1. Purpose: This guide intends to clarify “substances prohibited from being contained in Sanken products”

and “substances contained in Sanken products which must be identified” and to define the provision of information and request for cooperation to suppliers/vendors as well as its control procedure in accordance with “Criteria for the control of chemical substances contained in products” which are legislated for compliance with the environment-related laws and regulation and the Green Procurement requirements of customers. 2. Terminology::

3. Scope: Among goods ordered from Sanken Group to suppliers (hereinafter referred to as Ordered Product (s)), this guide line will apply to the following Ordered Products;

Sanken designates prohibited substances as listed in Table 4-1,Table 5-5(SVHC for REACH) Prohibited substances include two categories, those prohibited for specific applications (restricted use) and others totally banned for any application (entire ban).

1. The unit of control and restriction values is ppm for each homogeneous material. 2. Intentional use of 6 prohibited substances is prohibited regardless of their concentrations (except lead in non electro nickel plating).

Permissible concentration of prohibited substances for each homogeneous material which constitutes products. The homogeneous material means a material which can no longer be mechanically divided into sub materials. Film coated in painting, printing or plating is a homogeneous material. If the film is formed in plural layers, each layer is a homogeneous material.. In the case of metal and its compounds, concentration converted into metal is used. (same as paragraph 6)

Intentional use Intentional use means the addition of prohibited substances for the purpose of improving characteristics or product quality regardless of the concentration of added substances.

Control value The control value is a permissible value which is considered not to exceed without intentional use or mixing/contamination and be monitored by Sanken Group and suppliers. Should any excessive value over the control value be found, it shall be analyzed and a corrective or preventive action should be taken to resolve the excess over the control value.

Restriction value The term is almost equivalent to the legally regulated value and any excess over this value is never acceptable.

Exceptions of RoHS/ELV directives

Sanken Group agrees to accept the exceptions of RoHS and ELV directives. However, the exception of deca-BDE (a kind of PBDE) in RoHS directive is unacceptable in consideration of customers’ requirements etc as of July, 2007. It is to be noted that RoHS and ELV exceptions which are scarcely related to Sanken products are not listed in the Table 5 – 1.

Restriction for purchasing of raw material(Recommended use of four raw materials)

Sanken group will select two raw material of recycled resin and coated wire (except for the magnet wire) from business partner who is recognized as SONY green partner. As for four raw materials such as plastic, paint, ink, magnet wire, Sanken group will select from SONY recommended raw material business partner as much as possible. When you admit that SANKEN group does not sell the SANKEN product to the SONY group, you do not need to apply this limit.

Purchases to which these criteria do not apply

Sanken Group may purchase component parts, materials and assemblies for products of industrial applications or other specific products without applying this criterion.

Efforts for reduction of hazardous chemical substances

Sanken Group and its suppliers shall make constant efforts for reduction or disuse of hazardous chemical substances in accordance with technology innovation.

Compliance with laws and regulations

In addition to prohibited substances specified in these criteria, there are a number of prohibited substances regulated in the chemical substance assessment and restriction law and the law for worker’s safety and hygiene. Sanken and its suppliers shall comply with all laws and regulation relating to chemical substances.

6. Controlled substances contained in products Sanken Group specifies the substances in Table 6-1 as “the chemical substances of which

Sanken group and suppliers must manage the content in target products in Table 3-1” (hereafter, “managed substances”). Banned substances in Table 4-1 are a part of managed substances. Though the managed

substances after №58 in Tables 6-1 are the chemical substances to be reduced as possible, they are not banned substances. Managed substances are based on the substances specified in the industry guideline JIG. Refer

to JIG for the detailed chemical lists of managed substances. To grasp the use and amount of managed substances is essentially important. Furthermore, to

grasp the entire chemical constituent in products is called for these days.

Threshold: If each content of managed substances is 1000 ppm or more (only cadmium: 100 ppm or more) per each homogeneous material, the content should be grasped. However, even the content of less than the threshold should be grasped if managed substances are intentionally used.

7. Control system of chemical substances contained in products Sanken Group and its suppliers should establish a control system of controlled substances contained in products which is suitable for each company to operate that system. The established system should include control items listed in Table 7 – 1 and 7 – 2 to assure that no prohibited substance is contained. The control of chemical substances contained in products is hereinafter referred to as the control of contained substances.

10 Management review The management review shall be conducted, based on the results of the internal audit for the system and the operation of the control of contained substances.

( including the pre-conditioning method of samples) approved by customers and the industry shall be used.

5 Comfirmation at acceptance of components and materials

Purchased materials shall be accepted after confirming the above compliance. In the case that the test result of constituting elements is attached to the supplied materials, it should be checked for compliance with the company’s own requirements and specific customers’ requirements. As to materials which may contain hazardous substances (herein after referred to as feared materials) the acceptance test ( including the fluorescent X ray analysis) shall be made at the frequency and by the method suitable for the situation.

6 Process control It shall be reviewed whether materials containing prohibited substances are used in the production process or not. In the case that materials containing prohibited materials are used in products or applications exempted from restrictions, misuse or mixture thereof or contamination therefrom shall be strictly prevented (identification, segregation, cleaning, in-process inspection etc.). In the case that contained substances or their contents are changed due to chemical reaction or evaporation in the production process, its effect on final products shall be identified and controlled. Contained substances shall be controlled in a manner that any material (transportation materials, machine oil, cleaning agent for machinery etc.) which are not intentionally contained in products may not cause the contamination.

7 Check at shipment of products

A system shall be established and operated so that shipment of products may be made after confirming that the control operation of contained substances has been done. As to the feared materials, the acceptance inspection ( including the fluorescent X ray analysis) shall be made at the timing and by the method suitable for the situation.

8 Control of revisions or changes

A system shall be established so that any change in design, production process and raw materials can be controlled for implementation. If any change may cause change of contained substances, the information of contained substances of the changed material shall be acquired for verification.

9 Non-conformity control

A system for the control of the non-conformity including that of the control of contained substances shall be established and operated.

10 Traceability A system that the production history and used materials can be traced from shipped products shall be established and operated.
