The Board of Commissioners recently began to implement long-deferred physical plant improvements, including the replacement of the outdated vehicle maintenance garage. By utilizing a pre-engineered metal structure, the building was constructed in a cost-effective way. The garage also features many energy-efficient improvements. It uses waste oil burners that heat the facility with used motor oils collected from Township vehicles, and has low cost LED lighting. The new shop has six regular bays as well as flexible workspace for additional vehicles, parts storage, a welding station for body repairs and a crew room to accommodate overnight crews during emergencies.

Because of its age, shape and location, the old shop did not have enough space to accommodate all of the needed indoor work space, which meant that larger vehicles did not fit in the tight bays when the overhead doors were closed, exposing employees to inclement weather.

Board of CommissionersHaverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each new year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA. Dear Resident,

R e c e n t l y , t h e B o a r d o f Commissioners a p p r o v e d t h e FY/2015 Annual Budget and the

proposed 3-Year Capital Improvement Program. The Township's 2015 proposed budget of $39,779,745.00 includes a 2.81% tax increase (7.334 to 7.540mills). Using an approximate median assessment of $143,335, the budget increase equates to a $30.00 per year increase.

Preparation of the Township's budget is o n e o f t h e m o s t i m p o r t a n t responsibilities I have. The budget is used to create a business plan for the re-occurring costs, new projects and programs, and financial resources that are necessary for us to function on a day-to-day basis and to plan for our future needs.

During the budget preparation process, the Director of Finance and I identified options for new revenue generation, r e v i e w e d e x p e n s e r e d u c t i o n opportunities and possible minor service reductions or alternatives. In

addition to restructuring how we provide emergency services, which was outlined in my previous Township Manager's Message, we continued to work closely with Marple and Upper D a r b y To w n s h i p s o n f u t u r e partnerships and cost reduction initiatives that would benefit our communities. We hope to be able to continue to control spending through ongoing analyses, partnerships, budgetary saving practices, and by adopting new purchasing policies and procedures.

Like previous years, this budget represents a continuation of the Board of Commissioners' and Management's commitment to building and investing in a high-quality community that effectively:

provides a broad range of public health, safety and community services,

m a i n t a i n s t h e To w n s h i p ' s roads, parks and infrastructure,protects the natural environment, coordinates and anticipates continued residential and business growth and development, and maintains the vibrant set of recreational and community assets and services our residents enjoy.

After analyzing current and future needs, my staff and I presented the proposed budget to the Board of Commissioners and the community. Our presentation, which is available on the Township's website, highlighted and summarized key information included in the 2015 Budget, recommended a supportable solution to balance the budget, and apprise the Board of Commissioners and the residents of Haverford Township of the fiscal plans and challenges that lie ahead.

A Note from the Township ManagerThe budget process began in August 2014 and is the product of many hours of work by Township S ta f f , Department Heads and Division Managers. The Director of Finance and I maintained a conservative budget strategy for 2015. It is clear that we share the overall objective and desire to keep tax increases in check while maintaining the high quality of municipal services our residents expect and deserve.

The 2016, 2017 and 2018 budgets included in our proposed budget are for illustration and planning only, and assume flat revenues and an increase in expenditures in accordance with labor contracts and the CPI index.

As a community that heavily relies on residential property taxes, Haverford Township must always include an intense technical review and analysis of the Township's budgetary revenue and expenditure trends. Balancing revenue shortfalls with increased operational costs and demands for services is a theme and challenge for g o v e r n m e n t s a c r o s s t h e Commonwealth and the United States.

Almost the entire budget increase ($675,998) can be attributed to two major cost drivers:(1) contractual wage net increases (which raise our expenditures by $262,853), and (2) increase in annual debt service resulting from our 2013 bond issue and the first wave borrowing for the new building projects. Township TechSmart Phone App forHaverford Township

We are proud to announce that Haverford Township will be launching an official smart phone app, the newest way to connect with our residents.

The app, which will soon be available in the Apple iTunes App store and the Android Google Play store, is full of features allowing residents to access Township officials and services report a variety of 311 issues and locate information on the Township's calendar and community access channels and is yet another way for the Township to be open, transparent and responsive to our community.

Under the Township's tab, the app offers the ability to email or call Township Commissioners, Township Manager and Department Directors - all at the touch of a button. In addition, users can locate all Township Departments as well as other government agencies and send an email or call to get access to vital services.

In addition the app also offers residents a simple way to submit 311 requests - like broken street lights, potholes, graffiti, missed yard waste, and many others. Users can include an address and description, GPS-specific location, as well as a photo or video of the issue.

Within the Recreation tab, users can find listings for dozens of the Township's award-winning recreation facilities - including the new community recreation center - beautiful parks, and miles of trails. With one tap you can access easy to navigate photos and descriptions, links to the Township's website for more information, maps and driving directions, and contact information.

The Community Information offers important contact and website information for local utilities, recycling, as well as phone and internet providers. A complete listing of local public schools is located in this section with one touch calling and emailing, driving directions, photos and descriptions, and links to each school's website.

App users can also find local weather information as well a complete town calendar combining the Townships Government calendar - including Board meet ings , Planning Commiss ion meetings, and other events.

The Township plans to continue upgrading the new smart phone app to enhance current features and offer more ways for residents to connect with the Township.

Rain Gardens for Clean WaterDuring rainstorms water flows out of downspouts across lawns treated with fertilizer, pesticides, and herbicides, over driveways, walkways, and streets coated

with oil residue, litter, and sediment where it finally flows into stormdrains. The various pollutants that this stormwater has picked up are then discharged into local streams untreated. Our local streams drain into the Delaware River which ultimately flows into the Delaware Estuary, a major source of food and recreation for our region. Pollution from stormwater runoff is the leading cause of degradation and impairment of our streams. Therefore, it is vital that we rethink the ways in which our community handles stormwater runoff if we are to improve the integrity of our water ways.Rain gardens are a proven way to capture overland runoff from your gutters, driveways and walkways and prevent

pollution from entering the storm sewer system and ultimately our streams. Gutters and impervious surfaces can be directed to a rain garden; a depressed garden that acts like a sponge to capture and infiltrate the rain water back into groundwater supplies with the plants and soil naturally filtering out the pollutants. These gardens, planted with native flowers, shrubs and grasses, help to mimic natural conditions that were present b e f o r e d e v e l o p m e n t o c c u r r ed . Additionally, the rush of water that enters a stream during rain events can be greatly reduced by directing the stormwater to a raingarden. This rush of water often causes bank erosion and instream habitat destruction. Rain gardens can soak up to 30% more rain water than lawn areas and increase vital habitat for butterflies and birds.

Residents are reminded to remove theirvehicles from the streets as soon as the

snow starts to fall. Street parking impedesthe Public Works Crews, delaying clean up.All sidewalks are to be cleared of snow and

ice 24 hours after the snow stops falling.If your neighbor is unable to clear their

sidewalk, consider pitching in to clear it out.

HELP US, HELP YOU!The arrival of cold weather means that firefighters will be in a constant battle with slippery roads, hidden hydrants, and frozen hose lines. Do your part to help keep your neighborhood safe by clearing hydrants of snow. A clear path on all four sides makes hydrants easier to locate and operate in an emergency.

Also, in snowy weather, please utilize off-street parking whenever possible. This allows better access for emergency vehicles and also allows the Department of Public Works to clear the roads more efficiently.

How Haverford Township Battles Winter Storms

Haverford Township Public Works Department approaches lighter winter storms that are expected to produce 0-2 inches of frozen precipitation as a spreading storm. The Public Works Department and PennDOT refers to these storms as spreading storms because the spreading of winter materials (Brine & Rock Salt) is the primary tool used to remove ice and snow.

State Roads and Secondary Roads

Haverford Township is responsible for the winter maintenance of 165.07 miles of Township and state roads throughout Haverford Township. Depending of the forecast we will pre-treat the roadway surface with salt brine before the winter storm. Then throughout the storm, we will spread winter materials over the length of these roads until all lanes are free of snow and ice. Depending on the temperature, we may plow to remove remaining snow and slush. An average cycle for a Township truck on these roads is one hour.

A storm that is expected to produce more than two inches of precipitation is treated as a plowing event storm where the primary function of the Public Works crews is plowing from the roadways. Do not clear the end of your driveway until the storm has stopped and the road is plowed curb to curb. This will save you work and will lower your frustration level. The Townships goal is to first open one lane of traffic each direction on every road, then return and plow the snow back to the curb, exposing the storm water inlets.

How Haverford Township Battles Winter Storms

The Township crews will pre-treat

roadways with rock salt and salt brine

before the storm. We will then

continue to spread winter materials

over the entire length of the

roadways throughout the storm until

all lanes are free of snow and ice. We

will plow excess amounts of snow and

ice from the roadways surface.

Road Salt - Salt remains the

Townships primary weapon for

fighting winter storms. The Township

maintains a stockpile of salt at our

maintenance facility. On an average,

the Township has used over 5,000

tons of salt over the past three years.

Anti-icing - Brine is applied to a dry

road before snow starts falling. This

helps to prevent Ice and snowfrom

bonding to the pavement. Utilizing

Brine allows us to move from a

re·active (De-icing) to a pro-active

approach (Anti-icing). Anti-icing

returns roads to normal faster and it

jumpstarts the melting process.

Township staff can cover more

territory by beginning treatment

before the storm begins and we will

use less salt as a deicer, resulting in

cost savings and less environmental

impact on our community.

The EAC Mission: The EAC's role is to advise the Board of Commissioners and the Township Manager regarding environmental problems in Haverford, as well as to serve as a resource for township residents on ecology and pollution problems. The EAC also partners with other local bodies to provide educa t iona l oppor tun i t i e s on environmental matters.

Members are appointed by the Board and serve two-year terms. All current member terms expire in 2014.

The EAC meetings are open to the public. Meetings are held the second Thursday of (most) every month at 7:30 p.m. in the back room of the Quatrani Building located at 2325 Darby Road, Havertown. Residents may also send comments and concerns to the EAC.

Bike the Haverford Heritage TrailSunday, March 29, 1:00 3:00pm

Ride a 7 mile NE segment of the Haverford Heritage Trail covering 15 historic sites from the Grange to Haverford College area. Meet at the bottom of the Beechwood R-100 Septa station on Karakung Drive (near Mill Rd). Bike Helmet required. Led by an experienced ride leader, this is more of a history tour than a bike

ride, with stops and discussion at each historic site.

Lost Woods of Wynnewood HikeSaturday, April 25, 12:00 p.m. 2:00 p.m.

Rediscover a lost forest in Haverford. Meet at the bottom of the Beechwood-Brookline Station on Karakung Drive (near Mill Rd. and the Beechwood Bridge). We will hike the beautiful Heritage trail through historic Powder Mill Valley and cross over to Old Manoa Road. Bring a good pair of sneakers; 3-4 miles of easy

walking with one hilly narrow section.
