Sealed percentage rate tenders are invited in two separate sealed covers (Super
scribed technical bid and price bid) for the following work from eligible Registered
Contractors in Appropriate class enlisted with, erstwhile, GEB/GSECL/
GETCO/DISCOM/Central /State Government/ Semi. Govt and who has executed
similar nature and magnitude of work successfully as per post qualification criteria.
Tenderer should down load the tender documents from the website www.gseb.com
and submit the same as per instruction therein by RPAD/Speed post only.

Envelope No. 2: Price Bid Technical and post qualification bid details specification (envelope No.1) will be opened first and subject to evaluation, based on the qualification criteria contained in the individual bid documents. Price bid (Envelope No.2) of bidders who are assessed and declared as substantially technically responsive on evaluation of the technical bid, will be opened for further commercial evaluation.
The Earnest Money Deposit will be accepted in form of DD on any Nationalized
bank and IDBI,AXIS,HDFC,ICICI banks payable at Gandhinagar, drawn in favour of
GUJARAT STATE ELECTRICITY CORPORATION LTD., Tender fee will be
accepted only by Demand Draft on any Nationalized bank OR
IDBI,AXIS,HDFC,ICICI banks situated at Gandhinagar, drawn in favour of
GUJARAT STATE ELECTRICITY CORPORATION LTD.” Tender without EMD and
tender fee, shall be rejected. Two separate Demand Drafts for tender fee and EMD

IMPORTANT NOTE :
Ref : Payment and acceptance of Earnest Money Deposit. Tenders without E.M.D. or with part payment of E.M.D. will not be opened or considered.
The details of E.M.D. paid should be submitted separately in letter giving details of
payment of E.M.D. i.e. cash or Demand draft and GSECL money receipt No. Those who are exempted
from E.M.D. payment should submit a copy of certificate in separate cover along with the tender.
Tender shall remain open for acceptance, subject to the validity period of 150 days from the
date of opening of technical bid and during this period no tenderer shall be allowed to withdraw his
tender. Any such withdrawal during the period will entail forfeiture of the Earnest Money deposited
with the tender.
Contractor should sign all the papers of tender.
Earnest Money deposit will be accepted only in cash or by Demand Draft on Nationalised / Scheduled
Bank, Gandhinagar, in favour of the Gujarat State Electricity Corporation Ltd., cash receipt/DD of EMD to
be kept in separate cover provided.
Cheque or Bank Guarantee will not be accepted. Right to reject any or all tenders without assigning any
reason there of is reserved by the competent authority. Tenders will be received by R.P.A.D. or Speed Post
only. Contractor should possess separate PF code number from RPFC for works.

SPECIAL NOTE FOR PREQUALIFICATION
The Following credentials are required to be submitted along with technical bid
for technical evaluation of bid.
1 Details of similar jobs carried out in the name of his own firm of same in nature and magnitude
along with documentary evidence such as satisfactory work completion certificates/on going
works from respective authorities etc. as per Schedule-I attached herewith. The documents
should be attested. For qualification purpose in technical bid, certificates of last three years
shall be taken into account.
The bidder should produce evidence of having experience of similar works in heavy industrial
unit of G.O.G./ Railway/ Semi Government/ Power station etc.
2 Details of required machinery in his own possession and will deploy for this work if the order
will be issued to your firm along with documentary evidence etc. as per Schedule-II should be
attached with technical bid.

GENERAL INSTRUCTION TO TENDERERS
1.0 Sealed Tenders in two separate bids i.e. technical Bid & Price Bid are invited for the said work
from the contractors/firms who have executed works of similar nature and magnitude successfully and
who are registered under appropriate class.
2.0 Tenders documents are in two bids system i.e. “Technical Bid’ and “Price Bid”
2.1 Technical bid is to be submitted in a separate sealed envelope and super scribing the envelope as “Technical
Bid”. Technical bid should be submitted with documents, as under, failing which tender is liable for rejection.
(2) Solvency certificate issued from any Nationalized Bank amounting to sum equivalent 20% of
estimated cost (Minimum) of running year.
(3) Separate EPF code No. allotted by RPFC.
(4) Registration certificate in appropriate class as contractor in PWD/Irrigation/Central Govt.
undertaking/State Government undertaking/GSECL.
(5) Latest income tax clearance certificate.
(6) Valid Labour License for a period for which contract is entrusted and for extended period if any.
(7) Experience certificate as per requirement in Annexure-A.
(8) Group Insurance A copy of the Insurance policy of the insured Labourer’s under W.C. Act.
(9) Details of equipments available with the tenderer as per Annexure-A.
The above document should be submitted in form of attested true copies along with technical bid.
2.2 The Sealed price bids comprising of Schedule-B should be submitted in separate sealed envelope super
scribed accordingly on the envelope.
2.3 Both “Technical” and “Price” bid should be submitted in one common envelope superscribing the name of
the work and tender opening date and Tender Number etc.
3.0 Bids as above should reach to The Chief Engineer (Gen), Gujarat State Electricity Corp. Ltd., TPS
Gandhinagar on or before opening date.
3.1 Technical bid + Price Bid shall be opened in the presence of the bidders, who remains present at that time.
4. Earnest money deposit should be deposited in cash or submitted in form of Demand Draft in favour of
Gujarat State Electricity Corpo. Ltd., drawn on any nationalized / SCHEDULED Bank, payable at Gandhinagar.
5. Bidders should complete the tender documents in all respects and they are to be signed with Company’s seal
on all pages.
6. The bidders shall submit their offer without any deviations in general terms and conditions of the contractor
in Technical specification/items. Tenders of such departing, bidders may also be rejected. Incomplete and
conditional tenders shall not be considered.
7. Gujarat State Electricity corp. Ltd, reserves the right to split up the work covered in the scope of this
contract amongst more than one contractor.
8. The rates shall be quoted both in words and figures as per unit specified in schedule ‘B’ in case of any
discrepancy between the rates quoted in words & figures, rate quoted in words will prevail.

9. Intending bidders should submit their tenders after studying all tenders documents carefully and visiting the
site for satisfying themselves of actual site conditions, location and accessibility of site and nature, extent of the
work involved etc. Submission of tenders implies that bidders have obtained all necessary informations and
other data required for executing the work. No claim for extra charges on account of any misunderstanding or
otherwise will be allowed.
10. All approaches to the work site shall be in the scope of bidders.
11. Bidders will not be allowed to give sub-contract of the works awarded to him for any reasons what so ever
without permission of the Engineer in charge.
12. In the experience certificate, contractor has to furnish the details of similar works executed by him along
with the list of equipments, tools and tackles and manpower available with him along with the details of the
same, which he intends to deploy on site of the work
13. After opening of “Technical” bid + Price bid no revised price bid from any bidders will be accepted.
14. Price quoted shall be firm, till overall completion of the work, under contract and there will not be any price
escalation.
15. Offers shall be valid for the period of 180 days from date of opening of technical bid. Tenderer shall not
withdraw tenders during the validity period, failing which their EMD shall be forfeited during the said period of
150 days.
16. All the works shall be carried out as per specifications attached with the tender and relevant Indian Standard
issued by Bureau Indian Standards. All materials procured should be confirming to relevant Indian Standard
issued by Bureau of Indian Standard.
17. Tenders, which do not fulfill all or any of the conditions of the tender or incomplete in any respect, are
liable to rejection.
18. Gujarat state Electricity Corp. Ltd., reserves the right to reject any or all the tenders without assigning any
reason thereof.
19. In view of Government of Gujarat directive the Arbitration clause provided in Booklet of “TENDER AND
CONTRACT FOR WORKS” in tender specification and other Related reference for Arbitration now stands
deleted. In its place following clause is to be substituted :
All Question, dispute, differences Whatsoever which may at any time arise between the parties to this
contract in connection with the contract or any matter arising out of or in relation there to, shall be referred
to the “Gujarat Public Works Contracts Disputes Arbitration Tribunal” as per the provision of the Gujarat
Public Works Contracts Disputes Arbitration Tribunal act 1992. 20. The contractor is required to study the conditions of the contract, specifications etc. and
‘Tender and contract for Works’(Booklet) which can be seen in the office before submitting sealed
quotation. The relevant condition mentioned in the booklets will be binding to the contractor.
21 Any delay that may take in work beyond contractual cutoff date/stipulated period in the order shall be subjected to penalty(not liquidated damages) at the rate of ½ % of the contract price/order price per week or part thereof subject to a maximum of 10 % of the total contract value/order value (i.e. End cost including taxes & duties).

TERMS & CONDITIONS REGARDING INDUSTRIAL
LAWS AND OTHER RELATED MATTERS
1 Wages to be paid and time of payment etc. by the contractor.
a. The contractor will be required to pay minimum wages as per minimum wages act. applicable and as revised
from time to time by competent authority per day or as may be specified hereafter of rates under the related act
whichever is higher. The wages of every contract Labour employed by him under the contractor shall be paid by
him before the expiry of 7th day from the last day of the month in respect of which the wages are payable (i.e.
wages of a month have to be made him in the first week of the next month.) The payment shall be disbursed in
the presence of management representative during the working hours in factory premise and the contractors shall
get entries certified in the register of wages by the representative of the Corporation. Any default will result in
cancellation of contract forthwith or also the contractor shall be punishable to the extent of the Rs.100/- fine per
each day.
b. The contractor shall give his own / active directors telephone number and full permanent / correspondence
address to the Corporation so that in case of labour trouble etc. the contractor. The contractor shall arrange to
have his office outside the factory premises and the contractor keep himself present through-out the working
hours.
2. Labours laws : a. Person below the age of 18 years shall not be employed for the work.
b. No female shall be employed in the night shift between 7 P.M. to 6 A.M.
c. Contractor shall maintain a valid labour license under the contract labour (regulation and abolition) Act for
employing necessary manpower to be required him. In the absence of such license the contract shall be liable
to be terminated without assigning any reasons thereof.
d. The contractor shall at his own expense comply with all labour laws and keep the Corporation indemnified in
respect thereof. Some of the major liabilities under various and industrial laws which the contractor shall
comply with are as under :
(i) Payment contribution by way of employer's contribution towards provident Fund, Family Pension
Scheme, GIS Deposit Linked Insurance Scheme. Administrative charges etc. at the rate made applicable
from time to time by Government of India or other Statutory authorities,
(ii) Payment of deposit in respect of each contract at the rate of Rs. 250/- with the office of commissioner of
Labour as per the contract Labour (Regulation and Abolition) Act.
(iii) License fees as prescribed under the contract labour (Regulation and Abolition) Act and rules framed there
under depending upon the number of workmen employed by the contractor and to keep all the registrar
under the contract labour act.
(iv) Paid leave facility and wages as per the provision of the payment of wages factories act at the rate of one
day for every 20 days of working.
(v) Identity cards as prescribed under the Factories Act with photo affixed thereto the some for identification of
the contract labour.
(vi) Payment of retrenchment compensation. Notice pay and other liabilities as per Industrial Disputes Act,
Any payment to the contractor's employees arising out of any claim or disputers under the Industrial
Disputes Act 1947 or any other labour laws.
(vii) Full Payment of compensation in case of accidental injury
(viii) Provision of creche if the female labours employed are more than 30 numbers.
(ix) Maternity leave as per the provisions of the maternity benefit Act.
(x) Bonus as per payment of Bonus Act 1965.
3. Provident fund & pension scheme : The contractor Shall submit along with his bill (month wise) a statement regarding deductions against
employees provident Fund and Family Pension Scheme in respect of each concerned employee. Provident
Fund & Family pension scheme the rate of 12% (of at the rate made applicable by the Govt. From time to
time) of the wages. The contractor's contribution towards provident fund and family pension scheme shall
be deposited by the contractor with Regional Provident Fund Commissioner, Ahmedabad at the rates
applicable.

4. Deposit Linked Insurance Scheme : The contractor shall have to deposit 1/2% of the wages in respect of employees who is a member of the
provident Fund as the contribution\on to the deposit linked scheme with Regional Provident Fund
Commissioner, Ahmedabad or in line of any Scheme of Govt.
5. Administrative Charge : Administrative charges for maintaining Provident fund A/c. shall deposited by the contractor with
Regional Provident Fund commissioner, Ahmedabad at the rates applicable.
6. Paid leave facility : Paid leave facility at the rate of one day for every twenty days worked by contractor labour ' shall provided
by the contractor to his workers. He shall maintain leave records/leave card for individual labourer which
shall be duly verified and approved/certified by the authorized officer of the Corporation’s well as by the
Concerned Govt. Authority.
7. Workmen compensation fund & employer's liability insurance : The contractor shall cover all his employees under the workmen's Compensation under the liabilities of
group insurance.
8. The contractor shall employ adequate number of experienced staff at site for daily supervision and for
maintenance of various registers and record required under the law and contract. No payment for
supervision shall be admissible.
9. Contractor to idemnify the Corporation : (i) The contractor shall indemnify the Corporation and every member officer and employees of the Corporation ,
also engineer in charge and his staff against all actions proceedings claims, demands costs and expenses
whatsoever arising out of or in connection with the matter referred herein above elsewhere and against all
actions proceedings claims. Demands costs and expenses which may be made against the Corporation of
Government for or in respect of or performance of his obligation under the contract document. The Corporation
shall not be liable for or in consequence of any accident or injury to any workmen or other person in the
employment of the contractor or his sub-contractor and the contractor shall indemnify and keep indemnified the
Corporation against all such damage and compensation and against all claims, demands proceedings costs,
charges and expenses whatsoever in respect thereof or in relation thereto.
(ii) The contractor shall deposit 15 days salary for every completed one year of service for each worker for the
liabilities of gratuity in A/c section under intimation to EST section.
10. Workmen's compensation and employee's liability insurance : Insurance shall be effected for all the contractor's employees in the performance of this contract. If any of
the work is subject to the contractor's shall require the sub-contractor to provide. Workmen's compensation
and Employer's liability Insurance for the later employees unless such employees are covered under the
contractor’s insurance.
11. The Corporation reserve all the right to terminate this rate contract at any time during it's pendecy without
giving a notice of termination or any reasons thereof.
12. The Corporation will be entitled to deduct directly from the bills, to be paid to the contractor any sum /
sums payable by you and which sum/sums the Corporation required to pay as a principal employer on
account of your default in respect of all liabilities referred to in above clauses. The above are some of the
major liabilities of the contractor in addition to other liabilities prescribed under the various labour laws in
force from time to time from statutory authorities like state Government Govt. of India the contractor shall
have to comply with.

mills or rejects belt trench or reject hopper due to non removal of reject coal.
TERMS & CONDITIONS:-
(1) The contractor shall have to complete the job daily round the clock keeping required means
available (i.e. Tractors, Tagara, Shovel, spade, Man power etc.)
(2) Contractor shall ensure that all reject should be transferred daily round the clock so that there
should not be any accumulation of coal reject near mill and in reject coal hopper.
(3) The contractor shall have to arrange sufficient manpower for collecting coal rejects of running
unit and cleaning the coal reject trench & hopper round the clock. The sufficient manpower with
supervisor must be present for cleaning in each shift. The cleaning means removals of reject coal
from one end to another end of coal reject trench so that reject belt and rollers should move
freely.
(4) The contractor should kept his authorized responsible person or supervisor in each shift available
at site for supervision and solving the complaint regarding non-lifting of reject coal/not cleaning
of reject belt trench etc. He should report his presence and nos. of labours present in particular
shift at CYO STG-I C/R.
(5) In each & every shift cleaning work must be under execution and perfect, if any case cleaning
work of reject belt trench & conveyor belt structure and deking plates of the trench not found in
particular shift then payment of Item Sr. No. 3 of schedule B will be not made for that particular
shift as well as penalty will be imposed Rs. 400/- for non-execution of this work for that
particular shift.
(6) The contractor shall have to arrange sufficient manpower for collecting coal rejects of running
unit and to stack the same in the area and manner as directed by Corporation’s supervisor /
officer. The sufficient means for collecting and transporting coal reject shall have to be arranged
by the contractor at his own cost.
(7) All tools and tackles required for this work shall be arranged by the contractor.
(8) Payment will be made on basis of volumetric contents of the trolley to be measured jointly by
engineer in charge & contractor used as transporting vehicles. Only permanent fitting on vehicle
will be considered for volumetric content of the vehicles, which will be verified from time to
time.
(9) If the contractor fails to carry out the job at any time and/or his working is found unsatisfactory,
the work shall get done at his risk and cost through departmental persons or through other

agencies and the extra expenditure incurred shall be recovered from the contractor, either from
his R. A .Bills and/or from his security deposit.
(10) For any dispute and/or ambiguity the decision of the Chief Engineer, GTPS shall be final and
binding on the contractor.
(11) The contractor should inform the name and address of his authorized and responsible
representatives to our office, so that our field officers can contact him as and when require in
connection with execution of the said work.
(12) The contractor shall submit his bill in triplicate along with necessary statement of monthly work
done along with supporting documents, like tractor trip slips, to concern site engineer for
recording and forwarding. The payment shall be made as per Corporation’s rules.
(13) The contract period is for 6 months from the date of starting the work, however the time limit can
be extended for further three months or till finalization of new tender on same rates and with
same terms & conditions with proportionate increase in work quantity.
(14) Rate quoted include cleanliness of site in all respect and hold good for work under all site
conditions like cold, rain, moisture etc.
(15) The quantities given in Schedule – “B” are purely approximate and it may vary widely,
Corporation shall not be responsible for such variation and no compensation will be allowed for
less quantities. Payment will be made only for actual work carried out.
(16) The contractor shall have to keep the coal reject trench perfectly clean round the clock.
(17) The contractor shall see that the spilled over coal in the trench shall be fed on the running reject
conveyor belt. In case of shut-down of the belt, the reject coal shall be removed from the trench
as well as from nearby the mills area immediately thorough tractors. and if required JCB/ Loader
should also to be arranged for speedy lifting of reject coal to meet plant requirement. There
should not be any delay in transportation during belt outage; all mill spouts should be kept
cleaned by contractor by engaging sufficient manpower.
(18) The coal reject trench is covered by the plates. The contractor shall have to remove the same for
cleaning the trench from one end to other end and shall refit the same after perfect cleaning.
(19) The contractor shall engage sufficient labours for cleaning the trench, handling the covering
plates and feeding of spilled over coal reject on the belt or in the tractors as directed by site
engineer.
(20) The contractor shall remove all material debris, metal piece, oil, water etc. from the trench. No
extra payment will be made for this work..
(21) Lighting arrangement will be provided but in case of failure of lighting at any location, the
contractor shall not refuse or find any excuse for not cleaning the trench.
(22) Contractor has to replace all types of rollers, skirt rubbers etc. as and when required as per the
instruction of site in-charge. He has to collect the required materials from coal plant maint.
Section and credit the replaced material at his own cost, and whatever the work done, the
statement should give to site-in-charge with location Nos. where the material is used.
(23) The contractor should see that all the idlers/rollers remain free and rotating and ultimately the belt
should run freely.
(24) There are lighting cables in the trench and the working space is very limited and awkward so that
contractor shall work with due care.
(25) The contractor shall shift the coal reject from the coal mill area and from coal reject hopper
regularly. The accumulation of coal reject in the hopper will not be allowed in any case as
accumulation of hot coal reject creates fire and burning of coal reject.
(26) In case of outage / failure of reject belt due to any reason, the contractor shall arrange to shift the
coal reject from coal mill area as well as the trench immediately by engaging sufficient means.
(27) There is a water-gutter besides the mill reject trench. Many times reject falls in the gutter and
chocking of gutter takes place, on such occasions the reject from the gutter and surrounding area
shall be removed immediately so that chocking of gutter may not take place.

(28) In case of any complaint regarding accumulation of coal reject in the mill area or in reject
hopper or in reject belt trench, the S.E. (Fuel) is empowered to levy penalty up to Rs.
1000/- per day.
(29) Each trip shall be supervised by GSECL representative at site at mill area and at the coal control
room. The contractor should take the signature of Corporation’s representative at mill area/reject
hopper area in each coal reject tractor slip and handover same to the representative at coal C/R as
directed by site in-charge.
(30) The contractor should maintain 3 to 4 tractor with sufficient labours round the clock in case of
belt outage. However during normal plant running contractor must maintain sufficient tractors
round the clock to empty out reject hopper & lift the reject coal lying if any around the mill area.
(31) Spilled over reject coal on the way of transportation (i.e. from hopper/mill area to reject yard)
should be lifted/removed manually by the contractor immediately at free of cost as per instruction
of site engineer.
(32) At a time of annual/capital shut-down the mill conveyor trench and surrounding area of Mills, has
to be completely cleaned within 2 to 3 days.
(33) The back door of tractor trolleys or dumpers should be properly fitted, so that coal should not
spilled from vehicle to road, during transportation. If coal spillage is observed from any vehicle
Rs. 10.00 (Rs. Ten Only) for tractor trolley trips and Rs. 30.00 (Rs. Thirty Only) per dumper trip
will be levied as penalty and contractor has to lift the spilled coal immediately from the road so as
to keep the road clean.
(34) When ever a preventive maintenance is to be carried out, and belt will be stopped for duration as
required. Contractor has to arrange for a sufficient tractors (Three to Four Tractors) and man
power during the above maintenance period for manual reject coal transport, in such a way that
no reject coal gets accumulated near mill side area and generation does not affected. There should
not be any complain from shift in charge engineer .
(35) The successful Tenderer will submit the list of his workers. List of his tractor nos. trolley nos.
actual volume of trolleys. Back door of trolleys/carriers should be in properly working condition
so that road on which they transport, does not filled with spilled coal from tractor trellis/carriers.
(36) All tractor trolleys or dumpers will have its registration number plate properly fixed and kept
cleaned. Moreover on both side of tractor trolley/dumper Sr. No. will be painted in 1 feet square
such like K-1, K-2, K-3 etc.
