Members of the HBA Codes Task Force, Board of Directors and other industry leaders reached out to their local building officials regarding proposed code changes that will ulti-mately become part of the 2015 International Residen-tial and energy Code. sev-eral area building officials will participate in the International Code Council’s (ICC) Public Comment Hearings from October 2-10, 2013 in Atlantic City, New Jersey. At the hearing, building officials and oth-ers will have the opportunity to vote on

the proposed code changes that, without a doubt, will have a significant impact on the housing industry nation-wide. HBA

members asked building offi-cials to carefully consider each code proposal and remember that overly stringent codes will price many families out of

the housing market or unfairly limit their choices.

Government & PoliticsCity of Overland Park Begins New Electronic Plan Review Process

Bill ebel, City Manager, City of Overland Park, presented information at the september HBA Board of Directors meeting about the 1/8 cent sales tax renewal for infrastructure improvements. The City estimates that the 10-year 1/8 cent sales tax will generate about $65 million for residential and thoroughfare improvements, and for replacement of

sidewalks, curbs, street lights and traffic signals. Overland Park residents must vote by Tuesday, October 8 at noon on whether or not to extend the sales tax by returning their ballot to the Johnson County Election Office. For more information, please contact Beatriz Ibarra at [email protected].

Beginning October 1, 2013, the City of Overland Park will institute a new electronic plan review process for residential construction. Builders using the electronic process will now be able to submit PDF copies of their permit application and related documents via email to [email protected], pay permit fees by credit card, and receive their permit electronically. Communication regarding pending applications and revisions to documents will also be done electronically.

while the process seems straightfor-ward, there are a few requirements that builders need to be aware of. For ex-ample, the size requirement for all con-

struction plans to be converted to a PDF is 18”x 24”. Plot plans can be 8 ½ x 11 or 8 ½ x 14. There are also requirements for how to label documents that need to be re-submitted with corrections. Build-ers can contact the City or the HBA for detailed instructions on the new process.

The new electronic process is not a requirement as the traditional “over the counter” review process will still be in place. City staff expects that there will be kinks in the system at first but in the long term believe that it should create greater efficiencies and serve as an add-ed convenience to builders. Members of the Home Builders Association of Missouri (HBAM) gathered in Jefferson City on september 12 at the start of its new fiscal year. Members discussed financials and approved a budget for 2013-2014. The HBAM’s lobbyist, Jewell Patek, Jewell Patek & Associates, LLC, provided an overview of the Missouri General Assembly’s veto session and what the housing industry may expect in the next legislative session. efforts to cut personal and corporate income tax rates will likely be back on the agenda as well as transportation funding. The housing

industry should stay alert about the possibility of revisiting the fire sprinkler issue and a state-wide energy code. HBAM members will spend the next few months drafting a new legislative agenda

and planning for Missouri Lobby Day.

The HBA’s Government Affairs Committee will meet on Tuesday, October 22 at 11:30 a.m. to review and update the HBA’s legislative agenda. Committee leaders and co-chairs Harold Phelps, Phelps engineering, Inc., and Brenner Holland, Hunt Midwest Real estate Development, Inc., plan to schedule meetings in October and November to finalize the agenda and present it to the HBA Board of Directors for their consideration at the December meeting.

The HBA expects a big year in

government affairs as legislators continue to debate tax reform, energy regulation and fire sprinklers. The legislative agenda will direct the HBA’s lobbying efforts in both the Kansas Legislature and Missouri General Assembly and at the local level. The legislative agenda will also serve as a guide for HBA members throughout the year and especially during our annual lobby days in Topeka and Jefferson City. Back by popular demand, Bob Frost, President of Frost Construction Co., was again named the Missouri Representa-tive to the National Association of Home Builders. The HBA of Missouri, a coalition of HBAs from across the state, unani-mously agreed to reappoint Bob to the position. The job includes maintaining continuous com-munication with HBA members from across the state, staying abreast of housing-related issues in the state, reporting to NAHB, and facilitating communication between HBAs and NAHB.

Following four consecutive months of improvement, builder confidence in the market for newly built, single-family homes held unchanged in september with a reading of 58 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI), released recently.

“While builder confidence is holding at the highest level in nearly eight years, many are reporting some hesitancy on the part of buyers due to the sharp increase in interest rates,” said NAHB Chairman Rick Judson, a home builder from Charlotte, N.C. “Home buyers are adjusting to the fact that, while mortgage rates are still quite favorable on a historic basis, the record lows are probably a

thing of the past.”“Following a solid run up in builder

confidence over the past year, we are seeing a pause in the momentum as consumers wait to see where interest rates settle and as the headwinds of tight credit, shrinking supplies of lots for development and increasing labor costs continue,” noted NAHB Chief economist David Crowe.

Derived from a monthly survey that NAHB has been conducting for 25 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations in the next six months as “good,” “fair” or “poor.” The survey also asks

The HBA sales and Market-ing Council (sMC) invited two nationally-recognized speakers to teach classes at the opening day of the Fall Home show. Bev-erly Koehn, author of “Loyalty

is Love: How to Hold Clients Close for Life,” taught the first class on negotiation skills. She spoke about key strategies for specific negotiating situations, what makes a great negotiator and how to avoid common pit-falls and formalize an agreement. David Miles, Presi-dent of Miles BrandDNA, and Joel Cox, Director of Digital strategies at Miles BrandDNA, led a class on key sales and marketing strategies, particularly through

social media and other online platforms. Miles and Cox gave participants an in-depth look at how on-line marketing really works and where it is important to invest limited resources.

HBA members who attended both classes received an annual membership to the sMC, a platform for HBA members to received custom-tailored education and information and network with other sales professionals. The sMC is co-chaired by Roy Ragland, Homes by Chris, LLC, and Jenni Mann, Hunt Midwest Real estate Development, Inc. builders to rate traffic of prospective buyers as “high to very high,” “average,” or “low to very low.” scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor.

HMI component indexes were mixed in september. while the component gauging current sales conditions held unchanged at 62, the component gauging sales expectations in the next six months declined three points to 65 and the component gauging traffic of prospective buyers increased one point, to 47.

All four regions posted gains in their three-month moving average HMI scores in september, including a two-point gain to 41 in the Northeast, a four-point gain to 64 in the Midwest, a two-point gain to 56 in the south and a four-point gain to 61 in the west.

Summer Ends With a Dip, But Still Strong

August is frequently a slower month for permits and this year was no different with 354 single family permits compared to 410 in July, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit statistics report. This month was still the third highest month of 2013 and the numbers are on target to surpass all the years since 2007. In fact, the year to date tally of 2,710 surpasses the total years of 2009, 2010 and 2011. Leading the way are Jackson and Johnson counties which are both up roughly 40 percent over last year. Jackson County has 507 permits year to date reflecting an increase of 142 over last year. Johnson County has 1,120 which is an increase of 318 over last year to date.

Multi-family numbers jumped in August with 179 units, all from Johnson County. For the year to date there are now 1,881 units compared to 1,062 last year.

“All of the news for consumers is encouraging,” said executive Vice President Sara Corless. “More flexible financing tools are available to home buyers than they realize and credit availability for builders is better than in recent years keeping the new home supply steady. Home values that have rebounded this year give prospective buyers the confidence to get out and look at new homes. Builders have reported strong september sales to date and that should translate to solid permit activity going into the fourth quarter.”

The National Association of Home Builders (NAHB) officially opened online registration for the 2014 NAHB International Builders’ show® (IBs),

the largest annual light construction tradeshow in the world. Register at www.buildersshow.com. The 2014 mega-show, to be held in Las Vegas, Feb. 4-6, is part

of the first Design & Construction week,™ a co-location with the Kitchen and Bath Industry show (KBIs), hosted by the National Kitchen and Bath Association (NKBA). with more than 70,000 anticipated attendees, 1,500 exhibitors and 600,000+ net square feet of exhibits, this new mega-event is the largest annual gathering of residential construction and design professionals. while the shows will remain separate and distinct, all registrants will have

access to the exhibits of both IBs and KBIs as well as the exhibits of a third show, the International window Coverings expo.
