Lawn and Garden Tractor Pulling Rules

Section I – General Rules

1) Primary Purpose – the primary purpose of these rules is to provide guidelines for safe, fun and organized lawn and garden tractor pulls. The primary goals of the Potomac & Shenandoah Antique Tractor and Engine Club, Inc. (from now on referred to as “club”) are to provide families with affordable entertainment, be positive role models for the kids, and mainly have fun. Any actions or behavior contrary to the club’s views will be grounds for suspension or disqualifications. ALL personnel working at these events are volunteers.

2) Open to the Public – Pulls are open to the public and it’s not a requirement to be a member of the club. We would however like to offer membership to those that are interested.

3) Safe Operation – Tractors must be operated in a safe manner at all times to include anywhere on the grounds.

4) Basic Qualifications – Pulls are open to lawn and garden tractors, rear wheel drive with rubber tires. All Power must be transmitted through the real wheels. No dual wheel’s chains or spikes permitted.

5) Hood, Fenders, and Safety Items – All Tractors must be equipped with fenders, hood, grill, working brakes, and all safety shields in place. If antique tractor did not come with hood, grill, or fenders requirements may be waived. Hoods and grills not required for Multi Engine Stock Class. For more details, refer to rules specific to your desired class.

6) Seat – All tractors must have a secure seat. Seat may not extend behind rear tires. Seat must have a back, which stands a minimum of 3” above the top of seat surface and is a min. of a 30-degree angle (exceptions are antique tractors). Driver must remain seated with at least one hand on the steering wheel at all times.

7) Steering and Brakes – All tractors must have functional steering and brakes. Rear wheel brakes required on all tractors except when factory transaxle brake is used. Hand brakes are permitted.

8) Mower Attachments – Not Allowed9) Throttle Control – Engine speed must be controlled by a control lever or pedal. No string, wire, or

bypass allowed.10) Tractor Dimensions – Tractor Wheelbase must be in original location for all stock classes. This

Length is measured from center of front axle to center of rear axle. Tractor wheelbase may not exceed more than 52” in Altered Single and Poor Boys Classes, 56” in Altered Twin Classes. Tractors in the Multi Engine Classes shall not extend more than 5’ 6” wheelbase. Tractor wheelbase may not exceed 52” in Stock Altered Class. Tractor wheelbase may not exceed 56” in Open Super Stock Class. No Portion of the tractor or weight may extend 5’ in length or 12” outside of each tire sidewall. Wheelbase may be checked at any time by a tech official and if found illegal will result in a disqualification, suspension of one year from date of occurrence and loss of all points acquired that year.

11) Weights/Weigh-in:1) All tractors must have stationary weight brackets. No weights on seat or hook point. All

weights must be secured. Extendable weight securing devices allowed. Weights are not to extend more than 6” beyond furthest point of rear tire, nor shall they exceed 6’ forward from center of the rear in stock classes 7’ forward in Altered Single Classes, 8’ forward in Altered Twin Classes and Poor Boys, and 10’ in multi Engine Classes. The device will be permitted to be extended before entering track and must be retracted before crossing scales for official weigh in after pull is completed. No portion of the tractor including weights may extend 5’ in width or more than 12” outside of each tire sidewall. An area 5” wide from center of drawbar and 12” immediately above must be free of weights and weight brackets.

2) Weigh-in will occur before pull is attempted with official weigh-in accruing after your pull. Tractor must have all safety equipment in place, sufficient fuel, oil, and water, and driver in the seat. Tractor will then proceed to staging area. No Adding of fuel or weights without reweighing. Weight maybe relocated and air pressure may be reduced. At the discretion of track officials, an allowance may be given for an imperfect scale. There will be no lenience on the accepted weight allowed if tractor is over weight on official weigh-in after pull is completed will result in disqualification.

3) Neither weight nor weight brackets are to be used as bumpers.

12) Wheelie Bars – All tractors MUST have wheelie bars to prevent turnover and must not interfere with sled hook up. Wheelie bars must have wheels or skid plates (wheels to be at least 1’wide, skid plates at least 1.5”x 3” at ground contact point). The center of the skid plate or center of wheel axle must be no less than 5” behind the rear tires. The bottom of the skid plate or wheel cannot be more than 5” of the ground and must not allow center of front axle to raise more than 24” from the ground. Wheelie Bars must be strong enough to support full weight of tractor and driver when weighted for heaviest class competing in. Devices are to be mounted to widest part of the frame rails.

13) Drawbars:a. Stock Drawbar – Use of stock hook point is allowed. If stock hook point is above allowable

height, then a device to lower hook point will be required. Device can be clevis or strongly constructed alternative. All tractors must have a drawbar constructed from a non-cast material.

b. Aftermarket or Self Built Drawbar – Minimum drawbar length is 6” measured from center of rear to hook point. Drawbar distance cannot be change during pull. Minimum drawbar thickness at hook point is 3/8” and a maximum of 3/4". Point of hook minimum opening is 1¾” round hole and maximum of 2½” hole. All tractors must have a drawbar that’s constructed from a non-cast material.

14) Boost Products – No turbos, superchargers, or blowers of any kind permitted.15) Shifting Gears – Shifting gears is permitted as long as forward motion of sled does not stop.16) Class Eligibility and Sign up – All contestants must be signed up 30 minutes before the pull starts.

If you’re going to be late call ahead Donnie Dawson 304-268-0921. Each tractor can be entered in as many classes as qualifies for but may only enter once per weight class. Tractors that qualify

and pass technical inspection as a stock tractor may pull in Altered Stock Classes without fire extinguisher but will be limited to 4000 RPMS.

17) Ages – The 750 lb. and 800 lb. Kids Stock Classes are reserved for pullers ages 6-14. Drivers must be 8 or older to pull in all other Stock and Altered Classes. Controls can be modified to provide safe operation for younger pullers. Anyone meeting age qualifications that cannot safely operate tractors (examples pushing clutch, putting in gear, working throttle, etc.) will not be allowed to pull. All pullers are subject to a driver evaluation.

18) Waivers – All contestants under 18 years of age MUST have a written permission from parent/guardian before they will be allowed to participate. Permission slips are available at sign up area.

19) Helmets – All pullers are required to wear a DOT approved or SNELL rated helmet with chin straps fastened in all classes.

20) Kill Switch – All tractors must have a working kill switch. A kill switch must be incorporated into all competition tractors. Switch must be capable of immediately shutting down the engine as well as electric fuel pump, in case of accidental separation from the sled during the course of pull. On diesel engines the kill switch must activate the air shutoff. No electrically operated air shutoffs. Diesel systems must have a spring-loaded air shutoff device activated by cable.

21) Kill Switch Specifications – Breakaway kill switches must have a minimum 1 ½” diameter solid ring (ring no less than 1/8” cross section thickness) attached to them. Spiral type rings must be welded at each end to make ring solid. The cable from the sled must be attached to this ring.

22) Kill Switch Location:a. Kill switch shall be located at the rear of the vehicle in a position that will allow for easy

attachment/detachment. The switch must be located 14” (+ or – 2”) above hook point and within 6” either direction.

b. Ring attaching portion of kill switch and mounting bracket must be able to withstand 32 lbs. of pull when switch is pulled. All single pin breakaway switches must be able to pivot left or right of center.

c. If vehicle has a kill switch or air shutoff located in a legal position, and during the pull attempt it is pulled and presiding official inspects and finds switch capable of operating properly under normal conditions. The tractor will be allowed to re-pull immediately or drop six positions. The decision to drop must be made before the vehicle leaves the track. It is competitor’s responsibility to see that the official checks the switch before his tractor leaves the track.

23) Fire Extinguishers – All vehicles qualifying as an Altered Stock or Multi Engine tractor must have a fully charged, functional fire extinguisher with gauge that is within easy reach of driver. Minimum size 1½ lbs. ABC type dry chemical or 1 lb. halon type. Stock Classes are encouraged to have an extinguisher but is not mandatory.

24) Tractor Name – All tractors are required to have a name or number. This is necessary for tracking the points throughout the year.

25) Drivers Meeting – All new drivers must attend the meeting before each pull. Drivers are responsible for knowing the contents of the driver’s meeting. There shall be no engines running during drivers meeting.

26) Strictly Enforced – Drivers must watch flagmen at all times.

27) Technical Inspections – All safety devices and technical specifications listed in rules for the applicable class (Stock or Altered Classes) will be checked. If at any time a tech official feels a tractor or motor are not legal for class competing in they can be tore down without protest fee.

28) Random Inspections – All tractors are subject to random inspections by a tech official. These inspections are in addition to the basic technical inspection.

29) Refunds and Scratching – Scratching from a class previous to its start shall constitute a refund of entry fee. Scratching from a class after it has begun shall not constitute a refund.

30) Beverages – NO ALCHOLIC BEVERAGES ALLOWED ON GROUNDS. ANYONE CAUGHT WITH ALCHOLIC BEVRAGES ON GROUNDS WILL BE DISQUALIFIED AND FURTHER ACTIONS MAY BE TAKEN.

31) Protest – Protest must be registered as stated in the Protest Procedures. Protest may be made by any competitor in the same class as tractor in question. Protester must post $200.00 fee and state what 3 items are being protested. If one being protested is found to be legal, money goes to protested tractor’s owner. If found illegal the protested tractor and driver will face a suspension of 1 year from date found illegal and then must be proven legal before allowed to compete. All points from current season will be forfeited also. The protest fee is refunded to the protestor. Only the protested tractor’s owner, mechanic, and tech official will be present during inspection.

32) Exhibition Pulls – No exhibition pull if tractor does not meet safety requirements.33) Any Violations – Any violation or failure to comply with these rules will be result in immediate

disqualification. Anything not covered by these rules will be discussed and acted upon by the officials.

34) Safety Equipment - Failure to have all safety equipment in place will result in not being able to pull.

35) All OFFICIALS DECISIONS ARE FINAL.

Section II – RULES SPECIFIC TO STOCK CLASSES

1) These rules are specific to the Stock Garden Tractor Classes. For General rules, which also apply and must be met in order to qualify to pull, please thoroughly read the Section I General Rules portion of these rules.

2) Ages – 750 lb. and 800 lb. Kids Stock Classes are reserved for pullers 6-14. Drivers must be 8 or older to pull in all other stock classes. All pullers are subject to driver evaluation.

3) Helmets – All pullers are required to wear a DOT approved or SNELL rated helmet with chin straps fastened in all classes.

4) Sheet Metal and Chassis – This class is open to lawn and garden tractors, stock in appearance with standard factory engine or its equivalent replacement and drivetrain for make and model tractor being entered. Changing from stock rear end will force tractor into the Altered Stock Classes. Stock appearing hood and grill required. You may switch to another factory sheet metal if original is not available or homemade equivalent may be made but must remain stock appearing. No modifications to chassis with exception of device to secure weights and wheelie bars. Modifying frame to Cub Cadet 147 Factory Specs is allowed. Making an access hole on tunnel of cub cadet to change driveshaft bolts is allowed but must be covered by a steel or aluminum plate of equivalent thickness of frame or better with minimum of 2 screws hold plate secure.

5) Engines – Up to 2 cylinders for gasoline engines or 3 cylinders for diesel engines. All engines must be OEM produced engines, (Kohler, Briggs, Tecumseh, Onan, Yanmar, etc.) no aftermarket blocks. No Fuel Injection allowed. No motorcycles snowmobile, or automobile engines allowed.

6) Engine Modifications – No engine modifications other than a maximum over bore of .030 from stock bore of the engine. Aftermarket coils, air cleaners, billet rods, steel flywheels less than 25 lbs. and air filter adapter are permitted. Maximum camshaft lift .325” checked at the valve. Velocity stacks are not permitted. All parts must be OEM or equivalent for that engine.

7) Engine RPMS – RPMS must be governor controlled. Governor must be hooked up and working properly with a maximum of 4000 RPMS for gas engines. Diesel engines must be governor controlled to factory RPM specification. No injection pump altercations allowed.

8) Exhaust – Straight pipe or muffler allowed. Straight pipe discharge must be vertical or within 10 degrees of vertical and a minimum of 12” from engine exhaust port. No rain caps allowed.

9) Fuel and Fuel Pumps – Pump gasoline with a maximum octane of 95 or diesel fuel only. No racing fuel or alcohol allowed. Aftermarket fuel pumps and regulator permitted.

10) Rear Axle – Rear axle must be for make and model tractor being entered. Changing from stock rear end will force tractor in the Altered Classes. No locked rear end unless was a stock option (Example – Bolens). No welded rears this will be checked. Changing gears is allowed. Reverse can be removed.

11) Clutch and Belt Drive Components – Use of any type of clutch disk, aftermarket spring, belts and pulleys are allowed. Changing of pulleys, belts, and springs are permitted. Hand brakes permitted. Clutch components must be shielded with factory shield, equivalent, or better.

12) Tire & Rims – Turf or bar type agricultural tires are allowed. No professional or cut tires. Front tires can be substituted with rib or other type of tractor tires. Widening of stock rims is permitted. May switch to aftermarket rims but must maintain tire sizes for classes.

13) Kill Switch – A kill switch must be incorporated into all competition tractors. Switch must be capable of immediately shutting down the engine as well as electric fuel pump, in case of accidental separation from the sled during the course of pull. Section III – RULES SPECIFIC TO ALTERED CLASSES

1) These rules are only specific to the Altered Stock Garden Tractor Classes. For General rules, which also apply and must be met in order to qualify to pull, please thoroughly read the Section I General Rules portion of these rules. Tractors that qualify and pass technical inspection, as a stock will be allowed to pull in the Altered Stock Classes without a fire extinguisher. The stock tractors not equipped with the fire extinguisher will be limited to the Stock Class RPM limit of 4000.

2) Ages – Drivers must be 8 or older. All pullers are subject to driver evaluation.3) Helmets – All pullers in the Altered Stock Classes are required to wear a DOT approved or SNELL

rated helmet with chin straps fastened in all classes.4) Sheet Metal and Chassis – This class is open to lawn and garden tractors, stock in appearance with

hood and grill required. You may switch to another factory sheet metal or aftermarket if original is not available, but must remain stock appearing. Modifications to chassis are allowed. Front axle can be moved to achieve the 52” wheelbase in Altered Single Classes and 56” wheelbase in Altered Twin Classes.

5) Engine – 1 cylinder only allowed in Altered Single Classes. Up to 2 cylinders for gasoline or 3 cylinders for diesel engines. All engines must be OEM produced engines, (Kohler, Briggs, Tecumseh, Onan, Yanmar, etc.) no aftermarket blocks. No aftermarket heads in Altered Twin Classes. No motorcycle, snowmobile, or automobile engines allowed.

6) Engine Modifications:a. 5000 Gov. Single Classes – Engine must be 16 HP or less. Engine must use stock stroke

3.250”. Max over bore of .030. Must use stock block but aftermarket head allowed with hold down strap. Maximum valve size of 1.380. Maximum camshaft lift of .330 at the valve. Maximum of 1” carb and 1” or less carb spacer allowed. Velocity stack allowed. Ports and polish is allowed no moved or reverse port engines. Steel Flywheel allowed. Blow shield on right side of motor to be 1/8 steel or 3/16 aluminum. Governed 5000 RPMS mechanical or electronically. Crankshaft and camshaft must remain in original location. Air controlled butterfly in stock location. Choke may be removed. Flywheel must be covered 360 degrees

1/8” steel or 3/16” aluminum. Cast flywheel must run 4500 RPMS. No on/off switches on electronic rev limiters.

b. 5000 Factory Gov. Twin Classes – Engine must be 30 HP or less twin or single. Engine must use stock stroke 2.740 twins 3.250 single and must be OEM cast crank (no steel) on twin cylinder engines and may be steel on single cylinder engine. Bore limit is 3.400. Any valve size allowed. No aftermarket heads allowed. Crankshaft and camshaft must be in stock location. Must run factory ignition for engine being used. Must run OEM intake and carburetor for motor being used. Intake to carburetor spacer maximum of 2”. 2 Barrel Factory Carburetor allowed but cannot be bored out. Must run factory carburetor for engine being used max 1” venturi. No welding or moving head ports (putty for repair only cannot change port design but at tech official’s digression). Single Carburetor only. Porting and Polishing allowed. Must run mechanical governor for engine being used, Governed at 5000 RPMS. Air controlled butterfly must be in stock location. Choke may be removed. Flywheel must be covered 360 degrees 1/8” steel or 3/16” aluminum. Steel flywheel allowed. Cast flywheel must run 4500 RPMS.

c. 5000 Gov. Twin Classes - Engine must be 30 HP or less twin or single. Engine must use stock stroke 2.740 twins 3.250 single and must be OEM cast crank (no steel) on twin cylinder engines and may be steel on single cylinder engine. Bore limit is 3.400. Any valve size allowed. No aftermarket heads allowed. Crankshaft and camshaft must be in stock location. Must run OEM intake for motor being used can port and polish welding or putty allowed on plenum but intake must maintain factory configuration and shape on outside other than plenum area of intake (tech official digression). Intake to carburetor spacer maximum of 2”. Single Carburetor only. Maximum venturi size 1.2”. 2 Barrel Factory Carburetor allowed but cannot be bored out. Porting and Polishing allowed. No welding or moving head ports (putty for repair only cannot change port design but at tech official digression). Air controlled butterfly must be in stock location. Choke may be removed. Flywheel must be covered 360 degrees 1/8” steel or 3/16” aluminum better. Steel flywheel allowed. Must be governed at 5000 RPMS either mechanically or electronically. Cast flywheel must run 4500 RPMS. No on/off switches on electronic rev limiter.

9) Fire suits – Must wear a full fire suit, pants and jacket if running alcohol. Must wear fire jacket and long pants if not running alcohol.

10) Throttle Control – Foot or hand throttle permitted. Dead man’s throttle spring mandatory on all hand or foot throttle controls.

11) Rear Axle and Transmission – Locked or welded rears permitted. Reverse can be removed. Gears are permitted to be changed.

12) Clutch and Belt Drive Components - Clutch components must be shielded 360 degrees with 1/8” steel or 3/16” aluminum. All belt drive units must be covered by stock, equivalent, or better shields. Aftermarket parts are allowed. Hand brake permitted.

13) Tires – Any 26x12.00x12 tire to include professional pulling tires. Cutting tires is allowed. Front tires can be substituted with rib or other type tractor tires.

Section IV – RULES SPECIFIC TO MULTI ENGINE STOCK CLASSES

1) These rules are only specific to the Multi Engine Stock Classes. For General rules, which also apply and must be met in order to qualify to pull, please thoroughly read the Section I General Rules portion of these rules.

2) Ages – Drivers must be 8 or older. All pullers are subject to driver evaluation.3) Helmets – All pullers in the Multi Engine Stock Classes are required to wear a DOT approved or

SNELL rated helmet with chin straps fastened in all classes.4) Sheet Metal and Chassis – All tractors must be equipped with rear fenders. Hoods and grill will

not be required. Wheelbase length may not exceed more than 5’6”. This length is measured from center of rear axle to center of front axle.

5) Engines – Any combination of engines not exceeding 28 HP total. Must have a minimum of 2 functioning engine producing power. All engines must be OEM produced engines, (Kohler, Briggs, Tecumseh, Onan, Yanmar, etc.) no aftermarket blocks. No motorcycle, snowmobile, or automobile engines allowed.

6) Engine Modifications – No engine modifications other than a maximum over bore of .030 from stock bore of the engine and 1” spacer between engine block and carburetor. All parts must be OEM or equivalent for that engine.

7) Engine RPMS – RPMS must be governor controlled. Governor must be hooked up and working properly with a maximum of 4000 RPMS for gas engines. Diesel engines must be governor controlled to factory specification. No injection pump alterations allowed.

9) Fuel – Pump Gasoline or diesel fuel allowed. No Racing Fuel or Alcohol allowed.10) Throttle Control – Foot or hand throttle permitted. Dead man’s throttle spring mandatory on foot

type throttle controls.11) Rear Axle and Transmission – Locked or welded rears permitted. All transmissions/transaxles

must have reverse. Gear changes are allowed.12) Clutch and Belt Drive Components – Drive devices not hidden under the frame such as typical

vertical drive tractors must be shielded on top and both sides. Material used for shielding must be of at least 1/16” steel, 1/8” expanded steel or 1/8” aluminum. Hand brake permitted.

13) Tires – Any 23x10.50x12” tire excluding professional pulling tires. Cutting of tires will not be allowed. Front tires can be substituted with rib or other types of tractor tires.

14) Weight Classes and Hitch Height:

15) Points – Tractors will accrue points by adding the distances together from each class to determine 1st 2nd place etc. Ties will be broken with a pull off or split points. Year-end point’s trophies will be based on point standings.

16) Developmental Class – Same rules as Multi Engine Class with 2 exceptions: 1 – Total combined 40 hp. 2 – 26x12.00x12” tires uncut/nonprofessional pulling tires.

18) Kill Switch – A kill switch must be incorporated into all competition tractors. Switch must be capable of immediately shutting down the engine as well as electric fuel pump, in case of accidental separation from the sled during the course of pull. On diesel engines the kill switch must activate the air shutoff. No electrically operated air shutoffs. Diesel systems must have a spring-loaded air shutoff device activated by cable.

19) Kill Switch Specifications – Breakaway kill switches must have a minimum 1 ½” diameter solid ring (ring no less than 1/8” cross section thickness) attached to them. Spiral type rings must be welded at each end to make ring solid. The cable from the sled must be attached to this ring.

20) Kill Switch Location:g. Kill switch shall be located at the rear of the vehicle in a position that will allow for easy

attachment/detachment. The switch must be located 14” (+ or – 2”) above hook point and within 6” either direction.

h. Ring attaching portion of kill switch and mounting bracket must be able to withstand 32 lbs. of pull when switch is pulled. All single pin breakaway switches must be able to pivot left or right of center.

i. If vehicle has a kill switch or air shutoff located in a legal position, and during the pull attempt it is pulled and presiding official inspects and finds switch capable of operating properly under normal conditions. The tractor will be allowed to re-pull immediately or drop six positions. The decision to drop must be made before the vehicle leaves the track. It is competitor’s responsibility to see that the official checks the switch before his tractor leaves the track.

21) Fire Extinguisher - All vehicles qualifying as a Multi Engine Stock tractor must have a fully charged, functional fire extinguisher with gauge that is within easy reach of driver. Minimum size 1½ lbs. ABC type dry chemical or 1 lb. halon type.

Section V – RULES SPECIFIC POOR BOYS CLASSES

1) These rules are only specific to the Poor Boys Garden Tractor Classes. For General rules, which also apply and must be met in order to qualify to pull, please thoroughly read the Section I General Rules portion of these rules. Tractors that qualify and pass technical inspection. The stock tractors not equipped with the fire extinguisher will be limited to the Stock Class RPM limit of 4000.

2) Ages – Drivers must be 8 or older. All Pullers are subject to driver evaluation.3) Sheet Metal and Chassis – This class is open to lawn and garden tractors, stock in appearance with

hood and grill required. You may switch to another factory sheet metal or aftermarket if original is not available, but must remain stock appearing. Modifications to chassis are allowed. Front axle can be moved to achieve the 52” wheelbase in Poor Boys Classes. Making an access hole on tunnel of cub cadet to change driveshaft bolts is allowed but must be covered by a steel or aluminum plate of equivalent thickness of frame or better with minimum of 2 screws hold plate secure.

4) Engine – Engine 12 HP or less. 1 cylinder for gasoline or 2 cylinders for diesel engines. All engines must be OEM produced engines, (Kohler, Briggs, Tecumseh, Onan, Yanmar, etc.) no aftermarket blocks. No aftermarket heads in Poor Boys Classes. No motorcycle, snowmobile, or automobile engines allowed.

5) Engine Modifications – Must use a stock stroke. Maximum over bore of .030 over. Stock valves in stock location. Reworking of stock style carburetor for engine being used allowed. Choke can be removed. 1” carb to block spacer or less and velocity stack allowed. Billet rods allowed. Aftermarket fuel pump and regulator allowed. Aftermarket coils and points allowed. Aluminum or steel flywheel allowed but not required. Stock head may be modified and resurfaced but must remain stock appearing on outside. Crankshaft and camshaft must be in stock location. Camshaft can be 18hp Kohler, equivalent or less. Port and polish allowed. Flywheel must be covered by stock blower housing or equivalent must run 4000 RPMS. When running over 4000 RPMS flywheel must be covered by 1/8 steel or 3/16 aluminum. Must be governed at 4500 RPMS.

6) Exhaust – Straight pipe or muffler allowed, Straight pipe discharge must be vertical or within 10 degrees of vertical and a minimum of 12” from the engine exhaust port. No rain caps allowed.

7) Fuel – Pump Gasoline, Racing Fuel or diesel fuel allowed. No alcohol permitted.8) Throttle Control – Foot or hand throttle permitted. Dead man’s throttle spring mandatory on foot

type throttle controls.9) Rear Axle and Transmission – Locked or welded rears permitted. Changing gears is allowed.

Reverse can be removed.10) Clutch and Belt Drive Components – Use of any type of clutch disk, aftermarket spring, belts and

pulleys are allowed. Material used for shielding must be of at least 1/16” steel, 1/8” expanded steel or 1/8” aluminum. Changing of pulleys, belts, and springs are permitted. Hand brakes permitted

11) Tires – Any 23x10.50x12” tire excluding professional pulling tires. Cutting of tires will be allowed. Front tires can be substituted with rib or other types of tractor tires.

16) Helmets – All pullers in the Poor Boys Classes are required to wear a DOT approved or SNELL rated helmet with chin straps fastened in all classes.

17) Fire suits –Must wear fire jacket and long pants.18) Fire Extinguisher - All vehicles qualifying as a Poor Boys tractor must have a fully charged,

functional fire extinguisher with gauge that is within easy reach of driver. Minimum size 1½ lbs. ABC type dry chemical or 1 lb. halon type.

Section VI – Rules Specific to Stock Altered Class.

1) These rules are only specific to the Stock Altered Garden Tractor Class. For General rules, which also apply and must be met in order to qualify to pull, please thoroughly read the Section I General Rules portion of these rules. Tractors that qualify and pass technical inspection.

2) Ages – Drivers must be 8 or older. All pullers are subject to driver evaluation.3) Helmets – All pullers in the Stock Altered Class are required to wear a DOT approved or SNELL

rated helmet with chin straps fastened in all classes.4) Sheet Metal and Chassis – This class is open to lawn and garden tractors, stock in appearance

with hood and grill required. You may switch to another factory sheet metal or aftermarket if original is not available, but must remain stock appearing. Tractors must have garden tractor rear-ends and stock appearing frames. Frames should maintain factory length, but not mandatory. Wheelbase is 52 inches maximum.

5) Engine – Single cylinder four cycle flathead engines only. Engines must be Kohler, Wisconsin, Tecumseh, or Briggs. Engine blocks must have an OEM stock appearance. The current approved blocks are the K-Series Kohler block and the MWSC Stock Altered block. Any new blocks must be submitted to the club for approval prior to entry. Engines must be factory productions or their OEM replacement with factory deck height. Stock head bolt pattern = stock head gasket must fit over studs or bolts. Stock head bolt location and head bolt size.

6) Engine modifications – Engine must use a stroke of 3.25” or less. Maximum bore of 3.780” with aftermarket block and 36.5 cubic inch limit. Factory block maximum bore of 3.830” and 37.5 cubic inch limit. Maximum valve size 1.380”. Maximum camshaft lift .330” at the valves. Maximum carb size of 1” with no air entering after the 1” restriction and venturi must be round in shape. Maximum carb spacer of 1”. Carbs must be stock appearing Kohler Type. Billet heads and porting/polishing are permitted. No external welding or external modifications allowed. All thread through finned are is acceptable. Welding permitted in crankcase area of block for repair. Flywheels must be steel and covered 360 degrees by 1/8” steel or 3/16” aluminum.

Gears are permitted to be changed.12) Clutch and Belt Drive Components - Clutch components must be shielded 360 degrees with

1/8” steel or 3/16” aluminum. All belt drive units must be covered by 1/8” steel or 3/16” aluminum. Aftermarket parts are allowed. Hand brake permitted.

13) Tires – Any 26x12.00x12 tire to include professional pulling tires. Cutting tires is allowed. Front tires can be substituted with rib or other type tractor tires.

Section VII – Rules Specific to Open Super Stock Class

1) These rules are only specific to the Open Super Stock Garden Tractor Class. For General rules, which also apply and must be met in order to qualify to pull, please thoroughly read the Section I General Rules portion of these rules. Tractors that qualify and pass technical inspection.

2) Ages – Drivers must be 8 or older. All pullers are subject to driver evaluation.3) Helmets – All pullers in the Stock Altered Class are required to wear a DOT approved or SNELL

rated helmet with chin straps fastened in all classes.4) Sheet Metal and Chassis – This class is open to lawn and garden tractors, stock in appearance

with hood and grill required. You may switch to another factory sheet metal or aftermarket if original is not available. Tractors must have garden tractor rear-ends. Wheelbase is 56” maximum. Overall length is 96” maximum.

5) Engine – Single cylinder Super Stock is any air cooled, four cycles, flat head, and two valves on same side of engine. No reverse port engines. No turbos, or superchargers allowed. No motorcycle, aircraft, marine or automotive type engines. Block may be copied, but must meet basic manufactures specifications. OHV or flathead. Twin cylinder engines allowed.

6) Engine modifications – Single cylinder engine cubic inch limit of 50.5 maximum. Twin cylinder engine cubic inch limit of 56 maximum. Billet heads allowed on single cylinder engines only. Must be stock head on twin cylinder. Flywheels must be steel and covered 360 degrees by 1/8” steel or 3/16” aluminum. Single cylinder engines must be shielded with 1/8” steel or 3/16” aluminum on external side of cylinder extending from head gasket to frame. Twin cylinder engines must be shielded with 1/8” steel or 3/16” aluminum on external side of both cylinders extending from head gasket to frame. Shields must be attached to frame at bottom and to the flywheel shield at top to make rigid.

7) Exhaust – Straight pipe or muffler allowed, Straight pipe discharge must be vertical or within 10 degrees of vertical and a minimum of 12” from the engine exhaust port. No rain caps allowed.

It is competitor’s responsibility to see that the official checks the switch before his tractor leaves the track.

23) Fire Extinguisher - All vehicles qualifying as a Stock Altered tractor must have a fully charged, functional fire extinguisher with gauge that is within easy reach of driver. Minimum size 1½ lbs. ABC type dry chemical or 1 lb. halon type.

Section VIII – CONTEST OPERATIONS

1) Contest Procedure:a. Contestant must pull in position drawn. In case of mechanical breakage which is confirmed

by track official, contestant may drop to last position. If breakage is not evident puller may drop 6 positions. NOTE: Sixth position is defined as the position immediately following the next 5 competitors and their attempts. From moment that both track and sled are prepared for competition, the puller has 3 minutes to hook and make their attempt to pull.

b. Each driver has the right to have sled spotted to a particular location on the starting line. The driver or assigned crew member is responsible to clearly request the location before the sled is returned to the starting line. In case of a second attempt, a second location may be requested. The entire sled must be within chalk lines at the start of pull attempt. No official pull can be started beyond or in back of starting line. Sled must be started in gear with front of sled even with starting line.

c. Each competitor will be allowed 2 attempts to make a measurable pull. An attempt is defined as moving the sled 1” or further. On first attempt, if competitor lets off throttle before reaching 25’ line the competitor will get a second attempt, even if they went

beyond 25’ line. If no attempt is made to back off throttle, no second attempt will be granted.

d. On any re-pull caused by contest malfunction, the competitor may either re-hook immediately or drop 6 positions.

e. Competitor will be able to drop to last if breakage occurs on their first attempt and they have let off throttle previous to 25’ line. The puller will be eligible for 1 more attempt.

f. Any disqualification on first attempt bars a second attempt exception test puller. (see test puller section for more details) Should the class be restarted, the competitor disqualified (during course of competition) will be allowed to re-pull in position drawn.

g. If class is restarted, all competitors will re-pull in order originally drawn.h. If a tractor is legal when hooked to sled and breakage occurs while pulling under the green

flag, the pull will be measure.i. All tractors must be in neutral/park with throttle as low as possible while being hitched and

unhitch to/from sled.j. All pulls must start with a tight chain.k. A floating finish line may be used at discretion of head official. A maximum distance of 185’

shall be used. Extended boundaries must be marked. Competitors must be informed of floating finish prior to start of class.

2) Test Puller:a. The competitor pulling first position of each class, as determined by draw at time of entry

is considered test puller.b. Provided that the weight transfer is deemed right, the test puller may:

I. Accept the distanceII. Refuse their distance and immediately hook again for another potential 2 attempts

III. Refuse their distance and pull again in sixth position. NOTE: Sixth position is defined as the position immediately following the next 5 competitors attempts.

c. If test puller has mechanical problems during their test pull (before first official pull), track official may grant the competitor the option of dropping to sixth or last position.

d. Only the test puller and only on their test pull, will the competitor have the option of dropping an out of bounds or other disqualification (with the exception of being over RPMS, over weight limit, over the limit hitch height, or illegal tractor this will result in disqualification and loss of ability to drop pull). They will have the option to re-pull immediately or in sixth position.

e. If class is restarted, all competitors will re-pull in original order drawn.f. It is competitor’s responsibility to inform the finish flagman as to their decision to take or

drop their test pull. Leaving track without informing the official of their decision forces the assumption that wishes to keep their test pull.

3) Pull Off:A. A floating finish line may be used at discretion of head official. A maximum distance of 185’

shall be used. Extended boundaries must be marked. Competitors must be informed of floating finish prior to start of pull off. This is an option and is not required at any event.

B. Order of pull off will be in the order which the tractors made full pulls or tied distances.C. In pull off situation the competitor does not have the option of dropping six positions.

D. If a pull off is not completed because of rain, curfew, or a contest malfunction purse monies and points for the places involved will be divided evenly among all those who qualified for the pull off.

E. Pullers eligible for a pull off may decide not to hook again. If all competitors in pull off wish not to hook again points and purse for places involved will be divided evenly.

F. Pullers eligible for a pull off that do not make an attempt to pull, shall receive points for last position in the pull off.

4) Inclement Weather:a. A session of pulling will be called completed event if ½ of the classes have been run.b. Purse money and/or trophies will be given to those classes that are completed according

to the results for those classes. Purse money for classes that do not compete will be divided equally at time of cancellation.

c. In any case in which all entered competitors do not get an official chance to compete, all competitors entered in that class that are present and signed up for that class will receive inclement weather points hook points (5 points).

d. The head official, track official, and event director shall be the only involved parties in determining if and when pull shall be stopped because of inclement weather or track conditions.

e. If the club adds unscheduled classes, including inclement weather classes, to those already scheduled, the unscheduled classes will follow the scheduled classes.

f. If rained out class is rescheduled on a date other than the originally scheduled pull dates, points will be given accordingly.

g. If a session is canceled more than 24 hours prior to the start time, no points will be given.h. If a session is canceled prior to the start time and the promoter retains no ticket revenue,

competitors will receive a refund of paid fee, but no other financial compensation.i. Any class not completed for any reason will be treated as a rained-out class.

Section IX – Causes for Disqualification

1) Disqualification – There are 2 types of disqualification, incidental and negligent:a. Incidental – The lesser of the 2 disqualifications which results in award of only

hook points (5 points). Incidental disqualifications generally occur during course of competition. Couse of competition is defined as the period of time that the competing tractor is hooked to the sled. Examples of Incidental disqualifications would be, but not limited to: 1) Going out of bounds, 2) Loss of ballast weight during pull, 3) Delay in contest, 4) Fingers under the fenders, 5) deposit of equipment on the track (certain breakage excluded), 6) Leaving under red flag, 7) Jerking the sled.

b. Over RPM – If a puller’s tractor is found to be over RPM, they will only receive 5 points for that class first offense. Upon second offense at same event or following events, the tractor will receive 0 points and may face a suspension.

c. Negligent – The more serious disqualification which results in loss of all points for that day in all classes minimum and may results in loss of points for that year

along with a suspension. Examples of a Negligent disqualification would be, but not limited to: 1) Arguing with an official, 2) Any person on fairground property found to be under the influence of alcohol or drugs, 3) Unsportsman like conduct, 4) Un-safe operation of any competition or other vehicle on fairground property.

2) Decisions of the event officials are final. Arguing with event officials could result in event disqualification, probation and/or suspension as deemed necessary. Upon second occurrence pulling privileges can be revoked for one year from date of second occurrence.

3) Any Competitor or his/her crew found under the influence of alcohol or drugs during contest activities shall be barred from any further involvement or participation in the event. They may also be barred from any further involvement or participation in future events and may be subject to fines, or termination of license. The minimum suspension for being under the influence of alcohol or drugs in 1 year from date of occurrence.

4) NOTE: The Potomac & Shenandoah Antique Tractor and Engine Club, Inc. will review each of these cases, and depending upon severity, may hand out fines and/or suspensions.

5) Delays of contest will result in disqualification.6) Unsportsman like conduct will result in disqualification.7) Hands or fingers under the fender will result in disqualification.8) Excessive loss off liquid onto the track by pulling vehicle not cause due to an internal

breakage may result in disqualification. Excessive is defined as and steady or intermittent stream discharge on the track, or a spot equivalent to or more than 8” in diameter.

9) Depositing of any equipment onto the track during the course of competition (certain breakage excluded) will result in disqualification. For clarification, a partial list of types of incidents is provided:

10) Out of Bounds – During the course of competition, the sled may touch the boundary lines but the tractor cannot or disqualification will result.

11) Any competitor attempting to leave under the red flag will be disqualified.12) Any loss of ballast weight during course of competition will result in disqualification.13) Any unsafe practice utilizing competition vehicle, tow vehicle, or other event related

equipment before, during, or after the event which the officials consider both deliberate and unsafe will result in disqualification.

14) All crew members must be outside the white chalk lines on sides of the track. No crew members can be at the end of the track on the track or gravel surfaces. You must be in the grass area on the hill until pull is complete and red flag is thrown. If any crew members walk on the track area before red flag is thrown it will result in puller being disqualified.

Section X – Penalties

1) If deemed necessary, a puller or a tractor may be placed on temporary suspension. Possible causes include, but are not limited to arguing with event officials, fighting, being under influence of alcohol or drugs during an event, Illegal vehicle advantages, unsportsman like conduct, unsafe behavior, etc.

2) Suspensions can range from but not limited to 1 to 5 pulls, with the exception of illegal motor or wheelbase, and under influence of alcohol or drugs which carry a minimum of a 1-year suspension

Section XI – Protest

1) Protest Procedure:a. Verbal protest must be made within 10 minutes after the completion of the class in

question. This must be followed by the formally written protest which must be delivered to and official within 30 minutes. Forms will be provided.

b. The protest must specifically identify the nature of the violation.c. The protested tractor can be pulled in other classes at the event before submitting to be

checked.d. Tear down is by owner or owner’s mechanic. This process may be completed with only

witnesses being the owner, owner’s mechanic, and officials.e. If protested tractor is not submitted for inspection, it will be considered illegal. An illegal

tractor will be suspended for 1 year from date of occurrence, loss of all points, and must be proven legal before allowed to compete again.

2) Protest Fees: a. A tear down protest consists of a deposit of $200.00. The deposit must be made at time

of protest. Protest may be made by any competitor in the same class as the tractor in question.

b. Protest must be registered as stated in protest procedures section above. Protestor must post $100.00 and state what items are being protested (maximum of 3 items per $200.00). If the one being protested is found legal the protested tractors owner shall receive the money. If found illegal the $200.00 is returned to the protestor.

3) Appeals:a. The official shall decide the protest as promptly as possible and shall inform the parties

to the protest decision.b. If either of the parties does not accept the decision of the official, the protest may be

appealed (within 10 days of the official’s decision) to the Potomac & Shenandoah Antique Tractor and Engine Club, Inc. for a final decision.

c. The Purse of the involved portion of the event will be escrowed until a final determination has been made or the time period for filing an appeal has expired.

d. Protest must be addressed at event in question. Even if the situation cannot be resolved on the spot, all relevant data (including photos if applicable) must be collected prior to tractor leaving the event site.

4) Voluntary Compliance: Each participant expressly agrees that by entering an event:

a. The participant agrees to be bound by all of the decisions, rules, and regulations of the club including all procedures provided in the rule book, and by decisions, rules, and regulations which are applicable to a particular event.

b. The participant agrees to be bound by and abide by decisions of the officials.c. The participant, by entering an event, agrees that all decisions made during an incident

at an event are final and may not be appealed or made the basis of litigation and agree to release and waive from liability and agrees not to bring action against the event manager, his/her designees, the Potomac & Shenandoah Antique Tractor and Engine Club, Inc., the owners of the pulling track, event sponsors for any loss, damage, or injury caused by decisions erroneous or otherwise, or decisions based on malfunctioning equipment, whether due to negligence or otherwise.

d. The participant further agrees that any disputes concerning any event shall be resolved pursuant to the procedures provided in this rule book.

e. The participant agrees to indemnify and to hold the Potomac & Shenandoah Antique Tractor and Engine Club, Inc. harmless for any cost incurred as a result of the failure of the participant to comply with the procedures and PostScript ion provided from herein.

Section XII – Points

1) Award of Pointsa. A competition vehicle must be registered at the time of an event in order to collect

points for that event.b. Hook points shall be awarded to any vehicle passing technical inspection that hooks to

the sled and makes an attempt to pull or is broken at the eventc. The points shall be awarded in each class in the following manner:

1st 20 place points + 5 hook points = 25 points2nd 19 place points + 5 hook points = 24 points3rd 18 place points + 5 hook points = 23 points

4th 17 place points + 5 hook points = 22 points5th 16 place points + 5 hook points = 21 points6th 15 place points + 5 hook points = 20 points7th 14 place points + 5 hook points = 19 points8th 13 place points + 5 hook points = 18 points9th 12 place points + 5 hook points = 17 points10th 11 place points + 5 hook points = 16 points11th 10 place points + 5 hook points = 15 points12th 9 place points + 5 hook points = 14 points13th 8 place points + 5 hook points = 13 points14th 7 place points + 5 hook points = 12 points15th 6 place points + 5 hook points = 11 points16th 5 place points + 5 hook points = 10 points17th 4 place points + 5 hook points = 9 points18th 3 place points + 5 hook points = 8 points19th 2 place points + 5 hook points = 7 points20th 1 place points + 5 hook points = 6 points21st and below 0 place points + 5 hook points = 5 points

d. Disqualifications – Incidental disqualifications will only receive only 5 hook points. Second time over RPM offenders will receive 0 points. Negligent disqualifications will receive 0 points in all classes.

e. A vehicle may collect points in more than one division that it is legal to run in.f. If the end of the season points race results in a tie, it will be broken by comparing the

number of 1st place finishes during the season. If a tie still exists 2nd place finishes, 3rd place finishes, etc., will be counted until tie is broken.

g. The Potomac & Shenandoah Antique Tractor and Engine Club, Inc. reserve the final authority to settle any questions or disputes regarding point’s awards.

Section XIII – Top Dawg

1) Top Dawg Pull – Pull will consist of the top 5 tractors in points for each class, however if any of the top 5 elect not to pull, the next in line in points standings is eligible 6, 7, 8, etc.

2) Rules – All Potomac & Shenandoah Antique Tractor and Engine Club, Inc. rules apply. However, the contest operation will be as followed:

a. There will be no 25-ft. restart line. You only get one attempt.b. There will be no test puller. The sled will be set. If it is set light and all 5 get full pulls,

then the sled will be reset. If any of the top 5 does not get a full pull, they will be eliminated from the contest, (and so on) until we have a winner. If sled is set too heavy, you take the distance you pulled.

c. The points leader (puller in the contest with the most points), gets to choose the pulling order in that such class such as 1st through 5th or reverse 5th through 1st.

d. The hooks will be $20.00 per hook. The price is subject to change according to rental of fairgrounds or lack of puller. If price changes then the payout will also change.
