Call to Order Chairman Michael Felt called the Halifax Community College Board of Trustees meeting to order on January 26, 2016 at 10:00 am in the president’s conference room at Halifax Community College, Dr. Phillip W. Taylor Complex, Weldon, NC 27890. Trustee Quorum President Griffin reported to the chair that a quorum was met for the meeting. Trustee Smith will be arriving late for the meeting. Invocation Trustee Robinson gave the invocation. Adoption of Agenda Trustee Mebane made the motion to adopt the agenda. Trustee Robinson seconded the motion. The motion carried. Introduction of Visitors Everyone present introduced themselves. Ethics Statement Chairman Felt read the ethics statement. There were no conflicts of interests. Trustee Business Consent Agenda

Chairman Felt asked if there was any discussion on the consent agenda items. There was no discussion. Trustee Clements made the motion to approve the consent agenda, which included approval of minutes from the November 17, 2015 regular meeting, approval of the policy on services to minors, accountability and credibility for the internal audit plan, vending and concession activities, and appointment of Dr. Warren Haynes, Dean of Workforce and Economic Development, to the Center for Energy Education Board of Directors. Trustee Cofield seconded the motion. The motion carried.

Academic-Trustee Eatman reported that the Academic and Personnel & Student Services committee met jointly to discuss the policy on services to minors, accountability and credibility for internal audit plan, appointment of Dr. Warren Haynes, Dean of Workforce and Economic Development, to the Center for Energy Education Board of Directors, and the Enrollment Management and Retention Plan.

Buildings and Grounds-No report Finance-Trustee Webb reported that the Finance Committee met and went over the financials and the vending and concession activities. Personnel and Student Services-Trustee Edwards reported that the Personnel and Student Services committee met via conference call January 13, 2016 to discuss board members whose term was expiring. The personnel and student services committee recommended that all members be reappointed and letters were sent to the appointing authority requesting they be appointed for another term. Chair Felt mentioned the trustee with terms ending were Trustee Solomon, Mebane, and himself. Chairman Comments and Announcements Statement of Economic Interest-Chair Felt reminded everyone that it was time to fill out their Statement of Economic Interest. Ms. Mack had copies at your seat. You can fill out the form and have her mail it back for you after today’s meeting. She planned to send it certified mail. President Griffin Reappointed to the CADA Board-Chair Felt mentioned that he nominated President Griffin to the CADA Board for another term. Connect NC Bond Resolution on the Northampton County Board of Commissioners’ Agenda, February 15, 2016-Chair Felt announced that he and Dr. Griffin were on the agenda to discuss the Connect NC Bond resolution with the Northampton County Board of Commissioners. The meeting begins at 6 pm. Everyone is welcomed to attend. Connect NC Bond Presentation-Ms. Jessica Proctor, Eastern District Regional Field Director for Connect NC Bond discussed with the Board the Connect NC Bond.

President’s Report

President’s Comments and Report-During the president’s report, which was in a PowerPoint presentation, President Griffin shared with the Board thank you notes from staff and administration for their appreciation of the extended holiday time, shared pictures from the trustee and staff Christmas Parties, updated the Board on NCCU Holiday Concert at HCC in December, and shared a listing of different

workforce and economic development completion classes, like CPR, Medication Aide Administration, and nurse aide. He shared comments regarding HCC students awarded the Golden LEAF scholarships, Student Support Services Fall Awards Banquet, Seminar on how to start your cosmetology business, the aircraft crash drill, staff presenting at SACS-COC Conference in Houston, commercial cleaning courses taught at Odom Correctional Institute by HCC, President Griffin’s appointment to the ACCT Awards Committee, a grant received from AACC and RCCA, and various speaking engagements by President Griffin was mentioned. (More information will be provided in the Attachment A, which will be the president’s report.) During his president’s comments, he discussed NC Community College System budget call back reversion of $70,262, enrollment update, Northampton County Early College Approved to open with funding request, bilateral articulation agreement between NC A&T SU and HCC to facilitate a transfer of student graduating from HCC into the Information Technology program at NC A&T SU, update to the default management plan, and celebration: BLET passage rate highest in years with 88%, and HCC was featured in a national publication: Community College Week.

Informational Items Academic Affairs

1. Update on Default Prevention Management Plan-Ms. Tara Keeter, Director of Financial Aid, provided the Board of Trustees with an update on HCC’s Default Prevention Management plan monthly status report December 2015.

2. Update on program reviews: 2015-16-Dr. Deryl Davis-Fulmer provided the Board with an update on the program reviews for 2015-16.

Administrative Services

1. Report: FY 14-15 State Expenditures through December 31, 2016-Ms. Debra Smith, Vice President of Administrative Services, gave the financial reports. She provided the financial reports on local funds, state funds, and the Centre funds.

Institutional Advancement 1. Brick by Brick Campaign-Dr. Dianne Rhoades, Vice President of Institutional

Advancement, provided an update on the Brick by Brick campaign and funds raised. The funds raised were $9,670.00.

2. Calendar of Events-Dr. Rhoades reminded everyone of the calendar of events.

3. HCC Foundation, Inc. Fundraising for 2017- “HCC Celebrates 50 Years”-Dr. Rhoades informed the Board that there is a plan for fundraising in 2017 to celebrate HCC 50th anniversary. Events to take place were as follows with the expected amount of funds to be raised: 50th year gala-$40,000, Brick Fundraiser-$5,000, Presidential

Student Government Association 1. Resignation of the SGA President-President Griffin reported that DeAntre’

Richardson regretfully resigned from his position on January 4, 2016. He has accepted a full-time position at a correctional facility in Northampton County. There will be SGA elections next month on Feb. 16th.

Approval of the President’s Report Trustee Solomon made the motion to approve the president’s report, which included president’s report and informational items. Trustee Hux seconded the motion. The motion carried. Adjournment Trustee Eatman made the motion to adjourn. Trustee Mebane seconded the motion. The motion carried. The meeting was adjourned at 11:35 am.

Extended Holiday Time The staff and administration appreciated the extended Holiday time, and below is some of their comments. Thank you for the extended holiday time from the staff of HCC Child Care Center. Many blessings to you all. Halifax Community College (HCC) trustees celebrated the holiday with Dr. Ervin V. Griffin Sr., the executive team and guests during a Christmas luncheon on Dec. 12 at The Centre. Mr. and Mrs. Robert Silver were presented a plaque in honor of their service to HCC. Mrs. Gussie Silver spoke of how Dr. Griffin will always have a place in her heart because he is always willing to support the community when asked. Trustee Marie Robinson and Mr. Augustus Cofield delighted the group with solos. The trustees and guests enjoyed lunch, fellowship and Christmas caroling.

HCC faculty and staff celebrate the holiday season

Halifax Community College (HCC) President Dr. Ervin V. Griffin Sr. and the Halifax Community College Foundation honored faculty and staff with a Christmas luncheon. The luncheon was held on Dec. 10 at The Centre. Faculty and staff were treated to a traditional Christmas meal. Dr. Griffin carved the turkey and the executive staff assisted with serving the meal. The group enjoyed Christmas caroling and drawings were held for door prizes.

North Carolina Central University Choir performs holiday favorites at concert

Halifax Community College (HCC) presented the North Carolina Central University (NCCU) Choir at The Centre for an evening performance on Wednesday, Dec. 16. The concert titled "A Carol of Joy" was a free concert featuring a family-friendly program of holiday music. More than 600 people attended the concert. "A Carol of Joy" under the direction of Professor Roberta A. Laws, NCCU University Choir Director, was a beautiful blend of holiday music through many music genres, textures and forms.

CPR Instructor Class

Seven Halifax Community College (HCC) students recently completed all of the requirements to obtain credentials as Certified Cardiopulmonary Resuscitation (CPR) and First Aid Instructors. The CPR instructor’s course teaches students not only the best current techniques involved in saving lives but also best practices in educating adults so that they can better

pass their knowledge on to others.

Cardiopulmonary Resuscitation/First Aid course at Roanoke Rapids Graded School System

In the world of education fall always carries a special meaning, the return of students. Teachers and other school employees work very hard to make sure that everything is just right for the students when they return to school. Preparation for the arrival of students is a lot more than just making sure that the lesson plans are written and the classrooms are clean. The student’s safety is a primary concern of all who work in education. In preparation for the return of students, Halifax Community College’s (HCC) Emergency Service Instructors provide credentialed training to area school staff members in basic lifesaving skills. For example, recently HCC instructors provided training to more than 50 teachers, coaches and other school employees of the Roanoke Rapids Graded School System. The American Safety and Health Institute credentialed training provided both classroom sessions and hands on sessions for the school employees to practice their skills. The picture below shows teachers practicing their bandaging skills including the use of improvised tourniquets.

HCC Medication Aide Administration students graduate

On December 16, the following students successfully completed a 24-hour Medication Aide class at HCC. The Medication Aide course covers the basic preparation for the administration of medications by unlicensed persons in a variety of settings. The course is designed to prepare individuals to take the competency testing required for listing as a Medication Aide in the state of North Carolina. Phoebe Alauvelt, RN was the instructor for the Medication Aide Class.

HCC honored Career & College Promise Student

HCC honored three Career & College Promise students Dec. 9, 2015. The students are all high school students from Roanoke Rapids High School. This is the first Certified Nurse Aide I class that HCC has

Halifax Community College Students Awarded Golden LEAF Scholarships

Seven students from Halifax Community College (HCC) will receive scholarships through the Golden LEAF Scholarship program for the North Carolina Community College System. The Golden LEAF Scholarship

program, designed to help North Carolinians attend the state's community colleges, is funded through a $750,000 grant from the Golden LEAF Foundation.

Fall Awards Banquet "Tis the Season to Celebrate"

Student Support Services and The Center for Academic Excellence held is Annual Fall Recognition Banquet on Dec. 3. The purpose of the banquet was to recognize students that met with their advisors three or more times during the fall semester. Dr. Ervin Griffin, Sr., president, gave the welcome and words of encouragement to the students.

Small Business Center Seminar How to Start Your Cosmetology Business

On Tuesday, December 1, Halifax Community College (HCC) Small Business Center, hosted "How to Start Your Cosmetology Business". The seminar was designed to people interested in starting and maintaining a successful cosmetology business. Participants left with an understanding of the options and advantages to business ownership vs. employee relationship in the cosmetology industry.

survivors.

In education the Law of Intensity states that the more realistic the training, the longer the lessons will stick with the student. There is nothing more realistic in emergency services training than a full scale exercise complete with victims, fire, bad guys, and all of the other hands on aspects that responders might find themselves confronted with in the field. This is exactly what Halifax Community College instructors did when they collaborated with area responders to provide a training exercise that covered seven different locations for more than 200 area responders. The exercise simulated an attack on the I 95 corridor through Halifax County by an activist group that caused a very diverse group of responders to deal with a wide variety of issues from crashed aircraft.

HCC Staff present at the Southern Association of Colleges and Schools Commission on Colleges’ 2015 Annual Meeting in Houston.

This session highlighted HCC’s model for bridging academics and student services which is an extensive collaboration to provide students with skills needed for strengthening their capacity to

succeed in developmental and subsequent courses.

Halifax Community College (HCC) held new student orientation sessions on Jan. 5 at 9 a.m. and 5 p.m. in the Dr. Phillip W. Taylor Complex, Room 108. Students had an opportunity to hear from college administration, faculty and staff. Dr. Ervin V. Griffin Sr., President, greeted the students and introduced the faculty and staff.

NC Community College System Call Back/Reversion • This fiscal year, tuition receipts are lagging projections in the NC Community

College System (NCCCS). • Based on data through December, it is likely that NCCCS will under-realize our

tuition receipts budget by approximately 7-8%. • This shortfall is being driven by decreasing enrollment and increasing waivers. • Consequently, it is necessary to revise colleges’ formula budgets downward by

$10 million, or approximately 0.75%, for FY 2015-16. HCC’s Call Back/Reversion $70,262.

• We were also reminded that that a budget represents a plan, or authority, to expend funds. That authority can only be exercised if revenues are sufficient to support the expenditure plan.

Update on the Default Management Plan • The purpose of the task force and default prevention plan is to reduce defaults and to

enhance borrowers’ understanding of their loan repayment responsibilities. An institution with a cohort default rate equal to or greater than 30 percent for two consecutive years is required to submit a revised default prevention plan to the Department for review.

• As a result of your fiscal year 2011 CDR, HCC submitted its Default Prevention Plan.

• HCC must review its submitted plan, re-evaluate its planned actions, make necessary adjustments, and submit a revised plan as required by the regulation.

• We were encouraged to collaborate with the Department’s federal loan servicers regarding delinquent borrowers in the Direct Loan Program, which we are collaborating with Edfinancial Services.

Update on Program Reviews Each year, Halifax Community College reviews approximately 20% of its program. In 2015-2016, the following programs will be reviewed. They are:

Medical Office Administration (AAS, Diploma) Criminal Justice (AAS) Paralegal Technology Automotive Systems Technology (AAS) Medical Laboratory Technology (AAS) Associate in Arts (AAS) Automotive Services Technology (AAS)

• The self-study reports were completed and submitted to the Program Review Committee between November and December.

• The committee met and reviewed each of the reports and submitted the recommendations to the Vice President of Academic Affairs for review in early January 2016. Following the review of the Vice President of Academic Affairs, these reports and recommendations will be submitted to the President.

• Following the President’s review, the Vice President of Academic Affairs will schedule the meeting to present the reports and recommendations to the Academic Affairs Committee of the Board of Trustees who then make recommendations to the Board of Trustees for approval and action. This will take place during the month of February and the request for approval of the assessments and recommendations will occur at the February meeting of the HCC Board of Trustees.

Holiday Parades The Student Government Association along with Women of Excellence and P.R.I.D.E. participated in the Weldon parade on December 3rd and the Roanoke Rapids parade on December. HCC Childcare Center The Women of Excellence read holiday stories to the children in the Childcare Center every week throughout the holiday. SGA Elections The Student Government Association elections will be held during Spring Fling on March 16, 2016. Applications for all positions will be available February 1, 2016 and students will be able to campaign throughout the month.
