REDUCING GANG VIOLENCE THROUGH HUMAN CENTERED DESIGN Social Policy Research Associates CWA Conference – Jan 2014 Career Pathways Definition & Framework BACKGROUND Monterey County has had an upsurge in violence in recent years, primarily between the rival gangs Nuestra Familia and the Mexican Mafia. The County has led the state in youth homicide rate for two years in a row. Violence has spread from the Salinas area to South County and the Monterey Peninsula. The costs of violence go beyond the direct costs such as medical care, suppression and the justice system. Adding the indirect costs, such as lost productivity, human trauma, and lost investments, the estimated annual cost of gang violence in Monterey County totals $207,000,000. APPROACH In the fall of 2012 and at the direction of the Board of Supervisors, the County contracted with Social Policy Research Associates to prepare a Strategic Plan to align the County’s investments for maximum effectiveness in reducing gang violence, building on Monterey County’s Comprehensive Violence Prevention, Intervention, Suppression, and Reentry Framework of 2009. The SPR team used an IDEOinspired HumanCentered Design process and applied a Collective Impact lens to deal with the multitude of design challenges the county was faced with. An Interdepartmental Gang Violence Prevention Workgroup was formed and SPR facilitated their work through the three phases of the Human Centered Design Process: Hear, Create, and Deliver. HEAR DISCOVER During the hear phase, the workgroup collected stories and inspiration from people. We conducted Community Meetings. CREATE IDEATE In the Create phase, the workgroup conducted several Design Labs to translate what we heard from people into frameworks, opportunities, solutions, and prototypes. DELIVER – PROTOTYPE AND IMPLEMENT During the Deliver phase – which is still ahead of us – the workgroup will begin to realize solutions through rapid revenue and cost modeling, capability assessment, and implementation planning.
