Green Public Procurement in China

Since implementation of “The Law of Government Procurement ” in Jan. 1, 2003, China government procurement has increased from 13.1 billions RMB in 1999 to 1130 billions RMB in 2011, with the scope extending to engineering and service from simple goods.

Environmental labeling products in GPP

On Oct. 24, 2006, GPP Regulation issued with Opinion of the Implementation of Green Public Procurement on Environmental Labelling Product which was approved jointly by Ministry of Environmental Protection (MEP) and Ministry of Finance (MOF). Meanwhile, the first GPP List on Environmental Labelling Products was published. Until to now, 12 batches of GPP list have been issued with the categories increasing to 45 from 14 and 1225 companies with 51329 products involved.

Up to now, there are 97 categories of Environmental labeling products, among them 45 ones in GPP

Scale of China GPP

From 2012 statistics on public procurement by MOF, the purchasing scale of China Environmental Labelling products reached 93.9 billions RMB which was 63.8% in the same kind of public procurement products.Combining with the data of 2009, the China Environmental Labelling products were 14.1 billions RMB in GPP which was 74% in the similar products.

CEC participate several international cooperation projects in GPP

2. International effects on GPP

International Sustainable Public Procurement initiative (UNEP) WG1‐Defining SPP and related concept, WG2‐Monitoring SPP/GPP implementation and assessing impacts, WG3‐Addressing barriers to SPP implementation and proposing innovation; WG4‐Promoting collaboration with the private sector, WG5‐Improving the collaboration between central and local governments, WG6‐Collaboration with IGOs and MDBs. Green Public Procurement and ecolabelling in ASEAN+3 region (UNEP) The project aims to strengthen GPP and Ecolabelling capacities in ASEAN

countries by using China, Japan and Korea experiences in GPP and Ecolabelling to promote green products supply and regional sustainable development.

2. International effects on GPPCEC participate several international cooperation projects in GPP

Study on the potential benefits and challenges of GPP in China (ISEAL) The project focuses on the potential benefits and challenges by using

market mechanisms for improving the efficiency and effectiveness of GPP in China, by international cases study.

GPP project with Germany Federal Environment Agency (UBA) The project aims to promote mutual recognition cooperation with Blue

Angel and understood GPP in Germany. Practices and Innovation of Green Supply Chain (CCICED/EDF) The project aims to study GSC as an innovative mechanism to facilitate

China’s green transformation and GPP development. THE tripartite cooperation project among China, Japan and Korea The project aims to promote mutual recognition cooperation among China

Environmental Labelling, Japan Ecomark, Korea Eco label and GPP. And others……
