of the enactment of this Act. 23
(b) RETROACTIVE APPLICABILITY.— 24

of the Tariff Act of 1930 (19 U.S.C. 1514) or any 2
other provision of law and subject to paragraph (2), 3
the entry of an article described in any heading of 4

iff Schedule of the United States (as amended by 6

of the enactment of this Act, and 13
(B) with respect to which there would have 14
been no duty or a reduced duty (as the case 15
may be) if the amendment or amendments 16
made by this title applied to such entry, 17
shall be liquidated or reliquidated as though the 18
entry had been made on the 15th day after the date 19
of the enactment of this Act. 20
(2) REQUESTS.—A liquidation or reliquidation 21
may be made under paragraph (1) with respect to 22
an entry only if a request therefor is filed with U.S. 23
Customs and Border Protection not later than 180 24
days after the date of the enactment of this Act that 25

contains sufficient information to enable U.S. Cus-1
toms and Border Protection— 2
(A) to locate the entry; or 3
(B) to reconstruct the entry if it cannot be 4
located. 5
(3) PAYMENT OF AMOUNTS OWED.—Any 6
amounts owed by the United States pursuant to the 7
liquidation or reliquidation of an entry of an article 8
under paragraph (1) shall be paid, without interest, 9
not later than 90 days after the date of the liquida-10
tion or reliquidation (as the case may be). 11
(4) DEFINITION.—As used in this subsection, 12
the term ‘‘entry’’ includes a withdrawal from ware-13
house for consumption. 14

SEC. 4001. CUSTOMS USER FEES. 19
(a) IN GENERAL.—Section 13031(j)(3) of the Con-20
solidated Omnibus Budget Reconciliation Act of 1985 (19 21
U.S.C. 58c(j)(3)) is amended— 22
(1) in subparagraph (A), by striking ‘‘Novem-23
ber 10, 2018’’ and inserting ‘‘December 10, 2018’’; 24
and 25

(2) in subparagraph (B)(i), by striking ‘‘August 1
24, 2018’’ and inserting ‘‘November 30, 2018’’. 2
(b) RELATED TECHNICAL CORRECTION.— 3
(1) IN GENERAL.—Section 11 of the Haiti Eco-4
nomic Lift Program Act of 2010 (Public Law 111– 5
171; 124 Stat. 1207) is amended in the matter pre-6
ceding paragraph (1) by inserting ‘‘Budget’’ before 7
‘‘Reconciliation’’. 8
(2) EFFECTIVE DATE.—The amendment made 9
by paragraph (1) shall take effect as if included in 10
the enactment of the Haiti Economic Lift Program 11
Act of 2010. 12
SEC. 4002. TIME FOR PAYMENT OF CORPORATE ESTIMATED 13
TAXES. 14
The percentage under paragraph (2) of section 561 15
of the Hiring Incentives to Restore Employment Act in 16
effect on the date of the enactment of this Act is increased 17
by 0.5 percentage points. 18
SEC. 4003. PAYGO COMPLIANCE. 19
The budgetary effects of this Act, for the purpose of 20
complying with the Statutory Pay-As-You-Go Act of 2010, 21
shall be determined by reference to the latest statement 22
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 23
Act, submitted for printing in the Congressional Record 24
by the Chairman of the House Budget Committee, pro-25

vided that such statement has been submitted prior to the 1
