Railways: No Communist activity iden tifiable as deliberate attempts by the East Germans to int erfer e with railway operations hav cl occurred during the period , although some int er ­f erences f or technical r essens have occur ed. These interferences are attributable t o the fact that railway employees who defect must be replaced by others, and th8 pool for r eplacements is tipparently inadequate . Some delay in train schedules resultod from ~ n ill ­egal oct on the part of the engine crew in passing a r cd block signal . This , too, is assessed as being a techniccl matter and not harrussmont.
