Ms. Redmond reminded the trustees of a scheduled conference call with the Human Resources Committee on Thursday, April 8.

IX. RECOMMENDATIONS/REPORTS/COMMENTS FROM THE PRESIDENT

B. College and Other Matters Dr. Baehre

Dr. Baehre invited the trustees to upcoming College events including the HACC Foundation Awards program on May 13 at 7:00 p.m. at Wildwood Conference Center, the Honors Convocation on May 15 at 7:30 a.m. at Wildwood Conference Center, and Commencement on May 15 at 9:30 a.m. Gov. Edward G. Rendell will be Commencement speaker. She also shared with the trustees a note from Mrs. Maurice Overholt sending Mr. Overholt’s regrets that he would not be able to attend Commencement but thanking the College for the invitation. Dr. Baehre also announced that the Pennsylvania Legislature has declared April “Community College Month.” House Res. 661 recognizing the community colleges was sponsored by Rep. Jim Roebuck.

D. REAPPOINTMENT OF NON-TENURED FACULTY (Res. 41.102) FOR 2004-2005

Upon the recommendation of the President, the Board of Trustees authorized the President to reappoint non-tenured (tenure-track and non-tenure track) faculty as specified by resolution.

E. MINIMUM SALARY SCHEDULE FOR FULL-TIME (Res. 41.103)

REGULAR FACULTY Upon the recommendation of the President, the Board of Trustees approved, effective July 1, 2004, a 2004-2005 minimum salary schedule for full-time regular faculty based upon equated years of experience, as specified by resolution.

F. 2004-2005 SALARY INCREASE FOR CLASSIFIED (Res. 41.104) EMPLOYEES

Upon the recommendation of the President, the Board of Trustees approved, effective July 1, 2004, 3.8 percent of the aggregate total salaries of eligible employees to be allocated per the guidelines of the 2004-2005 “pay for performance program” to regular classified staff who performed satisfactorily, as specified by resolution.

G. 2004-2005 SALARY INCREASE FOR 9 ½-MONTH (Res. 41.105) FULL-TIME FACULTY

Upon the recommendation of the President, the Board of Trustees approved, effective August 23, 2004, a 2004-2005 salary base increase averaging 3.8 percent to 9½ month full-time regular faculty who performed satisfactorily, as specified by resolution.

H. 2004-2005 SALARY INCREASE FOR 12-MONTH (Res. 41.106) FULL-TIME FACULTY

Upon the recommendation of the President, the Board of Trustees approved, effective July 1, 2004, a 2004-2005 salary base increase averaging 3.8 percent to 12-month full-time regular faculty who performed satisfactorily, as specified by resolution.

I. 2004-2005 SALARY INCREASE FOR ADMINISTRATORS (Res. 41.107) Upon the recommendation of the President, the Board of Trustees approved, effective July 1, 2004, 3.8 percent of the aggregate total salaries of eligible employees to be allocated per the guidelines of the 2004-2005 “pay for performance program” to regular administrative staff who performed satisfactorily, as specified by resolution.

J. CLASSIFIED AND ADMINISTRATIVE (Res. 41.108) SALARY SCHEDULE Upon the recommendation of the President, the Board of Trustees approved, effective July 1, 2004, the schedule of ranges for salary grades assigned to classified and administrative staff, as specified by resolution.

K. 2004-2005 SALARY SCHEDULE FOR REGULAR (Res. 41.109) FULL-TIME FACULTY Upon the recommendation of the President, the Board of Trustees approved, effective July 1, 2004, the minimum salary ranges for 9½ month faculty ranks, as specified by resolution.

L. CREDIT HOUR RATE FOR FULL-TIME AND (Res. 41.110) PART-TIME FACULTY AND PART-TIME PROFESSIONAL HOURLY RATE Upon the recommendation of the President, the Board of Trustees approved, effective July 1, 2004, an increase in the per credit part-time and overload pay rate for faculty and the hourly rate for part-time professional work, as specified by resolution.

M. OMB 279: COMPLIANCE WITH THE HEALTH (Res. 41.111)

INSURANCE PORTABILITY AND ACCOUNTABILITY (HIPAA) REGULATIONS

Upon the recommendation of the President, the Board of Trustees adopted a policy to assure protection of patient privacy and compliance with HIPAA provisions as a priority of the institution and to take appropriate steps to assure compliance, as specified by resolution. The Board approved the above 12 resolutions, Res. 41.100, Res. 41.101, Res. 41.102, Res. 41.103, Res. 41.104, Res. 41.105, Res. 41.106, Res. 41.107, Res. 41.108, Res. 41.109, Res. 41.110, and Res. 41.111, with a single motion. A. CONTRACT FOR THREE (3) YEAR ELECTRICAL (Res. 41.113) TESTING AND PREVENTIVE MAINTENANCE PROGRAM

Upon the recommendation of the President, the Board of Trustees approved the contract for three (3) year electrical testing and preventive maintenance program for the Wildwood Campus with MET Electrical Testing for the low bid not to exceed $68,832.00, as specified by resolution.

B. CONTRACT FOR PROFESSIONAL OWNER’S (Res. 41.114) REPRESENTATIVE SERVICES FOR SELECT MEDICAL HEALTH EDUCATION PAVILION AND EARLY CHILD CARE EDUCATION BUILDING

Upon the recommendation of the President, the Board of Trustees approved the contract for professional owner’s representative services for the Select Medical Health Education Pavilion and Early Child Care Education Building with Eastern PCM/ Alexander Building Construction for the amount of $128,970.00, as specified by resolution.

The Board approved the above two resolutions, Res. 41.113 and Res. 41.114, with a single motion.

PRINTING OF SUMMER 2004 NON-CREDIT TABLOIDS (Res. 41.118) FOR ALL CAMPUSES Upon the recommendation of the President, the Board of Trustees approved printing of Summer 2004 Non-Credit tabloids for all campuses from Indiana Printing & Publishing Co. for the low bid of $ 31,515.00, as specified by resolution.

E. CONTRACT FOR LINEN RENTAL AND LAUNDRY (Res. 41.119) SERVICE FOR THE WILDWOOD CONFERENCE CENTER AND HOTEL, RESTAURANT AND INSTITUTIONAL MANAGEMENT PROGRAMS Upon the recommendation of the President, the Board of Trustees approved the contract for linen rental and laundry service for the Wildwood Conference Center and Hotel, Restaurant and Institutional Management Programs with Cintas Corporation for the low bid of $1,343.00/week, as specified by resolution. Background Historically, the College has charged students for a $30.00 Application Fee, along with a separate $5.00 Photo ID charge. In an effort to streamline internal processes and facilitate all students obtaining a Photo ID as is required under AP 551 – Photo Identification Cards, we have combined these fees. This project will enhance the academic support services for ESL students and enable these students to access the instructional materials from home. THEATRE FOR YOUNG PEOPLE - $1610.00 Brenda Eppley This proposal will expand the Theatre for Young People initiative. The Theatre for Young People has been a highly successful program, reaching over 5,000 youth in the Harrisburg area. This program is a significant and valuable community outreach activity for the College. The goal is to become a regionally recognized premier organization for young people’s theatre and therefore addresses one of the College’s goals: Secure the College’s position as a leading regional and local resource. REPLACEMENT OF WEB230 MULTIMEDIA II – $ 1,168.50 Carl Petersheim This project will update the materials, resources and methods of teaching the WEB230 Online class. PEACE LITERATURE: READING FOR LIFE - $1207.50 Mary Hoffman The objective of this grant request is to develop a new course, “Peace Literature: Reading for Life.” This course will provide students an opportunity to study the literature of peace. This course will serve as a transfer course for students who are pursuing a law degree, to prepare for teaching degrees, and to transfer to colleges which provide peace studies and/or conflict resolution programs. PERSPECTIVES ON RACE, CLASS AND GENDER - $1,610.00 Trumbull Simmons The purpose of this grant request is the development of an Honors Seminar. The course will look at art, music and literature. This course addresses the college master plan in that it will “enhance curriculum to assure multi-cultural inclusion.” The focus of this course is to enhance the divergent offerings for high-ability students. STANDARDIZED MATERIAL FOR ACCOUNTING 101 and 200 - $2,415.00 James Hartman These projects will update the standardized material used by adjunct faculty in Accounting 101 and Accounting 200. The instructional benefit is that we will have all accounting faculty teach the same materials and using the same methods of evaluation for both of these courses. INTRODUCTION TO INTERNATIONAL BUSINESS - $1,610.00 Martin J. Wise The goal of this grant request is to create an internet course for Business 230: Introduction to International Business. Through the internet course, Harrisburg Area Community College will be better able to meet the growing needs of students for this type of study. The course will increase enrollments and serve as a resource that traditional classroom students can access. During Professor Wise’s sabbatical in Lithuania he plans to enroll students from Lithuania in the course to interact with HACC students.
