GOVERNMENT TRAINING INSTITUTE
STATEMENT OF CAPABILITIES
Government Training Institute
About GTI: The Government Training Institute (GTI) was founded in 2003 to
address the tactical needs of law enforcement and military throughout
the United States with research based training. Current courses contain
a cooperative curriculum base and ongoing research from the staff of
GTI with over 100 years of military special operations and law
enforcement experience. GTI also works directly with law enforcement
and military personnel to custom design training curriculum and
facilitate training to fit unit specific needs and requirements. GTI's
courses are offered at our South Carolina facility or as Mobile Training
Teams Deployment (MTT) worldwide. We also provide focused
individual and unit skill set training facilitation and exercise support at
offsite military installations and civilian locations.
GTI’s Mission
“The Government Training Institute is committed to those
responsible for our national security, the safety of our citizens
and the future of our great nation. Through the most intense
and realistic training, thorough and comprehensive research,
and honest and ethical consulting, we prepare our country’s
military, law enforcement and first responders to face all
challenges with knowledge and confidence.”
GTI’s Motto
“Success is NOT by Chance.”
Government Training Institute
RDI Committee: Government Training Institute has resourced its extensive industry
networks to create a brain trust of subject matter experts from varying
fields and agencies within the umbrella of homeland security and
national defense. This group of experts comes from multiple federal
agencies, state and local law enforcement and all arms of the
Department of Defense: and have agreed to serve in advisory and
support capacity to GTI as part of a Research, Development and
Intelligence (RDI) Committee. RDI members are strategic advisors to
GTI and a think tank built to become the tip of the spear to guide
industry solutions at a global level. The RDI Committee adds another
level of depth to GTI’s overall capabilities and gives GTI a more robust
footprint as a homeland security and national defense contractor.

U.S. Department of Homeland Security
Since 2005, the Government Training Institute has worked with Bureau of
Homeland Security (BHS) to construct and deliver U.S. Department of
Homeland Security courses. The pre-approved course status through DHS
means that state and local homeland security organizations can utilize their
federal homeland security grant funds to pay for virtually all aspects of the
classes, including tuition, travel, lodging, meals, overtime, and backfill.
GTI has 6 courses on the DHS catalog, including: •ID-001-RESP – Type III Advanced SWAT Operations for Terrorist Environments
•ID-002-RESP – Type II Advanced SWAT Operations for Terrorist Environments
•ID-003-RESP – Type I Advanced SWAT Operations for Terrorist Environments
•ID-004-RESP – Immediate Action Teams: Rapid Law Enforcement Tactical
Response to Violence and Terrorism in the School Setting
•ID-006-RESP – SWAT – Law Enforcement Tactical Operations for Terrorism
Response (Basic Concepts and Tactics)
•ID-008-RESP – Improvised Explosive Devices (IEDs)
GTI staff has twice published chapters on terrorism and law enforcement
issues in text that is utilized by staff and students of the United States
Military Academy at West Point and think tanks world-wide. The three part
volume “Countering Terrorism and Insurgency in the 21st Century –
International Perspectives” is edited by PhD. James Forest who is the
Director of Terrorism Studies at the US Military Academy at West Point
(http://ctc.usma.edu). The 2006 contribution involved an analysis of the
Achille Lauro Hijacking event and the 2007 chapter “Combating Terror in
US Communities: The SWAT Mission” summarized how local law
enforcement effects national homeland security.

Joint Operations Center
About Joint Operations Center:
The Joint Operations Center (JOC) is a
radiologically sterile former Nuclear
Fuels Reprocessing Plant and the only
training center of its kind in North
America. The JOC gives groups the
opportunity to train inside a real nuclear
complex and offers the most advanced
real world options for CQC and
CBRNE training that is unparalleled
anywhere.
The buildings at the JOC offer an
incredibly diverse training environment
and are all 360° Simunition® and SRTA
capable. Internal and external breach
points allow for manual, ballistic,
exothermic and explosive breaches.
The JOC has the capability to support
complex Full Mission Profile training
scenarios to test, train, and evaluate an
entire Task Force or provide targeted
skill set training from simple to the
most difficult levels. Geographically it
is naturally situated in a low visibility,
discreet location, easily accessible by
vehicle or rotor wing aircraft.
Today’s replacement value of the facility is approximately $1 billion.
Joint Operations Center
Sustainment Training: GTI can develop mission profile scenarios within our facility and local
training areas to support unit training requirements or meet exercise
objectives. Trained, disciplined, and properly supervised role players
are available to add realism, provide adversary presence, and when
tasked, conduct active patrols and sentry duties. All structures are
Simunition® capable for force on force training. Also, for live fire
training requirements, the GTI JOC is Short Range Training
Ammunition (SRTA) capable.
