10/05/2017 Guidelines for Community College Admissions and Registrars for Transfer Ticket Students These guidelines are for staff in CSCU Community College Admissions’ and Registrars’ offices. The guidelines provide step-by-step instructions for determining how credits transferred into your college should be handled for students who have declared a CSCU Pathway Transfer Associates Degree, programs developed through the BOR’s Transfer and Articulation Policy (TAP) and marketed as Transfer Tickets. In addition to these guidelines, we have developed two websites to house the information you will need to help Transfer Ticket students successfully transfer into your college and then to a CSCU four-year college or university. The first of these websites—the Transfer Navigator—is designed for students and advisors; it provides clear descriptions of the degrees, their requirements, as well as general and disciplinary information for transferring to four-year programs. The second website—the Transfer and Articulation Policy (TAP) Pages—holds information faculty, staff, and administrators need to develop, implement, receive, and maintain CSCU’s Transfer Tickets. In order to evaluate incoming student credits for Transfer Ticket applicability, you will need one or more of these documents and resources: Student’s Degree Works Audit from the sending Connecticut Community College (provided by student with application) Student’s Transcript(s) from the sending Connecticut Community College, CSU, COSC, or non-CSCU campus (provide by student with application) General Education Courses by Category Lists (scroll down to find links to lists for your campus and any sending Connecticut Community Colleges) Transfer Ticket Program Sheets spelling out degree requirements at the sending community college Transfer Ticket Program Sheets spelling out degree requirements at your CSU or COSC Disciplinary Pathway Documents detailing how each Transfer Ticket is received at the CSUs and COSC CSCU Course Equivalency Tools If you cannot find the answer to your questions in the following guidelines or at the two websites, please contact your campus’s FIRC representative or the TAP Co-Managers. Using these guidelines After reviewing pages 1-4, you should turn to pages 4-13, which are broadly organized according to receiving (1) courses within the 60-credit Transfer Ticket, and (2) courses outside the Transfer Ticket. Identifying Transfer Ticket students Transfer Tickets are fully designated associate degree programs that students declare as they would any major. They were created by disciplinary faculty through the Board of Regents’ Transfer and Articulation Policy (TAP). Although they will appear on student records as a CSCU Pathway Transfer A.A./A.S. Degree: [Discipline] Studies, this document will refer to these degrees as Transfer Tickets. Additionally, Transfer Ticket students will submit a Degree Works Audit that identifies the degree requirements each course fulfills. See sample Community College transcript and Degree Works audit on the next page.

GuidelinesforCommunityCollegeAdmissionsandRegistrarsforTransferTicketStudents

TheseguidelinesareforstaffinCSCUCommunityCollegeAdmissions’andRegistrars’offices.Theguidelinesprovidestep-by-stepinstructionsfordetermininghowcreditstransferredintoyourcollegeshouldbehandledforstudentswhohavedeclaredaCSCUPathwayTransferAssociatesDegree,programsdevelopedthroughtheBOR’sTransferandArticulationPolicy(TAP)andmarketedasTransferTickets.

Usingtheseguidelines

CompletedTransferTicketsprovidefourimportantpromisesforstudentswhotransfertoaCSUorCOSC:

1. TransferTicketsfulfill60-creditsofthebaccalaureatedegree(inthesamediscipline)atanyCSUorCOSCofferingthatdegree;

2. GuaranteedenrollmentatanyCSUorCOSC(withtheprovisothatsomeprogramshaveadditionalrequirements);

3. TransferTicketstudentscanenrollataCSUorCOSCcampusofferingthatprogramwithjuniorclassstanding;and

4. Upontransferinthesameordesignateddiscipline,thosetransferstudentswillneedonlyanother60-62additionalcreditstoearnabaccalaureatedegreefromthereceivingCSUorCOSC.

Inordertoreceivetheseguarantees,studentsmustcompleteaTransferTicketassociatedegree.(Insomecases,studentswillreceivetheassociatedegreeviareversetransfer.)EachTransferTicketassociatedegreeclearlyspellsouttherequirements(60-61creditsworth)thatwillcountattheStateUniversitiesandCharterOakStateCollegeashavingbeencompletedforthecorrespondingbaccalaureatedegree.Theremainingrequirements(almostalways60credits)neededtocompletethebaccalaureatedegreeinthemajorarealsoclearlyspelledout.

TheStateUniversitiesandCharterOakStateCollegewillcontinuetorequirestudenttranscriptsfromeachinstitutionwherethetransferringstudentreceivedcreditforcollege-levelcourses)upontransfer.Inmostcases,theDegreeWorksandgraduationauditsatthedegree-grantingCommunityCollegewilldeterminehowcourseswilltransferandbeawardedcreditattheStateUniversityorCharterOakStateCollege. TheCommunityCollege’sauditswillberespectedunlessachangebenefitsthestudent.TransferringCoursesintoaTransferTicketdegreeTheTransferTicket’s60-61creditsaredividedintotwoparts:

• FRAMEWORK30,comprisesentirelygeneraleducationcoursesdefinedbycompetency,and• PATHWAY30,includesrequirementsspecifictotheprogram,butcanalsoincludesomegeneral

educationandopenelectives.

WhenastudentenrolledinaTransferTicketprogrambringscreditsfromanotherinstitution,youwillneedtodeterminewhetherthecoursesbelonginthePathway30ortheFramework30.Thestepsyoutakewillbedeterminedbywherethestudenttookthecourses:(A)ataCSCUinstitution,and/or(B)atanon-CSCUinstitution.

Althoughtheterms“TAP,”“FRAMEWORK30,”and“PATHWAY30”appearontheDegreeWorksaudit,theydonotappearontheadvisingmaterialsprovidedstudents.Asaresult,studentswillnotbefamiliarwiththeseterms.Don’tbesurprisedordismayed.StudentscansuccessfullynavigatetheirCSCUTransferTicketexperiencewithoutusingtheseterms.

A1.StudentswhodeclaredaTransferTicketmajoratanotherCSCUCommunityCollege.TheDegreeWorksauditwillidentifytheFRAMEWORK30andthePATHWAY30courses.ItwillalsoidentifycourseswithintheFRAMEWORK30bythecompetencytheymetatthesendingCommunityCollege.Inapplicablecases,uptotwoAdditionalGeneralEducationcoursesinthePATHWAY30willbeidentifiedasfulfillingeither“Creativity”or“GlobalKnowledge.”Ifyouencounterdifferencesbetweenthecoursesofferedatthesendingandreceivingschools,youwillneedtofollowstep-by-stepinstructionsonpage4and6forthosespecificcourses.

1.YouneedtofindsolutionsthatallowstudentstocompletetheTransferTicketandCSU/COSCBachelor’sdegreewithasfewcreditsaspossible.2.Thereshouldbenosubstitutions.

A1andA2.CoursesfromCSCUCommunityCollegeswilltransferintotheFRAMEWORK30bycompetency;theydonotneedtohaveanequivalentcourseatyourschool.

EachcommunitycollegecertifiescoursesforTAPFramework30competencies.ManycoursesthatarecommontothecommunitycollegesarecertifiedforthesameFramework30competencyandtransfereasilyfromonecollegetoanother.Forexample,Sociology101,PrinciplesofSociology,inmostcases,fulfillstheSocialPhenomenacompetency.

AllcoursestransferredwithintheFramework30needtohavemetaFramework30competencyateitherthecampusthatgrantedthecreditsoratthecampusthatreceivedthecredits.Extracoursescompletedinacompetencycannotberedistributedtoanothercompetencyoutsideoftheparametersspecifiedintheseguidelines.Inmostcases,therequirementsatthecommunitycollegeatwhichthestudentisgrantedtheassociatesdegreewilldeterminehowtransfercourseswillbecounted.

FormanyTransferTicketprograms,specificcoursesarerequiredforsomeoftheFRAMEWORK30competencies.Inmostcases,thesecoursearethesameamongtheCommunityColleges.Incaseswhenthatarenot,youwillneedthedetailedprogramdocumentstoidentifyequivalentcoursesatotherCommunityCollegesorataStateUniversityorCharterOakStateCollege.Intheexampleonpage3,youwillnoticethattheEnglishStudiesTransferTicketrequiresaspecificcoursefor“WrittenCommunicationII”thatdiffersfromcampustocampus.Oncethatrequirementissatisfiedatonecampus,thatrequirementissatisfiedfortheEnglishStudiesTransferTicket,nomatterwherethestudentcompletestheFRAMEWORK30.
