HANWANG FORUM

Over three hundred Chinese and international experts and decision-makers from government, business, civil society, and academia gathered 8-13th May 2012 for the launch of the Inaugural Hanwang Forum at the Diaoyutai State Guesthouse in Beijing and in Deyang, Sichuan Province.

More than just a forum, the event marked the formation of a permanent platform for collaborative action, following two years of preparation in China and abroad. As such, it built on a trusted international community of partners and drew upon a significant depth of experience with the aim of carrying out transformative projects both within China and abroad.

The Hanwang Forum was named after the township of Hanwang in Sichuan Province, where the town’s clock became a memorial to the devastating earthquake that claimed tens of thousands of lives in May 2008. Yet the name Hanwang, which literally means ‘a prosperous China’, has also become synonymous with the courage and ability of people to respond to crises and disasters. For the earthquake saw Chinese leaders and institutions coming together with thousands of volunteers and foreign rescue teams for the first time in Chinese history.

The Hanwang approach builds on this spirit of responsibility and resilience in the face of momentous challenges. It promotes a society-wide approach to sustainable development, focusing on generating initiatives that positively impact the economy, the environment and society as a whole.

True to this spirit, the Hanwang organising committee of joint Chinese and international partners invited forum participants to firstly look deeply into exploring and defining the Hanwang principles of sustainable development, and to subsequently engage in shaping action-oriented initiatives through five pre-selected priority platforms.

THE BIRTH OF A NEW PLATFORM

Following Honorary Chairman Li Meng, the welcome speech was made by the Chairman of the Hanwang Forum Organising Committee, Su Qiucheng. Chairman Su Qiucheng, who is also the President of the China Public Relations Association, started out by making the connection between natural disasters and sustainable development stating that “disaster prevention and rescue is an eternal topic that co-exists with humankind, posing continual challenges for the sustainable, social and economic development of the world.” He continued by clarifying the role of the Hanwang Forum as “an important mechanism for disaster prevention, a key support for the building of a harmonious society, and an initiative designed to take full advantage of breakthroughs in science and technology.”

Next, Former Deputy Minister of the Ministry of Civil Affairs Mr Zhang Wenfan addressed the Forum on behalf of The China Society For Future Studies. Mr Wenfan who had supported the initiative from its inception expressed his delight on how the initiative throughout its preparations “received support from experts and leaders from over fifty countries and regions.” He then strongly emphasised to all delegates, “facing global warming and frequent natural disasters, we all have our own choices. The world has a common duty and requires a rational, systematic, forward thinking, scientific and people-oriented approach with which to respond.”

Appropriately, the final opening speech from the Chinese members of the organising committee was made by Chen Xinyou, Mayor of Deyang’s Municipal People’s Government under which the township of Hanwang belongs. Mayor Chen reminded the delegates that “the holding of this Forum is on the fourth anniversary of the May 12th earthquake” and that “in the past four years, with the firm leadership of Party Central, State Council, and Sichuan Provincial Government, the people in the disaster-hit areas have united together and achieved a comprehensive victory of post-disaster rebuilding and recovery...[that]... economic and social development has surpassed the levels before the earthquake hit.”

He then went on to outline the solution going forward by noting “there are frequent disasters on a global scale, imbalanced economic development, and pressing resource and environmental issues. In these circumstances, the traditional economic development models can barely be maintained, the waves of the green economy are incoming and low-carbon and energy saving technologies are becoming the new drivers behind the sustainable development of the world economy.”

The Inaugural Hanwang Forum was officially opened by the Forum’s Honorary Chairman Li Meng, Vice Chairman of the 10th Chinese People’s Political Consultative Conference (CPPCC) and witnessed by Gu Xiulian, Vice Chairwoman of the Standing Committee of the 10th National People’s Congress (NPC).

Finally, he expressed his hope that “The Hanwang Forum will serve as a platform to introduce advanced ideas, consolidate resources, and help more industries steer the future direction of the world’s development”.

From the international members of the organising committee, Lawrence Bloom, Honorary Vice-Chairman of the Inaugural Hanwang Forum, started by introducing video messages from two supporters of the Hanwang international community. Georg Kell, the Executive Head of the United Nations Global Compact, in an address from the UN Headquarters in New York City, stressed the necessity and the importance of tackling global development affairs through partnerships across all sectors of society and all nations.

Tim Smit, the Chief Executive and Co-Founder of The Eden Project, spoke from the UK and offered highly practical inspiration, sharing a vision for developing eco-communities in China, in collaboration with international experts.

Painting the backdrop for the work of the Hanwang community, Bloom then built on the previous speakers’ emphasis on the social, economic and environmental crises we face by stating that “underlying these three crises is a deeper crisis. It’s a crisis of values. It’s a crisis of a society that is looking for new ways out of challenges it created for itself.” Continuing, he suggested a new meaning for the word ‘security’ moving away from the more common definition of “protecting ourselves against each other” towards instead “coming together to face our common challenges.”

What is exciting about the Hanwang initiative is that it looks at these issues from a co-herent, integrative and holistic

approach. That is what we need.

Following the speeches from the political committee, a number of distinguished speakers addressed the delegates. First was His Excellency Aminu Bashir Wali, Ambassador of Nigeria to China who observed that “the initial phase of foreign direct investment (FDI) in Nigeria has been based on state-to-state sovereign intervention. But the Hanwang group is taking the initiative to initiate a second phase of FDI flow to Africa, based on the principle of public-private partnership. I believe this model would have more direct impact on the people and local economies, with companies fostering greater corporate social responsibility towards host communities.”

Hereafter, the renowned development economist Jeffrey Sachs gave a passionate speech on the urgency of the situation the global community faces. Compellingly, he reminded the audience that “we have reached a point together, globally in the world, at which we face a fundamentally different future… an age in which the human system has become so large, so productive, so much using of natural resources and land, so populated that humanity now dominates nature in fundamental ways.”

Demonstrating that the scale of the challenge is unprecedented in human history, he suggested that any solutions should now seriously take into account the accumulated impact on the environment, rather than simply being seen through the often limited human lens: “We cannot stop with simply feeling good about some solar project here, or some wind farm there or a nice development someplace else. Nature is doing a different arithmetic. Nature cares about the total emissions, the total nitrogen, the total fossil fuels used, the depletion of ground water…

We need fundamentally to change how we grow food, to make the food supply globally resilient to a changing climate and to ensure that the food supply system itself does not destroy the environment.”

Stating that humanity is up to the task, with “new technologies, methodologies, biological approaches, and social and human approaches”, he warned of the imperative for the global community to overcome its entrenched social and political processes, which prevent global concerted action to take root.

Recognising the leadership role that China will inherit in soon becoming the world’s largest economy, he concluded by laying bare the unarguable challenge that the Hanwang Forum community is committing itself to, in saying: “the possibilities for finding a better path are present. Bringing in together China’s leaders and the world’s leaders on this task is the highest priority.”

The Hanwang Forum as a trust-based and action-oriented international platform can only succeed through a highly collaborative process.

Klaus Frandsen, the National Chairman of the Danish Social-Liberal Party, closed the opening ceremony speeches for the international guests. In his address, Frandsen highlighted the shortcomings of traditional approaches to disaster management and sustainable development. He said: “We have been looking at the issue of natural disasters as one-off situations; addressing a flood situation here, or another emergency there. There has not been any coherent approach to the issue. The same is true for sustainable development, which has been too much focused on the sole lens of climate change.”

With this approach, according to Frandsen, Western countries have not been able to take the responsibility to build a world that is “more safe and better off in the future”, a situation that has been aggravated by “a financial crisis with such massive amount of debt that one has to spend a decade on cleaning up, therefore further losing its right of initiative.”

He closed by sharing his enthusiasm at the prospects of working with China, who he looked forward to see “stepping into its natural role and taking the initiative of approaching disaster management and sustainable development, not in isolation, but from a holistic and future-oriented perspective.”

Wei Zhiyuan, President of the Beijing International Exchange Association’s Sustainable Development Committee, and co-organiser of the Hanwang Forum, closed the morning by inviting participants to sign the Hanwang Declaration thus marking the birth of this new and permanent international platform.

President Wei stressed the importance of the collaborative process that characterized the development of the platform, which he said is “illustrative of its intended role in the world.” He outlined the role of China to “act as the convener of leaders, experts and businesses from all over the world and different walks of society to join forces and form practical solutions […] to build a harmonious society that fully leverages modern science and technology.”

THE HANWANG 7+1 MODEL

The 7+1 model is the DNA of the Hanwang Forum that thus underpins its thinking and its initiatives. 7+1 encapsulates the building blocks of our lives.

The model includes our basic needs for food and health and our more advanced needs for involvement with our communities, access to education and technologies, as well as engagement with civil society and governance & policy. In addition to these seven categories comes the +1 which represents arts & culture. This is the category that encompasses and infuses all the others in recognising that our ways of thinking and acting in all walks of life are influenced by the cultures that have shaped us.

Forum participants split up into eight working groups, each led by two co-chairs (one from China and one from abroad) to discuss and identify three key design principles that should characterize each category. Once identified, these principles would then form the basis for inspiring strategies and guiding the implementation of projects in keeping with the Hanwang vision of a sustainable, ethical and resilient society.

Food & Agriculture

1. Develop organic and safe farming without a reliance on fossil fuel.

2. Develop creative education schemes across the food value chain, so that people then consume less meat and are less selective regarding their choice of food and vegetables.

3. Create financing schemes whereby communities and consumers are the main beneficiaries.

Health

1. Have the overall focus on health, not illness.

2. Look for solutions where the environment and health & wellbeing intersect.

3. Consider our own personal responsibility as a key factor to success and also promote an increased role in healthcare for women.

Communities

1. Provide quality of life, security, a clean environment and health to everyone including children and the disabled.

2. Aim for individual communities to be 80% self-sufficient in water, energy and materials with the remaining 20% to be sourced through community networks.

3. Adhere to low carbon footprint construction and ‘cradle to cradle’ recycling standards.

Disaster Relief, Prevention & Reconstruction

The Hanwang Forum recognises the increasing frequency of natural disasters and is dedicated to boosting the global capacity for disaster management. Therefore, this platform had key Chinese leaders actively taking part such as the Director-Generals, Secretaries, and Presidents of the Ministry of Public Security, the China Medical Women’s Association, the China Disabled Person’s Federation (millions of Chinese have become disabled as a result of natural disasters), Ministry of Culture, Municipal Governments, and many others. The agreed outcome was to become a global model for comprehensive and professional disaster management (covering response, relief, rebuilding and resilience).

Key project: To establish a multifunctional complex that includes an international Training Centre; an international Exhibition & Demonstration Zone for state-of-the art disaster relief technologies; an international Research Centre for psychological recovery, health monitoring, and humanitarian culture; and a Science & Technology Park for research and development as well as manufacturing for global distribution.

I believe the choice of a sus-tainable future and compre-hensive scientific development

outlook are the starting point and the stand-point of the H a n w a n g Forum.

For its opening year, the Forum organising committee worked with its Chinese and international partners to identify five priority platforms for action to guide discussions and collaborative outputs. Leaders of relevant state departments, companies, foundations, funds and associations took active part in exploring these chosen platforms along with international experts and representatives and, in so doing, identified mutual interests and integrated opportunities for cooperative action going forward.

With the co-developed 7+1 approach principles in place, participants took part in one of five action platform workshops based on their interests and professional affiliations. Each platform had participants from each of the previous 7+1 groups, ensuring that an integrated perspective was taken with regards to the issues discussed and the projects that emerged.

I have witnessed not only Chinese Government officials, but a number of investors and business people from Africa and China committed to coming to-

gether to create a new platform for Chinese e n g a g e m e n t in Africa.

China and the West could from now on ensure that the heart of any dialogue is based on the needs and concerns of local stakeholders. This is going to en-able us to bring about har-mony and at the same time prosperity.

on the 4,000 years tradition of your great country.

Sustainable Energy for All

Given that 2012 was the UN Year of Sustainable Energy for All, the aim of this action platform was to engage China into contributing to this mission in a practical way. The agreed outcome was to implement clean energy sources and services to the many.

Key projects: To develop an energy saving green building community model for replication and establish a mission-based partnership to deliver stand-alone energy solutions to the many.

Sustainable Africa

Key to the Hanwang initiative is to demonstrate China’s capacity to contribute progressively to global issues as a means to minimise future conflicts that may arise regarding general misperceptions of China and her intentions.

Key project: To identify transformative solutions that become economically feasible from being produced at scale in China for subsequent country and continent-wide distribution and implementation in Africa.

New Mindsets

The mission of the New Mindsets Platform was to cultivate the emergence of a new global mindset that befits both the overall aims of the Forum as well as the global challenges that mankind faces.

Key projects: To create and utilise a high-profile global award to find and support ideas and initiatives that contribute to world harmony, and also to coordinate military forces worldwide to provide fast, effective disaster relief internationally.

Global Cooperation

The Hanwang Forum is to serve as a platform to break down barriers between China and the international community through enabling collaboration and partnerships between businesses, NGOs, agencies, governments, etc. while at the same time sharing best knowledge and practice.

Key project: To establish an online platform for global citizenship that would ultimately serve as a world resource management and partnership system for any global issue.

Given the Hanwang Forum’s focus on collaborative action, capital investment is critical for taking action at scale and with urgency. On the closing afternoon in Beijing, a panel of investors was convened comprising some leading figures from the international and Chinese investment communities whom, combined, manage more than $100 billion in their portfolios.

Representing the international community, the panel included the socially responsible investment pioneer Wayne Silby, founder of Calvert (a now $15 billion investment man-agement group) and the current President of the Calvert Social Investment Fund as well as Colin Melvin, the former Head of UN Principles for Responsible Investment, who is now the Chief Executive Officer of Hermes Equity Ownership Services, the responsible invest-ment advisory services arm of the $37 billion investment group Hermes.

From the Chinese community, the panel was represented by Chairman Zhao Bo of the state-owned investment company Poly International Investment, as well as President Xiang Hong and Chairman Zhou Fei of, respectively, leading venture capital companies Phoenix Tree Capital and Zhongfu Investment Group.

ENGAGING THE INVESTOR COMMUNITY

The panel agreed that China offers strong investment op-portunities within the sustainable development field, and it called for the initiation of bold projects that would set standards, such as sustainable city transport systems. The panel also cautioned the rapid growth of the Chinese econ-omy, stressing it was necessary to ensure balanced growth through educating shareholders to become responsible owners with regards to environmental, social and gover-nance (ESG) concerns. It agreed that the Hanwang Forum could act as a certifier of investible sustainable projects in accordance with its 7+1 approach, and expressed interest in working with the Forum to develop relevant metrics.

Based on these discussions, the Hanwang platform will be seeking to establish a dedicated fund which would act as a cornerstone investor in Hanwang ‘certified’ projects while, at the same time, boost its funding capacity by partnering domestic funds in each of the 7+1 areas with international funds who are seeking entry into the Chinese market.

After a rich and constructive opening in Beijing, the Forum moved on from the capital to reconvene in the city of Deyang in Sichuan Province. It was here where, a year prior, during the 3rd Sustainable Development Forum and under the patronage of the People’s Government of Deyang, the Hanwang Forum had been conceived, later to be given an official seal of approval by Sichuan Province.

In the past four years, with the firm leadership of the Party Central, State Council and Si-chuan Provincial government, the people in the disaster-hit areas have achieved compre-hensive victory of post-disaster rebuilding and recovery… The economic and social develop-ment has surpassed the level before the earthquake.

As stated earlier, The Hanwang Forum was christened so after the township of Hanwang in Deyang Prefecture where, on the 12th of May 2008, the town’s clock stopped during the first tremors of the deadly Wenchuan earthquake. The clock later became a memorial to the devastating disaster, a disaster which drew an unprecedented swift and effective response from Chinese leaders, institutions, and the wider public as well as, for the first time in Chinese history, foreign rescue teams.

It was against this backdrop therefore that the date chosen for the opening of the Forum in Deyang would fall on and thus commemorate the fourth anniversary of the earthquake with the focus, as a consequence, switching from the high-level strategy thinking of Beijing to more ground-level realities and action-based solutions.

Catastrophes know no borders. Disaster relief must be a cross-

country col-laborative ef-fort, as well as engage across all sectors of society.

The city of Deyang is a mostly industrial city and, in the aftermath of the 2008 earthquake, has now complemented this industrial focus through gaining vast disaster relief and reconstruction experience in being able to respond quickly and effectively to natural disasters.

Indeed, with this experience in place, it is a major goal of the Forum that the city of Deyang becomes a major international manufacturing hub whereby China plays a prominent role in increasing the global capacity for the deployment of effective, workable and economically viable solutions in responding to natural disasters and ecological crises. Deyang would become a venue for demonstrable projects that would help garner leverage and reputation for the city to become a world-class manufacturing base with the capacity to distribute and deploy sustainable solutions not only within China but throughout the world.

Forum delegates gathered in Deyang to listen and engage in a series of podium discussions on topics including emergency rescue, sustainable post-disaster reconstruction, clean energy, community transformation, health care and arts & culture.

Opening speakers included Deyang Mayor Chen Xinyou and Albrecht Broemme, President of the German government disaster relief organisation Technisches Hilfswerk. Both had, just the day before, overseen a ‘First Responder’ Disaster Earthquake exercise in a preserved earthquake stricken area of Hanwang town whereby local community volunteers carried out a first response rescue drill. Contributors to the podium discussions included UNIDO representatives Luo Xiang and Hu Yuandong both of whom participated in the Clean Energy and Sustainable Development session as well as International Emergency Association Vice Chairman Qu Guosheng and Yasuo Kawawaki, Senior Recovery Expert at the International Recovery Platform, who both participated in the Emergency Rescue session.

The Forum was brought to a close on the afternoon of the second day with a tour of the same area in Hanwang Town where the recent rescue drill had taken place. Delegates saw firsthand the devastation that the earthquake had wrought on that fateful day four years ago and consequently were reminded of the comprehensive disaster relief and reconstruction effort that had since taken place there and elsewhere in the region. It is in this spirit of response and resilience that, in the face of the momentous global challenges that lie ahead, the Hanwang Forum seeks to emulate and build upon in helping to create a world that not only endures but also thrives.

BUILDING A PERMANENT PLATFORM

After extensive dialogue, it became clear that the platform would need to comprise an international civil society organisation for the purpose of gathering international support, experts and collaborations; a for-profit group for driving joint ventures and projects; a fund for providing seed capital; and a public relations arm for managing the

complex stakeholder relations in further realising the projects. The final piece would be a foundation to recycle profits towards supporting and furthering the Hanwang vision.

In this way, the Hanwang platform would be geared towards problem-solving and international collaboration. This would be unique in China whereas similar initiatives have, to date, been weakly founded and narrowly focused on tasks such as research and conference organisation. By the next Hanwang Forum in May 2013, it is the organising committee’s express wish to have all of these vehicles in place by the coming year so that the platform can serve governments,, international organizations, state-level associations, foundations and social funds seeking cooperation in delivering their disaster management and sustainable development goals.

We believe it is our respon-sibility to establish the mecha-nisms and platforms to incubate as many public private partner-ships that can deliver at scale and with urgency on the out-comes of the Hanwang Forum.

The Inaugural Hanwang Forum marked the launch of the Hanwang platform – a platform designed to create a bridge of trust between China and the international community based upon collaborative action in managing disasters and delivering sustainable development at scale and with urgency.

Increasingly frequent natural and manmade disasters pose tremendous threat on

our livelihood as well as the potential to disrupt social and economic sustainability.

We all share one planet – our home – therefore in the face of crisis and danger, we

need to contemplate what needs to be done and what duties we share.

Disasters know no boundaries but evoke the compassion in us all. The Inaugural

Hanwang Forum brings together global leaders to China to collectively create

a common vision and mission to address the need in preparing our world for a

sustainable future. This inaugural forum will serve as the basis for a permanent

international platform for crisis management and sustainable development.

We the undersigned delegates to the Inaugural Hanwang Forum support the

objective of this collaborative platform going forward to effect creative and

sustainable global change. The Hanwang Forum aims at creating a pathway to

a sustainable future by addressing the urgent need to provide a foundation to a
