Singapore - Construction Sector Overview
• Due to scarcity of land, it is critical to make the best use of limited resources.
• Contracts for the built environment are expected to be between $31 - $ 38 billion in 2014
• For 2015 -16 average construction demand is expected to be $ 25 to 34 billion pa
• The Singapore Building and Construction Authority (BCA) has been working closely with industry partners to promote wider adoption of sustainable methods and materials in the built environment.
• Housing Development Board (HDB) is the public housing agency playing a key role in sustainable development

2015 SUSTAINABLE SINGAPORE BLUEPRINT
• Key objective of the Blueprint is improving resource efficiency and achieving zero landfill.
• Two key focus areas of sustainable construction in Singapore are:
– (a) recycling and use of sustainable materials; – (b) efficient design to optimise use of natural materials.
• The masterplan is anchored by five strategic thrusts (ST)
– ST - 1 Government taking the lead in adopting sustainable construction – ST - 2 Promoting sustainable construction in private sector – ST - 3 Building industry capabilities – ST - 4 Strategic profiling and raising awareness to generate sustained

INCREASING PRODUCTIVITY
• Productivity on Construction projects is about half as efficient as in the US.
• Enhancing the industry’s productivity is a key focus for the Government and BCA
• BCA has launched their ‘ Multi Skilling Scheme ‘ as part of their Construction Productivity Roadmap
• Industry moving to more widespread use of technology, following the Governments decision to make the use of BIM mandatory on Government projects in the future.
• Public Sector Construction demand likely to be $ 14 to $18 billion a year in 2015 and 2016, with approximately 60% of this from building projects
• The CORENET e-Information System – is the central repository for building codes, regulations and circulars published by the various building and construction regulatory agencies in Singapore - eg BCA, HDB etc…

WEEK
• The Singapore Construction Productivity Week (SCPW) was held during National Productivity Month -13th to 16th October 2014
• Since the launch of BCA’s Construction Productivity Roadmap in 2011, the industry has made significant progress in adopting more efficient construction designs and methods
• To date, more than 80% of the BCA Construction Productivity and Capability Fund (CPCF) has been committed to help firms improve their productivity through technology adoption, process re-engineering as well as workforce training and upgrading programmes.
