Local ScholarshipsDORA LYN COYMAN GRADUATE SCHOLARSHIP This Graduate Scholarship, established by the Friends of the Library in memory of much loved staff member and volunteer, Dora Lyn Coyman is open to residents and former residents who either graduated high school while living in Harrington Park or currently reside in Harrington Park and are now pursuing a graduate degree in any area. Any rental, lease, or sale of any residential use will require the owner to apply and secure a Certificate of Continued Occupancy from the HP Building Department. This inspection is in addition to the Smoke Detector/Carbon Monoxide Certificate also filed through the Building Department.

FINAL INSPECTIONSDepending on the extent of the work for a permit (Building, Electric, Fire or Plumbing), during the work, inspections are required and performed. The inspection that seems to be forgotten and is probably the more important to the Homeowner is the FINAL INSPECTION.

It is during the Final Inspection that all loose ends come together to ensure the minimum codes are addressed and the project is complete. Also, if there are any outstanding issues and you have not yet paid your Contractor in full, the Contractor is, of course, motivated to close out the permit. Please note per N.J.A.C. 13:45A-16.2(a) 10.ii (NJ Division of Consumer Affairs): Final payment to the contractor is not required before final inspection is performed.

FROM THE MAYOR’S DESK ...RESIDENTS IN THE NEWS

Mrs. Kyung Hee Choi has developed North Jersey’s leading Asian-American health service program. The program was instituted at Holy Name Hospital Medical Center in Teaneck. Mrs. Choi was honored for her accomplishment recently at Montclair State University. The award is part of the Evangelina Menendez Trailblazer Award program. She was presented with a crystal bowl by Robert Menendez, the son of Senator Robert Menendez. Her program has benefited over 250,000 people. The residents of Harrington Park congratulate Mrs. Choi for her outstanding work.

On March 9, 2016, Cub Scout Pack 111 held its Crossing Over Dinner at the Harrington Park Fire House. I was pleased to present Certificates of Achievement to six of our young scouts. This group now joins Boy Scout Troop 616: Michael Biskup Ian Moultan Daniel Collins Michael Mullany Tyler Degnen Karch Wohner

I extend my thanks to all the men and women who work in the scouting program. The time and effort they extend in maintaining this outstanding program is certainly appreciated by all.

PLEASE DON’T FEED THE WILDLIFE

As you are well aware, we have a problem with Canadian Geese, deer and now bears. I was recently handed a petition which sought to restrict the feeding of deer in Harrington Park. Between ticks and Lyme Disease, as well as auto accidents involving deer, the request makes sense. While no one wants harm to come to wildlife in Harrington Park, we do need to protect the citizens of our community. If you are feeding the wildlife, please refrain from doing so. Make sure that the containers you use to eliminate waste are secured. We have had a few observations of bears in the Borough recently. They may be drawn to the food left out for the deer and other wildlife. We need your cooperation. If you notice any problems, please notify the police immediately.

WORTHY OF YOUR CONSIDERATION

While the Mayor and Council have been reluctant to give your tax dollars to worthy causes, there are several local groups that work closely with Harrington Park residents. If you are so inclined to donate to worthwhile groups, please consider the following: Pascack Valley Meals on Wheels Spectrum for Living Vantage Health System I recently attended the kick-off breakfast for the PV Meals on Wheels and will help deliver meals in the near future. They need volunteers to assist in the delivery of food everyday. You would be amazed at all the good work the group performs. We have contact information at the Borough Hall, should you wish to donate your time and/or money to any of these outstanding organizations.

SLOW DOWN AND BE OBSERVANT

With the approach of Spring and the sports associated with the season, please drive with special care. The warmer weather and day light savings time will have more residents outdoors for longer periods of time. Also, pay special attention to the younger residents who may be playing in or near our streets and may not see your vehicle as it approaches them. Thank you. .....Continued on the next page .....

From the Mayor’s Desk continued.....CURRENT COUNCIL ACTIONS/CONCERNS

1) BUDGET PREPARATIONThe 2016 municipal budget will be voted on, following a public hearing, at the April 11, 2016 Council meeting. Every effort has been made to keep spending down while trying to maintain the quality of services you are used to in Harrington Park.

2) The Harrington Park Planning Board has approved a HOUSING PLAN ELEMENT and FAIR SHARE PLAN. Both plans were prepared by Mr. Michael Hakim, our municipal planner. The Harrington Park Council will review and hopefully approve both plans in the near future. The plans will be used to justify our position on the Borough’s responsibilities related to the COUNCIL ON AFFORDABLE HOUSING (COAH).

3) Meetings have been held with the ALLEGRO Group, who are the contract purchasers of the former SUEZ (United Water) headquarters on Old Hook Road. While no formal application has been submitted to the Borough, current plans call for a combination of three uses. These include age restricted (55+) market rental units, assisted living units and memory loss units. It is anticipated that a formal application will be submitted within the next few months.

4) The Borough of Harrington Park received the GOLD AWARD for Safety from the Bergen County Joint Insurance Fund. The Mayor and Council is proud of the efforts demonstrated by our Department Heads and their employees and volunteers. All of the fore mentioned individuals take the necessary safety steps as they perform their daily jobs. Each quarter, a form is submitted that includes the list of training and inspections from the Borough Hall, Department of Public Works, Recreation, Police, Ambulance Corps and Fire Department.
