Highway constructionworkers more likely tobe killed or injured dur-ing a work zone crashthan vehicle drivers orpassengers, officialsurge motorists to slowdown, drive alert inhighway work zones
Sixty eight percent ofthe nation’s highway con-tractors had motor vehi-cles crash into their con-struction work zones dur-ing the past year, accord-ing to the results of a newhighway work zone studyconducted by the Associ-ated General Contractorsof America. Associationofficials added that the
study found those workzone crashes are morelikely to kill constructionworkers than they are tokill vehicle operators orpassengers.
“Any time your jobsiteis just a few feet awayfrom fast moving traffic,things can get a little tooexciting,” said TomBrown, the chair of theassociation’s nationalhighway and transporta-tion division and presi-dent of Vista, CA basedSierra Pacific West. “Sinceconstruction workersdon’t get the option ofwearing seatbelts, theyare more likely to be killed
in a work zone crash thanmotorists are.”
Brown said that 28percent of contractors re-port their workers wereinjured during work zonecrashes this past year,and 18 percent had atleast one constructionworker killed duringthose crashes. While theyare less likely to kill mo-tor vehicle operators andpassengers, highwaywork zone crashes dopose a significant risk forpeople in cars, Brownadded. He noted thatmore than 50 percent ofwork zone crashes injurevehicle operators or users
and 15 percent of thosecrashes kill them.
Work zone crashesalso have a pronounced
impact on constructionschedules and costs,Brown added. He saidthat 35 percent of con-
tractors reported thatwork zone crashes duringthe past year forced themto temporarily shut downconstruction activity.Those delays were oftenlengthy, as 47 percent ofthose project shutdownslasted two or more days,Brown noted.
Association officialssaid that 75 percent ofcontractors nationwidefeel that tougher laws,fines and legal penaltiesfor moving violations inwork zones would reduceinjuries and fatalities.And 66 percent of con-tractors nationwide agreethat more frequent safetytraining for workers couldhelp. They added thatmany firms and the asso-ciation have crafted high-way safety programs.
But Brown suggestedthat the best way to im-prove safety was for mo-torists to be more carefulwhile driving throughhighway work zones. “Theeasiest way to improvework zone safety is to getmotorists to slow downand pay attention,”Brown said. “When mo-torists see constructionsigns and orange barrels,they need to take the footoff the gas, put the phonedown and keep their eyeson the road.”
The work zone safetystudy was based on a na-tionwide survey of high-way construction firmsthe association conduct-ed in March and April ofthis year. Nearly 400 con-tractors completed thesurvey.

Two new 23 hp Evapo-rative Emissions (EVAP)Tier 4 compliant gas en-gines power the 4800.One engine powers ma-chine function and move-ment, while the secondengine provides dedicatedpower to the paving car-riage for more consistentpaving operation. Thenew engines meet currentemissions standards, im-prove the operating envi-ronment around the ma-chine and provide morefuel efficiency than previ-ous engine models.

World of Concrete in Las Vegas — Cen-tral Hall, Terex booth No. C5946 — isequipped with several options that tailorsuit the paver to meet jobsite condi-tions. The available 15-inch Rota-Vibe™system on the show machine's pavingcarriage is 30 percent larger than thestandard system. This provides longermachine advancements, advantageouswhen paving streets and highways.
The paver's two double flightedaugers efficiently meter the concrete infront of the paving carriage. Dual, 5-footlong paving rollers provide a superior
finish to the concrete surface. Thepaving carriage on display is equippedwith the available dual drag panarrangement, which helps contractorsachieve a better concrete seal and en-ables the pans to drag directly to theside of the slab.
The show unit features two leg op-tions available to paving contractors.By offering zero clearance paving, themachine's optional swing leg designgives paving contractors an edge whenpaving in tight site conditions, such asoverlays next to live traffic lanes and
new bridge construction adjacent to theexisting bridge. An available pivot legdesign for the 4800 improves paving ef-ficiency when working on severe crossslopes of 6 to 8 percent. This option al-lows the leg to be pivoted to a true per-pendicular position, removing stresseson the side rails and eliminating theneed for extra shoring.
With its 48-inch truss frame depth,the 4800 offers standard paving widthsranging from 36-feetto in excess of 170feet. The 4800 paver display unit is setto a 36-foot paving width. The machine

Higher torque with lower emissions
These new machines meet the re-quirements of the Tier 4i emissions leg-islation that came into force on January1, 2012. The L60G, L70G and L90G areall fitted with a Volvo 6 liter, 6 cylinderturbocharged V-ACT (Volvo AdvancedCombustion Technology) off highwaydiesel engine, which features cooled gas
recirculation and a particulate filterwith active regeneration. The diesel par-ticulate filter (DPF) temporarily holdsthe particulate matter and then inciner-ates it, further reducing emissions. Thisprocess is conducted without any lossof performance or operation. Producingbetween 161 and 173 hp, depending onthe model, these three units providehigh torque at low engine speeds.
Middle weight Volvo wheel loaders
As well as meeting the low emissionsrequirements of the legislation, the D6engine also leads the industry in termsof fuel efficiency, reliability and noise.The production of torque and power atlow engine speeds, combined with loadsensing hydraulics, promotes work at alower rpm, which in turn extends en-gine life, lowers fuel usage, and dramat-ically reduces noise. Fuel use and noiseare also reduced, thanks to a hydrauli-cally driven, electronically controlledfan, which increases fan speeds onlywhen needed.

Successful paving projects do not happen byaccident. They are the result of careful planning andimplementation. From restricting or rerouting trafficflow to making sure the right equipment is on site toperform the job, a complex series of events compris-es a paving project, especially in the critical asphaltlaydown phase.ProductionTo achieve the best results and most profitable oper-
ation on a paving project, contractors must balancethe elements of hot mix asphalt (HMA) productionand placement. A number of HMA plants areavailable. Top end stationary drum mix facilitiesproduce up to 700 tons per hour of HMA. On theother end of the spectrum, portable drum / batchplants produce 30 to more than 100 tons per hour ofHMA.Paving projects are rarely adjacent to an HMA plant,
so transportation of the material is necessary. A widevariety of types and sizes of transport vehicles areavailable, many specifically designed to haul HMA.Live bottom and moving floor trailers feature thelargest haul capacities; dump trailers and truckshave less capacity.Regardless of the type and capacity of the haul vehi-
cles, the delivery of HMA from the plant to the pavingproject requires consistency and regularity so thatthe mix being placed is of uniform temperature.Specified density and smoothness of the finishedpavement can only be achieved when the mixtemperature is uniform.
Placement: laydownPlacement of HMA is a two part process. The first
portion of placement is laydown, accomplished usinga paver. A paver has two major components — thetractor and the screed. The tractor is the prime moverthat is used for self-propulsion of the equipment. Thescreed is the working tool, the equipment thatspreads the HMA into pavement.
The operator must judge three factors when deter-mining paving speed. First, the operator must seehow much HMA is being delivered to the paver.Second, the operator must look down at the widthand thickness of the pavement panel being laid.
Third, the operator must check behind the paver tosee if the compactor train is able to keep up with thepaver.
Asphalt paverThis balance between production and placement
needs to be maintained throughout paving. If thedelivery of mix to the paver is interrupted, the paverneeds to stop. Current practice is to rapidly stop andstart the paver so the screed level does not fluctuatebecause of paving speed or head of material in frontof the screed. If the paver outruns the compactortrain, the entire paving operation is at risk of failingto achieve target density and/or pavement smooth-ness.
Placement: compactionThe second part of the placement process is
compaction. The compaction of HMA must be com-pleted within a finite time period. This interval isreferred to as time available for compaction (TAC).The TAC varies based on environmental considera-
tions, mix properties and mix temperature.An asphalt mix cools continually, although at vary-
ing rates, from the time it leaves the pugmill or mix-ing drum. The longer a mix is stored in a silo and thelonger the delivery time to the paver, the greater thetemperature loss. Temperature drops as the mixmoves through the mobile conveyor, sometimes calleda material transfer vehicle, and the paver. After beingspread by the paver’s screed into the width and thick-ness required for the project, the mix continues tocool. By the time the breakdown compactor beginsthe compaction process, the mix may have cooled 10to 15 percent from the point of production.The TAC varies from less than 10 minutes to greater
than 20 minutes based only on the difference intemperature of the base. Obviously, it is more diffi-cult to achieve specified density in 10 minutes thanin 20, with all other factors remaining constant.Compaction speed must match paving speed foroptimum project efficiency. If a vibratory compactoris utilized for breakdown, the rolling speed iscontrolled by the need to achieve pavement surfacesmoothness. A vibratory compactor drum impactsthe surface of the pavement each time an unbalancedweight inside the drum spins one complete revolu-tion.

to 14 drum impacts for each foot of travel.Most compactor manufacturers provide charts to
show the expected TAC on a pavement panel placedat a certain temperature over a base of a certain tem-perature and measured thickness. (See chart sam-ple).
Vibration frequency of the compactor is measured
using a vibrating reed tachometer or similar tool.Dividing vibration frequency by the required drumimpacts per length of travel determines the rollingspeed of the compactor with vibration. For example, avibratory compactor with 2,500 vibrations per minutefrequency that delivers 12 drum impacts per footspacing means the compactor can roll at a maximumspeed of 208 feet per minute or 2.4 miles per hour.This vibratory compactor cannot increase rollingspeed if it fails to keep pace with the paver. To do sowould change impact spacing and risk failure toachieve smoothness.
This is why vibratory compactor manufacturers likeVolvo Construction Equipment provide high frequen-cy vibrating compactors. These units have a vibrationfrequency of 4,000 vibrations per minute or greater.With the same drum impact spacing of 12 impactsper foot, a vibratory compactor with 4,000 vibrationsper minute can increase rolling speed to 330 feet perminute or 3.8 miles per hour and still achieve pave-ment surface smoothness. The higher vibrationfrequency provides a 50 percent faster speed to keepup with quickly moving and more productive pavers.Balance
What is the key to effective placement of HMA?Balance. Balance between placement and productionand between mix delivery and production yield thebest results. Careful control of the paving speedenables efficient laydown and compaction of the mixat consistent temperatures. The best paving projectsfind balance between each of these elements.
Proper placement of breakdown compactors
There is debate about how closely behind the paverthe breakdown compactor should roll during hot mixasphalt (HMA) laydown. Some industry expertssuggest the breakdown compactor needs to nearlybump the paver to take full advantage of the reducedmix viscosity with the HMA pavement at its hottesttemperature. These experts believe that optimumachievement of target density cannot take place if thebreakdown compactor is too far back in the rollingzone from the paver.
In truth, every paving project is different. ForSuperpave mix designs, the asphalt cement is select-ed based on the performance grading (PG) system.Binders are modified to combine stiffness at higherambient temperatures with flexibility at coldertemperatures. These PG asphalt cements are identi-fied with nomenclature that indicates their ability toperform under these temperature extremes.
For example, a Superpave mix laid on an interstateor primary state highway in south centralPennsylvania will specify a PG 64-22 binder. A PG 64-22 binder is specially formulated to resist ruttingunder traffic at pavement temperatures up to 147degrees Fahrenheit yet remain flexible to resist crack-ing in temperatures as low as -8 degrees Fahrenheit.Unlike neat asphalt cement used in a Marshall mix,PG binders make it more difficult to reduce air voidcontent, unless compacted when hot.
The cooling rate of a pavement panel depends on itsmass and ambient conditions. Thicker mats retainheat longer than thinner mats. Panels stay hot longerwhen laid on a base with a temperature of 90 degreesFahrenheit compared to 30 degrees Fahrenheit. Matscool more rapidly when the ambient temperature islower, and retain heat longer when ambient tempera-
ture is higher.A 1.5-inch thick mat, laid at 248 degrees Fahrenheit
on a base of 60 degrees Fahrenheit cools to 185degrees Fahrenheit in eight minutes. A 2-inch thickmat, laid at 275 degrees Fahrenheit on a base that is60 degrees Fahrenheit cools to 185 degreesFahrenheit in 16 minutes.
How much TAC is lost if the breakdown compactorstays back rather than rolling closely to the paverscreed? Scientific calculations, backed by thermaleasurements of mat temperature, indicate the follow-ing:• A lift 2.5-inches thick, placed at 302 degreesFahrenheit on a base that is 30 degrees Fahrenheit,will cool to 185 degrees Fahrenheit in 20 minutes;• Moving the breakdown compactor from 6-feet to 50-feet behind the paver results in an average loss of oneminute in TAC;• This one minute loss is equivalent to -5 degreesFahrenheit in pavement temperature;• This scenario is dependent upon a five pass rollingpattern behind a paver moving at 0.5 miles per hour.
For this application, the TAC loss is insignificantand will not result in failure to achieve air void reduc-tion in the mix. It makes little difference wheretemperature and time differential is checked becauseTAC is consistent throughout the width and length ofthe breakdown rolling zone.
For safety, it should also be noted that the break-down compactor should stay two and a half lengthsof the compactor behind the paver. So long as thisbuffer distance is maintained, there is minimized riskof injury to ground personnel. For more information on Volvo products visitwww.volvoce.com.

variety of jobs that are available tothem over the course of time. Witheverything from airport runwaysto parking lots and highwayprojects to bicycle paths needingpaving, it is no wonder that thereare numerous paving machinesand screed choices available tothe contractors to help them dotheir job. One local, centralPennsylvania contractor, who hasbeen in the paving business formore than 37 years, has his ownthoughts about how to select hisequipment. “I buy local to helpkeep the business local,” he saidas he took a few minutes withHard Hat News for this pavingissue.
The contractor, who requested toremain unnamed, said that hehas always looked to local suppli-ers for his trucks and equipmentbecause as a local, family ownedbusiness, he wants to remainloyal to the local businesses whohave worked with him, to supportthe construction industry over theyears.
“I have 3 pavers, the Blaw-KnoxPF-150, a Blaw-Knox 410 Trackedpaver and a smaller, Neal paverthat we use for walking paths,bike trials and that kind of work,”he said. “We have the 14 tonBomag (BW138AD) and the 25 tonHYPAC C778B vibratory com-pactors, both bought locally fromGroff Tractor and Equipment. OurCase skid steer loader came from
them as well. Most of our work isdone here in the local area andover the years we have earned thereputation for doing a good job ata reasonable price,” he said.
They have five employees, allextended family. Their workincludes paving jobs, large andsmall. They do road paving formunicipalities, businesses andprivate individuals as well.Whatever the job, they have theequipment to do first class work.“We even have two pavementreclaimers that we use to preparesites like this one,” he added. “Wejust ground the existing pavementand put it back in place as basematerial. It makes our work a loteasier when we have the rightequipment for the job.”

ing and that’s a greatthing! But you’re right,the paperwork thatcomes with it can be com-pletely overwhelming. Be-cause I don’t know yourspecific situation, I wouldhave to pinpoint the exacttasks with which you areexperiencing difficultiesbefore I gave you any def-inite suggestions. But
over the years, I’ve recog-nized a couple of areaswhere paperwork gener-ally becomes an issue forcontractors — payrolland reporting — and I’velisted some possible waysto alleviate this paper-work overload.
When it comes to pro-cessing construction pay-roll — especially whenyou’re working in multi-ple states and localities,on multiple jobs withmultiple pay rates — itcan be a big task with lotsof paperwork. One way toremedy this is to consideroutsourcing your payroll.There are even payrollservices focused solely on
construction. In additionto standard processing(paychecks/direct de-posits, taxes and W2s),these services are built tohandle all the complexi-ties of processing con-struction payroll, savingyou time and paper!
The second area thattends to cause paperworkoverload is constructionreporting. Certified Pay-roll, Union, EEO MinorityCompliance, Workers’Compensation and jobcost reports are just someof the reports that con-tractors need. The sameconstruction specific pay-roll services that will sim-plify your payroll may

SALINA, KS —Bergkamp Inc., based inSalina, KS, offers theM212 truck mountedslurry seal and microsurfacing paver that in-creases production capa-bilities and minimizes po-tential greenhouse gasemissions. With multipleunits sold throughout theworld, the M212 isBergkamp’s largest truckmounted paver, holdingmore aggregate, asphaltemulsion and water to in-crease the square yardsthat can be paved perload. Ideal for jobs wheredistances from the stock-pile are farther, the M212delivers one of the mostefficient methods of pre-ventive maintenance forhighways, roads andparking lots — which can
extend the life of pave-ment by up to seven ormore years.
The truck mountedM212 can carry 12-square-yards of aggregatein a level struck load, 691gallons of asphalt emul-sion and 691 gallons ofwater and features a 65gallon stainless steel addi-tive tank. The pugmill,conveyor and all liquid ma-terial tanks are removablefor easy cleaning. All tanksare bolted in rather thanwelded, adding extra dura-bility and improving easeof maintenance. The as-phalt emulsion and watertanks are separate compo-nents, eliminating possiblerust through and contami-nation of products. TheM212 has a full widthworking platform that al-
lows operators to easily seeboth sides of the unit, thespreader box and the ma-terial being placed. In addi-tion, a remote sideshiftcontrol lets the spreaderbox operator control thebox from the ground.
Pavement preservationmethods such as theslurry seal and microsurfacing treatments ap-plied by the M212 usefewer natural resources(e.g., aggregate, binder,etc.), consume less ener-gy and reduce overallgreenhouse gas emis-sions when compared totraditional pavement re-active maintenance andrepair methods.
Aggregate is delivered tothe M212’s pugmill by abelt over chain conveyor
to eliminate slippage.Steep hopper walls mini-mize bridging, while thehopper’s polyethylene lin-ing reduces friction. Thiseliminates the need for avibrator, which decreasesproblems with loose boltsand damage to welds and
components. The asphaltemulsion ratio is regulat-ed as it is pumped by thelarge 3-inch gear pumpinto the pugmill — wherethey are mixed with theaggregate. The variablespeed, dual shaft, multi-paddle pugmill has a dual
hydraulic drive, whichprovides even mixture andcoating of the aggregate.
The M212 has a provendesign with convenientcontrol locations andgood operator visibility.The unit is powered by anonboard 99 hp Cumminsdiesel engine located atthe front of the unit in anenclosed engine compart-ment that reduces noisefor the driver and crew.The unit provides flexibil-ity to better manage legalload weight restrictionsby adding additionalaxles, including one be-hind the drive axle, whichincreases the wheelbaseand helps meet the Fed-eral bridge law.
The M212 is part ofBergkamp’s M2 Series ofslurry seal and microsurfacing pavers, whichalso includes the truckmounted M206, M208and M210 and the trailermounted M216 paver.
