GuidelinesforCommunityCollegeAdmissionsandRegistrarsforTransferTicketStudents

TheseguidelinesareforstaffinCSCUCommunityCollegeAdmissions’andRegistrars’offices.Theguidelinesprovidestep-by-stepinstructionsfordetermininghowcreditstransferredintoyourcollegeshouldbehandledforstudentswhohavedeclaredaCSCUPathwayTransferAssociatesDegree,programsdevelopedthroughtheBOR’sTransferandArticulationPolicy(TAP)andmarketedasTransferTickets.

Inadditiontotheseguidelines,wehavedevelopedtwowebsitestohousetheinformationyouwillneedtohelpTransferTicketstudentssuccessfullytransferintoyourcollegeandthentoaCSCUfour-yearcollegeoruniversity.Thefirstofthesewebsites—theTransferNavigator—isdesignedforstudentsandadvisors;itprovidescleardescriptionsofthedegrees,theirrequirements,aswellasgeneralanddisciplinaryinformationfortransferringtofour-yearprograms.Thesecondwebsite—theTransferandArticulationPolicy(TAP)Pages—holdsinformationfaculty,staff,andadministratorsneedtodevelop,implement,receive,andmaintainCSCU’sTransferTickets.

InordertoevaluateincomingstudentcreditsforTransferTicketapplicability,youwillneedoneormoreofthesedocumentsandresources:

• Student’sDegreeWorksAuditfromthesendingConnecticutCommunityCollege(providedbystudentwithapplication)

• Student’sTranscript(s)fromthesendingConnecticutCommunityCollege,CSU,COSC,ornon-CSCUcampus(providebystudentwithapplication)

Usingtheseguidelines

Afterreviewingpages1-4,youshouldturntopages4-13,whicharebroadlyorganizedaccordingtoreceiving(1)courseswithinthe60-creditTransferTicket,and(2)coursesoutsidetheTransferTicket.IdentifyingTransferTicketstudents

TransferTicketsarefullydesignatedassociatedegreeprogramsthatstudentsdeclareastheywouldanymajor.TheywerecreatedbydisciplinaryfacultythroughtheBoardofRegents’TransferandArticulationPolicy(TAP).AlthoughtheywillappearonstudentrecordsasaCSCUPathwayTransferA.A./A.S.Degree:[Discipline]Studies,thisdocumentwillrefertothesedegreesasTransferTickets.Additionally,TransferTicketstudentswillsubmitaDegreeWorksAuditthatidentifiesthedegreerequirementseachcoursefulfills.SeesampleCommunityCollegetranscriptandDegreeWorksauditonthenextpage.

Generalcontext

CompletedTransferTicketsprovidefourimportantpromisesforstudentswhotransfertoaCSUorCOSC:

1. TransferTicketsfulfill60-creditsofthebaccalaureatedegree(inthesamediscipline)atanyCSUorCOSCofferingthatdegree;

2. GuaranteedenrollmentatanyCSUorCOSC(withtheprovisothatsomeprogramshaveadditionalrequirements);

3. TransferTicketstudentscanenrollataCSUorCOSCcampusofferingthatprogramwithjuniorclassstanding;and

4. Upontransferinthesameordesignateddiscipline,thosetransferstudentswillneedonlyanother60-62additionalcreditstoearnabaccalaureatedegreefromthereceivingCSUorCOSC.

Inordertoreceivetheseguarantees,studentsmustcompleteaTransferTicketassociatedegree.(Insomecases,studentswillreceivetheassociatedegreeviareversetransfer.)EachTransferTicketassociatedegreeclearlyspellsouttherequirements(60-61creditsworth)thatwillcountattheStateUniversitiesandCharterOakStateCollegeashavingbeencompletedforthecorrespondingbaccalaureatedegree.Theremainingrequirements(almostalways60credits)neededtocompletethebaccalaureatedegreeinthemajorarealsoclearlyspelledout.

TheStateUniversitiesandCharterOakStateCollegewillcontinuetorequirestudenttranscriptsfromeachinstitutionwherethetransferringstudentreceivedcreditforcollege-levelcourses)upontransfer.Inmostcases,theDegreeWorksandgraduationauditsatthedegree-grantingCommunityCollegewilldeterminehowcourseswilltransferandbeawardedcreditattheStateUniversityorCharterOakStateCollege. TheCommunityCollege’sauditswillberespectedunlessachangebenefitsthestudent.TransferringCoursesintoaTransferTicketdegreeTheTransferTicket’s60-61creditsaredividedintotwoparts:

• FRAMEWORK30,comprisesentirelygeneraleducationcoursesdefinedbycompetency,and• PATHWAY30,includesrequirementsspecifictotheprogram,butcanalsoincludesomegeneral

educationandopenelectives.

WhenastudentenrolledinaTransferTicketprogrambringscreditsfromanotherinstitution,youwillneedtodeterminewhetherthecoursesbelonginthePathway30ortheFramework30.Thestepsyoutakewillbedeterminedbywherethestudenttookthecourses:(A)ataCSCUinstitution,and/or(B)atanon-CSCUinstitution.

Althoughtheterms“TAP,”“FRAMEWORK30,”and“PATHWAY30”appearontheDegreeWorksaudit,theydonotappearontheadvisingmaterialsprovidedstudents.Asaresult,studentswillnotbefamiliarwiththeseterms.Don’tbesurprisedordismayed.StudentscansuccessfullynavigatetheirCSCUTransferTicketexperiencewithoutusingtheseterms.

EvaluatingcreditstransferredintoaTransferTicketdegree• Thefollowingstep-by-stepinstructionsarearrangedaccordingtowherethestudent’scredits

originated,withseparateinstructionsforFRAMEWORK30andPATHWAY30evaluations.A. TransferofCoursesfromCSCUSchoolsStudentswhotransfercoursesamongCSCUschoolswillfallintothreecategories,andtheirDegreeWorksauditsandtranscriptswillprovidedifferentinformation.

AsyouevaluateincomingcoursesforFRAMEWORK30competencies,youneedtokeepinmindtwoguidingprinciples:

1.YouneedtofindsolutionsthatallowstudentstocompletetheTransferTicketandCSU/COSCBachelor’sdegreewithasfewcreditsaspossible.2.Thereshouldbenosubstitutions.

A1andA2.CoursesfromCSCUCommunityCollegeswilltransferintotheFRAMEWORK30bycompetency;theydonotneedtohaveanequivalentcourseatyourschool.

EachcommunitycollegecertifiescoursesforTAPFramework30competencies.ManycoursesthatarecommontothecommunitycollegesarecertifiedforthesameFramework30competencyandtransfereasilyfromonecollegetoanother.Forexample,Sociology101,PrinciplesofSociology,inmostcases,fulfillstheSocialPhenomenacompetency.

AllcoursestransferredwithintheFramework30needtohavemetaFramework30competencyateitherthecampusthatgrantedthecreditsoratthecampusthatreceivedthecredits.Extracoursescompletedinacompetencycannotberedistributedtoanothercompetencyoutsideoftheparametersspecifiedintheseguidelines.Inmostcases,therequirementsatthecommunitycollegeatwhichthestudentisgrantedtheassociatesdegreewilldeterminehowtransfercourseswillbecounted.

FormanyTransferTicketprograms,specificcoursesarerequiredforsomeoftheFRAMEWORK30competencies.Inmostcases,thesecoursearethesameamongtheCommunityColleges.Incaseswhenthatarenot,youwillneedthedetailedprogramdocumentstoidentifyequivalentcoursesatotherCommunityCollegesorataStateUniversityorCharterOakStateCollege.Intheexampleonpage3,youwillnoticethattheEnglishStudiesTransferTicketrequiresaspecificcoursefor“WrittenCommunicationII”thatdiffersfromcampustocampus.Oncethatrequirementissatisfiedatonecampus,thatrequirementissatisfiedfortheEnglishStudiesTransferTicket,nomatterwherethestudentcompletestheFRAMEWORK30.

AnycreditsabovethenumberrequiredintheTransferTicketdegreecanbetransferredtothereceivingCSUorCOSCandcountedtowardstheremainingcreditsif

• thecreditsmeetgeneraleducation,program,orelectiverequirementsinreceivingdegreeprogram,and

• thestudentmeetstheminimumresidencyrequirementsatthereceivingcampus.

Note,however,anycreditstransferredbeyondthecreditsrequiredfortheTransferTicketassociatedegreeareNOTcoveredbytheTransferTicketguarantees.

Manycourseswilltransferinonacourse-by-courseequivalencybasiswiththefollowingclarificationsandexceptionsdescribedbycategoryoftransferstudent.

Followyourexistingprocessforevaluatingcourseequivalencies.IfatransferredcourseisdeterminedtobetheequivalentofacoursewithintheFRAMEWORK30,itcountsasthatcourseandfulfillsthatcompetency,regardlessofwherethestudenttookthecourse.Incaseswhereacoursetakenoutsidethesystemdoesnothaveanexactequivalentatyourschool,butitisneverthelessclearthatitfulfillsacompetency,whenpossiblegrantthecourseequivalencyinthebestinterestsofthestudentandthetotalaccumulationofcredits.B2.ReceivingPATHWAY30Coursesfromnon-CSCUSchoolsForthePATHWAY30,followcourse-by-courseequivalencywheneverthereisaspecificcourserequirement.InsomeTransferTickets,studentsareallowedfairlyopenchoices.Forinstance,inthe
