Having a PIP or ESA Assessment

(PIP) Personal Independence Payment(ESA) Employment and Support Allowance

Please tell us what you think byFriday 10th November.

1

We are the Work and Pensions Committeeat the House of Commons in Parliament.

Parliament has groups or committees tolook at things the Government is doing.

They use what they find out to check ifthings are working well or help changethings or make them better.

This committee is looking at how well thePersonal Independence Payment (PIP)and Employment and Support Allowance(ESA) assessments are working.

2

So we need to hear about how well theyare working for you and if they could getany better.

We especially want to hear about:

The people who do the assessments:

1. Do they know enough about thedifficulties or health problems peoplehave?

2. They are given this job by theDepartment for Work and Pensions(DWP).

Do the DWP check they can do the jobwell enough?

3

3. The test for ESA is called the WorkCapability Assessment. This is to see ifyou can get the benefit or could dosome work.

The Government said they might makesome changes in their Improving Livesgreen paper.(https://www.gov.uk/government/consultations/work-health-and-disability-improving-lives)

Would these changes be a good idea?

4. Do they do better assessmentsanywhere else and could we use thosefor ESA and PIP?

4

Appeals:

1. Why do so many claimants want tochange ESA or PIP decisions?

2. How easy is it to tell the DWP if you areunhappy with a decision?

3. Are there things done in ESAassessments that could be used in PIPassessments?

And the other way around?

4. What changes could be made to makesure less people want to appeal?

5

How was it for you:

1. Did you understand what theassessment was for?

2. What help do you need to understandit more?

3. Are some groups of people more likelyto have problems with theirassessments?

and what can we do about this?

6

4. Should PIP and ESA assessments workmore together?

5. What else could be done to make theassessments better for you?
