The Yukon’s travel for medical treatment program is available to help eligible residents with the cost of medically necessary transportation.

This guide will help you plan your medical travel, both before you leave and while you are in treatment and recovery. The hints will help you to have a more comfortable experience. The more you plan ahead, the easier your medical travel will be.

It is important that you know that if you have an accident or become ill while you are travelling anywhere outside the Territory, the Yukon Health Care Insurance Plan will not pay for ambulance or evacuation. As well, the plan only covers a basic rate for hospital stays. Prior to travel you should purchase private travel insurance or extended medical benefits to obtain further coverage.

How to useThe guide is organized by Yukon, Calgary, Edmonton, Vancouver and Government of Canada.

Use the information in these introductory pages for a quick review.

The phone numbers and website addresses in the second part of this guide will help you contact the necessary places you are going. Be aware that this contact information may change over time.

Note that the list of accommodations is not comprehensive. Inclusion here does not indicate that they are recommended over any other accommodation. Anything listed here is generally close to a hospital. Some may have kitchenettes.

In some cases, there are separate or additional health services for First Nations members. These are listed under First Nations in this guide.

number, even to make local calls. Some 1-800 numbers apply only in their home region.

Social workers at hospitals in British Columbia, Alberta and Yukon can help you find accommodations, resources and support services, but they cannot counsel you or provide social assistance or child protection. You will need to contact the Yukon Department of Health and Social Services for these services.

The Government of Yukon provides medical travel benefits for Yukon residents registered with the Yukon Health Care Insurance Plan. Residency comes into effect 90 days from the date of establishing your home here.

The program covers the cost of transportation from your home community to the nearest centre where medical services can be provided. This may include vehicle mileage or airfare from your community to the centre where you will receive medical care.

Travel benefits are only provided when diagnosis, treatment or follow-up is not available locally. Note that some treatments are not insured.

The medical travel program covers only those services deemed to be medically necessary.

Applications for medical travel must be certified by a Yukon physician or community health care nurse and sent to the Yukon medical travel program for approval prior to any travel being arranged. Your medical travel must originate in Yukon.

Be sure to take the proper forms with you as you travel (see Expenses Section). They must be signed by attending health care practitioners at all of your appointments or while in the hospital.

If you have to be medevaced from Yukon, you will be covered only if you are a Yukon resident. (It is possible that you may return to Yukon on the medevac plane if it is empty, but the return trip is not guaranteed. Be prepared to pay for your flight back and apply to be reimbursed later.)

ExpensesSome expenses are not covered, including transportation, other than by ambulance, meals and hotel accommodation.

As an outpatient, you may receive a subsidy of $75 per day for up to 90 days, to cover accommodation, meals and transportation starting on the second day of medical travel. This assistance, along with a set mileage rate, is also available for patients travelling from Yukon communities to Whitehorse or Outside of the Territory for

treatment. This subsidy does not apply to those who are admitted to hospital or a health care facility.

You must be prepared to pay for accommodation, meals and transportation if you receive these services as an out-patient. You will also have to pay some medical costs, including supplies such as crutches or casts.

Keep all of your receipts so you can be reimbursed for those costs eligible for travel assistance.

EscortsIf you want to have someone travel with you, it must be stated on your travel application.

Eligibility to have an escort accompany you requires a recommendation by your physician and approval by the medical travel program.

Factors taken into account include your physical condition, age and knowledge of English. Approved escorts may be eligible for subsidized travel.

If you need financial assistance for such expenses as housing, contact your local social assistance worker prior to leaving home.

Extended health care plans

Know what your extended health insurance pays for.

Are you or a family member a status First Nation or Inuit, or do you work for the Canadian armed forces, RCMP or federal government? If so, contact the human resources supervisor at Health Canada, Non-Insured Health Benefits (NIHB) to discuss medical travel benefits.

Your escort is expected to be with you at all reasonable times to assist physically and emotionally with travel and appointments.

If you have an escort, review with them their rights and responsibilities.

If you are medevaced out, the nurse or doctor accompanying you will ensure that you are safely transferred to the hospital but they will not remain with you.

All children under 19 (18 if covered by NIHB) require an escort. Under certain circumstances, if a child

is critically or terminally ill, both parents may be approved as escorts prior to travel. Note that the NIHB policy is that only one person may escort.

Gather as much information as you can about your travel plans and where you will be treated. Your doctor or nurse may be able to help you with that.

Discuss any anxiety or fears about the flight or your medical condition with a health professional.

If you are a member of a First Nation and think you may need assistance while away, let the First Nation health administration know where you are going and when.

Some items to discuss with your nurse or doctor before you leave home:

› your diagnosis and treatment plan

› the reason for tests and treatments, and the risks involved

› what decisions you may have to make about your treatment

› whether you will be an inpatient, an outpatient or both

› the amount of time you can expect to be away

› confirmation letters you will need

› discharge requirements

› follow-up care, both away and at home

If you are diabetic and use insulin needles or are using medication, obtain a letter from your physician stating your condition and requirement to carry insulin needles. This will help avoid any problems at airport security.

What shouldn’t you bring?

› valuable items such as jewellery, large sums of money or extra credit cards

› your cellphone; you will have access to a landline

› radio or laptop computer

› a lot of extra clothing

Learn about where you are going

Call or check the website of the hospital or health centre you are going to for the following information:

› maps of the hospital and surrounding area

› transit information to and from the hospital, including times for travelling

› a list of affordable hotels and medical lodge accommodations close to the hospital

› any accommodation in the hospital or nearby for relatives, if this is appropriate for your situation

When you book your accommodation, ask if there is a

› Mention any special needs you have. If you require a wheelchair or motorized cart to get on and off the airplane, or if you have special food requirements, book this in advance with the airline. (When checking in, remind the airline about your needs.)

› Pack a carry-on bag with your identification, money, credit cards, medical forms and personal essentials. This includes sleeping clothes and all medications or medical supplies, in case your luggage is lost.

Planning your travel › Check with your airline about

the amount of luggage and carry-on bags allowed, what substances you can carry onto the plane, and what needs to be in your checked luggage.

› Make a plan for what you will do when your plane arrives at your destination. Acquaint yourself with the services available.

› Find out where you will pick up your baggage. If you think you will need help getting your luggage or finding transportation at the airport, ask for a “meet and assist” notation to be included in your booking.

› Bring change — usually a loonie — for the coin-operated baggage cart at the airport.

› If someone is meeting you at the airport, find out who that will be, where to meet them and where you will be going after that. Some hotels or medical lodgings will pick you up at the airport.

› Find out about shuttle services which are less expensive than taxis to get you to your hotel.

At the departure airport › Arrive at the airport two hours

ahead of time to check in so you can get a comfortable seat and confirm special arrangements.

› Alert the staff if you need a wheelchair or other assistance.

› Spend time walking around the terminal for exercise.

› Eat before you board the plane. Avoid stimulants such as caffeine and depressants such as alcohol.

› Go to the bathroom even if you don’t feel like it.

When you land › Stay seated and wait for

assistance from the flight attendant. If necessary, use the buzzer above the seat or advise a passenger if you can’t see the flight attendant or reach the buzzer.

› If you are confused about anything or haven’t heard directions, ask the airline staff or other passengers before leaving the plane.

› If you need help in the airport, use the white courtesy phones

On the plane › Drink juice or water whenever

it is served, not alcohol, to avoid dehydration.

› Chew gum or suck candies if your ears hurt with the changes in air pressure.

› Take something easy but interesting to read.

› Think over your preparations and plans; write down what still needs to be done.

› Don’t hesitate to ask for assistance or advice; other passengers can be helpful.

marked “?” or “INFO.” This could be to get a taxi, find ground transportation or for help getting a wheelchair.

› To avoid tiring yourself, use the moving sidewalks, escalators and elevators.

› If necessary, ask for help taking your luggage off the carousel. Use a baggage cart or hire a porter. Be prepared to tip the porter.

› If you are taking a shuttle bus, you will have to buy your ticket for the correct service.

Tell the driver your destination before buying a ticket and, if necessary, ask for help with your luggage.

› a computer terminal available so you can print out information

› social workers for each ward, available by phone or in person, who can contact other services you may need both inside and outside the hospital

› First Nation liaison workers or social workers conversant in other cultures

which is usually at the main entrance.

› Check to see if you will have a private or semi-private room, which are sometimes available for a cost.

› You can eat your own food, within limits.

› You should discuss any special diet you are on with the dietician.

Discharge › Expect to be given a discharge

plan for further treatment or prescribed drugs.

› Share your discharge plan with your home physician or nurse practitioner.

For parents of children in the hospital

› In advance, honestly discuss with your child what will happen to make them well.

› Use a doll or puppet to illustrate treatments.

› Stay with your child and hold them as much as possible.

› Decorate your child’s crib or bed.

› Be honest about when you are coming and going from their room.

› Leave your child with something of yours, such as a picture, piece of clothing, drawing or tape recording of your voice.

› Ask social workers, First Nation child care workers, parent advisors or volunteers for ideas.

Health Canada, through the First Nation and Inuit Health Branch, Non-Insured Health Benefits (NIHB) program, provides assistance for travel, meals and accommodation for medical transportation for eligible First Nation and Inuit patients and escorts. All medical transportation must be approved in advance through NIHB, including the provision of an escort for medical, legal or interpretive reasons.

It is important that you inform your First Nation (social program director, community health representative or social assistance administrator) if you are leaving your community for health care purposes. They can assist in the event that you need help with expenses not covered by NIHB.

Whitehorse General Hospital, through the First Nations Health Program, provides personal assistance and support to First

Nations patients and families while in hospital. The program is staffed by First Nations members. A liaison worker will contact you if you are in the Whitehorse hospital. Interpreters, a First Nations dietician, a healing room and traditional medicine are available.

Most hospitals in Vancouver, Edmonton and Calgary have First Nation liaison workers on staff. There may also be volunteers who can help you with advice, spiritual and healing practices, food preferences and personal problems. You do not have to

be registered with Indian and Northern Affairs Canada to receive this service.

If you know the hospital you are going to, call or check the website for First Nation services. If you are already in the hospital, ask a nurse or social worker to have someone from the First Nations services contact you.

Vancouver, Edmonton and Calgary also have native friendship centres or other First Nation organizations with specialized counsellors and support programs.
