Dairy Farming
Challenges & Issues
• Lack of adequate policy & regulatory measures
• Sales Tax Refund
• SMP & Whey powder imports – quality/ price
• Vaccine import restriction
Policy & Regulation
• Increasing cost of feed and electricity tariff
• Reducing fodder availability per animal
• Technological gaps in fodder production, harvesting & preservation
Feed & Fodder
• Lack of adequate extension services for farmers
• Low veterinary health coverage
• Improper awareness
Veterinary & Extension Services
• Unavailability of good quality genetic pool of local animals
• Inadequate AI coverage
• Non regulated semen production, import & supply
Breeding
• Diseases with high mortality & production losses
• Lack of prophylactic approach for animal health

Challenges & Issues
Challenges & IssuesTwo examples on SMP imports - India and Turkey
India:
Phased up import duty on SMP to 66.4%. And now export of SMP to Pakistan have
increased drastically in last few years:
Import of
SMP from India Value
tons US $
2011 268 802,000
2012 1,375 3,213,000
2013 5,274 14,175,000
Turkey:
There is a ban on import of powder milk, this together with few more initiatives on
dairy farming side has completely changed complexion and outlook of Turkey’s dairy
farming and dairy processing industry in last ten years.

Allow import of specific vaccines for exotic
animals by simplifying the procedure in
expedited manner. Initial working may be done
on CDFA’s information whereby timely
permissions may be granted with CDFA letter
and members’ undertaking for use of products
at their own farms
████Regulate import of milk powder and whey
powder through strict quality checks and
increased import duty to safeguard local dairy
sector
███Process sales tax refund cases of CDFA
members on priority basis (Over 500 million
Rs. of CDFA members are stuck in this
process, that creates cash-flows issues).
████Give subsidy on feed items or at least remove
the taxes and duties on import of vital feed
ingredients as currently cost of production is
increasing tremendously

Allow import of semen from approved countries
for 1-2 additional breeds (e.g. Norwegian Red,
Brown Swiss, Swedish red, Simmental etc.) to
allow sustainable breeding patron for cross
breeding (exotic crosses)
████Consider electricity tariff for dairy farming use
and for milk chilling at the subsidized rates as
offered to agriculture
██████Effort to promote hay production and its
storage, fodder equipment, expertise etc
█████Capacity building & awareness of farmers
through practical demonstrations
█████Creation of genetic pool for local cows and
buffaloes
███████
Focusing on fodder research. Fodder institutes
to go under livestock department as it remains
the least priority of agriculture (crop) sector.
New verities of fodder should be developed &
commercialized

Govt livestock farms should be given task of
good heifer replacement, better fodder seed
production and become center of excellence /
model to be followed for local breeds.
███████Provision of improved extension services to
farmers which shall be production oriented
instead of health oriented
███Soft loaning to small farmers for reach and
excess to modern techniques and products
█████
Breed improvement (long term) shall be
focused and done in adequate manner as per
international standards for a long period on
consistent mechanism to achieve desired
results
███Training of local human resource for handling
of imported animals on commercial and
corporate farms
