Greetings!

The UP Samahan Tungo sa Progresibong Administrasyon (STPA) is a socio-academic organization based in the National College of Public Administration and Governance (NCPAG). Since 1988, the organization has been upholding the values of academic excellence, public service, and critical awareness by conducting various activities that are geared towards the betterment of our society. In line with our core values, we will be hosting the 5th Annual Installment of Kabataan Roadtrip this 2019, a forum that aims to introduce the role of Public Administration in the development of the Philippine society, and to demonstrate that studying Public Administration is an effective tool to promote public service.The following contests will be held simultaneously after the forum:

1. Quiz Bee2. Poster Making3. Extemporaneous Speech

This will be held on November 23, 2019 from 7:00 am to 4:00 pm at the National College of Public Administration and Governance, UP Diliman, Quezon City.

The UP Samahan Tungo sa Progresibong Administrasyon (STPA) is a socio-academic organization based in the University of the Philippines - National College of Public Administration and Governance (UP NCPAG). Since 1988, the organization has been upholding the values of academic excellence, public service, and critical awareness by conducting various activities that are geared towards the betterment of our society. RATIONALE

The objectives of the Kabataan Roadtrip 2019 are to introduce the role of Public Administration in the development of the Philippine society, and to demonstrate that studying Public Administration is an effective tool to promote public service. Using the public administration lens, the event will explore the pressing problems on agriculture and public health, and will look into the solutions that involve the youth’s participation. At the end of the event, the participants will be able to answer the following questions about the issues discussed: (1) What is the problem situation? (2) What are the proposed solutions, and how do they address the problem? (3) How can the youth be a part of a solution, and what positive changes can they bring to alleviate the problem?

AGRICULTUREFrom previously being a top rice exporter, the Philippines became a net importer of rice in 1993. Since

1993, the local production has not been able to meet the country’s demand for rice which prompted the government to import rice from other countries. To address the low rice production in the Philippines, experts have looked into crafting new rice market policies, implementing land reform, increasing investment in research and development, and rehabilitating or building agriculture infrastructure such as irrigation systems.

The present administration chose to pass a new policy to increase the competitiveness of the agricultural sector and to address the “rice crisis” that saw some parts of the country underwent grave supply issues that resulted to retail prices rising to historically high amounts. The Rice Tariffication law or RA 11203 was enacted on February 19, 2019. The law lifts the importation quotas on rice which limits the volume of rice entering the country, and instead places tariffs on rice purchased by importers. The tariff revenues will be used to help farmers reduce production costs.

Due to the enactment of the law, the country saw an increase in the supply of cheaper rice imports. While the consumers benefit from the decrease in prices, the local farmers were negatively affected by increasing foreign competition because the amount of palay prices are falling closer to or below the production cost level. Although there are provisions in the law that provide assistance to farmers by reducing production costs and buying the rice that they produce, the farmers are seeing their profits decline which consequently hurt production.

The Rice Tariffication law has its merits. However, to increase the rice yield and competitiveness of the agricultural sector, the government should formulate and enforce more solutions.

PUBLIC HEALTHTo protect children and mothers from vaccine-preventable diseases (VPD), the government developed

the Expanded Program on Immunization in 1976. The expected outcomes are decreases in morbidity and mortality among children. These outcomes could be achieved by making vaccines accessible to the target beneficiaries.

The immunization program of the government has been an effective means to prevent deaths from VPD. However, there had been a growing unease among the citizens over the safety of vaccines due to controversies particularly on the use of Dengvaxia vaccine. The dengue vaccine was distributed in the Philippines by the Department of Health (DOH) in 2017. After the DOH rolled out the vaccine, Sanofi Pasteur, the pharmaceutical company which developed Dengvaxia, released research findings which showed that the patients who received the vaccine without prior experience of being infected with dengue were at risk of a more severe infection. Due to the Dengvaxia controversy, the trust approval of the DOH plummeted and as a consequence, the overall coverage of immunization in the country decreased considerably. When citizens decline to be vaccinated, disease outbreaks are bound to happen.

By late 2017, there was a measles outbreak in Mindanao. Despite government efforts to control the spread of the disease, the disease expanded to several regions in Visayas and Luzon. In five of these affected regions, the DOH announced a measles outbreak. Presently, the Philippines has the highest number of measles cases in Asia, and second in the world. While the DOH is placing considerable attention to curb the measles outbreak, the cases of Dengue has been increasing that the DOH declared a National Dengue Alert.

The trust of the citizens towards DOH must increase in order for the citizens to accept vaccination. Only when the citizens are not hesitant to receive vaccines will the immunization coverage increase, and subsequently decrease the cases of VPD. According to the London School of Hygiene and Tropical Medicine, the challenge for the DOH is to rebuild its credibility.

TOPICS OF THE FORUM

PUBLIC ADMINISTRATIONFocuses on introducing Public Administration as a discipline and a field of practice and aims to help junior high school students understand the role of Public Administration in the development of the Philippines.

PUBLIC ADMINISTRATION IN ACTIONFocuses on analyzing the problem situations in the field of public health and agriculture. As the subtopic gave emphasis to the word “action”, proposed solutions and how they address the problems will also be tackled.

ROLE OF THE YOUTHThis topic elaborates measures that can be performed within the capacity of junior high school students to make the government accountable for the policies that they are implementing for the development of our county. It aims to empower these students by making them realize their roles in improving the welfare of Filipinos.

Further discussion points may also include, but not limited to: (1) the importance of youth involvement, (2) historical successes of youth participation, (3) and the need for good public servants.

QUIZ BEE CONTESTThis contest aims to challenge the participants’ knowledge in the field of public health and agriculture, and the public administration in general. Discussions of the speakers and current events in the Philippines may also be included.

POSTER MAKING CONTESTThis contest aims to give students the opportunity to showcase their passion and creativity in art and in public service. It also enables the participants to enhance their ability to convey their stand and message regarding a specific issue through the use of visuals.

EXTEMPORANEOUS SPEECHThis contest aims to provide an avenue for students to express their knowledge and opinions on salient social issues through oral communication. It also challenges the participants to think critically and deliver a cohesive speech in a limited period of time.

1. The event is open only to junior high school students of schools based in the National Capital Region and other nearby provinces.

2. Each school shall pay a Php 150 registration fee per contestant at the day of the event. The first five schools to confirm their participation shall receive a Php 50 discount per student.

3. Each school may participate in any of the contests. However, participation in all of the contests is highly encouraged.

4. Students are required to wear their respective uniforms during the event.5. If the school wishes to change their participants, advisers shall notify the organizers five (5) days before

the day of the competition.6. Instructions for confirmation of participation are found on page 14.7. Please make sure to accomplish all details needed in the confirmation of participation. Text brigades and

emails will be sent before the event for information and reminders.8. Deadline of confirmation of participation is on November 15, 2019 (Friday).

1. Each school is allowed to field only one team.2. The team shall be composed of three (3) students per school.3. The materials for the contest will be provided by the organizers.4. The questions will appear on the Presentation.5. There will be three (3) components in the competition namely: Easy Round, Average Round and the

Difficult Round.6. The easy round is composed of fifteen (15) questions worth 1 point each, the average round is

composed of ten (10) questions worth 2 points each, and the difficult round is composed of five (5) questions worth 3 points each..

7. The Quiz Master will read the questions twice, after which the contestants should write the answer on the answer sheets/cards provided.

8. The team is given ten (10) seconds to answer each question for the easy round, 20 seconds for the average round, and 30 seconds for the difficult round. The assigned timer will signal when the time is up. Late answers will not be accepted.

9. All answers should be written in capital letters. Wrong spelling shall not be given any consideration.10. A board of judges shall be selected for the contest. Only the participants are allowed to contest their

answers. The decision shall be final and irrevocable.11. Any clarification shall be made before the quiz master proceeds to the next question. Corrections or

clarifications after the contest will not be entertained.12. Any team caught in an act of cheating or any form of dishonesty shall be automatically disqualified.13. In case of a tie, a tie-breaker question shall be given and the winner will be determined in a first-to-score

basis.14. The questions shall come from the discussions during the forum and current events related to the

Philippine government.

The contestants shall have two hours to complete their work.4. The contestants are only required to use oil pastels. The contestants shall bring their own 1/4

illustration boards (15” x 20”).5. A board of judges shall be selected for the contest. The decision shall be final and irrevocable.

The criteria for judging shall be as follows:● 35% Content

○ The concepts and ideas portrayed in the poster are clearly presented, connected to each other, and conveys a particular message to the audience.

● 30% Originality and Creativity○ The combination of elements in the poster are relatively new, chosen and placed carefully, and

create an impact in the delivery of the message. ● 25% Relevance to the Theme

○ The message of the poster is appropriate to the given theme and exhibits excellent understanding of the concepts and ideas in relation to the theme.

● 10% Overall Impression○ The presentation of the poster is generally neat, organized, well-executed.

1. Each school is allowed to field only one contestant.2. The participants are encouraged to wear formal attire.3. The topic shall be related to the theme of the event.4. Each participant will be given 2 minutes to prepare and 3 minutes to deliver his/her speech. 5. One (1) point deduction shall be given for every 30-second before and beyond the allotted time.6. Other participants will stay in a holding area. 7. A board of judges shall be selected for the contest. The decision shall be final and irrevocable.

The criteria for judging shall be as follows:1. Presentation (40%)

a. Vocal delivery (20%): Pronunciation, intonation, pitch, projection, articulation and pace should be considered and employed to convey the ideas, mood, and argument of the speech.

b. Manner of Speaking (20%): The speaker should give the appearance of relaxed self-assurance and conviction. Movement, gesture, and facial expression should reinforce the vocal delivery.

2. Content (40%)a. Originality/ Evidence/ Information (20%): The judges will look for the speaker’s ability to be original, to

support arguments with pieces of evidence, and to supply correct and reliable information in a short span of preparation time.

b. Relativity to the theme/question (20%)

3. Organization (20%): The speech should have a clear beginning, middle, and end. The judges will take into consideration the originality of the speech introduction, how well the subject matter is organized, and whether it is brought to a logical conclusion.

The UP Samahan Tungo sa Progresibong Administrasyon (UP STPA) is a duly recognized socio-academic organization in the University of the Philippines Diliman, based at the National College of Public Administration and Governance (NCPAG). The organization is dedicated to the service of the people through the utilization of Public Administration as an effective and systematic tool in providing a humanistic and nationalistic oriented public service that is accountable and credible. In its 30 years of existence, UP STPA has conducted socially relevant projects and events in the form of forums, symposiums, outreach activities, debates, workshops, lectures, seminars, and other avenues for learning and for critical awareness. It has won back-to-back Gawad Chancellor Award for Best Student Organization in 1996 and 1997, the highest award given to the most outstanding student organization in UP Diliman.
