Warm greetings to all.

Our institute which hascompleted 70 years of

service to the nation canrightly feel proud of itsaccomplishments during thequarter. The institute made itspioneering foray into breedingand seed production ofseveral marine finfishes of highcommercial value, a few yearsago. Presently sustained largescale seed productiontechnology is available forseveral species like cobia,silver pompano and orangegrouper. In recognition of theinstitute's achievements,DADF has announced asubstantial funding support to

establish the Brood Banks of cobia and silver pompano. This willfacilitate supply of quality fish seeds to the marine fish farmers andhelp to boost marine fish production through mariculture. In tunewith the institute's mandate for promoting sustainable marine fishproduction, an Indian Marine Fisheries Code complying withinternational instruments like the FAO-CCRF for management offisheries resources has been developed by the scientists of ICAR-CMFRI jointly with ICAR-CIFT. It is expected this will suitably guidethe fisheries management bodies at the state and central levels in thedesigning of appropriate guidelines and interventions required in thesector. Various initiatives like the development of a FisheryImprovement Plan for the skipjack tuna of Lakshadweep, sea ranchingof green tiger shrimp in the Palk Bay and conducting skill developmentprogrammes for the identified stakeholders in the marine fisheriessector have been carried out successfully. It is hoped that theseinitiatives shall lead to even better and bigger things in the days tocome.

Shri. Devendra Chaudhry, IAS,Secretary, DADF inaugurated theNational Consultation Meet and urgedthe institute to come up withcomprehensive guidelines for facilitatingopen sea and coastal mariculturepractices in the country. He mentioned

that the DADF would facilitate setting upof a Brood Bank under ICAR-CMFRI andregional hatcheries in different maritimestates for augmenting marine fish seedproduction on a large scale. Dr. A.Gopalakrishnan, Director ICAR-CMFRIstressed on the need of quality finfishseeds for mariculture activities andassured that the institute has thetechnology for mass production of fishseeds of cobia, silver pompano, Indianpompano, orange spotted grouper andpink ear emperor. Mandapam RegionalCentre will act as the nodal centre co-ordinating the national seed productionprogramme facilitating the supply of theseeds to various regional hatcheries setup across the maritime states in thecountry.

ICAR-CMFRI was sanctioned ` 8.9 crores for establishing the Brood Banks of two marinefishes, cobia and silver pompano. Scientists plan to sustainably produce fertilised eggs and

newly hatched larvae from bio-secure broodstocks of cobia and pompano fed with suitablediets under controlled water quality parameters. The Brood Bank will be set up at theMandapam and Vizhinjam Regional Research Centres of the Institute. Administrative approvalfor the project by Govt. of India through DADF, Ministry of Agricultre and Farmers’ Welfarewas conveyed vide F. No. 30035/17/2017-FY (T-1) dated 13th July 2017.

The estimates of country's marine fishlandings of 2016 released on 20th

May 2017 highlighted that India's totalmarine fish landings recorded a slightincrease of 6.6 per cent during 2016compared to the previous year, with aproduction of 3.63 million tonnes (t)against 3.40 million t in 2015.

Gujarat remained at the top positionfor the fourth consecutive year with aproduction of 7.74 lakh t followed byTamil Nadu (7.07 lakh t) and Karnataka(5.29 lakh t). Kerala producing 5.23 lakht in 2016 slipped down to fourth spot forthe first time in the history but registeredan 8% increase in its total marine fishcatch over the previous year. Mackerel,

the national fish was placed in the firstspot of the major resources with anoverall production of 2.5 lakh t ahead ofoil sardine (2.44 lakh t). A significantchange observed during 2016 was thelandings of Bulls eye (Priacanthus spp.)which from a mere 4,691 t in 2015, hasescalated to a record 1.3 lakh t this yearwith high production from the west coastwhere Karnataka contributed themaximum. A huge hike in the landings ofHilsa shad in West Bengal, showing afour-fold increase compared to 2015 wasrecorded. At the same time, fish catchdropped significantly in Andhra Pradesh(-35%) and Odisha (-17%) mainly dueto the cyclone which reduced fishing daysin these states during 2016 compared tothe previous year.

The estimate of value of marine fishlandings during 2016 at the landing centrelevel in the country was ̀ 48,381 crores,registering an increase of 20.7%compared to 2015. At the retail level,the estimated value was ̀ 73,289 croreswith an increase of 12.4% over theprevious year.

The Food and AgricultureOrganisation (FAO) brought out

the Code of Conduct for ResponsibleFisheries (FAO CCRF) in 1995 as aguide for respective countries toimplement their own effectivefisheries management plan. In India,this Code has not been put intopractice although there are severalcompliances. Now, scientists of theICAR-CMFRI and ICAR-CIFT, two ofIndia's major fisheries researchinstitutes, have come together todevelop a guidance on how the FAO-CCRF can be put into practice in thecountry. Aptly named as IndianMarine Fisheries Code (IMFC), it isexpected to give an impetus to bringabout a sea change in the manner inwhich marine fisheries is managed inthe country. The IMFC explains indetail each sub-article of the FAOCCRF and provides information on

how it can be implemented and bywhom. Further, it proposes severalnew bodies which are necessary toplace fisheries management in thecountry on an unassailable footing. Itis expected that all f isheriesmanagement bodies in the country,both at central and state levels wouldfind the IMFC as a useful guidance forthe future.

24th Institute Research Council meeting held

The 24th Institute Research Council(IRC) was held from 15th to 19th May

2017 at headquarters and 143 scientistsparticipated in the deliberations. TheDirector and Chairman of the IRC, Dr.A. Gopalakrishnan in his opening remarkshighlighted the achievements made bythe institute in 2016-17. Principal

Investigators of 33 Institute projects and34 externally funded projects presentedtheir findings followed by livelydiscussions. New projects/ subprojectsof existing projects were presented andapproved after deliberations. The IRCgave approval to several changes intechnical programmes and about 50

action points were listed for action beforethe next IRC. The proceedings and actionpoints are available for download to allstaff from the CMFRI intranet webpage.

Lakshadweep skipjack tuna pole & line fisheriesmoves towards MSC certification

The Union Territory of Lakshadweep,a chain of islands in the Arabian Sea

depends on its fish diversity for food andlivelihood. There has been a steadygrowth of fish landings in the islands from500 tonnes (t) in the 1950s to 12,000 tin recent years. The tuna fishery ofLakshadweep uses ‘pole-and-line’ fishingwith live-baits, a technique unique andindigenous to the islands. More than 50%of the total fish landings in Lakshadweepare skipjack tuna (Katsuwonus pelamis),

followed by yellowfin (Thunnusalbacares) and smaller quantities ofkawakawa (Euthynnus affinis) and othersmall tunas. The Blue sprat (Spratelloidesdelicatulus) form the major live-bait forthe fishery which are caught from thelagoon and the near reef areas of the atollusing small-mesh seine nets. With theskipjack tuna fishery entering into aFishery Improvement Plan, it has movedone step ahead towards being anotherMSC certified fishery from India. TheMSC pre-assessment was carried out in

2016 and a Fishery Improvement Project(FIP) is being implemented by WWF-India, ICAR-CMFRI and FisheriesDepartment of Lakshadweep. FIPfacilitates a stepwise approach to increasethe level of sustainability in its course ofentering the MSC full assessment. Theonly other certified pole and line fisheriesin the region is that of the Maldives. TheICAR-CMFRI is involved as knowledgepartner in the efforts towards MSCcertification. Scientific information on the

fisheries, stock assessment, biology,ecosystem etc gathered by the Instituteover the years on the tuna fisheries ofLakshadweep through its erstwhileResearch Centre at Minicoy and throughvarious projects operated from theHeadquarters has been the basis for thecertification mooted by the WWF-India.The gaps to be addressed while movingtowards full assessment of the fisherywere identified in the Pre-assessmentmeeting organized by the WWF-India atKavaratti, Lakshadweep during June

2016, attended by various stakeholders.Itemphasized the need for a robust datacollection system in Lakshadweep,management plans for the baitfish fisheryto ensure their sustainable exploitation,low-impact fishing practices and the needfor Fishery Management Plans for tunaand live-bait fisheries to be formulatedwith the support of ICAR-CMFRIforthwith. A dedicated research projectof the institute for filling the knowledgegaps on Lakshadweep fisheries with

special focus on tunas and livebaits, withthe participation of stakeholders has beenlaunched recently. The aim is to developan Ecosystem Approach to FisheriesManagement (EAFM) based FisheryManagement Plan for Lakshadweep.Tuna products from Lakshadweep areexpected to fetch higher value when itcomes under the Chain of Custody ofan MSC certif ied tuna fishery inLakshadweep.

An interactive meeting with the fishermen representativesand scientists was held at ICAR-CMFRI Headquarters on

5th May 2017 chaired by the Hon'ble Union Minister of Statefor Agriculture and Farmers' Welfare Shri Sudarshan Bhagat.As part of its ongoing platinum jubilee celebrations ICAR-CMFRIidentified a marine fisher couple Mrs. Rekha and Mr. Karthikeyanwho have been venturing into the deep sea for fishing for around15 years, to launch sea cage fish farming by extending therequired financial and technical support. On the occasion, ShriSudarshan Bhagat, felicitated them and handed over the fishseeds for stocking in the cages sponsored by the institute.

renowned educationist and former ViceChancellor of Cochin University ofScience and Technology, formerDirectors of ICAR-CMFRI, Dr. E. G. Silasand Dr P. S. B. R. James, retired PrincipalScientists Dr. Vedavyasa Rao and Dr. A.Noble, graced the function. Around 200alumni from across the country includingDr. J. K. Jena, Deputy Director General(Fisheries) of ICAR, Dr. C. Vasudevappa,

The alumni of mariculture batches ofpost graduate and doctoral programmesat the ICAR-CMFRI are active in thedevelopment of India's marine fisheriesand aquaculture sectors by involving in

the policy frameworks, research,administration and entrepreneurialinitiatives. Based on the FAO-UNDPguidelines and funding, the Post graduateand Ph. D. programmes in mariculturewere started at the ICAR-CMFRI in 1979with the affiliation of Cochin Universityof Science and Technology (CUSAT).Later, in 1993, these programmes wereshifted to the Central Institute of FisheriesEducation, Mumbai.

Sea cage farming of spiny lobster,Panulirus polyphagus has become a

fulltime livelihood and economic activityfor the 'Sidi' tribes of Saurashtra coast.The Veraval Regional Centre of ICAR-CMFRI has been offering the communityfarming demonstration, training andhands-on exposure of sea cage farmingsince 2011. The commercial sea cagefarm during 2012-13 under tribal sub planof the institute to their registered co-operative society Bharat AdimjuthMatsydyog Sahakari Mandali-Talalabenefited the community. Empoweredto operate the farm by themselves, thesuccessful 5th consequent crop harvest

Fifth consequent successful fish harvest under TSP in Gujaratwas done on 13th April 2017. Due tothe seasonal unavailability of lobster seedsand the fund constraints stocking hadbeen done in 3 cages only and other twocages were used for experimentingintegrated multi trophic aquaculture(IMTA) with seaweed, Kappaphycusalvarezii. Partial harvesting was done inview of demand for lobsters and cageswere harvested with 118, 126 and 130kg of lobsters mostly weighing around350 g each which fetched good marketprice of ` 1200 per kg for live export.

Successful harvest of farmed oyster at MoothakunnamWomen self help groups from

Moothakunnam harvested theirfarmed oysters June 2017. During thefarming period oysters had reached an

average size of 86.7 ± 25.7mm shelllength. A total of 23.8 tonnes (t) of oysterswas produced which fetched a farm gateprice of ` 600/kg meat. The depurated,

steamed oyster meat was sold in Kochithrough the outlet of ATIC, ICAR-CMFRI.

Research Highlights

Pink Ear Emperor Lethrinus lentjanis a potential species for

mariculture because of its high marketvalue, superior flesh qualities, hardynature and ability to accept trash fishand compounded feed during farming.The fertilized eggs obtained from theRedraulatory Aquaculture System

Production and supply of seed of Pink Ear Emperor(RAS) without any hormonal induction ofbrood fish were reared in 5 ton larvalrearing tanks. The seeds produced weresupplied to Ayiramthengu Fish Farm ofAquaculture Development Authority ofKerala (ADAK), Govt. of Kerala, MadrasResearch Centre of ICAR-CMFRI and fishfarmers in Thiruvananthapuram, District.

The Karnataka state having a coastlineof 320 km with 27,000 sq.km of

continental shelf and 87,000 sq.km ofExclusive Economic Zone has 5.20 lakhhectares (ha) of inland water resourcescomprising of 2.93 lakh ha of major andminor tanks, 2.67 lakh ha of reservoirsand 5,813 km length of rivers. Karnatakacoastal region has 13 main rivers draining

There are 26 estuaries with morethan 70,000 ha. of water-spread area and8,000 ha of brackish water area, makingthe three coastal districts of Karnataka veryrich in marine, estuarine and riverinebiodiversity. The approximate valueestimated for the coastal ecosystemservices and natural capital of Karnatakacoast is 518.70 billion US dollar per year.

This indicates the importance ofconservation and judicious managementof the natural resources. The work wascarried out under the project ‘Bio-inventorying and biodiversity valuation ofmarine organisms in selected marineecosystem’.

Green tiger shrimp (Penaeussemisulcatus) is exploited by trawl

nets in Palk Bay and Gulf of Mannar. Dueto over-fishing of brooders and juveniles,the shrimp resources have depletedaffecting the shrimp landings. Toovercome this problem, sea ranching ofPenaeus semisulcatus has been restarted.Similar operations carried out 10-15years ago, by the ICAR-CMFRI,Mandapam had been found useful inreplenishing the shrimp resource of theregion. About two lakh shrimp seeds atPL 35 (47-day-old post larvae) stagewere released at Thonithurai, Palk Bayregion on 11th May 2017. Leaders offishermen associations, fish farmers,officials of State Fisheries Department,and scientists of ICAR-CMFRI actively

participated in the programme. The searanching activity to be undertakenregularly with the involvement of localfishermen will also release the seeds of

Observations on marine mammals

A male sea cow that measured 250cmin length and weighed 150 kg was

observed on the beach at South Pudukudiin Palk Bay on 21.04.2017. In India,dugongs are typically found in sea grassbeds and are placed under Schedule I ofthe Wildlife (Protection) Act, 1972.

ICAR-CMFRI participated in theexhibition Matsyotsav held at Kollam from27th-29th May, 2017. The Matsya Adalathheld in connection with the programmewas inaugurated by Shri Pinarayi Vijayan,Honourable Chief Minister of Kerala in

the presence of State Fisheries MinisterMrs. J. Mercykuttiamma. Dr. N. Aswathyco-ordinated exhibition stalls of ICAR-

Landings of Paphia malabarica inMunambam Estuary (Kerala) usually

happens during January to May and endbefore the onset of monsoon in June. Thisyear, unusual landings of P. malabarica

An innovative floating nursery forraising saplings of the mangrove plant

Rhizophora mucronata has beendesigned and fabricated by the FisheryEnvironment Management Division ofthe institute . The floating raft constructedwith used PET bottles and woodenreapers can hold 50 saplings growing inperforated growbags containing mudand are maintained in the backwaters.While the mangrove plant is a popularchoice for mangrove restorationprogrammes, innovative use of thediscarded used water bottles is expectedto contribute to a cleaner environment.

Stakeholders’ Meet was organised on8th May, 2017 at Karwar Research

Centre of ICAR-CMFRI which wasattended by entrepreneurs, fishermen,farmers and all the scientific and technicalstaff of the centre. Ways to raise fishproduction and improve income ofcoastal communities through cage cultureand issues related to fish and shellfishfarming in general was discussed. Dr. K.K. Philipose, Scientist-in-Charge in hisaddress to the participants briefed aboutthe major activities of the centre and needfor expansion of mariculture inUttarakannada district. The role of stategovernment, SHGs and otherorganizations was also deliberated uponin order to promote cage culture in UttarKannada among the locals.
