Database Design Document

1. Introduction

Since the establishment of the Southwest Florida Water Management District (District) in the 1960s,

the District has been involved in evolving efforts to understand how a watershed responds to the

hydrologic cycle. These efforts include data analysis and modeling, which are just some of the

components in the Watershed Management Program (WMP) as administered by the Resource

Management Engineering Section. As a result of these efforts, a centralized, standardized

database supporting business and spatial data has been identified as necessary for the storage,

sharing, maintenance, and history requirements of the WMP.

The database design presented here originated from the Arc Hydro surface water resources data

model as developed by the Center for Water Resources Consortium and Environmental Systems

Research Institute (ESRI). The core Arc Hydro data model was evaluated for District surface water

requirements and expanded on to meet the user requirements and business processes of the

WMP. Initial database design efforts were completed by ESRI staff, however, elaboration of

requirements necessitated enhancements and modifications completed by District staff. The

database design will be further refined in the future to meet groundwater and water quality modeling

requirements at the District, and as such, has been branded the Geographic Watershed Information

System (GWIS) to encompass the integrated watershed information.

1.1 Purpose

This document provides a comprehensive overview of the GWIS surface water database design. It is intended to capture and convey the business and spatial datasets to support the WMP. While expanded from the default Arc Hydro data model, the GWIS database design has maintained the key features to ensure the ESRI tools, developed to support Arc Hydro activities, still work with this design. These features include: field names/types, relationship classes and ESRI domains. As many of these features are inherent to the ESRI environment, it has been determined all business tables will be maintained within ArcSDE. This deviates from other efforts to keep the ArcSDE data layers thin and business data outside of ArcSDE.

2. Database Design

The following sections identify the specific GWIS database design. The design is presented by:

Feature Dataset, Feature Class, ESRI Domains, ESRI Relationship Class and Business Table

(Object Class). The following sections are presented as the Five (5) ESRI Feature Datasets in the

database design including: Basin, Watershed, Topographic Information, Hydrographic Network,

and Model. The Feature Datasets are followed by the additional datasets implemented to support

Time Series, Hydraulic Features, Model Results, Metadata and Hyperlinks.

2.1 Basin

The Basin Feature Dataset includes the general information associated with the catchment

delineations. The catchments are spatial features captured either by digitizing from contour maps

or from automated delineation using the underlying topographic information and Arc Hydro tools in

ArcGIS. Ridgelines, hydraulic control structures, storage areas and local collection networks are

some of the features used for determining the criteria for catchment delineation.

2.2 Watershed

The Watershed Feature Dataset includes information about the environment and current

conditions within the watershed project boundary. This information is commonly intersected with

each other to calculate values required as part of the WMP analysis such as projecting runoff and

overland flows. Enterprise Geographic Information Systems (GIS) data at the District will be

extracted and used as the initial input data for some of these efforts. As the Enterprise GIS data

reflects the conditions at a given period of time, these data layers will be updated to reflect the

conditions during the WMP effort and will be maintained within the GWIS. The GWIS Flood

boundaries are non-Enterprise GIS data layers and are delineated based on the results of the

WMP efforts. These flood boundaries are submitted to the Federal Emergency Management

Agency (FEMA) for adoption as the official flood boundary.

2.3 Topographic Information (TopographicInformation)

Topographic information is the base from which much of the GWIS information is generated.

Topographic information defines the elevations of the surface including bathymetric data. The

District has mapped elevation for the majority of its jurisdictional area, however, this information is

outdated and mostly in hardcopy format. The WMP allows for the generation of digital topographic

information by digitizing the hardcopies into ESRI compatible formats or, more commonly, the

acquisition of new topographic information utilizing Light Detection and Ranging (LiDAR)

technology. The presented database design will accommodate for either approach.

In ESRI’s 9.2 and 9.3 releases, terrain datasets manage large datasets produced by LiDAR

deliverables. The database design for topographic information in the GWIS is based from the

District’s terrain geodatabase design, developed for management of the large LiDAR datasets and

compatible with ESRI’s terrain implementation. As can be identified from the database design, the

datasets are predominantly Z-enabled, allowing for the coordinates to be integrated into the shape

of the feature. As a result of Z-enabling, the database design only requires the Datestamp field for

data management purposes. This design allows for the input of: LiDAR masspoints, breaklines

and contours. Breaklines may include: coastal shorelines, hydrographic features, islands within

waterbodies, overpasses/bridges, roads and soft features. In addition to these features, the GWIS

has included exclusion areas, which will be used when calculating volume information for the

catchment.

2.4 Hydrographic Network (HydroNetwork)

The datasets implemented in the Hydrographic Network Feature Dataset are used to support the

generation of the hydrologic geometric network, which provides the connectivity between features

to identify which direction water flows. This includes the HydroEdges and HydroJunction feature

classes along with related business tables that present some of the parameters and results

developed throughout the WMP activities.

These feature classes, along with the associated datasets implemented to support Hydraulic

Features in the next session, form the hierarchical representation of watershed characteristics

within the database. The top level of the hierarchy includes the HydroEdges and HydroJunction

feature classes. The HydroEdge dataset may represent the natural flow of water (such as a stream)

or a man-made flow feature such as a channel. The HydroJunction dataset may represent the low

point of a catchment, junction at the outflow of a water body or the location of a hydraulic structure.

Typically, hydraulic structures are comprised of more than one sub-element (second level of the

hierarchy and presented as business tables in the next section) such as multiple weirs associated

with a pipe_barrel. The final level of the hierarchy includes the hydraulic element points, which

details the location and information of each of the sub-elements. The use of the Arc Hydro key

field, HydroID, is integral in the maintenance of the relationship of each of the features that

participate in this hierarchy.

The model feature dataset includes model specific feature classes that can be loaded directly into

an ICPR model through XML. The feature classes are related to ICPR specific tables (described

in this section) and the general Sub Element tables (described in section 2.6). Records in the
