• In 2003 an ID-card based mobile payment was launched in Tallinn & Tartu
• 60% of users in 3 years
• Today almost extinct
• In 2013 switch to RFID cards
• Main reason - need to gather passenger ridership statistics
• Only check-in, no check-out
How to match the convenience of a
personal car?
Be-in/Be-out (BiBo) approach
BiBo trials
Bluetooth Smart as an enabling tech
• Already built into smartphones
• Application supports background action triggering
• Secure for micropayments
• Currently the most accurate detection technology forBiBo range
BiBo by using your own smartphone
• Using proximity sensingand micro-location technology
• Ability to detect when passengers step in and out of public transport vehicle
• Bills them automatically according to the actual use of the service

Lessons learned
• Current technology supports implementation only in honour-based ticketing systems
• Automated billing requires bullet-proof detection & triangulation algorithm
• Even if user experience is much simpler, passengers are very used to the „old way of doing things“
More lessons learned
• Fraud will exist probably in the future as well but maybe we could increase ridership instead?
• Future hardware deployments will need be fully wireless to keep the costs down
• Privacy & security issues need thorough investigation
Current status & next steps
• Prototype testing in Tartu with 10 buses and ~3000 successful BiBo validations
• Main goal was to validate thetechnological feasibility
• Tartu city has agreed to launchcity-wide piloting in autumn2016
• Launch with Check-in/Be-outwhile recording automatic data
