Operational Context As of July 2021, 13,356 refugees and asylum seekers are registered as UNHCR Indonesia’s persons of concern. UNHCR’s representation in Indonesia is located in Jakarta, with outposted offices in Medan, Makassar, Pekanbaru, Tanjung Pinang, and Aceh. UNHCR in Indonesia undertakes registration and refugee status determination, facilitate comprehensive solutions, and ensure appropriate protection interventions for refugees and asylum seekers in Indonesia. In addition, UNHCR Indonesia carries out different activities and initiatives related to its Statelessness mandate in Indonesia including advocacy on access to birth registration and birth certificates and a baseline study on in-situ Statelessness in Indonesia is also currently conducted through implementing partner that aimed statelessness situation in Indonesia including the estimated number of stateless people in Indonesia. The Assistant Protection Officer reports to the Senior Protection Officer and will oversee and carry out advocacy, protection interventions, capacity building in close coordination with government counterparts and other partners. S/he will participate in various coordination fora, including the National Refugee Task Force, respective local Refugee Task Force, UN Humanitarian Country Team, National Protection Cluster system, National Coordination on Rohingya Refugee Response in Aceh, Joint UNHCR/UNICEF Blueprint initiative and other coordination mechanisms. The Assistant Protection Officer will maintain good working relations with legal aid providers and legal partners across Indonesia and coordinate protection interventions including for detained PoCs. S/he will oversee and carry out capacity building activities for key partners and humanitarian actors. The Assistant Protection Officer covers the areas of Eastern Indonesia including South Sulawesi, East Java, Central Java, Bali and East Nusa Tenggara. S/he is expected to visit those places regularly to monitor protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff. The Assistant Protection Officer is expected to oversee the coordination of quality, timely and effective protection responses to the needs of populations of concern in South Sulawesi, East Java, Central Java, Bali, East Nusa Tenggara and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. S/he contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.

The Assistant Protection Officer will also help UNHCR Indonesia to implement its statelessness mandate in their area of responsibilities incuding to have a regular coordination with UNHCR’s statelessness implementing partner based in Semarang, Central Java Province.

The Assistant Protection Officer also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions.

II. Duties and Responsibilities Under the direct supervision of Senior Protection Officer, the Assistant Protection Officer will perform the following duties in his/her area of responsibility:

- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.

- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.

- Assist in providing comments on existing and draft legislation related to PoC. - Provide legal advice and guidance on protection issues to PoC; liaise with competent authorities

to ensure the issuance of personal and other relevant documentation. - Conduct eligibility and status determination for PoC in compliance with UNHCR procedural

standards and international protection principles. - Promote and contribute to measures to identify, prevent and reduce statelessness. - Contribute to a country-level child protection plan as part of the protection strategy. - Contribute to a country-level education plan as part of the protection strategy. - Provide inputs for the development of protection policies and standards within the AoR. - Implement and monitor Standard Operating Procedures (SOPs) for all protection/solutions

activities. - Manage individual protection cases including those on GBV and child protection. Monitor, and

intervene in cases of refoulement, expulsion and other protection incidents. - Recommend durable solutions for the largest possible number of PoC through voluntary

repatriation, local integration and where appropriate, resettlement. - Assess resettlement needs and apply priorities for the resettlement of individuals and groups of

refugees and other PoC. - Contribute to the design, implementation and evaluation of protection related AGD based

programming with implementing and operational partners. - Contribute to and facilitate a programme of results-based advocacy with sectorial and/or cluster

partners. - Contribute to and facilitate effective information management through the provision of

disaggregated data on populations of concern and their problems. - Assist capacity-building initiatives for communities and individuals to assert their rights. - Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen

national protection related legislation and procedures. - Intervene with authorities on protection issues. - Assist the supervisor in deciding priorities for reception, interviewing and counselling for groups

or individuals. - Assist the supervisor in enforcing compliance of staff and implementing partners with global

protection policies and standards of professional integrity in the delivery of protection services. - Enforce compliance with, and integrity of, all protection standard operating procedures. - Perform other related duties as required.

III. Eligibility: Internal & External INTERNAL Candidates (Group 1/Group 2) Group 1: UNHCR Staff member holding Indefinite or Fixed Term Appointment (FTA) at grade and one grade below/above. Group 2 : UNHCR Staff holding Temporary Appointment (TA), former UNHCR staff member who held indefinite/FTA (within 2 years of separation for males and 5 years for females), National UNV who currently working with UNHCR, national UNOPS and Individual Contractors who currently working with UNHCR, GS staff member holding indefinite/FTA in the same category two grades above , current UNHCR staff members in the international Professional category holding Indefinite/FTA ; UNHCR staff member in NPO category, current locally recruited female staff from other UN system holding the equivalent of an indefinite/FTA . EXTERNAL Candidates (who are not in group 1 or group 2) IV. Qualifications/Requirements Education & Experience: Undergraduate degree (equivalent of a BA/BS) in Law, International Law, political Sciences or related field plus minimum 1 year of previous work experience relevant to the function. Graduate degree (equivalent of a Master’s) or Doctorate degree (equivalent of a PhD) may also be accepted. Nationality: Citizen of Indonesia; non-citizen with Indonesian permanent residence. Languages: Excellent knowledge of English and Bahasa Indonesia (written and spoken) is essential; knowledge of other UN Language is an asset.
