TheSquareYouthCafeWearepleasedtonowofferWIFIintheYouthCafé,whichhasbeenwellreceivedbyallouryoungpeople.Itdoeshoweverbringit’sownchallengesasyoungpeoplespendtheeveningontheirphonesratherthanengaginginconversation.Thatsaidtheyareoftenplayingeachotherononeoftheirapps,8ballpoolbeingthegameofthemoment

Afterconsultingwithyoungpeople,weestablishedthattheywantedmoreseatingareastorelaxinandlessorganisedactivities.Ourcomputerswerenolongerfitforpurposeandwereslowandconstantlyneedingmaintenance.Weremoved3ofthecomputers,leaving3remaining,changedinternetpackagegivingusanoveralcostsavinginadditiontoafasterspeedconnection.Wealsomovedfurniturearoundtocreateanewrelaxationareawhichwaswellreceivedbytheyoungpeople.

WecontinuetoworkwithFoodshare–receivingbread,pastries,cakesandoccassionalyfruitonaweeklybasis.Howeverwehavereducedtheamoutthatwetaketoreducetheamountofsweetthingsandallowformorecookingactivities.

AllpoliciesandprocedureshavebeenupdatedandDBSforallmembersofstaffcompletedandfirstaidtrainingtoensurecompliance.

Discussionpoints:

Moreandmoreyoungpeoplewereengaginginunderagedrinking,inparticularduringtheholidaysandonaFridayNight.Lotsofdiscussionaroundthissubject,keepingtheirselvessafe,whattodoinanemergency.SpenttimeexploringwithyoungpeoplealternativestodrinkingonaFridaynight,suggestedfutureFridaynighttripsintheschoolholidaystogivethemsomethingelsetodo.

Wealsore-introducedthewii,togettheyoungpeoplemoreactiveanddiscurragethemfromhangingoutinthetown.JustDancewasarealhitwiththeyoungwomenwhoplayeditforthewholesessionandoftencametotheYouthCaféonaFridaynightasa“girlsgroup”ratherthandrinkingwithyoungmeninthetown.

Alotofworkwascarriedout,withyoungwomeninparticular,aroundrelationships,selfesteem,consentetc.Inadditionalworkingwithyoungmen,provinkingthoughtbyasking“hasshegivenyoupermissiontotouchher?”

Weonlyhadasmallgroupofyear11’sthistime,noneofwhichwereabletogotopromastheyhadtoomaybehaviourpoints.Ingeneraltheyweren’tconcernedabouttheirexamsastheydidn’thavehighexpectationsforthem,alotofdiscussionaroundalterativestoschool,i.e.College,apprenticeshipandworking.

Challenges

MoreandmoreyoungpeoplearewantingtolistentotheirownmusiconbluetoothratherthanmusicchannelsontheTV,thisbringsit’sownchallengesasthepreferredtypetypeofmusicisoftenoffensiveorunsuitable;containingracistlanguageandprolificswearing.Youngpeopleareencouragedtocreatetheirownplaylistswithradioeditversionsbutthisisrarelydone.

Attendance:

Aswiththeeveningsessions,therewasadipinattendanceduringtheEasterHolidaysbutattendance,asawholehasincreasedandwereceivedapromisingamoutofyear6students,fromGrovelands,inthelastweekofJune

Afternoonsbecamemorerelaxedandlessstructuredtowardstheendoftheschoolyearasthemajorityofouryoungpeopleareinyear8andwantedamorerelaxedandinformalenvironmenttohangoutwiththeirfriends.Howeverwedidcontinuewithweeklybakingsessionsinthekitchenwhichtheywerehappytodo.

Intheafternoonsthefacilityiswellused,withusersplayingpool,tablefootball,table-tennis,xboxWiiandusingtheon-sitecomputers,aswellassocalising.Theideaofopeninganextrasessionaweekhasbeenwelcomedbyyoungpeople.

Wehadamoredynamicgroupthanwehadhadpreviously,inparticularayoungmanwithadditionalneeds.Alotofworkwasdonearoundinclusionandacceptance.

FNPactivitiesfromApriltoJuneincludedopenskiandnewskilessons,whichhavegivenusalargegroupofcompententskiiersabletoparticipateinopenskieventsinthefuture.Wlauchedoursping/summerprogrammeatKnockhatchAdventurePark,offering,bungees,Go-karting,lazerquestandmuchmore.Inadditionweofferedten-pinbowlingatFreedomLeisure,UrbanJumpsatHeathfield.

Attendanceofyoungpeopleatsomeoftheactivitiesattendancebetween30–40

Fundinghascomethroughfor2017/18fromtheSaferWealdenPartnership.WecontinuetoregularlyattendanceatHailshamCommunityCollege,andnurtureourpartnershipswithHCC,SussexPoliceandotheragenciestostrengthentheproject.

JointActionGroupAttendedbymeonamonthlybasis,thegroup(JAG)operatesinWealdentacklinganti-socialbehaviour(ASB),crime,etc.Withthepolice,IhavedrawnuptheASBplanforWealdenandIamincontactwiththemonaregularbasis.

EastSideYouthCafé:

AresearchprojectwascarriedoutinpartnershipwiththeresidentsassociationandOurPlace,fundedbythepolice,toengageyoungpeopleinthetownfarmarea,toidentifytheirneeds.TheEastSideYouthCaféwaspromotedwithanopeningBBQinadditiontoaseparateconsultationmeetingscheduledbytheResidentsAssociation,OurPlaceandarepresentativefromTheSportsAlliance.Regrettably,despite

TheSquareYouthCafeWehavecreatedanewITcornercompletewithwidescreencomputers,wirelessmice,keyboardsandworkstations.ThishasbeenwellreceivedbytheyoungpeoplewhoenjoylisteningtomusiconYoutube,watchingvideos,playinggamesandresearching.TheITcornerwillalsobeidealfortheJobCaféprojectwhichstartedinOctober.

Movingtheoldcomputersallowedustocreateanew“chilloutarea”completewithsofas,whereyoungpeopleenjoysitting,relaxingandchattingtoeachother.Theyhaverequestedlowerlightinginthisareatocreateanevenmorerelaxedarea.ThiswillbecompletedinNovember.

Attendance:Overallattendanceintheeveningswasslightlydowncomparedtoterm-timebuttherewasstillhighdemand.Youngwomencameinmorefrequentlythantheyoungmenbutwestillhaveahighermaletofemaleratio.

Wereduceddownto3sessionsduringthesummerholidaysandpromotedviatheyouthcafeleafletsandposters,aswellasonsocialmedia.Butdespiteourefforts,thesessionswerepoorlyattended,oftenonly1youngwomanattended.Asaresult,thedecisionhasbeenmadetoonlyoffereveningsessionsduringtheschoolholidays,althoughwewillofferad-hoctripsandevents.Staffcontractshavebeenamendedtoreflectthisdecision.

Ithasbecomeapparentthattheagegroupsduringtheafternoonsessions(Yr7,8and9)arenolongereffectiveandthattheyear9youngpeoplearemoresuitedtotheeveningsessions,inrelationtotheirinterests,topicsofconversationandbehaviour.WehavedecidedthatwewillallowthemtoremainuntilChristmasbutmovethemontotheeveningsfromtheNewYear.However,wewillmonitorthisandmovethemonbeforethenshoulditbenecessary.

TheFridayNightProject(FNP)Thissummer,weorganisedtwoBigEventsatKnockhatchAdventurePark.Thefirstoneon21stJuly,waswellattendedwith56youngpeopleattending.Regrettably,therewaslittleinterestforthe1stSeptembereventsothelengthofsessionandactivitieswasreduced.In2018,wewillencourageyoungpeopletobookandpaybeforetheendofterm.

InJuly,FNPtookgroupsofyoungpeopletoUrbanJumpinHeathfieldandten-pinbowlingatHailshamBowl(FreedomLeisure).

TheThorpeParktripwasverysuccessfulwith47youngpeopleattending.Itwasmoresuccessfulthanprevioustripson‘FrightNight’,withlessqueuingasaresultandyoungpeoplewentonmoreridesinashorterofperiodtime,plusstaffcostswerereduced.

SeptemberFNPstartedupwithopenskiandskilessonsatKnockhatchSkiCentre.Bothsessionswerewellattended.

Wehaverequestedfundingforamuch-neededvehicle,asitisbecomingmoreandmorechallengingtoborrowthecollegeminibusresultinginincreasedstaffingandtransportationcosts.

AnewwebsitewaslaunchedfortheFNPinSeptember,whichcanbefoundatwww.hailsham-fnp.org.ThewebsiteprovidesinformationontherangeofopportunitiesandactivitiesavailableforyoungpeopleinHailshamaged11to17andincludesadetailedprogrammeofoutingsandspecialeventsscheduled.ThewebsitealsofeaturesphotoandvideogalleriesofFNPactivities,bothofwhichareupdatedonaregularbasis.

Weintroducedonlineconsentformstomakeiteasierforparentstofilloutandasatime-savingexersise.Ithelpsouradministrationtimeforstaffandcutsdownonpaperwork.Inthenearfuture,we

Title of report: Ersham Road Bus Shelter

PURPOSE:

To consider whether to place the agreed bus shelter at the bus stop at Ersham Road (outside 43 Ersham Road) due to a request by the owner of 43 Ersham Road BACKGROUND

At the meeting of the Strategic Projects Committee on 9th August 2017 the Committee resolved to

take on responsibility for two bus shelters to coincide with the new development at Ersham Road.

(minute reference SPC/17/3/34). The resolution is below:

Ersham Road Bus Shelter The Council had been approached by Woods Hardwick, the developer of the site at Ersham Farm, Ersham Road, to take over responsibility of two bus shelters in Ersham Road, adjacent the development. Members were shown the style of the proposed bus shelter and the location of the two shelters in Ersham Road. K. Giddings advised the open style of the shelter was the only type that was suitable in size for the location RESOLVED that the Town Council take on the responsibility of the two bus shelters in Ersham

Road

East Sussex County Council have contacted the Town Council to advise that Mr Wilcox, the

owner of 43 Ersham Road, has requested that the Town Council does not place the proposed bus

shelter in the agreed location, outside his property.

When Mr Wilcox purchased 43 Ersham Road in 2015, he was advised when he purchased the

property that there would be no bus shelter in this location, only a bus stop. He was advised that

the bus shelter would be placed further down the road from his property. Mr Wilcox considers that

the proposed bus stop is out of keeping with the street scene, and his Victorian house.

Due to the new road layout constructed for the new development, there is no other nearby

location suitable for placing a bus shelter. It is not possible to place it in the location that Mr

Wilcox was given, due to the road layout/width of the road.

I have attached two emails from Mr Wilcox, advising of his concerns and the information he was

given when he purchased his property.

FINANCIAL IMPLICATIONS There are no financial implications. The bus shelter has been made, but there will be no charge to the Council if the Council decides not to place the bus shelter in this location. CONCLUSION If the Committee agree to Mr Wilcox’s request, there will be a bus stop pole in the location but no bus shelter. It is not possible to place a bus shelter in any other nearby location.

Good morning, I am the owner of 43 Ersham Road Hailsham BN27 3LH.

On the 28 July 2015 1 purchased the 1865 property in the full knowledge that a new building estate was to be constructed near my property and advised that the bus stop poll, located outside my property, would be removed as part of the Approved Wealden district planning approval by my legal team.

The planning permission clearly shows and discusses the new location for the larger seating bus stop, and highlights the new location based on increased foot fall, and vehicle survey data etc.

Last week the bus stop poll outside my property was advertised by poster, highlighting the bus stop would be closed and Works would be commencing.

On entering my home yesterday the contractors undertaking the work advised me they had been instructed to install the New seated bus stop outside my property in contravention to planning regulations agreed with Wealden District.

I advised the contractors this would not be possible as no planning permission had been applied for this, and no consultation Undertaken, also that the location would not be allowed due to the restrictions associated with vehicle access, increased foot fall, Restricted view, property ascetics, This property was built in 1865, having a modern seated bus stop at the entrance will severely affect The property value, and as stated we purchased on the knowledge the bus stop is to be removed, not uplifted.

I contacted The appropriate project lead on the 29 / 11/17 directly by phone at 14.30 and advised him of my concerns, and he assured me he would Assess the issue and contact me today.

Clearly this issue may be resolved today and the bus stop may be installed as agreed, and clearly if this is the case I will Withdrawal this complaint.

However I am concerned that I am still awaiting confirmation on this issue, and have not been contacted at any point to discuss Planed works, that are affecting my home and causing me and my wife personal distress.

Please respond as a matter of urgency.

Good afternoon Karin,

Please find attached communication sent off this morning, this will clarify my position at this time.

Core issues 1, Client purchased home based on legal advice the bus stop would be removed as per Planning Application WD/2014/2099/MRM 2, No consultation with client relating to planning changes that would specifically affect them. 3, No consultation with client from Sussex Highways authority with reference to installing structure, diminishing property's historical and

Natural look, previously unaffected by single bus stop poll. 4, New widened footpath and grass verge was installed recently at the front of 43 Ersham Road as per planning permission WD/ 2014/2099/MRM, this installation

Has subsequently be destroyed and area dug up, clearly showing that the project is not being managed appropriately and subsequently directing a lack of transparency over who is monitoring the approved planning permission and its complaints.

Also the water meter was buried under new tarmac at the time of this installation, again this was not managed and client had to address repairs at own cost.
