Subject: - Revision of cost norms under Infrastructure Development component of Rashtriya Gram Swaraj Yojana (RGSY) for construction of Panchayat Ghars at Gram Panchayat level.
Sir,
Ministry of Panchayati Raj (MoPR) implements the Centrally
Sponsored scheme of RGSY for Training & Capacity Building of Elected Representatives and Functionaries of Panchayati Raj Institutions (PRIs).
The scheme has two components of (i) Training & Capacity Building
and (ii) Infrastructure Development. Under the Infrastructure Development component, grants are provided for construction of Panchayat Ghars at Gram Panchayat level. The costs under both the components are shared between Centre and States in the ratio of 75:25.
The cost norms of grants for construction of Panchayat Ghars have now been revised from Rs. 2.50 lakh (Central Share) to Rs. 10 lakh (total cost inclusive of State and Central share) per Panchayat Ghar at GP level. The Guidelines for the component of Infrastructure Development containing the revised cost norms are enclosed herewith.
Reference is also invited to D.O. letter No. N-11019/529/2010-RGSY
dated 14th December, 2010 from Dr. Sudhir Krishna, Additional Secretary, MoPR regarding achieving the target of having Panchayat Ghars in all Gram Panchayats by 31-03-2012 through MGNREGS, duly supplementing

prepare Action Plans for construction of Panchayat Ghars in GPs which do not have Panchayat Ghars, in a time bound manner.

GUIDELINES FOR THE INFRASTRUCTURE DEVELOPMENT
COMPONENT OF RASHTRIYA GRAM SWARAJ YOJANA
Objective of scheme: The Rashtriya Gram Swaraj Yojana (RGSY), which is in operation since 2006-07, aims at providing support to the initiatives of the States and UTs for Capacity Building and Training of the Panchayati Raj Institutions (PRIs) and their functionaries. While the major focus of the scheme is in the training related activities, it also provides grants for the development of Panchayat Infrastructure, mainly the Office Building of the Gram Panchayats commonly called as the GP Ghars. As a general rule, the location specific investments under the RGSY are to be incurred in the non-BRGF districts only. Funding Pattern and Cost Norms: (a) The Scheme is demand driven in nature and total project cost is to be shared between the Central Government and the States / UTs in the ratio of 75:25, i.e. 75% of the total project cost will be borne by Central Government where as 25% of the project cost would be borne by the States / UTs. (b) Each proposal would be considered in the light of cost norms which are given below. An increase (in the norms) of up to 20% would be admissible for the North-Eastern and Hill States. (c) While the labour component could be funded under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the material component can be funded under RGSY. Advisory issued by Secretary, MoPR dated 21-01-2010 on the subject, enclosed as Annex-I may be referred to in the matter. (d) The cost per GP Ghar would be Rs. 10 lakh for construction of new Panchayat Ghar. The State has to contribute its share on 75:25 basis, i.e. up to Rs. 2.50 lakh, towards construction of each new Panchayat Ghar. If the costs of the building exceed Rs. 10 lakh, then the cost in excess of Rs. 10 lakh would have to be met entirely by the States / UTs. (e) Funds under the Infrastructure Development component of RGSY shall henceforth be available for construction of new GP Ghars only.

Design: In the Gram Panchayat Ghar, there will be a meeting hall to
accommodate approximately 50 people, a room to accommodate the Gram Panchayat Office requirement and another room for public interface and ICT services. The toilet will be located outside the building. A stepped, low cost open amphitheatre may be provided near the building to be used for public functions, IEC activities, and large assemblies. On a broad estimate, the covered area for the Panchayat Ghar is approximately 130 sq.metres (inclusive of toilet facility).
With a view to imparting Gram Panchayats a National identity and
signature, Proto-type designs developed for the BNRGSKs / GP Ghars under the MGNREGS as enclosed may be suitably adapted for construction of the GP Ghars. Line sketch of BNRGSK is also enclosed for reference. However, there could be local design variations dependent on geo-climatic conditions and the availability of construction material & skills. State could also think of combined Gram Panchayat level office complex to accommodate the revenue and other Village level functionaries. The Gram Panchayat building design should accommodate future expansion. Submission of Proposal: States / UTs are required to collect authenticated district-wise data about the number of Gram Panchayats that do not have Panchayat Ghars. Based on this data, an Action Plan may be prepared for construction of Panchayat Ghars in all such Panchayats within a period of two years with clear timelines for various stages of construction. Based on this Action Plan, proposal may be formulated for seeking grants under RGSY, along with documentary proof regarding budgetary provision for the State share. Utilisation of previous grants:
The grants are expected to be utilised within 12 months of the release by the GoI. While forwarding proposals for further release of grants, it may be ensured that UCs wherever due along with detailed progress report, audit report (with ATR) have been submitted to MoPR. For grants released in preceding year, up-to-date physical / financial progress report with UC to be submitted. Checklist with proposal:

All proposals must be accompanied with the checklist at Annex-II duly filled up. The proposals for release of 2nd installment are required to be accompanied with the checklist at Annex-III. Physical and Financial progress:
For funds received under the scheme, States / UTs would be
required to provide Quarterly physical and financial progress reports as per proforma at Annex-IV. Names of individual Gram Panchayats and photographs of Panchayat Ghars being constructed are also required to be sent with the proposal for release of 2nd installment. In addition to the quarterly progress reports to be sent in hard copy, Physical / Financial progress is required to be uploaded on the PlanPlus software and the Monthly Progress Reporting System (MPReS) on the RGSY portal page in the National Panchayat Portal at <panchayat.gov.in /rgsy>. Fund flow mechanism: The grants under the scheme would be released to an Autonomous Organization nominated by the Panchayati Raj Department of States / UTs. For this purpose, a separate bank account shall be opened by the Autonomous Organization. The detail of the nominated Organization and the bank account, as per Annex–V is required to be furnished along with the proposal. Audit of Work: Regular physical and financial audit shall be carried out for each project at the end of the financial year. The audit of the accounts shall be done either by Local Fund Auditors or by Charted Accountants empanelled with the State Government or the State Accountant General. The audit reports together with action taken on the Auditors observations is required to be submitted along with the proposal for release of 2nd installment of grants. Social Audit and Monitoring: Apart from informing the Gram Sabha about the progress and quality of the work, boards shall be displayed at work sites indicating name of the scheme(s) and the source from which the Panchayat Ghars are being funded to enable the local people to know about the scheme. Submission of Utilisation Certificate and Audit Report:

The Autonomous Organization to whom funds are released will furnish Utilisation Certificate and Audit Report through the State Governments / UT Administrations in the format prescribed at Annex-VI.
