W elcome to Harrisonburg and Rockingham County. You have discov-ered one of the jewels of the Shenandoah Valley and of the Common-
wealth of Virginia. The natural beauty of the area is surpassed only by the friendliness of the people who live here.
For those readers who have not been here before or are only slightly familiar with the area, Harrisonburg is located on I-81, providing con-venient access via Interstate to Northern Virginia/Washington, D.C., and Richmond, in addition to points north and south along I-81. We have a diverse and vibrant economy, with a good blend of business interests and employment opportunities. Rockingham County is one of the top agri-cultural producers in Virginia. Harrisonburg has one of the state’s largest universities, a revitalized and energetic downtown, and a wealth of restau-rants all across the city. All of this is nestled between two mountain chains, providing four full seasons each year. For those who live and work here already, congratulations!
This is a community that embraces its past, but looks forward with excitement. The people understand that the simple life and values of gen-erations past form the backbone of the Shenandoah Valley. Yet, there is a realization that the future lies in innovation, adaptation and creativity. This is how our local colleges (James Madison University, Bridgewater College and Eastern Mennonite University) can produce the next generation of lead-ers, young people who respect other cultures but question the status quo.
This is also perhaps why we have companies like SRI and Merck. SRI’s state-of-the art research facility houses bio-medical scientists and technicians working on life sciences and advanced drug research, while sitting amidst a setting of beautiful rolling fields and farmland with an unobstructed sce-nic view of Massanutten Mountain. Or why you will find Merck’s factory tucked outside the small, historic town of Elkton on the South Fork of the Shenandoah River, where vaccines needed today are produced and where life-saving vaccines of tomorrow are being developed.
This is why some of the oldest farms in the county are also leading the way in family farm sustainability and environmental stewardship. This is why someone can spend Saturday morning at one of the local farmers
markets buying fresh produce, farm-processed meats or poultry, and fresh-baked pies and breads, then spend Monday through Friday working on secure cloud computing and enforcing cyber security for one of the nation’s largest defense contractors from their office in Harrisonburg.

A nine-month program designed to bring cur-rent and aspiring leaders together over monthly sessions to learn about the many different assets, opportunities and challenges in Harrisonburg and Rockingham County. Since its inception in 1979, the program has graduated more than 830 individuals and has provided a stepping stone for many of today’s business and community leaders.

During the Civil War, the Shenandoah Valley was known as the “bread basket of the South,”
a vital source of provisions for the Confederacy. Farming has been a way of life here for hundreds of years and continues to play a fundamental role in the Valley’s economic health. Times have changed, but agriculture still sustains Harrison-burg and Rockingham County. However, it’s starting to look very different than it did even 20 years ago.
Tourists, drawn by the Valley’s beauty, history and recreational offerings, have also supplied a source of revenue for the area. They spend money at museums, cultural events, hotels,
restaurants, retail shops and more, providing jobs for many residents.
Today, these two economic forces have combined to create a new business model: agritourism.
“There’s a movement now, people want to know where their food comes from, they want to know the farmers, to get back to their roots,” says Bonnie Riedesel, executive director of the Central Shenandoah Planning District Commission. Two years ago, the CSPDC began a regional agritour-ism initiative, Fields of Gold, that seeks to pro-mote the abundance of agricultural resources in the Shenandoah Valley.
Agritourism, according to the CSPDC’s web-site, is learning about and enjoying agriculture. It’s farm-related activities that “foster and encour-age individuals to learn, enjoy, celebrate and enhance the region’s rich agricultural heritage through agri-living, agri-tainment, agri-business, agri-experiences and other hands-on-harvest activities.”
The Fields of Gold initiative did not start agritourism in the Valley. Rather, CSPDC mem-bers noticed what was happening and decided to jump on board, says Riedesel. The Valley now has a crop of farms and farm-related events where visitors are welcome.

Especially popular are vineyard tours and wine tastings, drawing visitors from across the country and around the world.
Curt Hartman at Bluestone Vineyard, located near Bridgewater, does not keep count of visitors to the winery, but he did run 8,754 invoices between August 2011 and August 2012. Month by month, he says, sales doubled in their second year of busi-

ness. Bluestone opened in 2011. Visitors are a mix of tourists and locals, Hartman says.
“From November until about April we are very dependent on our local base,” he says. From May through October, “we get an amazing number of visitors from the local bed-and-breakfasts as well as Massanutten Resort.”
Bluestone’s tasting room features exhibits by local artists and live entertainment by local musi-cians. Visitors who tour the vineyard or come for tastings enjoy the view of the hills, woods and fields surrounding the winery.
“Many of our guests just like to buy a bottle of wine and sit out back enjoying the view of the mountains while talking,” says Harman. “It is a relaxing way to spend an afternoon.”
Time spent at Cross Keys Vineyards may well remind visitors of a European experience, with its Tuscan-style winery, sweeping views of the mountains, and hilly terrain stretched out in every direction with rows of grape vines. The U-shaped building surrounds a generous courtyard, where guests may spend lazy afternoons sipping wine and enjoying the moment. Cross Keys also hosts parties, corporate and community events, and weddings. Many of its red and white wines have won gold and silver medals.
The centerpiece of agritourism in the city of Harrisonburg has long been the Downtown Farmer’s Market, which is open twice a week in the Turner Pavilion on South Liberty Street. The mar-ket, with more than 50 vendors, features all kinds of products that are locally grown or locally pro-duced. Edibles make up the majority, with fruits, vegetables, baked goods, honey, coffee, mush-rooms, cheeses, and locally grown and processed meats and poultry. Artisans also display the fruits of their labor, with jewelry, artwork, small wooden items and much more. Visitors can sit at a table and enjoy the atmosphere while sipping locally roasted coffee and munching on a fresh warm donut.
Several restaurants in the city offer locally-grown foods, including the Joshua Wilton House, the Local Chop & Grill House and the Little Grill Collective. The Friendly City Food Cooperative offers locally grown products to grocery shoppers.
The towns of Grottoes and Broadway also offer farmers’ markets to their residents. Rockingham County boasts numerous farm-based vegetable stands, apple and peach orchards, and pick-your-own berry and pumpkin farms, some with hay rides for the little ones.
The Fields of Gold initiative has spent the past 18 months finding out where these agritourism activities are located, says Riedesel. They’ve also held workshops to give farmers tools for their ideas and opportunities to network with those of like mind. Their next step, says Riedesel, is promotion and marketing.

H arrisonburg and Rockingham County share a balanced economic base that continues to
experience steady growth. The area’s diverse manufacturing, service economy, educational institutions, retail presence and agriculture, along with vibrant tourism and retirement com-ponents, combine to keep the region’s economy moving ahead.
A well-trained, industrious workforce attracts top corporate employers. Growth in local col-lege enrollment has spurred significant capital investment in new campus construc-tion. The region’s agriculture indus-try remains steady and adaptable to changing conditions, and the Shenandoah Valley continues to pro-vide a popular tourist and day-trip destination.
Harrisonburg and Rockingham County have formed a partnership that focuses on successful economic growth. Retail and tourism job growth is strong, but the community also wants to compete for high-wage, high-tech jobs that are coming to Virginia. To support job creation across the wage spectrum, regional eco-nomic development works to strengthen tech-nology development, information security and biosciences as industry sectors within the metro region.
Tactical & Survival Specialties (TSSi), located in a Harrisonburg industrial park, is one of the more unique businesses in the area. In
2012, it clinched a $45 million five-year contract with the U.S. Marines Systems Command to sup-ply Explosive Ordnance Disposal (EOD) kits to Marine Corps EOD units worldwide. This is the second such contract for TSSi — the company was awarded the previous contract in 2007.
Established in 1980, TSSi is the oldest pri-vately held professional tactical equipment sup-plier in the United States. The company provides specialized operational equipment and logistics support to the military, law enforcement and
disaster-response professionals around the world. TSSi specializes in the integration of products into specialized kits packaged to their customers’ specifications.
Another business with a global read from its tranquil location, Dynamic Aviation, has its headquarters on its privately owned, public-use airport near Bridgewater. The company provides turboprop and jet aircraft solutions and services to support a wide range of customers, including

national defense, military intelligence, federal agencies, state and local governments, nonprofit research organizations, and private companies. For instance, in August 2012, Dynamic Aviation’s aerial spray team helped local government agencies in Dallas address the West Nile Virus threat. The company supplied four Beechcraft King Air 90s, seasoned pilots who are specially trained for aerial spray applications, and a ground operations team. Dynamic Aviation employs about 500 aviation professionals, owns more than 150 aircraft and operates from 20 locations in 10 countries across four continents.
Both Harrisonburg and Rockingham County offer locations designated for targeted industry sectors. The county has created technology zones for advanced manufacturing, laser print and avionics. In 2000, it established Innovation Valley @ Rockingham, formerly the Rockingham Center for Research and Technology, on 365 acres of industrially zoned land. The cen-ter houses SRI International’s Center for Advanced Drug Research.
Harrisonburg Technology Park, established in 1998, is home to Serco, Jenzabar and several JMU research organizations. The Harrisonburg Downtown Technology Zone is one of Virginia’s first technology zones. It continues to attract technology developers — including small firms such as DIGICO and Venture Interactive — along with the large international language-learning company, Rosetta Stone. All enjoy the benefits of clus-tering their home bases in an active downtown setting.
In the interest of economic diversity, in March 2012, Harrisonburg launched its new Biz Loan Program, created to offer loans to Harrisonburg businesses that don’t qualify for conventional financing. The program is funded by a federal grant supplemented by local government funds.

shenandoah VaLLey regionaL airport
Less than a year after its $2 million upgrade, Shenandoah Valley Regional Airport (SHD), located in Weyers Cave just 20 minutes from Harrisonburg via I-81, welcomed service from two new air-lines. In mid-2012, Silver Airways took over the United Express service from another airline. In November 2012, Frontier Airlines of Denver began offering three weekly nonstop flights to Orlando International Airport from SHD.
Passengers departing from the SHD enjoy the same amenities available at larger airports with com-petitive pricing and shorter lines, plus the cost and time savings of not having to drive several hours. Parking is free. The airport’s upgrade includes more seating and lobby space in the passenger terminal and modern ADA-compliant restrooms. Eighty-five percent of the cost of the project was paid for by funds from the Virginia Department of Aviation.
SHD has seen a steady rise in passenger traf-fic over the past four years. Most of SHD’s traffic is from Harrisonburg and Rockingham County, Waynesboro, Staunton, and Augusta County, but travelers also come from Lexington and Rockbridge County.
Silver Airways, operating as United Express, operates three daily weekday flights and three weekend departures, with flights connecting to hundreds of domestic and international destina-tions via Washington-Dulles International Airport (IAD). All United Express flights from SHD use the newer generation Saab 340Bplus aircraft.

at each seat. Individual flights to Orlando are available at very competitive rates. Airport and area leaders hope the benefits of the service are substantial, from increased airport traffic to added tourism revenue coming to Harrisonburg and Rockingham County.
A 2010 study of Virginia commercial airports released by the Virginia Department of Aviation reported that SHD’s economic impact included 252 jobs, a payroll of nearly $7 million and eco-nomic activity of more than $26 million.

southwest connectorCity and county officials look for new growth
to follow the completion of the Southeast Connector project, currently underway. The four-lane connector will link U.S. 33 East to U.S. 33 West via Stone Spring Road and Erickson Avenue. Rockingham County’s portion of the project will be completed by the end of 2014, and the city expects to wrap up Phase 3 out of four phases by the end of 2013.
The Connector combines several roadway projects undertaken by the city of Harrisonburg, Rockingham County, the Virginia Department of Transportation and private developers, including Rockingham Memorial Hospital.

Wingfield and a team of Harrisonburg Rotary Club members. Wingfield, president of Steve Wingfield Evangelistic Association, has made regular visits to Romania on behalf of orphans and abused children since 1989. In 2011, he led a Rotary Club team on a trip to western Romania to oversee an irrigation and crop project at a home for abused girls. “The project included planting a variety of berry plants to provide ongoing income for the home,” said Wingfield. He said funds for the project came from the International Rotary Foundation, the
Harrisonburg Rotary Club and the Timisoara (Romania) Rotary Club, which Wingfield helped found in 2006.
Harrisonburg Rotary Club’s newest service project idea is closer to home. On October 19, 2012, One Great Day of Sharing gave Harrisonburg and Rockingham County residents the opportunity to shop for the hungry at area grocery stores and stock the shelves of local food pantries before the holiday season arrived.

refugee resettLement centerThe Harrisonburg Refugee Resettlement Center works in cooperation with
the U.S. Department of State to meet incoming refugees’ basic needs and teach them self-sufficiency. People who arrive at the Center have lost their homes and most of their possessions due to war and political or religious strife in their native countries. Many have also suffered violence and the loss of family members. The Harrisonburg office has resettled refugees from Afghanistan, Azerbaijan, Belarus, Bosnia, Burma, Colombia, Congo (Kinshasa), Croatia, Cuba, Eritrea, Iran, Iraq, Kazakhstan, Kosovo, Russia, Rwanda, Serbia, Sierra Leone, Sudan, Tajikistan, Ukraine and Uzbekistan. Local churches and organi-zations supply volunteers who work with staff members to help the refugees acclimate to their new homes.

The Rockingham County Public School System includes four high schools, a technical center, an alternative education center, Governor’s School, four middle schools and 15 elementary schools. All 23 RCPS schools are fully accredited by the Virginia Department of Education. RCPS enrolls over 11,200 students supported by 1,850 full-time employees. The 2012/13 operational RCPS budget was $112,953,018.
The high schools serve grades 9–12, middle schools serve grades 6–8 and elementary schools serve grades PreK–5. All parents have online access to their child’s grades and lunch accounts through PowerSchool, the RCPS student information system. The RCPS Handbook is also available for all students and parents online.
High school students may attend classes at Massanutten Technical Center. MTC serves 831 students, 682 of whom are students in Rockingham County Schools. Local students may also apply to attend grades 11 and 12 at the Massanutten Regional Governor’s School for Integrated Science and Technology, an enriched research-based curriculum for highly motivated and intellectually gifted students.
RCPS schools are maintained and renovated on a regular basis. Renovations on Ottobine Elementary School, completed in August 2012, feature multiple upgrades including new windows, floors, ceilings, paint and air conditioning.
In recent years, RCPS has opened three new schools — East Rockingham High School in 2010–11, River Bend Elementary in 2009–10, and Cub Run Elementary in 2008–09.
Special program and project funding is provided by The Rockingham Educational Foundation, Inc., a nonprofit organization dedicated to enhancing education in RCPS. This group supports RCPS through dona-tions and other resources.

Harrisonburg City Public Schools (HCPS) educate 5,100 students in grades PK–12. The system serves a culturally diverse student population, with more than 50 languages spoken by students. EMU is a faith-based university offering undergraduate and graduate degrees in many traditional disciplines. The school is best known for its seminary program, which emphasizes peacebuilding, cross-cultural understanding, sus-tainability and service to others. Of its 1,500 stu-dents, two-thirds are traditional undergraduates and the remaining students are older learners, usually pursuing graduate degrees.
Many faculty members bring personal inter-national experience to the classroom and empha-size in-the-field experiences to round out “book learning.” All classes are small enough for one-on-one relationships between faculty members and students. Blue Ridge Community College offers com-prehensive programs including associate degrees, diplomas, and certificates in occupational/techni-cal and college/university transfer programs. The Continuing Education division at BRCC provides workforce training and special-interest classes for those who are not degree-seeking. BRCC offers classes in three locations: the Weyers Cave cam-pus, the Harrisonburg Center and the Augusta Center in Fishersville.
BRCC has developed partnerships with many of Virginia’s four-year colleges and universities. Mary Baldwin College and Old Dominion University have offices at BRCC’s Weyers Cave campus, and BRCC hosts Old Dominion University’s TELETECHNET Distance Learning Program.
BRCC students who meet requirements may transfer credits to most Virginia public four-year colleges and universities. BRCC has transfer agree-ments with many private institutions as well.
The college’s newest facility, the Advanced Technology Center, is BRCC’s first LEED-certified green building and the first LEED Gold-certified building for the Virginia Community College System. National College was founded in 1886 and opened its current Harrisonburg facility in 2007. The 30,000-square-foot facility is easily accessible via city bus service. National’s career education programs and class sizes offer an alternative to the region’s choices in higher education. Students at National College can earn baccalaureate and associate degrees and may enroll in a variety of diploma programs as well. National now offers five terms annually, allowing students to com-plete their programs more quickly if desired.
In 2011, National College added a health care management program to its course offer-ings, and it continues to offer popular degrees and programs, including business administration management, information technology, medical assisting, paralegal, office technology, accounting, pharmacy technician and many others.
CoMMUnityLeadershiP PrograMs
Future community leaders in Harrisonburg and Rockingham County can benefit from a variety of opportunities for professional training in leadership skills.
Participants in Leadership Harrisonburg-Rockingham (LHR) graduate after 10 monthly half-day sessions that include site visits, roundtables, group discussions, business and community tours, and leadership skill development. Nearly 830 people have graduated from the program since its inception in 1980.
Building Optimal Leaders by Design (BOLD) is an advanced leadership program, established under Vision 2020’s Community Leadership Development Board, that allows mentees to interact with pre-eminent leaders in the community. BOLD is a two-year commitment, and participants must meet prerequisites and expectations, including participation in an annual service project and service on an assigned nonprofit board following program completion.

R ockingham Memorial Hospital passed a milestone in 2012, celebrating its 100th an-
niversary of “compassionate care” in the Harri-sonburg-Rockingham area and beyond. When RMH opened its doors on Oct. 1, 1912, it be-came the first hospital in the Shenandoah Val-ley. Residents would no longer have to travel a dirt road to Charlottesville for medical care. The 90-foot-by-41-foot building cost $27,000, with
20 beds and one operating room. The project was made possible by a posthumous grant from Harrisonburg businessman William G. Leake, who had died from complications of an infected leg injury.
The new hospital immediately felt the demand for health care. By 1917, the hospital’s only sur-geon, Dr. Henry Deyerle, Sr., was performing three to five surgeries per day. By 1940, RMH was
the fifth-largest hospital in the state, with 145 beds, four operating rooms, a radiology depart-ment and a pediatric department of 14 beds. It employed 70 physicians and 120 other employ-ees and student nurses. It received accreditation from the American College of Surgeons in 1949.
Over the years, departments and expansions added to the busy hospital. By the time the new millennium rolled around, hospital officials began to realize they were outgrowing their space in the city.
In 2010, RMH opened its doors again, this time on a 254-acre health campus just outside the city limits on Port Republic Road, with the Massanutten Mountain as a backdrop. As a “green” building, RMH became the first hospital in Virginia to receive LEED (Leadership in Energy and Environmental Design) Gold certification from the U.S. Green Building Council. Getting into and out of the hospital is easy and efficient. A circular drive takes visitors to spacious parking areas directly in front of hospital’s departments,

whether it’s the emergency room, the main entrance, the family birthplace, the cancer center, the cardiovascular unit, or outpatient surgery and services. Visitors and employees also have easy access to the hospital on the city’s buses, with a sheltered bus stop near the main entrance.
RMH’s 238-bed building was designed with patients in mind. The hospital’s technology infra-structure supports sophisticated care, such as bedside computers for patient charting, high-tech operating rooms, and advanced imaging technology. Larger, all-private rooms allow for better rest and healing. Picture windows offer views of natural beauty, which has been shown to enhance healing, says Debra Thompson, RMH’s corporate communications director.
The hospital’s popular coffee shop, right off the main lobby, is a meeting place for people who have no other reason to be in the hospital. Outside the café is a healing garden, a place where patients and visitors can relax in peace. Another favorite is the one-mile walking loop around the inner campus, offering a safe and pleasant environment for a walk.
In 2011, RMH affiliated with Sentara Healthcare, a Norfolk-based network of hospitals and other health care facilities, ending its near-century as an independent hospital. Jim Krauss, RMH’s president and CEO, says the partnership with Sentara will help the hospital to navigate the challenges and opportunities that are sure to come up in the next century.

In 2012, the Harrisonburg Community Health Center (HCHC) opened the doors at its newly constructed facility on Port Republic Road. HCHC was created to meet the health needs of people from all economic levels and focuses on care coordination and care conti-nuity by helping families with their medical needs from birth through their senior years. Uninsured patients pay for services on a slid-ing fee scale based on the individual’s financial situation, which means that patients whose economic situations change will be able to keep HCHC as their medical home.
Local home health agencies and certified Aging in Place builders are expanding their services to meet the needs of an aging Baby Boomer generation, many of whom are deter-mined to live in their own homes as long as possible. The Aging in Place Business Roundtable, a program of the Harrisonburg-Rockingham Chamber of Commerce, was cre-ated to support this growing trend and to help senior citizens find what they need from home health assistance and other agencies. The Roundtable allows local care givers, care receiv-ers and organizations serving senior citizens in the Harrisonburg-Rockingham area to share information, collaborate, and enjoy fellowship and inspiration with each other. Meetings are held on the third Friday of each month from 9–10:30, and meeting locations rotate among Bridgewater Retirement Community, Sunnyside Retirement Community and Virginia Mennonite Retirement Community. Encompassing nearly 200,000 acres in the midst of the Blue Ridge Mountains, Shenandoah National Park showcases breathtaking natural vistas. Much of the park’s southern portion lies within Rockingham County, inviting residents and visitors to experience its summits, waterfalls and amazing ecosystem firsthand.
A relaxing way to experience Shenandoah is to take in the view from Skyline Drive, a 105-mile scenic byway winding along the crest of the mountains. The trip offers 75 overlooks where travelers can enjoy magnificent views. For an up-close look at Shenandoah’s remote beauty, the park maintains more than 500 miles of hik-ing trails, with most of the trailheads for these systems accessible from Skyline Drive. More than 180 miles of trails at Shenandoah are also open to horseback riding, including guided tours by Skyland Stables.
Overnight adventures at Shenandoah range from primitive camping to wine tastings by the fireplace. There are four conventional camp-grounds, and backcountry camping is allowed in most of the park. Indoor accommodations include cabins, cozy rooms or suites at Lewis Mountain Cabins, Big Meadows Lodge or Sky-land Resort. Both Big Meadows and Skyland in-clude fine dining and unique gift shops.
Shenandoah National Park’s visitor centers enhance the experience. Dickey Ridge Visitor Center, at mile 4.6 near the north entrance, has an orientation movie and interactive exhibits
that introduce visitors to the park’s offerings. Byrd Visitor Center, at milepost 51, provides in-formative ranger-guided programs and exhibits explaining the history and natural wonders of the park.

Discovered in 1804 as Bernard Weyer was trying to find a missing trap, Grand Caverns has been open continuously since 1806, making it “America’s Oldest Show Cave.” It boasts a variety of flowing formations, and its massive Cathedral Hall is one of the largest cave rooms on the East Coast. In the 1800s, dances were held by candlelight in the Grand Ball Room. The walking tour lasts about 70 minutes, and the park offers picnic shelters, trails, a swimming pool and miniature golf. The Arts Council of the Valley (ACV) pro-motes artistic expression in the Harrisonburg and Rockingham County community by provid-ing support for arts education, performing arts and visual arts.
Grants supplied by the council have benefit-ted a broad spectrum of school art programs, cultural organizations and artists. The ACV has provided support for diverse organizations and events such as String Classical Music Outreach, the Valley 4th celebration, Write-Brained Net-work Writer’s Workshop and local film festivals, to name just a few.
ACV’s performing-arts program is based at Court Square Theater, a 260-seat stadium audito-rium that features live theater and music, as well as foreign and independent films. The council’s visual-arts programming is based at the historic Smith House, home to the Darrin-McHone Fine Art Gallery, which features changing exhibitions focusing on regional artists.
ACV also partners with local businesses to host Harrisonburg’s First Fridays Downtown sea-son, a monthly celebration of culture and com-munity held from April through December.

The Hardesty Higgins House Visitors Center at 212 S. Main Street in Harrisonburg is a state-certified visitors center, offering reservation assis-tance, essential information and maps for explor-ing the area. the road now known as U.S. Route 11. Having some Civil War anecdotes of its own,
