    INTRODUCTIONAllah the Exalted had said in the Holy Quran in a verse the

    meaning o which is: They ask you (Mohammad) what

    is lawul or them (as ood).Say: lawul unto you are Al-

    Tayyibat [all kinds o Halal (lawul-good) oods which Allah

    has made lawul (meat o slaughtered eatable animals, milk

    products, ats, vegetable and ruits]. And those beasts andbirds o prey which you have trained as hounds, training and

    teaching them (to catch) in the manner as directed to you by

    Allah, so eat o what they catch or you, but pronounce the

    Name o Allah over it, and ear Allah. Verily, Allah is Swit in

    reckoning.(1) { Al Maidah, verse 4}

    When Allah The Exalted allowed human beings to enjoy

    good and dainty oods and prohibited harmul oods, Heintended good or human beings in this lie and in the

    hereater. Anything that Allah prohibited had many harms

    that are known only by Allah. Likewise, anything that Allah

    allowed had many benets or mankind in this lie and in the

    hereater. Eating and drinking are o utmost importance or

    human beings. So, it is incumbent on the Muslim to choose

    Halal oods and drinks. Bodies that are built o prohibited

    oods, are worthy o getting burnt by Hell Fire. Anybody

    who eats good oods, his prayers shall be answered.

    Chapter 1Halal Foods:Allah that Exalted has said in the holy Quran in verse that

    meaning o which is: They ask you (Mohammad) what

    is lawul or them (as ood). Say: lawul unto you Al-

    Allah that Exalted has said in the holy Quran in verse the

    meaning o which is : Forbidden to you (or ood) are: Al-

    Maitah (the dead animals-Cattle-beast not slaughtered)blood, the fesh o swine , and that which Allah>s Name

    has not been mentioned while slaughtering (that which has

    been slaughtered as a sacrice or others than Allah, or has

    been slaughtered or idols) and that which has been killed

    by strangling, or by violent blow, or by a headlong all, or by

    the goring o horns and that which has been (partly)eaten by

    a wild animal- unless you are able to slaughter it ( beore its

    death) and which sacriced ( slaughtered) on An-Nusub(stone altars). (Forbidden) also is to use arrows seeking luck

    or decision; (all) that is Fisqun ( disobedience o Allah and

    sin ).(2) { Al Maidah, verse3}

    Halal Food Defnition.Halal ood is the ood which is allowed according to the

    Sharia`a. This is ollowing the commands o Allah theexalted had said in the Holy Quran in a verse the meaning

    o which is: He allows them as lawul Al Tayyipat ( i. e .all

    good and lawul as regards things , deeds, belies , persons

    and oods ), and prohibits them as unlawul Al Kahabbaith

    ( i. e. all evil and unlawul as regards things , deeds , persons

    and oods ).(1) { Al Ara, verse 157).

    A comprehensive denition or Halal ood which is t or

    human consumption , should be nutrition , and should beallowed according to the Sharia`a

    The United Arab Emirates had decreed strict regulation, laws

    and provision to ensure that only Halal ood are allowed

    and should not be mixed with Prohibited Non-Halal oods.

    This is in conormance to what Allah had said in the Holy

    Quran in a verse the meaning o which is O mankind! Eat o

    that which is lawul and good on the earth.(2) { Al Baqarah, verse 168}

    To implement these laws and regulations, the ollowing

    conditions were put into practice:

    - Ensuring that the sources o imported meats and products

    thereo are preapproved, in addition to tightening the

    control at all ports o entry and local markets.

    - Conduct laboratory tests to ensure that these oods orproducts are ree rom prohibited ingredients such as

    pork products or alcohols.

    Chapter 2

    Current Status and uture prospects o Halal

    ood:Continuing increase in the Muslim population thatconstitutes about 20% o the world population, growth

    in the international ood trade (which is estimated to

    about U$60 billion per year), scientic and technological

    progress, in addition to increased awareness among the

    Muslims regarding the health advantages o Halal oods

    had resulted in great interest in the Halal oods. So, great

    care is being taken recently to know the sources o Halaloods and their processing & preparation methods. Henceit became extremely important to enlighten the consumerabout Halal & Prohibited oods as well as explainingthe measures taken by the United Arab Emirates to ensurethat Halal oods are produced according to the approvedstandards. Also, it is important to inorm the consumer abouthow to choose Halal oods through the ollowing:

    Knowing the source o the oods.Knowing dierent ood ingredients. This is because oodadditives could be obtained rom Non-halal sources. Also,some prohibited ingredients could be used such as certainenzymes, hormones, pork products and alcohols, as they are

    used widely by many ood manuacturers.

    Chapter 3Requirements o Halal Foods:1. The meats or any products thereo are obtained rom

    animals which were slaughtered according to the Shariaaprinciples.

    2. The ood should not contain any ingredient that isprohibited Non-halal according to the Sharia`a .

    3. The ood should not be mixed with any prohibitedNon-halal oods during the preparation, storage,manuacturing or transportation.

    4. Prohibited Non-halal oods should not be mixedwith Halal oods during preparation, manuacturing,

    storage and display.

    5. I the establishment manuactures non-halal oods, the

    equipment and utensils used in preparing Halal oodsshould be separated completely rom those used or

    Non- Halal oods.

    6. It is not allowed to prepare, manuacture, transport, or

    store Halal oods at establishments which were used

    to produce Non Halal oods unless under strict

    conditions.

    Chapter 4

    Prohibited Foods:Allah the Exalted had said in the Holy Quran in verse the

    meaning o which is: Forbidden to you (or ood) are: Al-

    Maitah (the dead animal Cattle- beast not slaughtered)

    blood , the fesh o swine , and that on the which Allah Name

    has not been mentioned while slaughtering (that which has

    been slaughtered as a sacrice or others than Allah, or has

    been slaughtered or idols).(1) { Al-Maidah, verse 3}

    Allah the Exalted had said in the Holy Quran in verse the

    meaning o which is: O you who believe! Intoxicants (all

    kinds o alcoholic drinks), and gambling, and Al-Ansab,

    and Al-Azlam (arrows or seeking luck or decision) areabominations o Shaitan`s (Satan`s) handiwork. So, avoid

    (strictly all) that (abominations) in order that you may be

    Justifcation or the prohibition:

    Allah did not prohibit anything or the mankind unless Heintends to prevent mankind rom harm. The reasons behind

    this might be clear or human beings. However, in some

    cases such reasons might not be clear. That is because Allah

    had created human beings and He knows what would benet

    them in this lie and in the hereater. That is why Allah had

    allowed good and dainty oods and prohibited impure oods

    to allow human beings to satisy their needs and protect them

    against harmul things that may endanger their health, body,

    and mental wellbeing.

    Based on this, Islam had prohibited the ollowing oods:

    1- The dead:It is dened as any animal that died unwillingly

    without being slaughtered according to the Sharia`a.

    Allah the Exalted had said in the Holy Quran in versethe meaning o which is: Forbidden to you (or ood)

    are: Al-Maitah (the dead animals cattle beast not

    slaughtered) (1) {Al-Maidah, verse 3}. Seaoods are

    exempted rom this.

    2- The blood:The justication o its prohibition is that it could work

    as a reservoir or microbes and harmul materials. Allahwanted to honor and respect human beings and do not

    want them to indulge in the animally behaviors. Liver

    and spleen are exempted as indicated in the Prophet>s

    saying, two bloods and two deads are allowed or us: sh

    and grasshoppers, liver and spleen. Narrated by Ahmed

    and Bin Majah and Al Dar Qutni. This is also indicated

    in the Prophets saying about the sea, its water is pure

    & abluent and its dead is allowed Narrated by Malikin Al Muatta. The prohibited blood is the blood which

    fows out o animal as a result o an injury o as a result

    o the slaughtering process. The other blood, which

    remains between the meat tissues, is not prohibited.

    3- Pork and products:The wisdom behind prohibiting pork is that it lives on

    lth. Furthermore, its fesh, blood, and guts containvery dangerous worms.

    4- Animals which are not slaughtered or Allah`ssake:These are the animals that are slaughtered as a sacrice

    or reasons other than Allah`s sake, and where Allah`s

    name is not uttered when slaughtering them, or the

    animals slaughtered by people other than the Christiansor Jews.

    5- The Strangled:these are animals that are killed by strangling.

    6- Al Mawgootha:these are the animals that die as a result o being hit by

    a violent blow

    7-Al Mutaridya:these are animals that get killed by alling rom a high

    place.

    8- Al Nateeha:these are animals that are killed as a result o getting hit

    by the goring o a horn o another animal.

    9- Animals eaten by lions:

    These are the animals that die as a result o getting bittenor killed by lions.

    10- Animals slaughtered at stone idols :These are the stones around the Holy Kaa`ba where the

    Arabs were Slaughtering their animals. These include

    the animals that are slaughtered or the idols and the

    graves, even i the name o Allah is mentioned when

    slaughtering them11- Animals with canines and birds with claws:

    The Prophet (PBUH) has prohibited eating any lion

    with canines and the birds with claws. Narrated by Abu

    Dawood and others.

    These animals include the ollowing:

    Predators (meat eaters) with canines and claws: These

    include tame and wild animals such as lions, bears and

    other similar animals.

    Wild birds: these are birds which have claws such as the

    alcons, eagles and similar birds.

    12- Filthy animals:These include rats, scorpions, snakes, and insects. This

    is because some o them are poisonous and the othersindulge in dirty behaviors.

    13- Domestic donkeys:These are prohibited according to the Prophets saying

    which was narrated by Jabir (on the Day o Khaybar, the

    Prophet prohibited eating domestic donkeys and allowed

    eating hours meat) . An authentic saying by the prophet.

    14- Scavengers:

    These are animals which live on lth and dirt. This isprohibited according to the saying which was narrated by

    Ahmed and Abu Dawood (Eating scavengers and their

    milk are prohibited). I Halal animals and poultry eat

    lthy, they became prohibited till they are conned or

    three days during which they have to be ed clean oods

    only.

    15- Cross Breeds between Halal and prohibitedanimals: An example o this is mule which is breed between

    donkeys and horses.

    16- Animals that eat dead bodies:An example o these is the crow.

    17- Animals that Islam ordered or prohibited

    their killing.Prohibited Plants:

    - Harmul poisonous intoxicating, and narcotic plants.

    Prohibited Drinks:1- Alcoholic drinks and their products which are used in a

    wide variety o ood , such as: Cider, Champaign, Saki,

    beer, Liquor, Wine, Rum, Spirits (Do not include spirit

    vinegar).2- Poisonous and narcotic drinks.

    Chapter 5

    Condition o Halal slaughtering:

    The animal:1- Should be an animal which is allowed to be eaten by

    Muslims.

    2- Should be alive at the time o slaughter.

    The slaughterer:

    1- Should be a Muslim, as atheists and idol worshipersare not allowed to slaughter. People o the bookChristians & Jews could slaughter under conditionthat are dicult to be met nowadays.

    2- Should be an adult. Mature adolescent boys and womenmay also slaughter.

    3- Should be prudent, as intoxicated or mad people are notallowed to slaughter.

    Slaughtering Tool:1- Any sharp article rom iron or stone or any other

    materials except tooth, nail, and bone.

    2- I the animal dies as result o a shock, anesthesia ,injection or hit, it becomes prohibited Non- Halal

    Slaughtering:1- The animal should be slaughtered at the neck and rom

    the chest position (ront).

    2- Camels are slaughtered at the lower neck.

    3- Slaughtering should be very ast. The slaughtering articleshould not be removed during cutting the throat.

    4- The slaughterer should utter the phrase In the nameo Allah. The slaughtering will not be Halal i the

    slaughterer deliberately elected not to utter the said

    phrase. It is Sunnah to utter the phrase Allah isGreat.

    5- It is not allowed to conduct slaughtering by means o anautomated knie, as one o the conditions o slaughteringis that the knie should be moved by the slaughterer`shand.

    6- The slaughterer is not allowed to reach the spine whilecutting the throat.

    7- Slaughtering is carried out by means o cutting the twojugular veins, esophagus, and the trachea. I this is notpossible, three o these should be cut.

    8- Skinning is not allowed beore the animal is completelydead.

    9- It is prohibited to take o the neck immediately aterslaughtering, as it should be let till ater the animal iscompletely dead.

    10- The pharynx should be part o head and not the body,i.e. slaughtering should be below the pharynx.

    Preerable actions and Sunnan

    during slaughtering:1- The animal should be given water beore being

    slaughtered.

    2- Slaughtering should not be conducted in presence oanother animal.

    3- The knie should be sharpened beore slaughtering andshould be sharpened in ront o the animal, and slaughteringshould be swit to make it easy or the animal.

    4- Camels are slaughtered while sitting with its ront let legtied.

    5- The animals should be laid down on their let side.

    6- Slaughtering o birds, goats, cows should be at the upperneck, ollowing the head.

    7- Goats, sheep and cows are laid down on their let sidewith their legs tied except or the rear let leg to enablethe animal to move it reely. The slaughterer should holdthe knie with his right hand and hold the animals headwith his let hand to prevent the animal rom movingduring slaughtering.

    8- The neck o the animal should be directed towards theHoly city o Mecca. Also , the slaughterer should aceMecca whenever it is possible.

    9- Violating these preerable actions and Sunnan will notrender slaughtering prohibited, i the conditions set inprevious chapters were ollowed.

    Chapter 6Additional Conditions and Regulations:

    1- Animals should undergo veterinary inspection beoreand ater slaughtering to ensure that they are healthyand ree rom any disease.

    2- Halal certicates should be issued by Islamicorganizations or representatives o Islamic countries inthe countries where meat is produced.

    3- To cope with industrial development, it is allowed toconduct automatic cleaning, skinning and packagingunder hygienic condition, which conorm to the IslamicSharia`a.

    4- Hunting Halal animals is allowed i it is meant or

    eating the animals. Allah the Exalted had said in theHoly Quran in a verse the meaning o which is: so,eat what they catch or you (1) {Al-Maidah, verse 4}.Hunting will become prohibited i the hunted animalsare themselves prohibited, or the hunter is prohibitedrom hunting, as Allah the Exalted had said in the HolyQuran in a verse the meaning o which is: you whobelieve! Kill not the game while you are in the state o

    Ihram [ or Hajj or Umrah (pilgrimage) ] (2) { Al-Maidah,verse 95}.and when He said in the Holy Quran in versethe meaning which is: But orbidden is (the pursuit o)land-game as long as you are the state o Ihram(or Hajjor Umrah(pilgrimage).(3){Al-Maidah, verse 96}.in allcases, the hunter should utter the phrase In the Nameo Allah when hunting with an arrow or with any otherhunting tool such as alcons As Allah Exalted had saidin the Holy Quran in the meaning o which is: Eat not(believers) o that (meat) on which Allah`s Name hasnot been pronounced .(4) {Al-Maidah, verse 121}.

    5- Foodstu package: the source o the materials used orpackaging oods should be Halal and hygienic. Skins,bers and other by-products o Non - Halal animalsshould not used in these packaging materials. Materialsthat are harmul or poisonous to human beings are not

    allowed.6- Cross Breeding and Cloning: it is prohibited to eat any

    animal or any animal product rom any material or roma gene o a Non- Halal animal.

    7- Eggs: eggs o prohibited Non -Halal animals areprohibited and should not be eaten. Eggs o Halalbirds and sh may be eaten.

    Chapter 8

    Towards Healthy and Halal ood:

    Ater learning about the Halal oods and their sources,

    actions should be taken so the Muslims will not indulge in

    doubtul and prohibited actions. The responsibility is both

    individual and collective. This could be summarized as

    ollows:

    1- Tightening control regarding the source o oods (especially

    meats and products thereo) while taking samples rom

    suspected oods may contain non-Halal products.

    2- Countries are advised to be careul when sending any

    oods to this region and ensure that these oods are ree

    rom suspicious products which may be Non- halal.

    3- It is necessary to submit ocial documents indicating that

    the sent oods do not contain any prohibited substances

    and its source should be Halal. These documents

    should be issued rom authorities and organizations that

    are approved by U.A.E Embassies abroad.

    4- The consumer should be careul when buying any

    imported ood item and should study the label andinorm the concerned authorities i he / she discovers any

    violations.

    5- Taking the necessary actions against companies and

    individual who import prohibited oods without any

    permission rom the ood control authorities.

    Chapter 9

    Parameters or approving Islamic Organizations which are

    responsible or monitoring the Halal Slaughtering (abroad)

    or U.A.E

    The United Arab Emirates adopts a procedure or controlling

    sources o animal products to ensure that the entities that

    issue Halal Certicates or these products are approved

    organizations (societies, centers, union, establishments,

    etc). Hence an approval scheme or these entities is ollowed

    by General Secretariat o Municipalities o UAE (GSM),

    provided that such entities adhere to the ollowing conditions

    and regulations:

    1- The organization should monitor the slaughtering

    process directly and should be approved by the General

    Secretariat o Municipalities in UAE.

    2- The organization should have permanent headquarters

    at the country o origin, an organizational structure

    speciying the responsibilities o each employee, the

    name & position o the authorized signatory on the

    Halal certicates and name o the person replacing him

    during his absence, and ocial papers bearing the logo

    o such organization.

    3- The organization should have all technical and personnel

    requirements or ensuring eective monitoring o

    abattoirs, which conduct Halal slaughtering at the

    country o origin.

    4- The organization should apply all hygienic and

    Sharia`a rules & standards which are ollowed in UAE

    with regards to slaughtering animals.5- The Halal certicates should be issued according to the

    ormat which is approved in the UAE. Such certicates

    should ollow serial numbering system.

    6- The organization should have a special section thatdeals with Halal slaughtering at the abattoir which has asystem that documents the ollowing:

    - Supervisors register.- Slaughters register.- Abattoirs register.- A register or Halal certicates.

    Such documents should be available upon the requestby the concerned authorities at the General secretariato Municipalities o UAE.

    7- The organization should assign supervisors or inspectorsin order to monitor the abattoirs. The number o theabattoirs supervised by each inspector or supervisorshould not exceed three abattoirs in the area.

    8- The organization should not choose or subcontract

    trading agencies or companies or individuals to monitorthe Halal slaughtering or the UAE.

    9- The organization should have a system to choose theinspectors or slaughterers and should issue labor cardsor them.

    10- The organization should have a training system or the

    inspectors and slaughterers in order to upgrade theirskills and abilities.

    11- The organization should have a register o the benevolentactivities conducted by organization such as: buildingschools, mosques, cemeteries or Muslims, teachingArabic language and Quran, helping the needy etc..

    12- The organization should have a system or issuing thecerticates, storing stamps and approved signatures.

    13- The organization should send a copy o the signatureo the authorized person to the General secretariat omunicipalities and the signature o the person whoreplaces him during his absence.

    14- The organization should submit an annual report tothe general Secretariat o Municipalities indicating itsactivities, achievements, and the number o certicatesissued by the organization.

    15- No organization shall be approved beore agreeing on theabove mentioned standards and procedures.

    Chapter 10

    Procedures o Approving the Islamic Organization to monitor

    Halal Slaughtering or UAE

    1- The Islamic organization intending to get an approval

    or monitoring Halal Slaughtering or UAE should

    submit an application through the ocial channels to

    the General secretariat o Municipalities

    2- The application should be accompanied with alldocuments that prove the compliance o the application

    to the requirements and specications. The organization

    should submit an undertaking to cover the travel

    expenses o the delegation o the General Secretariat

    o Municipalities to ensure that such requirements are

    met.

    3- The application o the organization shall be reviewedby the concerned committee at the General Secretariat

    o Municipalities to decide whether or not to grant the

    approval or the organization.

    4- I the concerned committee approves the organization,

    the matter shall be reerred to the council o General

    Secretariat o Municipalities to approve the organization

    or send a delegation to visit the organization orensuring its compliance with the requirements and

    specications.

    5- I the organization is not approved based on the

    recommendations o the committee (article 3 above)

    or as a result o the visit by delegation (article 4), the

    Islamic organization shall be notied through the ocial

    channels o decision and justications. I companycomplies with the requirements and specications, it

    may submit its application to get the approval.

    6- The approval decision shall be distributed by the General

    Secretariat o Municipalities to all UAE Municipalities.

    The organization shall be included in the list o approved

    Islamic organizations.
