Between
Anthony Police Department, Attica Police Department, Harper Police
Department, and Harper County Sherriff Department (All of Harper
County Law Enforcement.)
And
The Prevention of Underage Drinking in Harper County
And
The Harper County District Attorneys office
This Memorandum of Agreement establishes a partnership between the
Prevention of Underage Drinking, all departments of Law Enforcement
operating in Harper County and the Harper County District Attorneys
office.
Stated Objectives:
- The purpose for this agreement is to establish a unified effort to reduce underage drinking by effectively limiting the Access of Alcohol to those under the legal age.
4. To develop a protocol, so that each town and the county as a
whole, will function in the same manner concerning underage
drinking. 5. To ensure that prosecution will be pursued after each
arrest made in accordance with the protocol for underage
drinking.TERMS OF UNDERSTANDING
The term of this MOA is for a period of three years from the
effective date of this and may be extended upon written mutual
agreement. It shall be reviewed after the county elections or at
least annually to ensure that it is fulfilling its purpose and to
make any necessary revisions.
AUTHORIZATION
The signing of this MOA is a formal undertaking. It implies that
the signatories
will strive to reach, to the best of their ability, the objectives
stated in the MOA.
DEFINITION OF TERMS
Underage Drinking, as stated above, is to encompass: Minor in
Possession/ Consumption, Furnishing Alcohol to a Minor, Unlawful
Hosting of Minors, and Improper use of ID.

Celebration.
After attending meeting at the CMCA and Prevention of Underage
Drinking, it was discussed that a uniform policy was needed in our
county.
Parents and youth felt that individual caught drinking were treated
differently in various areas of the county.
Monthly meetings began and the topic was further discussed by the
Law Enforcement Officers and County Attorney along with the CMCA
Coordinator for Harper County.
One of the 1st meetings they discussed ideas, the County Attorney
took those ideas and drafted a policy.
The policy was reviewed at the following meeting, changes were
suggested and made and a final draft was written.
The policy was signed by all and they were please to do it!
All were in agreement that it would benefit not only their efforts
as Police Chief and Prosecutor, but for all of the Patrol
Officers.
A copy of the policy change and parent letter was given to the
Judges of Harper County.
Mr. McClellan said in his interview that he was impressed with all
the departments and the persistence and help from the CMCA.
