AN ACT ESTABLISHING A DISTRICT BRANCH OF THE LAND TRANSPORTATION OFFICE IN THE MUNlCIPAUTi’ OF MARAMAG, PROVINCE OF BUKIDNON AND APPROPRIATING FUNDS THEREFOR

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

1 Section l. There shall be established a district branch of the

2 Land Transportation OfEce (LTO) in the Municipality of Maramag,

3 Province of Bukidnon.

4 Sec. 2. The Secretary of Transportation shall immediately

5 include in the Department’s program the operationaliration of a

6 district branch of the LTO in the Municipality of Maramag,

7 ProvTUce of Bukidnon, the funding of which shall be included in the

8 annual General Appropriations Act.

9 Sec. 3. This Act shall take effect fifteen (15) days after its

10 publication in the Official Gazette or in a newspaper of general

11 circulation.

EXPLANATORY NOTE

Basic social services are the building blocks for human development, as it is considered a fundamental human right. However, the effective and efficient delivery o f these services remains to be a continuing issue in our country.

The 1987 Constitution lays out a specific section on Accountability o f Public Officers. I t states tha t public officers and employees must a t all times be accountable to the people, serve them w ith utmost responsibility, integrity, loyalty, and efficiency. I t is o f im portant value tha t public needs and concerns must a t all times be served and addressed.

This bill seeks to provide the people o f Mindanao w ith efficient license approval and renewal services by establishing a Land Transportation Office (LTO) D istrict Branch in the Municipality o f Maramag, Province o f Bukidnon. The creation o f this branch would ease the docket congestion o f surrounding LTO Offices and would provide an option for the people o f Maramag and surrounding areas who, at present, still have to travel to the nearest LTO office located in Malaybalay, Bukidnon.

S e c tio n 1. Declaration o f Policy - Pursuant to Article XII, Section 1 o f the 1987 Philippine Constitution tha t the goals o f the national economy are a more equitable distribution o f opportunities, income and wealth, the State hereby adopts a policy to ensure quality service to the public and that appropriate number o f com petent human resources may be supplied to answer the call fo r bringing government services closer to the people. To this end, the State shall ensure the expeditious renewal and application o f driver's licenses and car registrations.

S e c 2. There shall be established a d istrict branch o f the Land Transportation Office (LTO) to be located in the Municipality o f Maramag, located in the 3rd District o f Bukidnon.

Sec. 3 . The Chairperson o f the LTO shall immediately include in the Office's programs the operationalization o f the LTO Branch in the Municipality o f Maramag. The initial funding fo r the implementation o f this Act shall be sourced from the appropriations for the Department o f Transportation under the General Appropriations A c t Thereafter, the appropriate funding fo r the operation and maintenance o f the foregoing LTO District Branch shall be included in the annual General Appropriations Act.

S e c 4 . The Chairperson o f the LTO shall issue such rules and regulations as may be necessary to carry ou t the purpose o f th is Act.

S e c 5 . S e p a ra b ility C lause . - I f any provision o f this Act shall be held unconstitutional or invalid, the other provisions not otherwise affected shall remain in fu ll force and effect.

S e c 6 . R e p e a lin g C lause . - All laws, executive orders, rules and regulations inconsistent w ith or contrary to this Act are hereby deemed accordingly repealed or amended.

Sec. 7. Effectivity Clause. - TTiis Act shall take effect a fte r fifteen (15) days from publication in at least two (2) newspapers o f general circulation.
