4-H Day at the State Capitol - Richmond
Join fellow 4-H’ers from around the state in visiting our State Capitol to
see government in action on Tuesday, January 29, 2019 (inclement weather
date is Tuesday, February 12, 2019). We’ll leave the 4-H Office around 6:15
a.m. and return around 5 p. m.
Transportation is provided and
school excuse letters will be avail-
able for those students wishing to
attend. We plan to take a tour of
the Capitol and visit live House
and Senate sessions. The Legisla-
tive Office Building is still under-
going renovations, so we will not
be paying personal visits to our
local Representatives and Sena-

Attention Students!
Need help paying for college? The Colonial Agricultural Educational
Foundation has scholarships available for the 2019-2020 academic school year.
There are 85 scholarships ranging from $2,000 to $6,500. Applicants must be
current high school seniors or full-time college students and reside in one of the
counties served by Colonial Farm Credit (except for select Maryland scholar-
ships). Go to www.colonialfarmcredit.com/scholarships for more information
and to apply. There are several scholarships available exclusively to Virginia
Beach students. Applications are due March 1, 2019.

Muzzleloader Instructor Certification - The Virginia 4-H Shooting Education Training Team offers
instructor certification for adults and experienced teens ages 16 and older. The dates for this training are Fri-
day through Sunday, January 11-13, 2019 at the NORVA Rod & Gun Club located at 218 Pugmill Lane, Star
Tannery, VA. Both current and new instructors are invited! Current 4-H instructors may choose to upgrade
training in the same discipline or be certified in a new discipline by attending Saturday and Sunday only. First-
time participants are required to attend the General Session Saturday morning from 7-11 a.m. The
Training Team reserves the right to withhold certification. Participants will have an opportunity to demon-
strate their teaching skills through a practicum and measure their knowledge through a written test.
Cost for the training is: - Meals and Lodging (Friday dinner – Sunday Lunch) - $130 - Meals and Lodging (Saturday Lunch – Sunday Lunch) - $120 - Commuters (includes all meals) - $110
Things to Bring: Par ticipants need to br ing comfor table, casual indoor and outdoor clothing and shoes plus their own eye and ear protection. This event will be held rain or shine; hot or cold! Everyone needs to bring their own sleeping gear, towels and toiletries. Equipment and ammunition will be provided but partici-pants are welcome to bring their own muzzleloading rifles and equipment.

General Information and Rules for the Virginia 4-H Hokie Horse Camp
Purpose - To provide the 4-H Horse Project member an opportunity to learn new and better techniques of
horsemanship and to enjoy the fellowship of other 4-H’ers and volunteers from different areas of the state.
The camp is designed to increase the horse knowledge, horsemanship skills and showing techniques of the
advanced rider as well as to introduce beginner riders to the basics of horsemanship. This camp will also
serve as a qualifying clinic and horsemanship skills testing for those youth attending the 2019 Virginia
State 4-H Horse Show.
Dates - Saturday, July 6 through Wednesday, July 10, 2019
Location - Alphin Stuart Livestock Arena, Blacksburg. Virginia Tech On-Campus Housing
Cost - Total camp fee is $625. Camp fees include all meals (including dinner on Saturday night through
lunch on Wednesday), lodging, one stall for horse or pony, recreation, riding instruction and classroom
instruction. A $325 deposit is due with application no later than April 10, 2019.
Camper Eligibility - Open to 4-H’ers, between the ages of 14 to 18 (as of 9/30/19), who are actively en-
rolled in the Virginia 4-H Horse Project. Camp is limited to 16 participants. Participants must bring their
own mount.
Registration - Campers must submit a completed application, health history report and $325 deposit to

4-H Club News
4-H Craft Club - In November, the Craft Club was busy with a very worthwhile community service pro-
ject as we partnered with the Hero Kids Foundation and made Christmas cards for service members
stationed overseas. The cards were mailed to service personnel who do not receive many letters from home.
The Hero Kids Foundation’s aim is to provide a multidisciplinary approach to promote and support Military
and First Responders’ children, together with the whole family, utilizing animal-assisted therapies along with
nature-based activities. They also support the Untamed Spirit Therapeutic and Educational Program, Service
Dogs for Youth and Nature Based Activities. To learn more about the Foundation, visit their website at

In December, we celebrated the holidays by making Christmas wreaths and beaded candy canes.

Sea Horse Riders 4-H Club - The Virginia Beach Sea Horse Riders are off to a fast start! At the
first two meetings we nominated and selected officers. Serving in the following positions are: Presi-
dent - Kolby, VP - Eryn, Co-Reporters - Bailey and Kennedi. Kerri Land serves as the Sea Horse’s
Advisor. In November we officially welcomed two new members, Bailey and Kennedi, to Clover
Buds. On November 16th the Sea Horses participated in the Harvest Fair at Kellam High School.
Offering a photo-op with special guest, Wee Man, the miniature pony, as well as selling delicious
treats made for a successful fund raiser for the Kellam Equestrian Club.
On December 3rd the Sea Horses cou-
pled their monthly business meeting with a fun
Holiday Party. We all enjoyed scrumptious food
and held a horse themed ornament exchange.
We are excited to bring some holiday fun to the
residents at Lynnhaven Cove Senior Apartment
Complex when we visit to play Holiday Bingo
later this month.
Upcoming events in the New
Year include Drill team fun and local
barn visits. Our next meeting will be
held on January 7th at the Snow’s farm.

Foragers 4-H Beekeeping Club - The 2018/19 Officers had training and are ready for the new
year. We want to thank the Holgersen's for having the club in their home for a wonderful Field
Day! We got to go in the hives and mark a queen. We learned a lot about beekeeping then had a
cookout and awards were given out. Afterwards a huge bonfire warmed the night. Ashten R.,

JEB Little Creek Underwater Cloverbuds and Urban Knights - The Underwater Cloverbuds
and Urban Knights have been very busy in November and December getting ready for our 6th Annual
Diversity Night. This year we worked for six weeks to research different countries, how they celebrate
different holidays, and their cultures. We combined Diversity Night with our annual awards night. There were
18 countries represented including Peru, Singapore, Belize, Iceland, and Argentina. We were very excited to
present to our families. According to Travion M., “my favorite part was trying all of the foods from each
country.”
On December 12th we were excited to have Ms. Sarah come to visit us. It was fun sharing our projects
with her, and she helped us get ready for Diversity Night. “I liked that she asked me questions about my
Project to make sure I knew the information” said Kaylee L.
The Urban Knights are getting excited for the annual 4-H trip to Richmond in January. We are writing
reports on our local representative, a bill that is currently being voted on, or the history of Virginia’s
government.
We are also excited to
work on Science activi-
ties in January. The
Cloverbuds are getting
ready to explore the
Safe at Home and
Animal Tracks activi-
ties in the Big Book of
Cloverbud Activities.
Both clubs will be
trying different cooking
activities in February.

Wave Riders 4-H Horse and Pony Club - The Virginia Beach Wave Riders have been very busy this
past month and this new 4-H year. We recently participated in the Virginia 4-H State Horse Show. This year 5
of our members went to the show and we all had a good time. Sami who aged out this year showed dressage
with her horse Harley, Maddy also showed dressage with her pony Gypsy, Emie showed hunter on the flat
with her pony Sandy, Akayla showed hunter over fences with her horse Summer, and Steph showed hunter on
the flat with Doodle. We also showed in freestyle drill team. We are currently looking for new members and
working on fundraiser events for our club. We have an upcoming Hippology contest next month and we are
working to prepare for that so we are able to qualify for Equismarts this year. Virginia Beach Wave Riders'

4-H Livestock Club - It’s that time of year!!! I can’t believe almost another year has come and gone. I
hope everyone is enjoying the holiday season! We had a good turn out at this years annual Pungo Christmas
Tree lighting on Dec. 1st. A big thanks to those who helped and brought baked goods to sell. On Dec. 14th,
our senior 4-H’ers helped shop and pack baskets for those in need in our community. This years annual club
activity will be held on Dec. 30th at VBICE @ The Farmers Market from 8-10 pm. I hope everyone will come
out and enjoy this fun activity! We will have the whole rink to ourselves. The 4-H Ham project is scheduled
to start on 1/19/19. Details will be coming out soon. Remember, there is no club meeting in December. Our
regular club meetings will resume on January 28, 2019. I hope everyone enjoys their winter break and time
with family and friends. Happy Holidays to all!! Holland S.
In November, Livestock Club members shopped for food
items and donated money for Thanksgiving Baskets to be
delivered to migrant workers on the Eastern Shore. Twenty-
eight baskets were delivered to their individual homes.

Tips in Parliamentary Procedure
A main motion must be moved, seconded and stated by the chair before it can be
discussed.
If you want to move, second, or speak to a motion, stand and address the chair.
If you approve the motion as is, vote for it.
If you disapprove the motion, vote against it.
If you approve the idea of the motion but want to change it, amend it or submit
a substitute for it.
If you want advice or information to help you make your decision, move to refer the motion to an ap-
propriate quorum or committee with instructions to report back.
If you feel that they can handle it better than the assembly, move to refer the motion to a quorum or
committee with power to act.
If you feel that the pending question(s) should be delayed so more urgent business can be consid-
ered, move to lay the motion on the table.
If you want time to think the motion over, move that consideration be deferred to a certain time.
If you think that further discussion is unnecessary, move the previous question.
If you think that the assembly should give further consideration to a matter already voted upon,
move that it be reconsidered.
If you do not agree with a decision rendered by the chair, appeal the decision to the assembly.
If you think that a matter introduced is not germane to the matter at hand, a point of order may be
raised.
If you think that too much time is being consumed by speakers, you can move a time limit on such
speeches.
