The Regional Official Plan
“To maintain Halton as a desirable and identifiable place
for this and future generations, certain landscapes within
Halton must be preserved permanently. This concept of
“landscape permanence” represents Halton’s
fundamental value in land use planning…” Section 26

is implemented through
the Regional Structure
by organizing land uses
within three broad
categories or “systems”.

Regional Structure – Constraints
Module 01 – Overview - 14
Unlike the land use designations, the constraints
to development are not mutually exclusive!
The constraints to development apply across the
Region. In many cases, a single parcel of land
will have multiple constraints.
Growth Strategy
Module 01 – Overview - 15
The Regional Structure is accompanied by a
Growth Strategy for Halton.
Key Information
• new urban areas added in Milton and Halton Hills
(shown in green on adjacent map).
• the planning horizon extended from 2021 to 2031.
• Halton is to accommodate 780,000 people and
390,000 jobs by 2031 (Table 1).
• new targets for intensification and density (Table 2)
• sets out phasing to be achieved every five years
from 2012 to 2031 (Table 2A)

What Applies, Where?
• Map 1A shows the
location of Provincial
Plans effecting Halton for
reference purposes only.
• The Greenbelt NHS is
depicted differently on
Map 1. It is not applied
in urban contexts
because the Region’s
policies take precedence.

Going Beyond / Conflicts
• Sections 36, 64, and 180
of the ROP refer to the
relationship between the
ROP and Provincial
Plans and policies.
• These sections were
modified through the
Hearing to reflect
Provincial wording.
• In the event of conflict
with a Local Plan, the
ROP prevails (s. 47).
Module 01 – Overview - 22
Halton proceeds on the premise that Halton can
adopt positions and policies more restrictive
than the Province, unless doing so would
conflict with Provincial Plans and policies.
