STUSPFA makes no judgment as to wtlethersuch Industry practice reflects reasonable care. These materialsmerely set forth a general method by which scaffolding for tanksand vessels may be erected, used. maintained. and inspected,and by which peI$OOnel may gain a preliminary background in thehazards of Tank Builders Scaffold. These Guidelines are not inany manner to be construed as superseding or supplementing theOSHA Guidelines promulgated under 29 CFR 1926.450 through

1926.454 and as listed in Appendix A, or any other OSHA

Guidelines or applicable federal, state or municipal laws,regulations and ordinances. Each employer has the responsibilityto fdlow. and ensure that its employees comply with, the OSHA

TANK BUILDERS SCAFFOLD GUIDELINESNOTES

PURPOSE:

Due to the unique nature of tank and vessel ~,

$pedal procedures, induding scaffolding for tank aoo vesselerection and maintenance. have been developed. Forexample, as opposed to more conventiooal ~s. tankscaffolds must have highly portable Iow-density ocaJpency bywor1ters. The following guideline has been developed bymembers of STI/SPFA to rafted ~stry practice. This

guideline provides a method to establish minimum safe

erectM>n, use, maintenance. dismantling. inspedion andtraining of employees in the hazards of Tank Buikters Scaffold.Each employer has the responsibility to follow the OSHAgukjelines under 29 CFR. 1926.450 through 1926.454 81d aslisted in Appendx A, in establishing the proper use of scaffcldsand elevated wor1t locations for their employees.

DEFINITIONS:

Tank Bullde,. Scaffold: (1926.45O(b)) means a ~scaffold coosisting of a platform restk1g on brackets that areeither directly attached to a **tank or attached to devices (e.g.,dips) that are a~ to 8Ud\ a **...

(a) Toprail (Handline): means a taut Me. syntheticrope or equivalent installed on posts at a height between 38aoo 45 ind1es above the platform surface. Ead\ topraiI shall becapable of withstaooing without ftMfure. a force applied in anydownward or horizontal direction. at any point along its topedge of at least 200 pounds.

Qu.11fted Person: (1926.450 (b» means a person who bypossession of a recognized degree. certificate, or professionalstand~. or who by extensive knowledge. training. andexperience. has successfuly demonstrated hi&n1er ability tosolve or resolve problems related to the subject matter, the~. ~ the project.

(b) Mldrail (Midline): means a taut Me, synthetic ropeor equivalent member installed on POSIs at a heightapproximately midway between the topraiI 8nd the scaffoldplatform surface. Each mid rail must be capable of supportingwithout failure a minimum of a 150-pound force In a downwardor horizontal dWection at any point along its length.

SC8ftoId Clip: means a specially fabricated device welded tXmechanically fastened to the tank for attaching the scaffoldbracket. Clips shall be designed by a qualified person tosupport four times the intended load (4:1), and be fabricatedaccording to that design.

Sc8tfoId 8r8cket: means a devk:e that is used to support ascaffold platform. Brackets shall be designed by a qualifiedperson to SUPJXWt four times \he k1tended !oed (4:1) and befabricated acoording to that design.

(c) Guardrail Posts: nleMS a suppcwt for the toprailand midrail made of 2 inch by 4 inch lumbet'; or equivalent 1-1/4 inch by 1/8 inch structural angle Won; (X' 1 inch by .070 inchwall steel tubing; or 1.990 inch by .058 ~ wall aluminumtubing.Scaffold PI8trOlm: means a work sutface elevated above

lower levels. Platfonns may be constructed using individualwood planks. fatxicated pianks. ~ decks or fabricatedplatfonns. The man~ reoommended loading forfabricated items shall be used. Plattonns shell be a minimumof 18. in width. For spans greater than 6 feet. the platform shallbe equivalent to tOM) (2) 2 by 12 k1d\ CM" ttvee (3) 2 by 10 ~rough full dimensionellumber made of Douglas Fir or SouthernYellow Pine of select structural grade. Douglas Fi' planks shallhave a fiber stress of at least 1900 ~ per squ8'8 ~.and a modulus of elasticity of 1,900,000 pounds per squareindt. while Yellow PIne pianks shall have a br stress of at

(d) S8fety1ine (third line): means a taut wire. syntheticrope or equivalent, installed on the scaffold bracket at thescaffold platform level, between the inner most edge of thescaffold platform and the structure, wt)8re the space betweenthe scaffold platform and the structure exceeds 12 inches. Inthe event the open space on either side of lie safetyIineexceeds 12 N1Ches, a second safetytine ~teIy placed,shall be installed in order to reduce the open space to lessthan 12~.

ERECTION PROCEDURE

All scaffold components shall be inspected prior toerection. Inadequate or deficient parts shall be tagged forrepair or removed from site. Each scaffold clip or bracketshall be capable of supporting. without failure. its ownweight and at least four (4) times the maximum intendedload applied to it.

All scaffold planks must be inspected before initial use ateach jobslte. For full dimensional lumber. it is advisable touse corrugated steel end fasteners or bolt the ends of

each plank to prevent splitting.

ALTERING I DISMANTLING PROCEDURE:All scaffolds are to be erected by trained employeesunder the supervision and direction of a competent

person.

5.The competent person shall determine the feasibility anduse of personal fall protection for the employees alteringand! or dismantling scaffold.

All scaffold assemblies are to be inspected under thesupelVision and direction of a competent person or adesignee after erection. each shift and after anymaintenance or repair.

6.When used the competent person or a designee shall tagthe scaffold with the appropriate tag indicating alterationor dismantling.

The competent person or a designee shall insure thehandline is secure for other ~Ioyees who continue towork on the undisturbed portions of the scaffold.

3. Inspection shall include but is not limited to:
