL is required

What is required to obtain a SPO approval? (II)
• Once compliant, the SPO operator (except for non-commercial SPO using non-complex aircraft) has to submit a declaration to the competent authority.
• The authority will then issue a standard letter of acknowledgement of receipt to the SPO operator within 10 working days. This letter shall be carried on board as a receipt for e.g. ramp inspections.
• Manuals have to be written but not handed in to the authority except when an SPA is required or high operations are performed.

Mandate to develop common SOPs for the Swiss Industry
Based on the same approach as during EASA implementation, a SOP working group will:
• Develop standardized SPO manuals incl. 25 SOPs in four languages
• Develop NCC and NCO manuals as required
• Distribute material to all interested parties
• Ensure harmonization across the industry regarding crew requirements and training
• Provide training material to all operators to increase level of safety
• Foster close collaboration with the Swiss and any other interested national authorities tosupport certification and implementation efforts

• The working group has developed a competency model that defines what a teammember needs to master in order safely perform his role.
• The Basic Module is identical for all roles and includes topics such as Working around the Helicopter, SMS, Company Introduction, etc.. The goal is to defineand obtain a minimum standard for all people involved.
• For each SOP there is a series of competency levels. One level has be be masteredbefore a team member can move to the next.

Timeline and benefits for European Operators
• All SOPs completed (6 SOPs, incl. 23 Mini SOP), submitted to FOCA for review
• Initial feed-back received from FOCA on SPO Manuals
• All material finalized and signed-off by FOCA end of October 2016
• Training Material available by YE 2016 for implementation during spring 2017
Once signed off by the Swiss National Authorities (FOCA), these documents willbe made available to all interested parties
Reduced costs thanks to financial support of Swiss Authorities
