    Request for Proposal (RFP) for Empanelment of Private Engineering

    Colleges/Universities/Polytechnics/ITIs as Training Provider established in the

    state of Haryana with Haryana Skill Development Mission

    Background

    Haryana Skill Development Mission (HSDM) established in May 2015 by the State Government aims to empower

    the youth in the state to take part in the economic and overall growth of the state and the country at large. The

    vision of the mission is: “To be a specialized agency to deliver quality skill training and professional knowledge to

    the youth to enhance their employability and bridge the skill deficit with a view to meet burgeoning market demand

    for skilled manpower”

    HSDM is mandated by the Government of Haryana to formulate and steer skill development schemes across the

    state. HSDM is working towards integrating the efforts of various State Departments towards achieving the skill

    development target of the State. HSDM already has 80+ courses across 15+ sectors made available to the youth

    of Haryana through its schemes, which are as follows:

    1. SURYA: Skilling Upskilling Re-Skilling Youth and Assessment

    2. PMKVY-CSSM: Pradhan Mantri Kaushal Vikash Yojna (Centrally Sponsored State Managed)

    3. CoE: Centre of Excellence

    4. Saksham Yuva Training

    5. Driver’s Training

    The Mission also has Entrepreneurship schemes currently being implemented through SVSU. Equipped with a

    team of professionals and experienced Training partners, each program is implemented with the vision of

    developing futuristic skills and thereby enabling the employment and entrepreneurship.

    The Haryana Skill Development Mission (HSDM) invites proposals from reputed private engineering

    colleges/Universities/Polytechnics/ITIs having a proven track record for Interested to empanelled with HSDM as

    training providers for implementation of Saksham Yuva Skilling Initiatives of HSDM and for Aspirational district.

    Empanelment Process

    The empanelment process will be done as following:

    Private Engineering Colleges/ Universities approved by AICTE and UGC

    Affiliation of Private Polytechnics Colleges by Haryana State Board of Technical

    Education (HSBTE)

    Affiliation of Private ITIs by National Council for Vocational Training (NCVT)

    1. Private Engineering Colleges.

    2. Private Colleges/ Universities

    3. Private ITIs Colleges

    4. Private Polytechnics Colleges

    Under this category all the Private Engineering Colleges/ Universities/Polytechnics/ITIs who have physical

    infrastructure available in Haryana can only apply. The Colleges/ universities must have physical infrastructure

    available for the desired job roles within the campus. HSDM will give the preference to unutilized

    institutions/colleges/universities having the well infrastructure in the state of Haryana. The

    institutions/colleges/universities will have to establish the Industry connects and previous placement records to

    HSDM during the submission of this RFP document.

    Eligibility Criteria

    1. Private Engineering/ Universities/Polytechnics/ITIs should have not been blacklisted by any State

    Government/ Central Government/ any competent authority/Regulatory body of the Govt. of India.

    2. The empanelment of training providers shall be based on evaluation of the technical and financial

    capability of Bidders.

    3. Bidders selected for empanelment pursuant to this RFP may be allocated work to impart skills training in

    Haryana. Costing of sanctioned work shall be determined in accordance with the Common Norms notified

    by the Ministry of Skill Development and Entrepreneurship (relevant extracts in Schedule-A) or as notified

    by HSDM from time to time.

    4. The Private Engineering/ Universities/Polytechnics/ITIs has to follow the Standard Operating Procedure

    (SOP) of HSDM and respective schemes norms (as amended from time to time).

    5. Any regulatory requirement from AICTE/UGC for running the vocational/Skill program is the responsibility

    as per Clause No. 6.25 of approval of extension handbook 2019/20 of AICTE by the institutes.

    The competent training partners eligible under the above categories can apply on monthly basis and selection

    process will be done as per the process defined in this RFP. The bidders who have already empanelled under

    HSDM should not be apply again.

    Common Instructions for the Applicant (Private Engineering/Universities):

    1. Prohibition on sub-letting: The selected Agencies must run the program by themselves and any kind of

    sub- letting or sub-contracting or franchisee arrangement for the conduction of training is strictly prohibited

    under any circumstances.

    2. No joint venture or consortium or association is permissible.

    3. We propose to undertake the training ourselves on Job Roles mentioned in Annexure- 9

    4. HSDM will verified the performance assessment of the agency on the following of points:

    a) Attendance record of the enrolled students of the institutes

    b) Feedback of the students

    c) Apprenticeship record of the students

    d) Employment /Placement & Post placement tracking

    e) Self-employment (Ranking) as per check list:

    Note: Bidders are requested to furnish information in an organised manner as per the

    mentioned above in the table and Duly signed by the Authorised Representative.

    5. Verification of centre will be carried out either directly by HSDM or HSDM nominated Agency as per

    stipulated norms and the accreditation standards for running a Job Role. The Agencies/TP must maintain

    the required infrastructure and personnel at the centres always during training.

    6. Merely fulfilling the eligibility criteria for selection of applicant under this EOI or getting empanelled, will not

    guarantee allocation of work or award of target to the agency.

    7. The selected organization must ensure uninterrupted power/ electricity during training and will have to

    keep in place appropriate safety measures for the safety of the candidates, personnel deployed there in

    and of the available infrastructures at their own cost and responsibility.

    8. The empanelled Training Partners must ensure that, all the under-training candidates punch in and punch-

    out their attendance on the AEBAS /Geotech real time attendance capturing system on regular basis. The

    same attendance data will be used as means of verification for the payments to the Training Partners.

    9. Duration of the Project: The agency will be empanelled for 3 years subject to annual renewal of

    accreditation on the SMART Portal as per guidelines and standards of accreditation or any further circular

    orders issued by the MD, HSDM.

    10. Conduct of Training and Branding of program: The Applicant has to follow guidelines, circulars,

    notifications etc. Issued by HSDM, MSDE, NSDC, respective SSCs, including cost and process norms for

    Branding of the program, Training, Assessment & Certification, Placement, Tracking, Payment

    disbursement etc.

    11. The Mission Director, HSDM reserves the right to accept or reject any proposal without providing any

    reason, what so ever. The decision of HSDM shall be final and binding upon the Private Engineering

    Institution/Universities.

    12. Jurisdiction: All disputes and differences, whatsoever shall be referred to the courts at Chandigarh,

    Haryana which shall be the courts having jurisdiction to entertain and try the same.

    Submission of Proposal

    Only the interested Private Engineering Colleges/universities/ITIs/Polytechnics fulfilling eligibility conditions as

    mentioned above can submit their detailed proposal for Empanelment of Private Engineering

    Mission Director, Haryana Skill Development Mission (HSDM), Panchkula on or before 29/08/2019.

    Tender Cost & Proposal Processing Fees

    All applicants are requested to submit a non-refundable Tender Cost of Rs. 50,000/- (Rupees Fifty Thousand only)

    and Proposal Processing Fee of Rs. 25,000/- (Rupees Twenty five Thousand only). This will be paid in the form of

    a Demand Draft Payable to ‘Haryana Skill Development Mission' payable at Panchkula, drawn on any scheduled

    commercial bank and must accompany with covering Letter in cover of the Proposal Document. Further the bid

    should also include a non-refundable e-service fee of Rs. 1,180/- (One Thousand One Hundred Eighty Only) as

    crossed Bank Draft drawn in favor of ‘Society for IT Initiative funds for e-Governance’ payable at Chandigarh drawn

    on any scheduled commercial bank. Proposals that are not accompanied by any of the above shall be rejected.

    Performance Security Deposit

    If work is sanctioned and work order is issued to the empanelled training partner, the TP would be required to

    furnish a Performance Security Deposit (PSD) i.e. an amount of 10% of the work order issued for the specific

    training centre during the submission of document for the centre approval. The PSD will be submitted in favour of

    “Haryana Skill Development Mission” payable at Panchkula. This would be treated as one of the checklist for the

    approval of training centre. The Performance Bank Guarantee of the TPs are permissible to release after approval

    form the HSDM, The HSDM will write to bank for release the PSD for TP. The Validity of the Performance Security

    Deposit (PSD) would be 2 yrs. form the date of TP empanelment.

    Time Lines

    Proposals received up to 29/8/2019 at 5:00 PM would be considered for first round of selection; however, this is a

    rolling advertisement. Pre-Bid conference is scheduled for 26/8/2019 at 11:00 AM. Any clarification/corrigendum

    will be issued in due course. The proposals received till 30th of every month from 01/09/2019 onwards shall be

    considered for the next round of selection as per requirement. However, if it falls on any holiday the next working

    day shall be taken into consideration.

    Duration of Empanelment

    The duration of the empanelment will be of 3 years and may be extended based on Training Partner’s performance.

    The HSDM reserves all the rights to discontinue Training Partner any time in case of non-performance after due

    show cause notices.

    Training Reimbursement

    It will be paid as per Common Cost Norms guidelines issued by MSDE as amended from time to time. No amount

    will be paid over and above as mentioned under CNN guidelines.

    1. The 1st, 2nd and 3rd trench of payment would be @ 30%, 30% & 40% respectively.

    2. 30%: Within 10 days from the date of commencement of the batch, 30%: Within 10 days from the date of

    certification of the batch & 40%: Post placement & retention record submission of the batch within 3 months

    from the date of certification. Failing in submission of invoices on the requisite time, penalty will be imposed

    0.5% for each consecutive week subject to maximum of 5%.

    Training Infrastructure

    To be provided by the Training Partner as per scheme/Sector Skill Council (SSC) Guidelines mentioned in space

    norms, tool list and qualification & experience of Trainers.

    Employability Potential Mapping

    All the applicant (Private Engineering Colleges/Universities/Polytechnics/ITIs) must submit the local skill gap

    analysis report along with the Job roles/QP in demand for the Industries existing in vicinity of the District and

    placement opportunities available for the proposed Districts in Haryana. This analysis should be done in

    consultation with local Industries, SSCs and District administration.

    HSDM prefers that the placements shall happen in the same district or adjoining district where the training is being

    imparted at the minimum wages prescribed by the Department of Labour, Haryana (as amended from time to time).

    If the candidate can be placed above Rs. 15,000 p.m. then the relocation shall be allowed.
