Introduction to i:Track

i-Track is a multi-lingual information management system that facilitates online storage of evaluation schedules and documents. Files and other forms of information can be easily uploaded by any user, giving access to all ILO officials anywhere in the world directly over the internet. The system currently contains two modules: EvalTrack and DocuTrack.

EVAL-Track is the evaluation management module which tracks the evaluation process and workflow. Process documents are stored there including the project approval minute (used to establish the evaluation schedule record), information on budget and links to IRIS. This module also contains the sub-modules for recommendations, lessons learned and good practices that are linked to the evaluation report; with generation of customized management reports for export to Excel.. Other important links make it easy to find related evaluation reports for different phases of a project and undertaking similar interventions. A consultant module is planned; the current database for consultants is being hosted by the IPEC website.

Docu-Track is the file management module of i-track where the final independent project evaluation reports and guidance documents are stored. DocuTrack also contains the full range of internal evaluations not available through the Donor Dashboard, such as self or internal evaluations. Meta-data searches facilitate specific query or research needs, with generation of customized management reports for export to Excel. This module feeds the Donor Dashboard on a quarterly basis. All of the internal guidance, briefs and checklists for evaluation practice are stored here as well as being available on the EVAL Intranet.

EVALUATION INFORMATION PRODUCTS

EVAL-Track – Evaluation Plans and Process Documents When a new project is approved and has a mandated evaluation, the schedule is put into EVAL-Track. Information is

taken from the Approval Minute and conforms to the EVAL policy (see page 12 of the Technical Cooperation Manual).

During the lifetime of the evaluation process, project revisions and extensions are stored here, as well as a range of process reports: TORs, inception report, draft report, consultant CVs, EVAL approval email, etc.

Modification and updating of schedules is restricted to Evaluation Network Officials.

Recommendations are extracted from full reports and recorded into sub-data sets for management follow up

Lessons learned are extracted from full reports and recorded into sub-data sets for management follow up

DOCU-Track - Finalized Documents

I-Track: When an evaluation is finalized it is linked through the evaluation schedule record to DOCU-Track for viewing and download

EDMS to DONOR DASHBOARD: All independent evaluations are put up on the DONOR Dashboard

EVAL Intranet: All of the internal and self evaluations are made available through i:Track to ILO officials through its Intranet site. Independent evaluations are also stored there with their summaries.

EVAL Internet: The only public viewing of evaluations is through the EVAL public website – and this contains only the evaluation summaries.

Accessing i:Track

Using a Browser: Any internet browser will suffice, however, Firefox is better for some PCs in terms of layout and exporting to Excel. In Explorer the tops of the query results are often running off the page and this cuts off the option to “Export to Excel”.

If the user has trouble with this kind of display of results, then Firefox is the better browser to choose.

New Users or Questions: Users can register with the database administrator to have certain access, search and editing rights. Contact [email protected] to register as a user. Otherwise the generic login below will provide a limited access for viewing evaluation schedules and reports

Userid: ILO Password: VIEW Registered Users: The user can ask the system to send them their login information if they have forgotten their log on information. Options for this appear on the first screen. Responses are sent to the users registered email. Problems with Access: It is possible at certain times during the day the server is slow or does not accept your login. Switching browsers might help, or just waiting to log in a bit later. EVAL TRACK This is the module which contains the evaluation schedules and where links can be found to the finalized reports. Process documents are stored here, such as the Draft and finalized TORs, comments on the report, workshop plans and agenda - this is found in "Detailed Evaluation Information"

Field Descriptions - presented as they appear on the search screen with explanations -- Title: Usually the title of the project, with a notation at the end telling what kind of evaluation it is Eval No. This is the unique code assigned by the i:Track system TC/Symbol This is the project number set by PARDEV. Funding Source: IRIS list of donors Oracle Code: IRIS code Evaluation Manager: This is a pull down menu of ILO staff. It is initially entered with the name of the official known to backstop the ADMIN unit designated in the Approval minute. This should be updated later by the Regional or Departmental Evaluation Officers once the evaluation manager is actually appointed. Status: This field indicates whether the evaluation has been completed or not. This is determined by the "completion date" being filled in for the evaluation schedule. ACTIVE indicates not completed, while INACTIVE indicates completed. Dates: Allows searches based on the dates registered for evaluation planned and ending dates. Usually used only by evaluation officials. If the user is interested in completed evaluations, it is better to search in DOCU-Track. This is primarily for the schedules. One can also search by Project End Date – information that comes from IRIS and is not contained in i-Track.

Countries: Country Searches using the Main Country/Region field: Each EVAL record has one geographic code and this is linked to

TC/Symbol. TC Symbols begin with a three letter geographical code. URT/05/05/USA is Tanzania, BEN/01/01/SPA is Benin, etc. Regional project codes are: RAF for African region RAB for Arab States RAS for Asia Regional RER, for Europe and Central Asia RLA for the Americas.

TWO queries are needed to pick up all instances of country activity and they must be done separately. Conduct a query selecting one option in the Main country/Region field (select from pull down menu) Conduct a query using the Additional countries field where the user types in the ENGLISH name of the country

The user can also search by REGION.

Theme: Links to the coding of the finalized document. Theme is more for searching finalized reports in DOCU-Track. Eval Type: Includes a range of different document types. Eval Nature: Includes a range of different options related to the level of independence of an evaluation. Eval Timing: Final - Interim - Other Additional Countries: This field contains a simple text list of countries included in regional projects (English only). The user can simply type a country name to retrieve regional projects that cover the country. Queries must use only one country at a time in this field. Regions: Browse through the whole list and CTRL CLICK the items if more than one region is queried. Admin Unit: Office responsible for administering the project (Designated by the Approval Minute, PARDEV). Tech Unit: Office responsible for technically backstopping the project, (Designated by the Approval Minute, PARDEV). Mandatory: This field indicates whether or not an evaluation is part of mandated policy .

Printing options: Results per page: This should be set at ALL if the user intends to export the query results to Excel, otherwise, results are

broken up into pages

TIPS for Searching in EVAL TRACK (see also the short tips under guidance documents)

Searching by Title Only search using a unique word for a title search. It is preferable to search by more unique fields like the TC/SYMBOL or the Oracle code.

If the user knows the unique “evaluation number”, which is a four digit sequential number assigned by the system, this can be put into this field for a query to retrieve a specific evaluation record.

If the user knows the TC/SYMBOL or Oracle code this is one of the fastest ways to find records linked to a project code. Query results list all evaluation records related to the chosen Oracle Code or TC/SYMBOL.

When more than one project is covered by an evaluation, EVAL-track uses the most recent TC/SYMBOL,e.g. TIM/07/03/AUS & TIM/08/10/AUS. I-track will use the TIM/08/10/AUS as the main TC Symbol, as indicated by the most recent biennium date 08 = 2008

When there is no specific project code for an evaluation, as in the case of thematic, strategic, internal DWCP reviews, a generic code is entered to signify this INT/000/000/AAA.

Searching by Funding Source (Donor) This is a pull down menu based on official donors from IRIS. The user can simply start typing and the pull down menu will adjust to the input. It is a long list and may cause frustration if one does not know the exact expression of the donor. Simply typing in OPEC will bring up OPEC, but if one types in "child" all donor names with child in the official expression will list.

Searching by Evaluation manager The name of the evaluation manager is initially entered with the name of the Senior Evaluation Officer in EVAL backstopping the particular region or sector. When the evaluation manager is selected later on at evaluation start-up, the name is changed to reflect the actual evaluation manager. Only ILO Officials appear on this pull down list.

Searching by Status This indicates whether the evaluation is ongoing = ACTIVE or completed = INACTIVE or ALL

Searching by date ranges Enter months and years to select only a range of evaluation schedules.

Searching by geographic fields Country Searches: Each EVAL record has only one geographic code and this is linked to TC/Symbol. TC Symbols begin with a three letter geographical code. Searching by THEME Themes are entered in the Docu-Track record, but may still be searched in EVAL-Track. These are only finalized when an evaluation has been approved and the report stored in DOCU-Track. To select all Sector One themes, CTRL CLICK all themes starting with “1”; Sector Two CTRL CLICK all themes starting with “2”; etc. Administrative or cross-cutting items like Gender or project design fall under the “Admin” section and the final section is coded with “Sector” for themes covering sectoral specific themes like agriculture, road transport, etc. See theme table in Docu-Track section on pages 36-37.

Searching by Evaluation Type - Nature - Timing Evaluations have different types, timing and levels of independence. This information is reflected in the pull down options for these fields. Use CTRL CLICK to choose more than one option when searching. Searching by Additional countries

This field contains a simple free text capability to locate specific countries which are embedded in a regional programme. When the data on

these kinds of embedded countries have been entered here, for regional projects only - a Query on Additional countries asking for a particular

country name (in English) will show those evaluation plans that covered the country. Better to search one country per query.

Searching by ADMIN or TECH units These are coded according to what is designated in the Approval minute and come from an IRIS pull down menu. They reflect the office responsible for administratively running the project (ADMIN Unit) and technically backstopping it (TECH Unit). Use CTRL CLICK to choose more than one option.

Searching by field : MANDATORY

This indicates whether an evaluation was considered mandatory by ILO Evaluation policy or the Approval Minute, or whether it was conducted voluntarily.

Exporting query results to EXCEL - both in simple SEARCH and in CREATE LIST

If the user intends to generate an Excel file they must:

Ensure the Browser supports the full display of the query results. Firefox is better for some PCs in terms of layout, especially for displaying query results. In Explorer the tops of the query results are often running off the page and this cuts off “Export to Excel”. Changing browsers may improve the way the screens present data, or changing the size of the text.

Adjusting the query formulation for RESULTS PER PAGE = ALL : Before submitting the query this must be set to ALL.

Do not use the SORT BY option on the query screen: This can be used when using a simple search and accessing only the query results in i:Track. If the user intends to export to EXCEL, no SORT BY options should be selected.

Editing Lessons Learned Lessons learned can be entered for all independent project evaluation reports and also for high-level evaluation reports. To view these, click on "lessons learned" at the bottom of the EDIT screen in an evaluation record. The resulting screen will simply list the lessons for edit and deleting.

Editing a lesson learned sub-data record. The Description, Theme and Strategic Area can be modified. As of April 2011 no data

exists for the last four fields, but this will be encouraged and eventually maintained by the technical officials of the project.

EVAL Track - Management Reports*

EVALUATION WORKFLOW REPORT This is a report to generate for a regional portfolio, showing all evaluations which are

in the “pipeline”. Duplicates currently appear. To eliminate these, use the “delete duplicates” option in Excel. Click on Evaluation Workflow Report

Choose the region, the status and the donor if appropriate.

When the report is generated, the Evaluation Report Number is a live link from the Excel file back into the evaluation record

Sort and format per requirements

Recommendations Report – This report generates a template for one or many projects. The templates are sent to the

line manager for follow-up.

Select the report. Click on the PRINT field boxes to select a particular field to print in the query results. Sorting can be done in the Excel file.

When the Excel file is generated, the Evaluation Report Number is a live link from the Excel file back into the evaluation record

The final four fields in the screen have not yet been fully populated as this module was only launched for management response in June 2010. As of April 2011, the management response from the fields is kept only as an Excel file template in the DETAILED EVALUATION INFORMATION section, discussed earlier on page 21 of this manual.

Format the Excel file and sort as per requirements.

DOCU-Track

DOCU-Track serves as the document storage for finalized, internal and public evaluation documents. Process documents, such as the TORs, consultant CVs, and various other drafts are only held as part of the document storage inside an evaluation schedule record under Detailed Evaluation Information (see page 21).

DOCU-Track provides access to: All project evaluation reports, including internal and independent reports

All high-level evaluations such as the strategy and thematic evaluations

Biennial country programme reports (internal, interim reports on Decent Work Country Programmes

All other training and guidance material held in EVAL

Searchable Fields - with explanations Title: Searches the title of the project - user should only use a unique word known to be in the title. AER: This contains the year relevant to a reporting period for the Annual Evaluation Report. TC/SYMBOL: This is the project number, set by PARDEV - searching on this will give all documents related to that TC/SYMBOL Date Range: Allows searches on the document publishing date Main Country/Region: Linked to the TC/Symbol, Either a country or a region Additional Countries: This offers searches in a text field for countries covered by regional projects Regions: Browse through the whole list and CTRL CLICK the items if more than one region is queried. Theme: Browse through the whole list and CTRL CLICK the items if more than one theme is queried. TIPS for Searching in DOCU-TRACK

Simple Searches using SEARCH will provide a limited number of fields in the query results

CREATE LIST provides the user the option of having selected fields included in the query results which can then be exported to EXCEL and reformatted for sorting and generating customized reports (see page 13)

Searching by Title The title in i:Track is taken from the Approval Minute. It is best just to use only one unique word known to be in the title. It is preferable to use other fields for searches, e.g. use a geographic option and a theme or year.

Searching by AER This is filled in only for evaluations which appear in the Annual Evaluation Report and mainly used for administrative purposes.

Searching by TC/SYMBOL If the user knows the TC/SYMBOL this is one of the fastest ways to find an evaluation, and all the records that belong to a project. Query results will list all documentation related to the chosen TC/SYMBOL, offering the user the possibility to find all relevant documents in one query, e.g. mid-term and final evaluations, summaries. When more than one project code is related to an evaluation, search for the most recent TC/SYMBOL. The TC/SYMBOL might appear as INT/00/000/000. This happens in cases of RBSA or thematic evaluations which do not link to a specific project.

Searching by geographic fields: Main Country/Region Additional countries Region Country Searches: Each EVAL record has only one geographic code and this is linked to TC/Symbol. TC Symbols begin with a three letter geographical code. URT/05/05/USA is Tanzania, BEN/01/01/SPA is Benin, etc. So if the user is searching for information on Tanzania, they select that country and will only receive query results for TC/Symbols starting with URT. TWO queries are needed to pick up all instances of country activity and they must be done separately.

Conduct a query selecting one option in the Main country/Region field (select from pull down menu)

Conduct a query using the Additional countries field where the user types in the ENGLISH name of the country. This will bring up the regional projects that have codes for the country queried. A search using Tanzania in this text field will produce projects with the TC/Symbol RAF/

The user can also search by REGION.

Searching by THEME

Searching by ADMIN Unit and TECH Unit Designated in the Approval minutes: ADMIN unit is the office administratively running the project and TECH unit is the office technically backstopping it.

Searching by Access Type This is used to query those documents which are considered public and those which are only released to ILO officials.

Exporting query results to EXCEL - both in simple SEARCH and in CREATE LIST

If the user intends to generate an Excel file they must:

Ensure the Browser supports the full display of the query results. Firefox is better for some PCs in terms of layout, especially for displaying query results. In Explorer the tops of the query results are often running off the page and this cuts off “Export to Excel”. Use Mozilla Firefox if this occurs.

Adjusting the query formulation for RESULTS PER PAGE = ALL: Before submitting the query this must be set to ALL.

Do not use the SORT BY option on the query screen: This can be used when using a simple search and accessing only the query results in i:Track. If the user intends to export to EXCEL, no SORT BY options should be selected.

Docu Track - Searching

The following screens will guide the user through a script for searching Docu Track main menu, click on Search

1. Click in the REGIONS field. Choose the option Middle East

2. In DATE RANGE select the following date range : JAN 2008 to JAN 2009

3. In DOCUMENT select the option for Evaluation report - Project

4. At bottom of screen submit the query.
