1. Purpose
1.1. To define an assessment (audit) program.
2. Definitions (for general definitions reference SBMS)
2.1. Finding - Results of the evaluation of the collected audit evidence compared with theagreed audit criteria. Audit findings provide the basis for the audit report. hile all
findings of nonconformit! must be documented" findings of conformit! ma! be
documented if within the agreed upon audit scope.
2.2. #onconformance - An activit!" attribute" or document" which fails to compl! with
established re$uirements" and ma! lead to a condition having an adverse effect on
$ualit!" environment" %&'" operations" or reliabilit!.
2.. *a+or nonconformance - A lac, of an element" procedure" or a non-fulfilled re$uirement
that puts the processs!stem at +eopard!" and could lead to significant impact on $ualit!"
environment" %&'" operations" or reliabilit!.2.. *inor nonconformance - An observed lapse in a program" process" procedure" or
re$uirement" usuall! single incidents that do not have a significant impact on the $ualit!"
environment" %&'" operations" or reliabilit!.
2./. #oncompliance - #on-adherence to an applicable regulator! re$uirement.
2.0. Recommendations (opportunit! for improvement) - A suggested means of improving an
activit! or fulfilling the intent of a re$uirement.
3. Responsibilities
.1. The & *anagement &!stem Representatives shall implement this assessment program
within their organiations..2. Assessments (audits) shall be conducted b! competent persons" internal or e3ternal to the
organiation being audited" who are independent of the activit! being audited and are
familiar with the re$uirements of the &A& 14551 management s!stem.
.. The & *anagement &!stem Representatives shall ensure that the assessment team has
either formal or on-the-+ob training in the following areas6
..1. Applicable occupational safet! and health issues li,el! to be associated with the
facilit! operations and related management issues. For e3ample" 7#8 personnel
who meet this re$uirement are wor,ers" technicians" professionals" managers and
scientists who have completed their 7#8 training re$uirements and who are familiar with the operation or organiation being assessed.
..2. Applicable occupational safet! and health laws" regulations" and related documents
or occupational safet! and health management s!stems and &ub+ect Areas.
.. The & *anagement &!stem Representatives shall ensure that the lead assessor has
e3perience and training conducting assessments. Training such as &A& 14551
