INTRODUCTION TO HSE

• Hydrocarbons and Petroleum Products pose hazard to the environment if not handled in a safe manner.

– Accident may have disastrous effects on people

– Discharge of pollutants can destroy ecosystem– High flammability can cause explosion

Hazardous area• is defined as a place where

concentrations of flammable gases, vapors, or dusts occur.

• These are defined as the potential to cause harm, including ill health and injury ,damage to property ,products or environment, production losses or increased liabilities.

Non Hazardous area

• Area in which explosive gas air mixture are not expected to be present in quantities such as to require special precautions for construction and use of electrical apparatus.

Petrol Pump Safety• Petrol filling stations are

particularly hazardous workplaces which require to be licensed by Local Authorities because they store and sell a highly flammable liquid.

Safety Tips in Petrol Pump

• Turn off your vehicle's engine when refueling

• Don't smoke, light matches or use lighters while refueling.

• If you must use any electronic device, such as cell phones, computers or portable radios while refueling, follow manufacturer's instructions.

• To avoid spills, do not top off or overfill your vehicle

Different Zones • Zone 0- is a place where a potentially explosive atmosphere is

continuously or frequently present, or present for substantial periods

• Zone 1- is a place where a potentially explosive atmosphere is likely to occur occasionally during normal operating conditions

• Zone 2- is a place where a potentially explosive atmosphere may arise due to foreseeable fault conditions or, while unlikely during normal operating conditions, it could possibly occur – but if so it will only last for a short time.

Ignition Sources• Smoking : By law you and your passengers are required to extinguish your

cigarette, cigar or pipe before entering the petrol station. Petrol sites are defined as hazardous zones and in most instances smoking is not permitted within the boundary of the property.

• • Mobile phones : Mobile phones are potentially hazardous when used at a

petrol station. Dropping a mobile phone, or turning a mobile phone on or off may cause a spark, which can ignite petrol vapours. Using a mobile phone while refuelling can cause a lapse in concentration. This could result in over filling your petrol tank that may cause dangerous spills.

• Static electricity : Static electricity is made by two different surfaces rubbing

together and can ignite fuel vapours.This can be a problem if you get in and out of your car repeatedly.

Cont.. • Vehicle engines : By law your vehicle must be switched off and remain

off when refuelling. Your lights must also be switched off.

• Motor cycles : When filling your motor cycle neither you nor your passenger are allowed to sit on or straddle the bike. Fuel spilt onto a hot exhaust engine or clothing could cause a static charge and potentially a fire, causing injury. For security reasons helmets must be removed before entering the pay point.

• Jump starting cars : If a car requires being jump started, it must be pushed off the forecourt. A spark could ignite fumes which could cause a fire.
