GUIDELINES 2015

The state government recognises that supporting the growth of a vibrant city is fundamental to the success of the state’s growth and economy.

The state government is now offering a grant incentive known as ‘City Makers’ to support the entrepreneurial and creative community of Adelaide. This incentive will allow successful applicants who are innovative and imaginative to deliver quality programs, projects, events and small venues significant to Adelaide, enabling social and economic returns to the State through entrepreneurship, public art and street activation.

Artists and entrepreneurs have been significant contributors to the state government’s strategic priority of ‘Creating a Vibrant City’ (CVC). Through the CVC initiative, many new small venues, cafes and artist studios have been able to open. This has been instrumental in revitalising and activating some of the city’s once disused spaces and small streets into unique and attractive places. The state government is also committed to supporting Adelaide’s live music scene and strongly investing in a range of art and cultural organisations.

City Makers was established to assist with costly building compliance issues such as noise, safety and accessibility when embarking on new ventures, and placemaking or street activation initiatives.

Small venues and placemaking are key to creating safe and vibrant public spaces which strengthen the connection between the community and the places they share by adding to the amenity, activity and appearance of a place.

Building compliance can include but is not limited to the following:

¿¿ Noise attenuation measures

¿¿ Fire safety

¿¿ Heritage considerations

¿¿ Accessibility requirements

City Makers also provides funding assistance and support to enthusiastic members of the community looking to undertake innovative and imaginative projects which benefit users of a public place with potential to maximise community use and interaction in a positive way.

Placemaking projects can include but not limited to the following:

¿¿ Street art

¿¿ Community events

City Makers may offer successful applicants grants of up to $20,000 for compliance related costs. Each application will be assessed on its merits to determine eligibility and the amount of funding that is required for the project.

City Makers Incentive 2015

Who is eligible to apply?The City Makers Incentive offers support in delivering small scale projects. Eligible applicants include:

¿¿ Entrepreneurs

¿¿ Sole traders

¿¿ Registered businesses

¿¿ Artists in entertainment and performance spaces and studios

¿¿ Community groups

¿¿ Partnerships

What will be funded?The following are eligible to receive funding (subject to an assessment):

¿¿ Fire safety issues

¿¿ Noise attenuation requirements including acoustic reports

¿¿ Heritage considerations

What will not be funded?The following are ineligible to receive funding:

¿¿ Application lodgement fees (including council and liquor licensing & any permit applications)

¿¿ Renewal of licenses or permits

¿¿ Private certification fees for building rules consent

¿¿ Project management fees

¿¿ Consultation advice fees

¿¿ Legal advice

¿¿ Advertising or marketing for promotion of the business

¿¿ Fit-out costs (except as related to fire safety, accessibility and noise)

¿¿ Retrospective applications where applications are completed and requests for reimbursement of funds already spent

¿¿ Projects that already receive or require ongoing recurrent state government funding

¿¿ Building maintenance (renovation, repairs)

¿¿ Purchase/ lease of real estate fees

¿¿ Purchase of equipment

¿¿ Request for skill development or training

¿¿ General fundraising activities

¿¿ Individuals and/or businesses that are not partnering with community

¿¿ Salaries for project group members

¿¿ Travel and private expenses

¿¿ Purchases or expenses related to privately owned items

¿¿ Repeat project in the same place in consecutive grant rounds

¿¿ Projects that are within spaces that may restrict general public access and/or of limited usage

¿¿ Projects which may have an adverse impact on neighbouring residents or businesses

¿¿ Improvements to major fixed infrastructure

How much funding is available?BUILDING CompLIaNCE

¿¿ City Makers may offer successful applicants grants up to $20,000 for compliance related costs. Each application will be assessed on its merits to determine eligibility and the amount of funding that is required for the project.

pLaCEmakING

¿¿ City Makers may offer successful applicants assistance to the maximum value of $20,000 for placemaking projects. Each application will be assessed on its merits to determine eligibility and the amount of funding that is required for the project.

Making an applicationThe application process requires all applicants to prepare and submit 3 copies of the required documentation (if posting) to Renewal SA for consideration. A failure to successfully complete the application process may result in the application being rejected.

¿¿ evidence of leasing arrangements or legal rights to occupy the premises

¿¿ registered Australian Business Number (ABN)

¿¿ floor plans

An applicant must:

¿¿ have a registered Australian Business Number (ABN)

¿¿ be undertaking the project within the city of Adelaide

¿¿ have a leasing arrangement in place or legal rights to occupy the premises

¿¿ have a solid business plan

¿¿ ensure all relevant development approvals and permits are obtained

¿¿ delivering benefit to the community

¿¿ able to be delivered within allocated timeframe as outlined in the terms and conditions

¿¿ showing evidence of collaboration and/or partnerships

¿¿ involving community members in planning and participating in the project

Applications must include the following documentation in order for a full assessment to occur:

¿¿ application form

¿¿ project proposal/concept

¿¿ overall estimated project cost

¿¿ concept plans

¿¿ evidence of permission to use space

An applicant must:

¿¿ be undertaking the project within the city of Adelaide

Applicants who do not meet the requirements or do not provide the relevant documentation will not be considered and will be asked to reconsider or resubmit their application.

The first round of applications will close on Friday, 27 March 2015. Applicants will be required to lodge their application prior to the closing date for consideration. Each application will be assessed in the order they are received against the prescribed criteria outlined in the guidelines. An internal Government panel established by Renewal SA will meet in the first week of April to assess each application.

As part of the assessment criteria, each application will be judged on its consistency with the overall aim of the City Makers Incentive program.

Once applications have been determined, successful applicants will be notified of a decision in writing by the end of April 2015 and a transfer of funds will be approved by the General Manager, People and Place Management at Renewal SA.

Assessment criteriaApplications are assessed and prioritised based on how well the project meets the following criteria:

FUNDING CoNDItIoNS

The following conditions will be expected of any financial assistance recipients:

1. Complete the project as stated in the application

2. Meet all key milestones and obligations as defined in the funding agreement

3. Funding will only be applicable to applicants who are able to provide evidence of quotes for costs of works

4. City Makers is a one-off grant round where only one grant will be offered to any applicant in any financial year

5. Projects must be undertaken within Adelaide as defined by North, East, South & West Terrace and the Riverbank Precinct to be eligible for City Makers

6. All building works are to be completed a fortnight prior to the end of each financial year

7. Public liability must be obtained to a minimum of $20,000,000 for all placemaking projects

8. A second round of applications may be sought
