To the Citizens of South Carolina and the Members of the South Carolina General Assembly: The pages that follow contain this Administration's Executive Budget for Fiscal Year 20122013. I would like to start by thanking the Members of the General Assembly and their staffs, as well as state agency direetors and their staffs, all of whom worked with us through the budget process. It is my sincere hope that this budget serves as a working document for the General Assembly, as well as the starting point for a real, open discussion about the fiscal outlook and priorities for the state of South Carolina. This Administration's top priority continues to be creating a favorable environment for new and existing businesses and putting South Carolinians back to work. None of that matters, ho\vever, if we do not keep our fiscal house in order. During the past several years, agencies have faced financial challenges and used fund balances and flexibility to shift money between aecounts to cover their operational expenses like rent and payroll. With revenues increasing, state government needs to stop these non-transparent accounting practices. In my Executive Budget, we have funded agency operations with recllITing funds so that taxpayers can see how much and \vhere money is spent. Much of the apparent growth in this budget is not growth at all, but simply being honest about how much it costs to operate state government. control spending, our government can and must function within a spending cap. Fund dollars above and beyond that cap should made towards tax relief, debt reI or reserve funds. This budget reflects that belief In order to live within that cap. tough decisions were but this is no different than what is taking place in homes and businesses across our statc day. The programs prioritized in this budget will make South Carolma

support for mental health, public safety, and charter schools.

ThIS budget outlines my policy initiatives as well: tax relief for individuals and corporate income taxpayers; restructuring for govemment efficiency; Accountability Based Funding for higher education; local choice for student transpOliation; and proposing the highway tumback initiative and the ports infrastructure initiative. This document is meant to be the first step in creating a business plan for South Carolina, one that focuses not just on the year ahead but on the years to come. The future is bright for South Carolina. We thank you in advance for the work you will do with this budget. Our door is always open and we remain ready and willing to discuss each and every dollar appropriated in this budget as we move forward with a completed financial plan for our state.
