8.23 The total green infrastructure shown on the Framework Plan amounts to 86.8Ha exceeds the Council’s standards by a considerable margin and if viability and maximising housing number on the site becomes a problem, then there will need to be a process of reviewing those areas of Green Infrastructure that are unconstrained and can add to delivering a sustainable community.
8.24 The standards do not set a requirement for blue infrastructure that will deliver recreational, amenity and biodiversity benefits, but land associated with the drainage coverage across the site would also provide an alternative equally valuable green/blue infrastructure contribution. More generally, blue infrastructure provision is integral to the protection and enhancement of biodiversity and therefore it must be considered alongside the Green Infrastructure Strategy. Other blue infrastructure such as existing and proposed land drains and swales will also provide important local linkages of value to biodiversity.
8.25 In terms of future main management/maintenance of green infrastructure, this will need to be considered as part of funding and charging regimes which will be considered as part of the next stage of work.
8.26 It is likely the Council would adopt the proposed Country Park within the Freshney Valley but consideration will also be given in the viability model to a charitable trust or management company to manage and maintain openspace areas on behalf of and in partnership with local communities.

COMMUNITY/RETAIL USES
8.27 Whilst further retail evidence is required to justify the scale of provision, we have assumed for the purposes of delivering a sustainable settlement the requirement for two local centres. It is assumed that the local centre adjacent to Morrisons in the southern portion of the site will be the main retail element comprising a (1,860sq.m) 20,000sq.ft discount retail operator with a range of other units including restaurant and public house uses (an additional (930sq.m) 10,000sq.ft). It is also proposed to provide a local centre in the central part of the site which would be smaller scale 465sq.m (5,000 sq.ft max) which would most likely comprise a small convenience good shop, newsagents and pharmacy.
8.28 As part of defining a key placemaking location within the development, consideration has been given to the location of a public house along the southern peripheral link road at a proposed public entrance point into the proposed Freshney Valley Country Park.
UTILITY SERVICES
8.29 Projected electricity capacity is anticipated at 6.39MW, with 6.86MW being available at the Yarborough Road NGP Substation. As further development within the area will also require capacity, the electricity supply cannot be guaranteed until such times as a formal request for supplies are made. Therefore, there will be potential further a primary substation to be required although this will be wholly dependent upon timing and rates of delivery of all future schemes and this will need to be clarified moving forward but the provision of an 11kV substation could amount to a cost of £3.5m.
8.30 Based on initial discussions with Anglian Water regarding foul water, it is likely that a foul pump station will be required to drain the properties proposed on the northern part of the site. Properties south of Aylesby Road could potentially drain by gravity to existing foul infrastructure. However, if pumping is ultimately required a further pumping stations serving the central and southern parts of the site may be required.
ROUND UP
8.31 It is recognised that in order to support a viable and deliverable scheme there needs to be an ability to phase the infrastructure items in a flexible manner throughout the lifetime of the development programme. It is envisaged there will be further infrastructure planning work and testing through the more detailed masterplan process. This will focus on understanding where infrastructure components are needed, when they could be delivered in the development programme and how they can be funded. Further assumptions regarding key infrastructure delivery and phasing is outlined in Section 12 below.

BRINGING THE EVIDENCE TOGETHER – CONCEPT FRAMEWORK PLANS
9.1 The Grimsby West site as a strategic housing site allocation has been identified within the Publication Version of the Local Plan and this interim document seeks to clarify the scale, nature and form of development. It also identifies the likely infrastructure requirements across the site as well as the design principles and delivery mechanisms. This approach will ensure an integrated set of character areas that achieve the overall site vision and objectives for the site.
9.2 Creating a varied and distinct built form at Grimsby West will help to deliver a well designed communities and a distinct sense of place thereby avoiding the danger of the area becoming a bland suburb of Grimsby. To achieve this ambition, this document has focused on key locations within the built form where there is a clear design rationale based on their role, location, planned interface with surrounding areas and the site specific characteristics such as landscape and topography.
9.3 The cross referencing and checking of various technical workstreams is essential in order to ensure seamless compliance with the overall vision. Nevertheless, at this stage, some workstreams are more advanced or straightforward than others and it continues to be an evolutionary and iterative process as work on the more challenging areas is tested.
9.4 The mix of uses and infrastructure within the strategic housing site allocation will play a key part in defining the identity of the place and showing how the needs of the adjacent neighbourhoods are met. At this stage, we are seeking to establish broad development parameters and we recognise that more information will be required to support detailed planning applications showing what each place might look like in order to create distinctive identity.
9.5 As part of bringing the evidence together and seeking to understand different aspects of the development, a series of framework plans have been produced which focus specifically on the following:
• Land Use Framework
• Transportation Movement Framework
• Green Infrastructure Framework
• Placemaking Framework
9.6 These layers of detail provide structured information in order to anchor the evolving Concept Masterplan.
LAND USE FRAMEWORK
9.7 The Land Use Framework shows three key developable areas with these being known as:
• St Nicolas’ View – Northern Area
• Freshney Springs – Central Area
• Laceby Holt – Southern Area
9.8 In the context of delivering infrastructure and providing a sense of place, these developable areas have been further defined into suggested development parcel. It is not considered appropriate to identify a blanket density across the entire development as there is an

opportunity for the housing to respond to its local context as well as being able to increase density in those areas where it surrounds a community hub. Lower density development will be encouraged towards the settlement edge and fringes to the site.
9.9 This workstream has produced an indicative number of dwellings per developable area with this being as follows:

MOVEMENT FRAMEWORK
9.11 The Movement Framework seeks to address the objective of: mitigating traffic impact of the development; exploring the options surrounding the creation of a Link Road between A46 and A1136 that would have a wider public benefit; as well as promote sustainable modes of transport. To achieve this the Movement Framework is underpinned by the principles of the underlying vision of the scheme.
9.12 The proposal will help deliver a Link Road between the A46 and the A1136 and depending on a range of issues, two alignments have been assessed with these being as follows:
• Preferred Alignment - Strategic 50mph route around the perimeter of the site;
• Alternative Alignment – a 40-50mph speed limit for the peripheral southern section between the A46 and Aylesby Road with the northern section having a speed limit of 30mph going through the site between Aylesby Road and the A1136.
9.13 The Preferred Alignment would be a more direct and quicker route but would be more costly to deliver whereas the Alternative Alignment would still deliver highway benefits but there would also be an opportunity to introduce more of a placemaking street scene. Further on-going work will eventually decide which of the alignments will be taken forward.
9.14 Delivering access to and from the site via sustainable transport modes will be critical to ensuring a sustainable development is delivered. The Movement Framework considers the opportunity for sustainable transport provision and accessibility via such modes and package of measures which are outlined within the Infrastructure Requirement (Section 8 of this report.
