RETHINKING ROLE AND SKILLS OF LIBRARIANS

On 30 August 2018, the School Libraries grouping of Cluster 6 organised a Career Talk for school

librarians from Cluster 1 to 6 and nine officials. It was held at the auditorium Sekolah Menengah PJN

Pg Hj Abu Bakar, Mumong. Present were Dy. Hamitton Hj Abd Samad, Acting Head of Monitoring Unit

of School Libraries as Guest of Honour, Dy Hjh Juninah Hj Abd Rahman, Cg Dk Zainab Pg Hj Zaini and

senior teachers of Sekolah Menengah PJN Pg Hj Abu Bakar. Guest speakers were Pn Nellie DPH

A Publications Corner containing over 280 books on various branches of knowledge in the history, geography, culture, tradition, literature and heritage of the Sultanate of Oman was launched at Kolej Universiti Perguruan Ugama--Seri Begawan on 26 July 2018. The publications corner aims to foster the love for reading among Bruneian youth and works in line with the initiatives of the government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in building a nation of readers.

VISIT TO AUDIO LIBRARY RTB by Dy Amal Syukriyyah Hj Abd Kahar,Librarian, UNISSA

On Monday morning 20 August 2018, the Brunei

Darussalam Library Association organized a visit to the Audio Library, Radio Television Brunei (RTB) in Bandar Seri Begawan led by Dy Amal Syukriyyah Hj Abd Kahar, BLA Asst Secretary. The group of librarians were from the Attorney General Chambers, Sufri Bolkiah Secondary School, Maktab Duli and IBTE Nakhoda Ragam Campus & UNISSA. They were welcomed and briefed by Awang Md. Mahdi bin Haji Md. Yassin, Public Relations Officer of RTB. The tour looked at three divisions: Audio/Radio Library, News & Current Affairs Department and Rampai Pagi Studio.

At the Audio Library, the collections are classified using running numbers and are arranged by three colours; yellow files for international audio, orange files for Malay audio (local songs are labelled with white sticker) and green files for English audio. Users are not allowed inside the room that holds all the audio records. The librarians will retrieve the requested audio for the users. The Audio library largely keeps black records and cassettes for to be played by deejays, newer music are purchased through the application itunes.

Next stop was the Rampai Pagi show. Thanks to RTB, the group showed up briefly at the end of the show and was able to look around and see what it looked like behind the set.

The group visited the News & Current Affairs Department and was welcomed by Hajah Masnah binti Haji Abdul Hamid, Assistant Chief Editor News and Current Affairs of RTB. She briefed on how all video footages of His Majesty & Royal family members are kept and stored in tapes & hard-disk drives. Five staff members are in the video archives section.

The tour ended with a token of appreciation presentation to RTB representative.

THE SILK ROAD INTERNATIONAL ALLIANCE FORUM & 2018 CHINESE LIBRARY ANNUAL CONFERENCE

Two officers from DBP Brunei namely Dy. Hajah Sariani Haji Ishak, Acting Director and Dayangku Hajah Masdiana Pengiran Haji Damit, Library Officer attended the Silk Road Academic Forum held in Chengdu, China and the 2018 Chinese Library Annual Conference held in Langfang, China. The founding ceremony of The Silk Road Academic Forum on 29 May 2018 was unveiled in Chengdu, as the founding of the Silk Road International Library Alliance and the "Reading, City, Culture" Academic Forum on the Integration of Libraries and Bookstores. Delegations from as far afield as Bangladesh, Belarus, Brunei, Bulgaria, Kazakhstan, Malaysia, Myanmar and Qatar, as well as Singapore, Sri Lanka, Thailand, Tunisia, Uzbekistan, Vietnam and Mongolia, attended. Chengdu, was a key area in the origins of the ancient Silk Road in Southwest China. Over 2,100 years ago, the Silk Road stretched for 10,000 kilometers across the European and Asian continents, becoming a historical symbol of the convergence of civilizations, the establishment of trade links, and the fostering of mutual cultural development and bonds between countries enmeshed in life along the route. In the forum delegates discussed and shared information on library development in their respective countries. The Brunei Darussalam and other delegates then travelled to Langfang where they attended the 2018 Chinese Library Annual Conference sponsored by the Library Society of China, held in Langfang, Heibei Province, China with the theme "Library & Society: Sharing, Efficiency and the Rule of Law" from 31 May to 1 June 2018. The conference was in three parts: work meetings, academic symposiums and exhibition.

The 2018 Annual Conference for the Library Society of China and Chinese Library Exhibition was held in Langfang, Hebei province on 31 May and 1 June 2018. The annual conference was organized by the Library Society of China and the People’s Government of Langfang Municipal under the guidance of the Ministry of Culture and Tourism, and sponsored by the National Library of China (NLC), the National Public Culture Development Center, China Ancient Books Preservation and Conservation Association and the Department of Culture in Hebei Province.

There were more than 3,000 library professionals and experts from libraries of all levels and types around the country who participated at the meeting by registering on the membership management and service platform of the Library Society of China.

The Chinese Library Exhibition was held with nearly a hundred exhibitors including public cultural institutions of all levels and varieties of companies of library resources, technology and software. The exhibition of Chinese Ancient Books Preservation Plan, Library Cultural and Creative Products Development Alliance, NLC Legislative Reference Service Achievements and National Digital Library were well received.

This year’s annual conference had four highlights:

First, it focused closely on the theme to demonstrate the value of library in social development. The conference showed the development of librarianship in recent years and its future prospects.

Second, it followed industrial features to show the bright prospects of libraries and librarians.

Third, it reflected the cultures benefiting the people and organized various supporting activities such as “librarians’ evening”, “the first book carnival in Beijing-Tianjin-Hebei Region and nationwide reading festival”, and “reading is around” were organized to enrich people’s cultural life.

84th IFLA WORLD LIBRARY AND INFORMATION CONGRESS 2018

The IFLA World Library and Information Congress, organized by the IFLA took place from

24 August to 30 August 2018 at the Kuala Lumpur Convention Centre in Kuala Lumpur,

Malaysia. The conference is a leading international body representing the interests of library

and information services and their users. IFLA WLIC 2018 is jointly organized by IFLA,

Librarians Association of Malaysia and National Library of Malaysia and supported by

Ministry of Tourism and Culture Malaysia and MyCEB.

The theme “Transform Libraries, Transform Societies” with the additional tagline: ‘Reaching

out to the hard to reach’ was chosen in recognition of the critical role played by libraries in

the development of a nation particularly their ability to transform societies.

In this digital age, libraries are undergoing transformation—developing digital libraries, upgrading professional

competencies, undertaking innovative programmes and activities, reviewing library education curricula, embarking

on community projects as part of their Corporate Social Responsibility (CSR) programmes etc. in order to ensure

that libraries remain relevant against the competing roles of Internet and other social media.

Over 3,500 delegates from more than 110 countries registered for the conference. The Opening Ceremony took place at the Plenary Hall on Saturday, 25 August 2018 . Speakers at the Opening Ceremony were by IFLA President Gloria Pérez-Salmerón, Gerald, Tan Sri Dr Ali Hamsa, Plenary Speakers were Dato Sri Hjh Nancy Shukri and Dato Mohd Ali Hanfiah Mohd Yunus. The Opening Session concluded with a deeply supportive video address by the Hon. Tun Dr. Mahathir Bin Mohamad, The Prime Minister of Malaysia. Finally, IFLA President Glòria Pérez-Salmerón declared the 84th IFLA General Conference and Assembly officially open. There were 17 Satellite Meetings, a trade exhibition, library and cultural tours while the WLIC 2018 live stream included IFLA most popular sessions: Opening Session on Saturday 25 August ;IFLA Highlights Session on Sunday 26 August ;IFLA President’s Session on Sunday 26 August ; IFLA Global Vision Session on Sunday 26 August and Closing Session on Wednesday 29 August 2018 .

BLA was represented by Dy Amalina Hj Ahmad and Dy Ms Taiyibah Nurul Huda Hj Mohd Ali both from Universiti Brunei Darussalam library. BLA acknowledges its appreciation to the Malaysian Organising Committee and IFLA for the Participating Grants.

2nd ASEAN CAUCUS @84 th IFLA WLIC

The 2 nd ASEAN CAUCUS organised jointly by the Director General of National Library Malaysia and

the Chief Executive Officer of National Library Board Singapore was held on Saturday 25 Aug 2018,

1230-130pm , at Plenary Theatre KLCC , Kuala Lumpur.

Singapore hosted the 1 st ASEAN Caucus (the first time ASEAN got its own caucus at IFLA) on 17

Aug 2013 with the theme Community across Borders. Held for the first time in IFLA’s history, aimed to

encourage greater use and awareness of the region’s rich content and foster higher levels of regional

unity whilst the latter identified five top level trends in future development of the library and information

services: access, learning, privacy, empowerment, and technologies

VISIT TO DBP BRUNEI LIBRARY By Hjh Norsenah Hj Mohd Nasir, Senior Librarian, Politeknik Brunei

On 30 June 2018, staff of the Library And Learning Department Politeknik Brunei made a working visit to Dewan

Bahasa dan Pustaka Brunei library in Bandar Seri Begawan the pioneer library in Brunei Darussalam. The 4 staff

and 2 industrial attachment students from IBTE Information and Library Studies participated in this visit led by

Hajah Norsenah binti Haji Mohd Nasir, Chief Librarian of Politeknik Brunei. The visitors were received by librarian

Hajah Siti Khadijah and given a briefing by Awang Mohd Helmie Yahya on the establishment of DBP library services

and functions of each unit under DBP library Bandar Seri Begawan.

The library has made significant progress since 2012,

where it has installed digitalized library management

system such as self-service kiosk, OPAC and e- library.

Through e-library system, public and special libraries in

Brunei Darussalam have collaborated in providing their

services online in one platform (portal), where patrons

could easily access at anytime and anywhere. Online

services varied from e-book, member registration, book

searching, book loan and book return. The transition from

conventional to high-tech library system is to manifest

one of DBP objectives, which is the usage of information

technology and communication system holistically.

Besides providing library services DBP library also performs other activities such as school holiday programmes

like early literacy programme, which is to instill the value of love of books from an early age. The library also

organizes Storytelling competition, which aims to nurture children to be confident in public speaking and help them

to articulate speech correctly. Other than that it also introduces ‘Reading Corner’ programme, under this

programme DBP installed reading corner in long houses in the less accessible areas to promote reading culture

to the nation.

Briefing by DBP’s Librarians

During the tour, DBP’s librarian explained that It takes more than

90 staff to carry daily operation of the library. For efficient

management, staff are divided into 6 units which are 1)

Management and Administration unit 2) Book loan and User unit,

3) Bruneiana, Publishing and General reference unit 4) research

development and research, info communication and technician

unit 5) catalogue and acquisition unit 6) preservation unit. Tours

to each unit provided new experience to new LLD staff and the

industrial students especially on introduction of tools and

equipment used to execute daily work. Each unit plays important roles to sustain DBP library services.

10-11 July 2018 Syarikat Takaful Brunei Darussalam Sdn Bhd was awarded ‘Best Takaful Company Brunei’ at the 12th International Takaful Awards Summit 2018 at Millennium Gloucester Hotel Kensington in London, marking Takaful Brunei’s second consecutive year honour, following the first award last year. Attended by various Takaful and Insurance professionals from Asia, Africa, Europe, and the Middle East, the award ceremony is one of the internationally respected Takaful annual events addressing challenges and opportunities. The annual event also hosts the ‘Best Takaful Awards’ in recognition of Takaful companies’ accomplishments in their respective countries with a global solidarity among the Takaful companies. The award is a humble recognition of Takaful Brunei’s endeavours and success for being a progressive market leader in the Takaful and Insurance industry.

17 July 2018 Abdul Khabir bin Zainidi won the Network of Asian Fantastic Films (NAFF) top prize for his short film, Worm and the Widow, at the 22nd Bucheon International Fantastic Film Festival (BiFan) in South Korea, on 17 July .This year, 16 projects were chosen for the NAFF section, out of 243 entries from 43 countries.

21 July 2018 The Ministry of Health through the Health Promotion Centre in collaboration with the Department of Schools under the Ministry of Education launched the Bully-Free Brunei (Brunei Bebas Buli) Campaign at the auditorium of the Information Department building to combat bullying and reduce the rate of bullying in schools as well as to promote a bully-free culture among students. the project began at the end of 2017, a number of stakeholders such as parents, teachers, school counsellors and students peer support groups got involved in the Bully-Free Brunei workshop which was initiated in May this year.

24 July 2018 Muhd Aiman Fitri Waqiuddin bin Mohd Khirizal winner of the MITSUBISHI Asian Children’s Enikki Festa 2017-2018 Grand Prix left for Yokohama to receive his award.Mitsubishi Asian Children’s Enikki Festa is a competition jointly organised by the Mitsubishi Public Affairs Committee, Asian Pacific Federation of UNESCO Clubs and Association (AFUCA), and the National Federation of UNESCO Associations in Japan. The competition, themed ‘Here is my life’, aimed to provide an opportunity for children around the world to understand the daily lives of the Asian community through illustrated diary accounts.

26 July 2018 Ten Politeknik Brunei students were honored during the launching of Design Students Academy’s (DESA) Pantaran exhibition. Overall outstanding performances went to Mohamad Ariffin bin Morsidi from Diploma in Architecture and Mohammad Noradha Shah bin Sarugi from Diploma in Interior Design. Mohammad Noradha’s project, ‘7UJUHULU’, while Mohamad Ariffin’s project, is ‘Labu Estate One-Stop Station, Zayanah binti Zainal Abidin from Diploma in Architecture and Johanas bin Layang from Diploma in Interior Design were best in model-making; Aiman Aamileen bin Haji Johari from Diploma in Architecture and Syuhaidah binti Hamdani from Diploma in Interior Design for the best visual presentation, Muhammad Nur Alif bin Asli from Diploma in Architecture and Syahin Syahwan bin Haji Suhaili from Diploma in Interior Design for the best creative designs.

28 July 2018 Brunei Darussalam in the Eastern Hemisphere to have witnessed the longest Total Lunar Eclipse of the century in the early hours, showcasing a Blood Moon and coincidentally, Mars also at its brightest, showcasing two bright red objects in the sky.... The Penumbral Eclipse began at 1.14am while the Partial Eclipse began at 2.24am. The Full Eclipse began at 3.30am where the shadow of the sun started to change the colour of the moon red and was visible to the naked eye.The Maximum Eclipse occurred at 4.21am where the colour of the moon was blood red, hence it was called the Blood Moon. The Full Eclipse ended at 5.13am and the Partial Eclipse ended at 6.19am where it was last seen in the Brunei skies.

4-5 Aug 2018 AK Hafidzon bin Pengiran Omar emerged the best Bornean player after scoring 5.5 points out of nine games at the Borneo International Chess Championship 2018 AT Likas Square Apartment Hotel in Kota Kinabalu, Sabah. Four countries, Brunei Darussalam, Indonesia, Malaysia and the Philippines, participated in the competition. A total of 64 players took part in the tournament including seven International Masters, one FIDE Master and three Women Masters.

2 Aug 2018 The Launch of the Air Separation Unit Plant for Brunei Oxygen Sendirian Berhad, BRUNOX marks an important milestone towards improving Brunei Darussalam's supply chain for Industrial gases. It is now capable of producing liquid nitrogen, oxygen and argon which have previously been largely imported. The Air Separation Unit Plant has anticipated production of 40 tonnes of gas per day, which will be valuable to industrial activities across the country. It is also expected to double BRUNOX's current storage capacity which would further enable the exploration overseas export opportunities.

9-12 Aug 2018 Four contestants from Brunei Darussalam participated in the World Yoyo Contest 2018 in Hyatt Regency Hotel in Shanghai, China. Yong Jian Ang, Yvonne Ng, Azim Jameel and Mohd Khairsyah with a competition judge Edward Ng Kwong Fatt. The competition is divided into five divisions – String Trick Freestyle with One Long-Spinning Yo-Yo, Looping Trick Freestyle with Two Responsive Yo-Yos, String Trick Freestyle with Two Long-Spinning Yo-Yos, Freestyle with Off String Yo-Yo(s) and Freestyle with Counter-Weight Yo-Yo(s).

12-18 Aug 2018 Motorsport enthusiast Vance Lee Khin Pek driving under the Amsoil Brunei Darussalam Rally Team is Brunei’s lone participant in the Asia Cross Country Rally (AXCR) 2018 in Thailand and Cambodia. Covering more than 2,000km, the race begun in Pattaya, Thailand, and concluded in Phnom Penh, Cambodia. Vance recently won the Jamboree category of the Rainforest Challenge (RFC), held at Pahang in April 2018. He also won the Trophy category in the same competition, held in Kelantan in July 2018.
