I. THE HANDBOOK

This Handbook is designed to provide all students, arbitrators and other participants

with important information related to the 2nd ICC/KLRCA Pre-Moot (“Pre-Moot”) for

the Willem C. Vis International Commercial Arbitration Moot (“Moot”). The Handbook

intends to provide quick reference for all participants to the information related to the

Pre-Moot.

Please note that this Handbook will be updated from time to time as the Pre-Moot devel-

ops. When referencing these documents, please note the version of the Handbook and

the date of publication. The version and publication date may be found right hand bottom

corner, in the footer, of the cover page.

A. In brief

This Pre-Moot is a unique collaboration of two of the most successful established arbitral

institutions in the world. In this occasion, they work together for the dissemination of

legal knowledge and for the building of skills among students interested in arbitration.

The Pre-Moot will take place from the 1st to 4th of March 2018 at the KLRCA1. All partici-

pants will be exposed to the atmosphere of real arbitration proceedings as KLRCA2 pro-

vides all of its hearing facilities for these events.

B. Registration of Teams

i. Eligibility

The Pre-Moot is not an elimination round for the Moot in Vienna and/or Hong Kong. There-

fore, all students interested in arbitration and development of their presentation and ad-

vocacy skills are encouraged to participate.

Registration at any of the Moots (Vienna and/or Hong Kong) is not a precondition for

participation in the Pre-Moot.

ii. Number of Teams per University

There is no maximum number of teams for each University. The teams may split up as

they see fit. In the event there is more than one team representing a University, no one

participant is allowed to be member of more than one team.

iii. Number of Team Members per Team

There is no minimum nor maximum number of members for each team. However, please

note that KLRCA offers only accommodation for 4 team members per team. As one Uni-

versity may have multiple teams, KLRCA will provide accommodation for 4 members

for each team regardless of the number of teams per University.

iv. Registration Form

For team registration, please complete the registration form available at the

https://bit.ly/klpremoot and send it to [email protected] or complete the online reg-

istration here. The team contact will receive a registration confirmation email.

v. Registration Fee

There is no registration fee.

vi. Registration Deadline

The deadline for registration is 31st January 2018, 23:59PM (MYT, “One Deadline”).

vii. Moot Registration

For Registration at the Vienna Moot: for team registration to the 25th Vis Moot, being held

in Vienna, Austria, from 22nd until 29th March 2018, please visit this link.

For registration at the Hong Kong Moot: for team registration to the 15th Vis East Moot,

regarding your participation as an arbitrator in the Pre-Moot shortly.

F. The First ICC/KLRCA Vis Pre-Moot

The first edition of the Pre-Moot lasted for three days (17-19 March 2017), featuring a

broad array of hearings, educational and social events, as well as the Award Ceremony

and Gala Dinner.5 More than 150 students (36 teams from 15 different countries) and 116

arbitrators participated making us the largest Pre-Moot in Asia in 2017.6:

G. Rules applicable to the Pre-Moot

The Rules of the Moot are applicable to the Pre-Moot (accessible here) with the exception

of the following:

1. Registration in the 25th Willem C. Vis International Commercial Arbitration Moot

and/or 15th Willem C. Vis (East) International Commercial Arbitration Moot is not a

requirement for registration in the Pre-Moot; and

2. Registration of multiple teams per university is allowed in the Pre-Moot.

H. Memoranda and Outlines

Teams participating to HK and Vienna, may submit both their Memoranda of Respond-

ent and Claimant to the Organizing Committee by no later than 31 January 2018. The

submitted Memoranda shall be in compliance with the Vis Moot Rules 2018.

Teams only participating to the Pre-Moot, shall submit the Outline of the Arguments for

both Respondent and Claimant. The format of the Outline shall comply with the follow-

ing:

1. Typed in 8 ½ x 11 inch or A4 page;

2. Typed in 12 sized fonts;

3. Typed in 1 ½ line spacing;

4. All margin must be at least one inch or 2.5 cm; and

5. Maximum of 12 pages (Including the Arguments, Cover, Table of Authorities, etc)

A review committee will assess the memoranda using a system of grading on a scale of

0-100. The memoranda will be scored on the basis of the quality of the analysis, persua-

siveness of argument, thoroughness of research, clarity of the writing and style. Only

properly submitted Memoranda and Outlines that will be eligible to be selected as the

recipient of Best Memoranda and Best Outlines.

I. The Organising Committee

TATIANA POLEVSHCHIKOVA, Senior International Case Counsel, KLRCA

Tatiana is involved in the administration of international and domestic arbitrations, ad-

judications and mediations. She also works on various projects relating to alternative dis-

pute resolution policies, revision of the KLRCA Arbitration Rules and KLRCA Fast Track

Arbitration Rules, as well as co-chairing the Young Practitioners Group under the auspi-

ces of KLRCA. Tatiana is actively involved in knowledge dissemination and is one of the

organisers of the annual ICC-KLRCA Pre-Moot for the Willem C. Vis International Com-

mercial Arbitration Moot. Before joining KLRCA, Tatiana practiced commercial, contract

and corporate law for three years in Russia, obtained an LLM degree as a Fulbright

Scholar in the US, and also gained arbitration experience in Hong Kong.

LUIS A. KING, Senior International Case Counsel, KLRCA

Luis Alberto King Martinez is a licensed Mexican lawyer by the Instituto Tecnologico

Autonomo de Mexico (ITAM) and is a Master in Dispute Resolution, specialized in Inter-

national Commercial Law and Arbitration, by Pepperdine University. He currently is a

Senior International Case Counsel at KLRCA. While in University, he mooted as a student

and, after graduation, became coach of his University’s team. He also coached teams for

other Mexican universities, the Vis Mooting team of Pepperdine University and has as-

sisted in the preparation of many Malaysian teams for the 1st ICC/KLRCA Vis Pre-Moot.

He previously worked as a research assistant for Jack J. Coe, Jr. in the U.S.A. and was an

Associate at Von Wobeser y Sierra, S.C. in Mexico

ALBERTUS ALDIO PRIMADI, International Legal Intern, KLRCA

Aldio holds his Bachelor of Law from Universitas Gadjah Mada, Indonesia. His passion

in arbitration is portrayed from his numerous participation in international arbitration

moot competition: Vis Hong Kong 2013; FDI Malibu 2014; IMLAM Melbourne 2015; Vis

Vienna 2016; and IMLAM Singapore 2017. He was then trusted to become the 2017 Na-

tional Administrator for the Indonesian National Rounds of Philip C. Jessup International

Moot Court Competition. Prior to his term in KLRCA, Aldio was also an intern in China

International Economic and Trade Arbitration Commission (CIETAC), Hong Kong.

VII. TRANSPORTATIONS

A. How to Get to the Hotel from the Airport

From the international airport to the City, there are 3 options to go to the Hotel9.

Option 1:

At the airport, you can take the bus, either Airport Coach or Star Shuttle from

KLIA/KLIA2 station to KL Sentral. It will cost you around RM10-12 (one way) and 1 hour

of journey.

From KL Sentral, you can either walk for around 500 meters to the Hotel or take

Taxi/Grab/Uber if you carry heavy luggage. It should cost you around RM 4-6.

Option 2:

At the airport, you can take the KLIA Express from KLIA/KLIA2 station to KL Sentral. It

will cost you RM55 and 30 minutes journey.

From KL Sentral, you can either walk for around 500 meters to the Hotel or take

Taxi/Grab/Uber if you carry heavy luggage. It should cost you around RM 4-6.

Option 3:

At the airport, you can take the Taxi/Uber/Grab from KLIA/KLIA2 straight away to the

Hotel. You may compare the price between Uber and Grab to determine which one is the

lowest rate, it should cost you around RM65-RM90. Each Grab/Uber car can only fit max-

imum 4 people. Therefore, if you have more than 4 people, please book additional

GrabCar/UberRide, choose 6-seater GrabCar or order UberXL for 6 people capacities.

X. FINANCIAL ASSISTANCE

Financial assistance to cover the accommodation costs of team members may be obtained

for registered teams from outside of Kuala Lumpur. A limited number of stipends is

available upon request. Teams may select either Option A or Option B below not later

than 31st January 2018.

3 Star Hotel within close proximity to the

KLRCA (8-minute walk) and KL Sentral

(6-minute walk) which is a National trans-

portation hub with direct train to and from

KL International Airport. This booking in-

clues two rooms (2 persons per room; ad-

ditional bed (+1) can be arranged upon re-

quest should there be a 5th Member)

As this is expected to be the official pre-

moot hotel, the final point for transporta-

tion for social events will end here.

Stipend in the amount of RM 1,000 can be

collected upon registration at the KLRCA

(any time starting from March 2018).

For option B, the Organizing Committee

does not guarantee accommodation at the

official pre-moot hotel. While the KLRCA

is at a walking distance from the official

hotel in Option A, should the teams chose

Option B, they would have to make all

transportation arrangements to KLRCA

for the rounds themselves.
