UST HistoryThe University of Santo Tomas (UST) is the oldest existing university in Asia and, in terms of student population, the largest Catholic University in the world located in one campus. It was through the pioneering efforts of Bishop Miguel de Benavides, O.P., (1550-1605), the third Archbishop of Manila, who donated his personal funds and books, that the University of Santo Tomas was founded on April 28, 1611. The University was originally conceived as a school to prepare young men for priesthood. Originally located within Intramuros, the Walled City, UST was first called Colegio de Nuestra Senora del Santisimo Rosario and later renamed Colegio de Santo Tomas, in memory of the foremost Dominican theologian, St. Thomas Aquinas.It became a university in 1645 by the order of Pope Innocent X.The University holds three distinct titles: Royal granted by King Charles III of Spain in 1795; Pontifical bestowed by Pope Leo XIII on September 17, 1902; and Catholic University of the Philippines conferred by Pope Pius XII in 1947.It was transferred from Intramuros to its present location along Espana Boulevard, Sampaloc, Manila in 1927.In 2011, UST held a year-long celebration to commemorate its 400th anniversary, a reaffirmation of USTs commitment to its mission of building the Church, the family and the nation.

Office of Public Affairs (OPA)(Main Building, ground floor, Room 103, left hallway)731-3544 / 786-1611 local 8315The Office of the Public Affairs (OPA) takes charge of the systematic design and implementation of the Universitys public relations program within USTs integrated communication plan. Guided by the Mission and Vision of the University, its task includes gathering or receiving information that the Office packages into functional media forms for dissemination to USTs internal and external publics upon coordination with the Office of the Secretary General.It organizes and manages special events geared towards eliciting appreciation and support of the Universitys programs. It also attends to UST guests and visitors.The Academia, the official international bulletin of the University, the UST brochure, and other information materials on the University are published by this office.

Santo Tomas e-Service Providers (STePs)(Main Building, mezzanine floor, left wing) 406-1611 local 8311Initially named UST Computer Center whet it was established in 1979, the Santo Tomas e-Service Providers (STePs) offers the University with computerized services that include the following: Computer Services and Helpdesk (Computing Services), Network and Hardware Operations (Communication Services), and Software and Applications System Development (ISD-Software Development). The Software and Applications System Development Team holds office at the UST Data Center Building (beside the TARC building), while the Computer Services & Helpdesk and the Network & Hardware Operations Teams are found at the west wing mezzanine floor of the Main Building.The Helpdesk Team assists in the processing, printing, and encoding of jobs, and serves as trainor for users of newly-implemented software. The Software and Applications System Development Team maintains all current application programs; and is also in charge of developing applications, programs, and all other systems related to the software and application needs of the University. The Network & Hardware Operations Team handles matters related to wired and wireless connectivity, system infrastructure, maintenance of servers, and other hardware requisites of UST. It also functions as the over-all overseer of all the computerized operations of the University.The STePs handles services that pertain to computerized systems from home-grown applications to Wi-Fi connections.

It also assumes a leadership role in professionalizing the operations of the academic and support units through the implementation of a quality management system.

Office of the Vice Rector for Religious Affairs (OVRRA)(Main Building, ground floor, middle left hallway)406-1611 local 8562 and 8563The Office of the Vice Rector for Religious Affairs oversees the institute of Religion, Center for Campus Ministry and the UST Simbahayan Community Development Office. Its primary function is to supervise the instruction in Theology and Professional Ethics in all faculties, colleges, and institutes except in the Ecclesiastical Faculties. With the assistance of the Director of the Institute of Religion, the office ensures adequate and well-formed religious educators using textbooks with ecclesiastical approval.Likewise, the Office supervises the religious and apostolic activities in the University, with the assistance of the Director of the Center for Campus Ministry, and the community services of the University with the assistance of the Director for the UST Simbahayan Community Development Office.

Office of the Vice Rector(Main Building, ground floor, right wing)731-0553 / 406-1611 local 8262The Office of the Vice Rector is headed by the Executive Vice Rector who assumes the authority and duties of the Rector in his absence or if he office becomes vacant until a new Rector shall have been appointed.The Office coordinates with the different administrative and academic offices in monitoring the implementation of policies and program under its direction and regulation, and resolves matters concerning manpower, scholarship, retirement, faculty tribunal and sexual harassment cases.

Office for Grants & Endowment(Main Building, ground floor, between the Office of the Vice Rector and the Office for Academic Affairs) 749-9730 / 406-1611 local 8430The Office for Grants and Endowment works toward the cultivation of mutually beneficial ties with educational and funding institutions here and abroad. It taps the assistance of institutions and alumni in providing endowments that may be used to enhance the institutional capabilities, faculty development, research mission, and community projects of UST.It also serves as the implementing arm of the UST Research and Endowment Foundation, Inc. The Office is tasked to provide and maintain the ways and means by which the Foundation can attain its objectives in coordination with the University Research Council, Office for Academic Affairs.

Office of the Vice Rector for Academic Affairs(Main Building, ground floor, Rm.105, right hallway)731-3038 / 406-1611 local 8231The Office of the Vice Rector for Academic Affairs (OVRAA) oversees the implementation of the educational objectives of the University and the delivery of quality academic services by the various faculties, colleges, and institutes of the University. It initiates and coordinates the development and management of programs and projects in relation to curriculum, instruction and faculty development; ensures the observance of University policies and criteria in the recruitment of academic personnel; and facilitates the local and international linkages of the University with a view towards research and exchange programs for faculty students.Under the OVRAA are the following offices: Office for the Faculty Evaluation and Development, Educational Technology Center, University-wide Academic Departments, and the Textbook and Learning Materials Board.

Institute of Religion(Main Building, ground floor, middle right hallway, fronting the Right Quadrangle)731-4301 / 406-1611 local 8256The Institute of Religion is responsible for supervising and coordinating instruction in Theology in faculties, colleges, and institutes within the University except for the Ecclesiastical Faculties. It aims to provide students with integral Christian formation based on the Scriptures, Church teachings, and Thomistic traditions.

Legal Aid Clinic(Main Building, ground floor, Faculty of Civil Law)406-1611 local 8349 / 732-3045 (telefax)The UST Legal Aid Clinic, now know as the Chief Justice Roberto Conception (CJRC) Legal Aid Clinic was established as an outreach program to provide free legal aid to indigent and marginalized members of the society, including Catholic charities and the Thomasian community. It likewise acts as a center for legal research for academic officials, students, faculty members and non-academic employees.

UST Museum(Grand Hall, Mezzanine Level, Main Building)81-1815 / 406-1611 local 8337 / 8269The Museum of the University of Santo Tomas is considered as the oldest existing museum in the Philippines. Included in its collection are antique items coming from what was then known as the Gabinete de Fisica a room where medical students could study in detail the three kingdoms of nature. It was established by a Royal Decree, meant to function as a co-curricular arm of the Faculty of Medicine and Surgery. The Gabinete had so far extend its collection beyond the study of medicine and pharmacy that the collection was big enough to formally open the UST Museum in 1871, not only to the students of the University but to the public as well.The Museum grew to its present status as a repository of scientific artifacts. It became a center for the arts after the First National Painting Exhibit in 1941 when it started to acquire works by the Filipino masters such as Fernando Amorsolo, Carlos Francisco, Vicente Manansala, and Galo Ocampo.It has a permanent display of its collection: Natural History specimens, coins, medals, and memorabilia, ethnography artifacts, non-Philippine Oriental Arts objects, and Philippine religious images. The Visual Arts collection is featured during thematic exhibitions throughout the academic year.The three main areas of the Museum consist of the Main Gallery, the Hall of the Philippine Religious Images and the Hall of the Visual Art.The Museum is also a venue for changing exhibition and other literary or artistic functions of the University. It has the Curio Shop (souvenir shop); the mini-library that houses a collection of books on visual arts, museum practice and history; and the museum laboratory used for minor conservation tasks.It houses a small collection of photographs and artifacts of World War II vintage during the period when UST was turned into a concentration camp by the Japanese occupational forces.

Office of the Rector(Main Building, second floor)731-3123 / 732-7468 / 406-1611 local 8210The Office of the Rector executes, and sees, to the execution of the laws, norms, statutes, ordinances, and resolutions which govern the University. It promulgates rules for the governance of the University in the implementation of the statutes. The Rector is the chief executive office of the University and is assisted in the administration of the affairs of the University by the Council of Regents, the Academic Senate, and the Economic Council.

Office of the Secretary General(Main Building, second floor, beside the Office of the Rector)731-3119 / 406-1611 local 8219The University communicates to the Thomasian community and its external public through the Office of the Secretary General. The Office determines and approves any official release and general dissemincation of information about the University. The functions of the Office includes keeping the seal of the University and affixing it to official documents, preparing chronicles of all major University events, organizing and supervising all major public functions, conducting the official correspondence of the University which includes memoranda and announcements regarding policies, academic schedules, appointments of major University officials, faculty convocations, and other activities that are of University-wide significance.The Secretary General is the chief protocol office of the University and directs information toward a positive public presence. He supervises the Office of the Registrar, Office of Public Affairs, Office for Admissions, Office for Alumni Relations, and Santo Tomas e-Service Providers (STePs).

It is responsible for maintaining the integrity of the records under its care, making them available upon request.It extends the following services: verification of enrolment credentials and eligibility for admission; issuance of official transcript of records, diploma, temporary transcript of records, transfer credential (honorable dismissal), certification of enrolment / attendance, grading system, English as a medium of instruction, candidacy for graduation, graduation, and similar certifications on academic records; and authentication of academic documents.It also issues the application forms for specific services which the office provides.

Office of the Vice Rector for Finance(Accounting and Treasury Department)(Main Building, second floor, left wing)740-9726 / 731-3120 / 406-1611 local 8218The Office of the Vice Rector for Finance oversees the functions of the Accounting and Treasure Department. The Accounting Office keeps all the financial records of the students and alumni of the University. Its principal services include the assessment of school fees and issuance of clearance of accounts to the students. The Treasury Department accepts payments of tuition and other fees, and issues examination permits.

For other products and services, inquires may be made at the Post Office.A branch of the Security Bank and Trust Company serves the banking needs of the Thomasian community. There are also two ATM electronic network companies operating in campus- one for BancNet members and another for Megalink patrons with three facilities located within the UST premises: one at the Quadricentennial Pavilion, another at the side of the Health Service, and the third is located near the entrance of the UST Hospital.

UST Health Service(Between the UST Hospital and the Main Building)731-4311 / 406-1611 local 8211Directed towards efficient and effective delivery of the Thomasian Health Care System, the UST Health Service performs entry level physical examination on all Freshmen and offers to the Thomasian community the following: free consultation and treatment (with free starter doses of prescribed medicnes), specialty care in Family Medicine, Surgery, Ophthalmology, ENT, Pediatrics, Dermatology, Pulmonology, and NeuroPsychiatry. It also provides dental health care, emergency treatments, ECG and radiological services. While promoting health through its Wellness Programs, it aims to prevent diseases with its immunization program and disease awareness campaigns.With competent, compassionate, and committed health professionals and support staff, the UST Health Service is envisioned to be the premiere center for University heath care. It is open on weekdays from 7:00 A.M. 6:00 P.M.

Guidance and Counseling Department(UST Health Service Building- Guidance Center-Room 204)740-9720 / 406-1611 local 8212 / fax number 781-1473The Guidance and Counseling Department provides guidance services including counseling, psychological testing, specialized training programs, and consultation activities delivered by competent, professional counselors to all UST students and other stakeholders.

UST Tan Yan Kee Student Center(In front of the Miguel de Benavides Library)The UST Tan Yan Kee Student Center serves as the nucleus of all university-wide and faculty/college-based student organizations.The four-storey building houses the Office for Student Affairs, UST Central Student Council, and UST Student Organizations Coordinating Council offices, UST Central Comelec, Office for Student Admissions, The Varsitarian, Center for Campus Ministry, and offices for other recognized student organizations.

Office for Admissions(UST Tan Yan Kee Student Center, Room. 104)309-7211 / 3097214 / 406-1611 local 8276This office is the first stop for every prospective Thomasian because this is where application forms for admission are secured. The OFAD administers the UST Entrance Tests (USTET) to students applying in UST for the secondary and tertiary levels. It also administers entrance examinations to freshman applicants of the Faculty of Civil Law, the Ecclesiastical Faculties, and the UST Graduate School. Likewise, it gives the USTET to foreign student applicants. It administers examinations to transferees, shifters, and second degree applicants.

Office for Community Development (OCD)(Tan Yan Kee Student Center, ground floor, Room 101)742-3707 / 406-1611 local 8420The UST-SIMBAHAYAN Community Development Office (CDO) became a separate office in October 2001. Prior to this, it was part of the Office of Student Affairs formerly known as Office for Student Affairs and Community Services. With the change in set up, the UST-SIMBAHAYAN Community Development Office (CDO) is now directly under the Office of the Vice Rector for Religious Affairs.

ID Room(UST Tan Yan Kee Student Center, Room. 103)731-3544 / 406-1611 local 8233The ID Room is the place where the ID cards of students, faculty members, administrators, and non-academic employees are processed and distributed.

The Varsitarian Office(UST Tan Yan Kee Student Center, ground floor, Room. 105)406-1611 local 8235This office is the home of The Varsitarian, the official student publication of the University, which incidentally is the oldest Catholic school paper in the country, having been founded on January 18, 1928. It is also one of the most respected campus papers in the Philippines, having honed the countrys most prominent and respectable journalists and writers, including National Artists. It has served as the training ground for student writers and leaders, who later on became successful professionals and UST officials.

Office for Student Affairs (OSA)(UST Tan Yan Kee Student Center, second floor, Room. 212)731-2985 / 406-1611 local 8294The Office for Student Affairs serves as a consultative body for student organizations within campus. It also provides students with various activities integral to the full development of their potentials as future leaders and professionals. It likewise gives information on and assistance to applicants for the UST Scholarship Program. The UST Central Student Council, UST Student Organizations Coordinating Council, and the National Service Training Program (NSTP) offices are located beside the OSA. This office also includes the Student Welfare and Development Board.

Center for Campus Ministry(UST Tan Yan Kee Student Center, ground floor, Room. 304)740-9719 / 406-1611 local 8321(http://www.facebook.com/USTCCM)The UST Center for Campus Ministry (CCM) highlights the USTs Catholic identity by promoting and coordinating the praxis of faith in the University through its various formation programs, liturgico-sacramental celebrations and prayer services. The CCM is in-charge of facilitating recollections for the freshmen and sophomores, and assists students in their sacramental needs; particularly those who need to receive the Sacrament of Confirmation. The Thomasian Volunteers (TV), the student-arm of the CCM, together with the duly-recognized Student Organizations (SROs), assist the CCM in campus evangelization.Students are welcome to visit the Adoration Room of the Blessed Sacrament at the third floor of the Tan Yan Kee Student Center which is open on weekdays, from 8:00 A.M. to 5:00 P.M.

UST Miguel de Benavides Library(facing Dapitan Gate, between the UST High School and Commerce buildings)731-3034 / 406-1605 / 406-1617 / 406-1611 local 8234,8343,8338The Miguel de Benavides Library contains a rich collection of books and periodicals, listing circa 350,000 volumes, with hundreds of new materials added regularly. It also boasts of an exceptional collection of rare books and manuscripts certainly unique in the Philippines. Recent technological advancements have changed library services. In 2003, UST started to utilize the Library Online Readers Network Zone (LOReNZO). Through this electronic facility, the borrower may search the online catalog for a title, place a reservation on a title, or view his own record of title borrowed.In the Academic Year 2004-2005, the Library started utilizing the EBSCO, an online database of professional journals. The Academic Source Complete and Business Source Complete database contain research materials on topics available from professional journals. Other online databases such as JStOR, Gale Virtual References Library, ProQuest and ScienceDirect are also available to provide a wider variety of resources. This can be accessed both from within the campus and outside the University. For outside access, a username and password have to be secured from the Library General Reference and Information Section.Other facilities found in the library are the Antonio V. del Rosario UST Heritage Library, Internet stations, discussion rooms, conference hall, individual study rooms, exhibit area and a coffee shop.

UST Archives(UST Miguel de Benavides Library, fourth floor, right wing)740-9702 / 406-1611 local 8330The UST Archives is the repository of documents pertaining to the history of the University. Here are preserved the original Foundation Decree of 1611 and subsequent papal bulls, royal decrees, statutes, addresses, publications, periodicals, and academic records, including those of Philippine national heroes who studied in UST. It makes available in a trove of materials for those researching on a variety of topics, especially on the culture and history of the region, on the Church and on the Dominicans in general. A letter of request is required to gain access to the Archives.

Office of the Library Administration(UST Miguel de Benavides Library Building, second floor, left wing)731-3034 / 740-9709 / 406-1611 local 8234The Library Administration is responsible for the maintenance, improvement, and supervision of the Libraries as wells as the preparation of its budget.

The Center encourages collaborative efforts among administrators, faculty and students in the use of modern and sophisticated radio, television, computer, audio-video equipment and web-based technologies for the implementation of programs that will facilitate quality education, productive research and responsive community service.It aims to integrate IT and media with education, opening more opportunities for teaching and learning by enabling teachers to advance their skills while adding greater interest to student learning.

UST Chapel(Stantisimo Rosario Parish Church)(Near the P.Noval Gate) 731-3062Serving as a spiritual haven for the Thomasian community, the UST Chapel is the most appropriate place for any Thomasian to experience the practice of the faith. This has become the venue for various University religious activities which include the annual Misa de Apertura, a decades-old tradition of officially opening the academic lecture called Discurso de Apertura; the annual novena to our Lade of the Most Holy Rosary for the La Naval Celebration; and the Christmas Concert. The UST Chapel was canonically inaugurated as the Santisimo Rosario Church by the Manila Archbishop Michael ODoherty on April 26, 1942.

Domus Mariae Internation Residence(UST Hostel)(Between Beato Angelico and the UST Swimming pool)749-9712 / 406-1611 local 8352The Hostel Provides UST students and guests with living facilities situated in a safe environment and one which is conductive to effective education. It is a two-storey building with a 40-bed capacity and air-conditioned bedrooms.

UST Publishing House(Between the Beato Angelico Building and the UST Hostel)406-1611 local 8424 or 8252 or 8278The UST Publishing House envisions itself as a modern, professional, academic publishing house, and the publisher of choice by the countrys top scholars and creative writers. Its specific role is the generation and dissemination of knowledge through the publication of outstanding works of scholarly and artistic/literary value. It aims to contribute to the development of the countrys publishing industry, particularly in the area of the academic publishing, as a way of contributing to national development.The UST Publishing House was named the Publisher of the Year in 2003, 2004, and 2011, given by the National Book Development Board and the Manila Critics Cricle.

Thomas Aquinas Research Complex(Right side, upon entry through Dapitan entrance)731-9731 / 406-1611 local 413, 4014, 4039The Thomas Aquinas Research Complex is the concrete manifestation of the Universitys commitment to research. It was put up to provide a venue where scholars can work and contribute to human knowledge, through pure and applied research, with consideration for the ethical and moral implications of the methods used and the outputs generated from research.The TARC was inaugurated in November 2001. The four-storey building currently houses the Office for Research and Innovation, UST Graduate School, Research Center for Natural and Applied Sciences, Research Cluster on Culture, Education and Social Issues, Research Center for Religious Studies and Ethics, Analytical Service Laboratory, Animal House, Seminar-workshop rooms, and an auditorium.

Office for Alumni Relations (OAR)(Quadricentennial Pavilion, ground floor, facing Espana Boulevard.)786-1756 (fax) 406-1611 local 8556, 8571, 8586The Office for Alumni Relations (OAR) is the major arm of the University of Santo Tomas in nurturing lasting, functional and beneficial relationship between the University and the Thomasian alumni. Created in 2006 as a separate office from the then Public and Alumni Affairs Office and now placed under the Secretary General, the OAR exists to build stronger ties towards greater Thomasian pride.The OAR provides services that cater to the needs and welfare of the Thomasian alumni. These include the following: (1) Issuance of the UST Alumni Card, (2) Publication of the Thomasian SunScope (The Official Alumni Newsletter of the University), (3) Maintenance of the Alumni Information System (AIS), (4) Implementation and Management of alumni-related activities, projects and events, (5) Support for alumni homecomings, (6) Assistance in the search for the recipients of The Outstanding Thomasian Alumni (TOTAL) Awards, (7) Job Placements (thru the University-wide Job Fair), and (8) Partnership with top corporations in the country for a functional linkage between the academe and the industry.

Institute of Physical Education and Athletics(Quadricentennial Pavilion)731-5744 / 406-1611 local 8227The Institute of Physical Education and Athletics supervises and coordinates the instruction in physical education within the Universitys colleges and faculties. It also oversees the sports activities and performance of the University in various competitions and tournaments such as the University Athletics Association of the Philippines (UAAP), the Unigames, PRISAA, and the Thomasian Goodwill games.The Institute also supervises the UST Quadricentennial Pavilion, the covered courts and fields which are used for sports activities of the University and the Physical Education classes of the students.

Security Office(at the back of the UST Grandstand)406-1611 local 8318, 8222The Security Office is tasked to ensure the security of the Thomasian community within the campus premises and the vicinity. This office also implements university policies on Thomasians and non-Thomasians including those on traffic and parking in the University.

When already in UST: In the event of unmitigated and heavy downpour that results to flooding, the decision to suspend classes in the High School and tertiary levels shall be made by the Office of the Secretary General. Suspension of classes in all levels coming from an appropriate office of the national government (CHED, NDCC) shall include classes at the graduate levels. If stranded inside the Campus, the UST Tan Yan Kee Student Center will serve as the Coordinating Center. If you are stranded in your building, stay inside and coordinate with the Deans Office for instruction.FireIn case of fire, call the Fire Department

When inside a building: Crawl towards the nearest exit. Check if the door is hot before you open it. Close the door behind you as you escape to delay the spread of fire. Do not use the elevator. Escape through a window. If you cannot escape, hang a white or light colored sheet outside the window to alert fire fighters of your presence. Stay out once you are safely out of the building. Do not reenter.Earthquake Drop to the ground; take cover by getting under a sturdy table or other pieces of furniture. Stay in that place until the shaking stops. If there is no table or desk near you, cover your face and head with your arms and crouch in a corner of the room of building. Stay away from glass, windows, outside doors and walls, and anything that could fall, such as lighting fixtures or furniture. Use a doorway for shelter only if it is in close proximity to you and if you know it is a strongly supported, load-bearing doorway. Stay inside until the shaking stops and it is safe to go outside. Research has shown that most injuries occur when people inside the building attempt to move to a different location inside it or try to leave it.
