I am pleased to report that we are making good progress on several

fronts that have been priorities for the Chapter, the most important

of which is Chapter Directory. I have set the date for distribution to

be on 1 April. The plan is to send it out as an email attachment to all

members who have accounts; however I will still mail hardcopies to

those who do not. In putting this together I have been quite taken

aback by the number of members we have in the Chapter that are of

considerable note. Some are fairly well known and still serve our

nation in positions of importance like LTG David Fridovich, the high-

est-ranking Green Beret still on active duty; and COL Eric Wendt, the

military assistant to the SECDEF. Others are long since retired, but

have had careers that are so remarkable that they are worthy of note

here. The first is BG (Ret) Joe R. Ulatoski. He was the Executive

Officer and (concurrently) the Rifle Platoon Leader of the short lived,

but much revered 5th Ranger Infantry Company that was organized,

trained and deployed to Korea during the Korean War to conduct

deep penetration operations behind North Korean lines. When the

Korean War era ranger companies were deactivated he volunteered

for and was assigned to the 8086th Miscellaneous Group, Eighth US

Army Unit (AU) charged with organizing anti-communist partisan/

guerrilla activity. The 8086th was later absorbed into the 8240th AU,

which morphed into the United Nations Partisan Force, Korea

(UNPFK) a legacy unit of today’s US Army Special Forces. It’s no sur-

prise that the rest of his career reads like a novel of cold war intrigue

and unconventional warfare science.

Another soldier that I discovered in our ranks is MSG (Ret) Roy H.

Matsumoto. He is a member of the Ranger Hall of Fame at Fort Ben-

ning, GA and a member of the Military Intelligence Hall of Fame at

Fort Huachuca, AZ. MSG Matsumoto was born in Laguna, California,

in May 1913 and when he was about 13 years of age he was sent to

Japan to live with his grandparents where for three years he received

a Japanese education, after which he returned to California. When

the US government began the removal and internment of citizens

and resident aliens of Japanese ancestry from west coast states in

1942, MSG Matsumoto, then living in the Los Angeles area, was incar-

cerated as well. In 1942, he volunteered from the camps for service

in the US Army. After basic and AIT he volunteered for the 5307th

Composite Unit, Provisional, which is known today for their tenacious

EDUCATIONAL ASSISTANCE PROGRAM

The Chapter XVI SFA Educational Assistance Program is designed to provide onetime scholarship grants to dependent and

grandchildren of Chapter XVI SFA members in good standing. The number and amount of grants are determined by the

Scholarship Committee with the approval of the Chapter Executive Board. Grants may be given in the name of individu-

als or corporations when funds are contributed directly for this purpose, subject to approval by the Chapter Executive

Board. The Chapter President will select the committee members of the Scholarship Committee. The selections are made

subject to approval of the Chapter Executive Board. Results will be announced in the Chapter Newsletter. Checks will be

mailed to the recipients by the Chapter Treasurer after the results have been determined. The Chapter XVI Scholarship

Fund is maintained as a separate account that derives its monies from contributions of members, and interested parties

and corporations. Checks should be made payable to: "Chapter XVI SFA Scholarship Fund" and mailed to: Chapter XVI SFA

Attn: Scholarship Fund PO BOX 33577, JBLM, WA 98433

ELIGIBILITY

An applicant must be a Chapter XVI SFA member in good standing or the dependent spouse, child or grandchild of a

member in good standing, to include any member (child or grandchild) of the family of a deceased member who was in

good standing at the time of death. Applicants must have been accepted by or already attending an accredited College,

University or vocational institute.

APPLICATION PROCESS

Eligible applicants must submit applications and required documents to: Chapter XVI SFA, Attn: Scholarship Committee,

PO Box 33577, JBLM, WA 98433. Applications must be submitted and postmarked NLT 21 April and received NLJT 1 May

to be considered. The following is required to be considered:

a. A Sponsor letter from the Chapter member that states full name, member number, and relationship to applicant.

and heroic fight in the jungles of Burma as Merrill's Marauders. MSG Matsumoto was awarded the Legion of Merit and the Bronze

Star for actions there. When the provisional unit was deactivated, MSG Matsumoto joined the 475th Infantry Regiment of the

"Mars Task Force" and he was attached to Chinese Nationalist Army guerrilla forces operating behind enemy lines. Serving as an

intelligence non-commissioned officer near the French Indochina border, he participated in missions, including the demolition of

bridges, capturing of prisoners, information gathering, and disruption of enemy communications.

When the war ended, MSG Matsumoto was assigned to headquarters, China Command, Shanghai, where his duties included es-

corting 24 war crimes prisoners to Japan by air. He was later transferred to GHQ in Tokyo where he was assigned undercover mis-

sions during the Occupation.

As I continued to run down the list and contact members I soon realized that many of our brothers are living legacies. Besides the aforementioned we also have men like COL (Ret) “Skip” Sadler, the former (and last) Chief of SOG and CSM (Ret) Ray Garofalo who was the CSM of Company B, 1st SFG(A), the pre-cursor of the 46th SF Company in Thailand and later the 3rd Bn, 1st SFG(A) here at Fort Lewis. CSM Garofalo probably had as much impact on SF as any group of NCOs in our history and has more dirt on people in SF than any one man should be entitled to. He is absolutely fascinating to talk to and he likes to talk. When you get your copy of the Chapter XVI Directory I encourage you to scan it for those members who live in proximity to your home and reach out to them. A few are home bound for the most part and some others have a limited range, however they would still appreciate a call or meet-up with another who un-derstands what it means to have shared in a calling that so few have the mettle to answer. funds. The letter is an important part of the applicants' package. Be sure to provide your full name address, tele-

phone number, and email address in your letter.

c. Their most recent transcript, SAT score, and/or other evidence of scholastic achievement.

d. A reference(s) Ietter(s) from a teacher, counselor, or school official.

e. A summary of extra-curricular activities, non-academic achievements, and hobbies.

f. A copy of acceptance from the institute of higher learning. There is no formal application. All items listed

above are required and must be submitted with the application for consideration. Applicants are graded in nine are-

as: intro letter from sponsor who is a member in good standing; personal letter; GPA; class standing; SAT/ACT score;

Ietter(s) of recommendation; Ietter of acceptance; community service activities; and extra-curriculum activities. It is

critical that an applicant include all information requested regardless of the level of educational achievement previ-

Chapter XVI SFA William R Card Chapter

Meeting Minutes Feb. 12, 2011

Call to Order: Meeting called to order at 11:15 with the playing of the Ballad of the Green Beret. The fol-

lowing officers were present: Dave Shell, President; Ron Rismon, Vice President; and John Patterson, Secre-

tary.

Pledge of Allegiance: Led by President Dave Shell. Opening Prayer:

Chaplain Jake Robinson.

Welcome & President's Report: Minutes from last chapter meeting Dec. 11, 2010 was approved by the

executive board and submitted to National. A request was made to have chapter minutes available for the

newsletter and the Drop magazine contribution within 1 week of the meeting. The membership drive from Oct

-Dec. 2010 was a huge success with 15-20 members at large renewing with Chapter XVI and 25 new members

added in the last six months. Dave Shell and Dan Perry are reconciling the directory since more than 50% of

the listings were out of date. The Regimental Mess construction is scheduled to commence in March 2011 and

will be available meetings should we desire to alternate meeting locations for the convience of our members liv-

ing down south.

Wives Present: Steph Gates, Elaine Lessler, Regina Hall and Diane Regan. Guests: SFC Hughes was

with the motorcycle club on leave from First Group.

Sick Call: one of many packets containing the remains of SGM Krajicek received by chapter for placement

at a location meaningful to the soldier. Skip Ettinger will be hospitalized for surgery. Tom Weeks continues on

home oxygen. Chaplain Jake requests that all members inform him of sick or dying comrades so that he may

send a note to the patient and / or family.

Secretary's Report: The chapter was informed that the 2009 picnic raffle state gambling report had not

been submitted since the secretary is still trying to get a list of items raffled, their market value and total pro-

ceeds. This report was due at the end of August 2010. There is a possibility of a late penalty and/or inability

to get a permit for the 2011 picnic raffle. It was stated those members: Paul Waldberger (donated pistol), Dan

Perry and Wayne Karvonen could provide this information since they were involved in the raffle.

Treasurers Report: Unavailable as Paul Walderberger was not present. President Dave Shell notified the

members that Paul has resigned his position as Treasurer due to the many time constraints placed on him by

his employer. Kevin Patton will replace Paul as treasurer and work to get the yearly financial report to National

on time.

Quartermaster Report: It was decided that this year's picnic pig should be butchered rather than BBQ'ed

whole. Need to reorder more chapter baseball hats and bumper stickers.

Old Business: The 2nd issue of the online newsletter is out. An appeal was made for all members to contrib-

ute relevant stories and/or photos. Briefly discussed stopping all newsletter mailings to save money on postage

and production costs. It was noted that many members are not online so this should be continued for their

benefit. No final decision made.

New Business: Kevin Patton has offered his place in Yelm for the annual picnic and is chairing the event so

please consider volunteering to help with the planning. A motion was passed accepting this location. A mo-

tion was made to have a chapter breakfast at different locations on the 3rd Saturday of each month. After dis-

cussing some concerns that this would compete with the Wright breakfast it was passed by the members pre-

sent. Since we have a healthy balance in the chapter account a motion was made to offer scholarships totaling

$1,500 per year to qualified members and their families. This would be chaired by Cindy Thomas, wife of Col.

Thomas formerly of Group Command. This would be great advertising for the chapter and hopefully generat-

ing more donations. Motion passed.

For the Good of the Order: The chapter donated $50.00 to National Building Memorial Fund. The chap-

ter donated $200.00 to Tahoma National Cemetery to replace memorial plaques and other items damaged by

vandals. The chapter tipped Seamus Neary and his wife $100.00 for bagpipe music at Eulis Presley's funeral.

The president along with Ted Wicorek attended the reception for Veterans Innovation Program at the state cap-

ital last month. The president attended the Valor awards ceremony for the 1st SFG. The DCO of USASFC was

present and made a point of saying how much he appreciated the things we do for SF. Bill Gates brought a box

Romeo & Juliet cigars to share with the members. Jim Harris won the 50/50 drawing and donated it back to

the chapter.

Closing Prayer: Pastor Butch Hall gave the closing prayer. The meeting was adjourned @ 12:30

and was followed by a potluck.

Even though it was inclement weather on Sat., 2-5-11 we did have some members turn out at the golf course restau-

Lawson (IMO Eulis Presley). From Chapter 43: John & Susanne Armezzani (IMO Eulis Presley), and Skip Ettinger

BRIERFIELD -- There's a spot marked in a small country graveyard near here for the long lost Green Beret.

Now, after 43 years of uncertainty, the grave in Ashby Cemetery can be filled.

Burial for James Leslie Moreland -- missing in action in Vietnam since Feb. 7, 1968 -- will be May 14 in this isolated cem-

etery off Bibb County 2, south of Montevallo. Moreland was born in Bessemer on Sept. 29, 1945, moved to California in

high school and in 1965 went to Vietnam as a medic in the elite Army Special Forces.

The 22-year-old was presumed dead after a ferocious battle at Lang Vei in South Vietnam. But his body wasn't recov-

ered or identified. Finding the body and securing an ID turned into a decades-long quest until last month, when DNA

earlier submitted by five relatives matched remains found at Lang Vei.

"It was very emotional coming up on the 43rd anniversary," said Linda Brown, 62, the youngest of the five Moreland

siblings. The family had all come to accept James was dead, but they persisted on finding his body, Brown said.

"I had never given up," said Brown, who lives in Washington state near sister Edna Anita LaMoine, 73. "I said I would-

n't care if they identified just one bone fragment so we could say, 'Yes, it is our brother.'"

Unknown to the Moreland family at the time, a Christmas Day gift in 1972 to a 12-year-old girl added one more person

to the long pursuit for answers. Kathy Strong of Walnut Creek, Calif., remembers asking for an MIA bracelet because it

was the cool thing to have at the time. Santa Claus brought a bracelet with the name: James Leslie Moreland.

Now 50, Strong became close to members of the Moreland family after her hometown newspaper, the Contra Costa

Times, several years ago chronicled how she had worn the bracelet for decades and had grown increasingly interested

in Moreland's story.

Strong plans to attend the upcoming burial in Alabama, where she said she will relinquish her bracelet to be buried with

the remains.

"My promise was to keep it until he came home and then give it back," Strong said.

Moreland's commanding officer, Paul Longgrear, who is an ordained minister, will officiate the service.

Longgrear led a strike force unit, which included Moreland, to help defend a Special Forces camp near the Laotian bor-

der. The camp was a "thorn in the side of the North Vietnamese," Longgrear said, and on Feb. 6, 1968, it came under

heavy attack from enemy tanks. He said he remembered Moreland being seriously wounded in the head as he went to

fetch a machine gun in an open area, aiming to keep it out of enemy hands. In the ensuing explosions and subsequent

takeover, some men escaped, some were captured, some were killed. Moreland's body was never recovered.

"He was a great guy -- a great looking kid with a lot of confidence," said Longg rear, who lives in Pine Mountain, Ga.

"He had that swagger. Green Beret tend to be that way."

Moreland's early childhood years were spent in the Birmingham area and in Selma, his sisters said. He went to Lyman

Ward Military Academy in Camp Hill in the eighth and ninth grades. The family moved to southern California in 1962,

and Moreland became an all-county football player at Western High School in Anaheim, playing on the same team as

Andy Messersmith, who went on to become a Major League baseball player. After graduation, Moreland attended

Fullerton Junior College but ultimately followed his two older brothers' footsteps into the military, albeit a different

branch.

"I tried my best to get him to come to the Navy," chuckled retired Navy Seabee and older brother Robert D. Moreland,

75, of Lakeside, Calif. "But he liked to skydive."

When on June 5, 1978, the Army declared Moreland "presumed dead," his mother, Gladys Parks, organized a memori-

al service for him at Ashby Cemetery and dedicated a large granite marker in her son's memory. They played 'Ballad of

the Green Beret' and tears flowed, Brown remembered.

Moreland's mother died April 1, 2001, but she talked to The Birmingham News in 1978 about the memorial.

"I just felt this memorial was one way I can honor him," she said. "But to me he's not dead. If they could have ever

found some trace of him to give me, some little something to prove they found him, I could accept it. ... Maybe someday

I will."

Dorothy Moreland, 81, of Montevallo, who is widower of the oldest Moreland sibling, Roger, said it is sad Parks won't

see this day. But there's some comfort to be taken, she supposes, in the burial arrangement putting Moreland next to

the graves of his mother and father.

When they lay him to rest, "brother'll be back home between mommy and daddy," she said.

1s SFGA Awards Ceremony

"Chapter XVI’s President and members were invited to and attended a 1st Special Forc-

es Group (Airborne) awards ceremony were Soldiers were honored for valor on 11 Feb-

ruary. Awardees from SOTF 12 and AOB 1310 received nine Bronze Star Medals for

valor, nine Army Commendation Medals for valor and two Purple Heart Medals.

The 1st SFG (A) Commander, Colonel Francis Beaudette said the actions of these

Green Berets went "well above the call of duty. He went on to say that “I have seen in-

credible courage and heroism routinely displayed in battlefield challenges. The combat

environment in Afghanistan is full of peril. Reacting to those perils and successfully com-

pleting the mission is a part of daily life. It is fundamentally what every Green Beret ex-

pects of himself and those around him; day in, and day out. It’s game on all the

time…”. COL Beaudette also said that "Every Special Forces team member knows the

inherent dangers and puts their lives on the line, and to me, it’s even more incredible and

impressive that we have those that stand out from even that incredible standard and it’s

these men we are recognizing today."

While You Are Here

At this stage in life you reflect on past events and look at how you may have fit into them. Back in the early 60’s the Army was

conducting a viral disease study program in Southeast Asia. Teams from the 1st Group in Okinawa played a key part in these stud-

ies. As a SF Medic I would draw 50cc of blood from each team member at pre-deployment and again at post-deployment. The

serum was separated and frozen in dry ice, paired into pre and post-deployment specimens then tested for viruses known and

unknown that were endemic to Southeast Asia (Japanese B Encephalitis, Russian E Virus, Dengue Fever, etc.). A rise in antibody

titer is the marker of exposure. Various research Companies eventually built upon these studies and observations. Two Compa-

nies will likely offer, this year, an effective vaccine for the Dengue Virus.

Central America, Mexico and South America as well as many other areas around the world are seriously impacted by these viruses.

Perhaps, because of the misguided ban on DDT (genocide!!), mosquito and other insect vectors are not controlled. As a matter of

fact, the Tiger Mosquito from SE Asia have become established in South East USA. It is smaller, aggressive, and feeds during the

day. Put these critters together with some of these viruses and you can see the value in the studies some of you were involved

with years ago.

Honduras is the poorest country in Central America, with viruses, malaria and other parasites all of which were involved in those

studies then and perhaps even now. The experience some of you have gained as medics shouldn’t be wasted. For the younger

former SF’ers, opportunities are out there to build upon your experience and training and really contribute to the world. Hondu-

ras and other countries south of our border are areas that need all the help they can get. Vaccine development will go a long way

to stem those poverty causing diseases. I have been working with Projecto Honduras for several years and we could use any help
