Tax Rate Falls from $1.67 to $1.61
On November 16th, the Village Board held a scheduled Public Hearing for the adoption of the
2018 Village Budget. I am pleased to report that the Board adopted the Budget unanimously,
thereby cutting the Village’s “Mill Rate” from $1.67 to $1.61 per thousand of assessed value.
This is the lowest “Mill Rate” since between the years 2010 to 2011 and this Budget also reduces
overall spending by approximately 5%. As a part of this process, the Village is also working on
the submittal of our 2018 Budget to the Government Finance Officers Association (GFOA)
awards program for the “Distinguished Budget Presentation Award”. In 2017, the Village was
named as only one of 33 communities in the State who received this Award that highlights the
efforts of municipalities who have achieved the highest level of financial transparency. If successful, this will be the 4th straight award for the Village.
Budgetary Highlights:
In 2018, the Village is scheduled to purchase an F-350 Truck (1tn Dump Body) for $40,458 and a
“Bunker Rake” for $9,000 to help maintain and groom the baseball/softball fields in the Village’s
park system. These vehicles have been a part of the Village’s Capital Improvement Program
(CIP) for several years. Within this program, Staff determines the useful life of our fleet vehicles
and the cost to replace them. Each year a pro-rata share of this cost is budgeted for. For
example, a plow truck costs approximately $177,000 and the useful life is close to 20 years (even
though we push them to 22 years in most cases). That means, each year we save $8,850 towards the purchase of a new plow. So while there may be years where we don’t purchase vehicles, we
are always saving for them so that we can pay for them in cash and avoid borrowing money.
Next year, the Village will be saving $212,000 towards the purchase of future vehicles.
We have also begun our process for the 2018 Highway Improvement Program. Next year we
plan on reconstructing Mayfield Road from Pleasant Hill Road to Pioneer Road and Monches
Road from Plat Road to STH 164. Each mile of road is estimated to cost approximately $355,000.
On top of road construction, are also funds set aside for road maintenance like crack filling and
shouldering, which are essential to extending the life of our 146.1 miles of road.
Another important aspect of the Village’s annual Budget is related to fire and EMS services. This
past year, the Village and the Richfield Volunteer Fire Company (RVFC) opened Station No.2 on Hubertus Road. The $3.5M building, paid for almost exclusively by the RVFC, has had zero
impact on our budget. All operating expenditures relating to the building, the personnel, and the $1M loan are entirely paid for by the RVFC. So while the Village did take out a fixed rate (20
years) low interest loan (3.5%) for the RVFC, its been planned for and budgeted to have only a
nominal effect on their annual budget and the communities who choose to contract with them.

à What service does Amelishan Bridal and Formalwear provide?
Amelishan Bridal and Formalwear is a full service bridal, tuxedo, social occasion and
prom shop. We carry over 600 bridal gowns (many in plus sizing); over 500 maid’s dress-
es; over 1200 social occasion dresses for gala, balls mothers of brides and grooms; flow-
er girls dresses; and over 800 prom dresses. Our full service tuxedo and suit shop carries
the latest looks for men for all occasions to rent and purchase. We have our own jewelry
designer who will create custom heirloom pieces for our customers, along with all other
accessories – veils, headpieces, shoes, purses, etc. A fully staffed professional alteration
department, Sew Elegant, (a separate business from Amelishan), is also located in our
shop.
à How long has Amelishan Bridal and Formalwear been established in Richfield?
Amelishan Bridal and Formalwear, named after my niece and 2 daughters, Amber, Elizabeth, and Shannon (Am-Eli-Shan), was
started 22 years ago, December 6, 1995 here in Richfield.
à Who are your clients mostly?
Our clients are people of all ages who need attire for all the special events in their lives – weddings, proms, galas, balls, guests to
special events, First Communions. We are a destination shop: we service thousands of customers every month who travel from a
very strong 75 mile radius. Mostly Milwaukee and the suburbs; and cities north to Green Bay. As we grow, we continue to see
more and more customers from the Chicago Metro area and several Midwest states.
à How has your business evolved since being established?
Amelishan Bridal and Formalwear began in a small, 2800 square foot space and has seen several major buildouts to create the
beautiful large space we now have. We are now the largest full-service family owned bridal shop in Wisconsin, and have been
ranked in the industry as one of the top 10 bridal shops in the United States. We pride ourselves in our customer service, selection
and state of the art training and educating of our 34 employees.
à What reasons led you to selecting Richfield as the location of your business?
We are life-long residents of Richfield and knew this is where we wanted to start our business. We wanted a location that was
close to major cities with easy on/off access to the expressway. Even though we are a large store, we like the small town feeling
that Richfield offers. We also like helping our neighboring businesses by sending our customers to local coffee shops, restaurants,
flower shops, hair salons and wedding venues. And through the years, many of our young couples loved this area so much they
decided to become residents of Richfield!
à If you could tell Richfield residents one thing about your business, what would it be?
That we are here for you. We have great price points. We donate to many local charities and events. We always want to give back to our community. We are happy to employ local residents, and would love for you to visit us!
Snow Removal Reminders:
With the snow upon us, it is best to remind residents about some things to help snow plow operators do their jobs efficiently
and effectively:
· Please do not follow plows too closely as it makes operators unable to see cars behind them.
· Please place your garbage and recycling cans in your driveway and not the road. It makes it difficult to remove snow if
your garbage can is in the road.
· Please do not push the snow from your driveway and across the road. It is against Village Ordinances and can result in a
citation from the Sheriff’s Office.
· Please slow down and allow extra time to get to your destination when the weather is bad. We want everyone to reach
their destinations safely.

Looking Ahead to Upcoming Elections
Governor Walker recently signed Executive Order #262, ordering that a Special Election will be held on Tuesday, January 16,
2018. The passing of the Hon. Representative Bob Gannon has created a vacancy in the Office of the 58th Assembly District. If
there is a Primary, and it appears as though there may be, a Special Primary Election will be held on Tuesday, December 19, 2017. Please note, this Special Election impacts approximately ½ of the Village’s voting population. Electors in Wards 4, 5, and 6 will be
the only electors voting in this election. The map below highlights these wards. For more help determining the ward you reside in,
please visit the Wisconsin State Assembly website at: https://legis.wisconsin.gov/ and click on the “Who Are My Legislators” icon. All elections are 7AM-8PM and will be held at Northbrook Church, located at 4014 STH 167/Holy Hill Rd. Please contact Deputy

Tax Collection - Payment Information
Tax bills must be mailed out by December 15th. Once bills are received, below are the following ways you can make your
total or first installment payment before January 31st, 2018. A copy of these instructions will also accompany your tax bill.
1. Pay by mail: Please send payments to: Village of Richfield, c/o Attn. Treasurer, 4128 Hubertus Road, Hubertus, WI 53033. Make
checks payable to Village of Richfield. Payments must be postmarked on or before the due date to be considered timely. There is
a $30 charge for returned checks and payment will be void. Send a self-addressed and stamped envelope if you would like a re-
ceipt and allow ten (10) business days to receive a receipt. Checks issued by lenders must be endorsed by all parties listed as the
payee.
2. Night deposits: Located to the left of the entrance to Village Hall, payment envelopes can be placed in the drop box. Please
follow mail instructions. Payments are removed and processed daily.
3. Pay-in-person: The dates and times to submit taxes in person at Village Hall are listed below. Please reference key above cal-
endar. Payments can also be made at Landmark Credit Union located at 3098 Reflections Dr. Hubertus, WI. Dates and times of
collection at Landmark Credit Union. Neither location will be accepting payments on weekends.
4. Online or phone payments: Go to www.richfieldwi.gov, click on the Online Payments link. Choose either Real Estate Property
Tax or Personal Property Tax. Real Estate Property Taxes are for land property payments and Personal Property Taxes are for
business property payments. Acceptable forms of payment include credit cards or electronic checks. For phone payments, call 1-
800-272-9829 and follow the prompts of the operator. Please note there are charges associated with making payments online or
over the phone.

Assessor's Update
Associated Appraisal is entering into year six (6) of six (6) with the Village and will complete its goal of reassessing all properties in
the community. Assessment staff visited approximately 1,275 properties during fieldwork this year. Associated Appraisal will be
resuming field inspections again in early January. As always, during the field inspection cycle, the Assessor will be notifying
property owners in advance that an assessor will be visiting their property. If no one is home at the time of the visit, they will leave
a doorhanger on the main entrance with instructions on how to call for an appointment. Assessment staff will be carrying photo ID
tags and driving red fleet vehicles, clearly displaying the company name, so that they are clearly recognizable.

Energy Assistance Program
The Wisconsin Home Energy Plus program (WHEAP) assists
homeowners who find it difficult to afford heating costs. This
program runs from October 1, 2017 – May 15, 2018. The program offers a one time payment per household, per heating season to
assist with your utility cost.
All applicants must meet the income eligibility limits. The size of the benefit will depend on household size, income and heating
costs. Assistance is available whether you heat your home with
wood, fuel oil, propane, natural gas or electricity. The payment
generally is sent directly to the energy provider.
The WHEAP program also partners with the Weatherization Pro-
gram and may be able to provide assistance if your furnace should break down during the season. This program is available
to you at no cost. The Weatherization Program will also offer an evaluation of your home to help you reduce your energy costs. If
you chose to participate in the Weatherization Program, a repre-sentative from Weatherization will conduct an audit of your
home. Once the audit is complete, you may be eligible for assis-
tance in the form of air sealing, insulating and repair/replacement of mechanicals such as water heaters, furnaces and ventilation
fans.

10th Annual Antique Appraisal and Chili
Lunch
The Richfield Historical Society will be hosting its 10th Annual
Antique Appraisal and Chili Lunch Sunday, February 18th
from 9AM-4PM. Admission is free to the public. The event
will be held at Friess Lake School at the corner of STH 164 and
STH 167. This event offers residents a chance to purchase
antiques, discover the estimated value of your antiques, and
mingle while enjoying a tasty bowl of Chili. Appraisals cost is
$5 per item. Chili lunches cost $7 and include chili, cornbread

Christmas in Richfield - Two Locations, 2x
the FUN! Saturday, December 2nd, from 9AM-3PM the Richfield Lions
Club will be hosting the annual Christmas in Richfield event at
Friess Lake School. The event includes photos with Santa,
arts and crafts to make or for purchase, activities, a children’s
choir, as well as chili and desserts available for sale. Also, that
same day from 12PM-3PM, the Richfield Historical Society
will have Christmas in Richfield events in the Richfield
Historical Park too! Come drink homemade hot apple cider,
cookies, and old German Christmas traditions! Wagon rides
through the park will be available, weather permitting!
