Towards Diversity
Fusion: America With
No Racial Majority
http://www.bataraimmigrationlaw.com
Here Is The News
http://www.bataraimmigrationlaw.com
The debate over
immigration reform
focuses on Hispanic
immigrants. But this
may soon change.
In 2013, more Asian
immigrants (147,000)
arrived in the U.S.
than immigrants of
Hispanic origins
(125,000).
The top countries for new
immigrants are now:
• China
• India
• Mexico
• Korea
• Philippines
• Japan
Mexico fell from the top
spot for the first time in
over a decade.

In 2044, according to
Census Bureau
projections, the U.S.
will have no racial
majority.
Instead, a melting pot
of nationalities will
shape U.S. society
and politics.

American Cities Today:
Diverse But Segregated
http://www.bataraimmigrationlaw.com
Here Is The News
Big cities like Los
Angeles, New
York, and Chicago
are often the most
diverse cities.
They’re also
extremely
segregated.
http://www.bataraimmigrationlaw.com
Chicago has a citywide
diversity index of 70 percent,
but its neighborhood diversity
index is just 36 percent.
New York has a citywide
diversity index of 73 percent,
but its neighborhood diversity
index is only 47 percent.
Los Angeles has a citywide
diversity index of 66 percent,
but its neighborhood diversity
index is only 46 percent.
http://www.bataraimmigrationlaw.com
The neighborhood index is
always equal to, or lower than,
the citywide diversity index.
In other words, if a city does
not have much diversity
overall, it can only have a few
diverse neighborhoods.
But the reverse can be and is
often true. You can have a
diverse city, but not many
diverse neighborhoods.

The Roller Coaster Ride
Of Immigration Reform
Continues
http://www.bataraimmigrationlaw.com
Here Is The News
The Fifth Circuit Court of
Appeals denied President
Obama’s request to allow
his new immigration
programs to go forward.
They would have
provided work permits
and deportation protection
for immigrants on a
temporary basis.
http://www.bataraimmigrationlaw.com
The president’s plan was
announced in November
2014. Since that time,
millions of immigrants have
been in limbo, hoping for a
favorable court decision.
In reality, their roller coaster
ride started when Obama
took office in 2008. He had
promised quick action on
immigration reform. It
never happened.
http://www.bataraimmigrationlaw.com
The inability to win
temporary benefits
is a severe blow to
pro-immigrant
advocates, whose
dreams of reform
now seem murkier
than ever.

Immigration Fraud
Hits New Lows
http://www.bataraimmigrationlaw.com
Here Is The News
Each time a new
immigration
program arises,
unscrupulous
con artists
spring into
action.
http://www.bataraimmigrationlaw.com
Scammers are often in
positions of authority and
trust:
• Trenton, New Jersey -
Municipal Court Judge
Renee Sumners
• Rancho Cucamonga,
California – ICE Attorney
Constantine Peter Kallas
• Boulder, Colorado –
Immigration Lawyer
Emily Cohen
http://www.bataraimmigrationlaw.com
Many victims are
clueless about the
wrongdoing.
Yet, the dreams of
their families to
live and work
legally in the U.S.
are shattered
beyond repair. http://www.bataraimmigrationlaw.com

Why More Immigration
Judges Are Needed
http://www.bataraimmigrationlaw.com
Here Is The News
The House
Appropriations
Committee has
recommended $74
million for 55 new
immigration judges
and various court
improvements.
http://www.bataraimmigrationlaw.com
Each judge
handles
over 1,400
matters per
year.
http://www.bataraimmigrationlaw.com
That’s more than
100 cases per
month.
Put another way,
that’s less than
twenty minutes
per hearing.

How Immigration Law
Fails Mixed Families
http://www.bataraimmigrationlaw.com
Paula Milardo’s
deportation is
related to being
unable to pay for
her 71 year-old
husband’s PTSD, a
medical condition
related to his
service during the
Vietnam War.
http://www.bataraimmigrationlaw.com
A lawful permanent
resident, Milardo lived
with her husband, three
children, and grand-
children for 50 years
before her deportation.
She was given inadequate
legal advice, or she
would not have pleaded
guilty to a charge which
triggered her deportation.
http://www.bataraimmigrationlaw.com
The Milardo case points out
three major problems in
immigration cases:
• Excessive impact of minor
convictions on immigration
status
• Inability of criminal defense
attorneys to adequately
assist immigrants
• Failure of legislature to
protect the sanctity of
family unity for immigrants
with U.S. citizen spouses
and children

Ellis Island Updates
History Of America’s
Immigration Heritage
http://www.bataraimmigrationlaw.com
Here Is The News
The Ellis Island
Museum has long told
the immigrant story
between 1892 and
1954 in four parts: the
journey to America,
struggle and survival
after arrival, efforts to
build communities,
and paths to become
citizens.
http://www.bataraimmigrationlaw.com
The new exhibit is
"The Journey: New
Eras of Immigration."
It explores the
immigrant experience
from 1954, the year
Ellis Island closed, to
immigration struggles
and issues today.
http://www.bataraimmigrationlaw.com
One thing new at Ellis is
the narrative of human
migration.
The movement of people
from one location to
another is not limited to
America.
It’s a global story of
humans, driven by need
and hope - oppression
and opportunity. http://www.bataraimmigrationlaw.com

Exaggerated Fears Of
Chinese Birth Tourism
http://www.bataraimmigrationlaw.com
Chinese women are
coming to the U.S.
in growing numbers.
Some give birth
during their short
stays. They want
their children to
grow up as
American citizens.
http://www.bataraimmigrationlaw.com
Immigrant parent choose to
have children born in the U.S.
for the following reasons.
• Economics – Rising
incomes in China
• Health Care – Increasing
medical scandals
• Education – Greater
opportunities for learning
• Politics – Harsh laws like
the one-child policy
http://www.bataraimmigrationlaw.com
Immigration opponents
fear birth tourism
manipulates U.S.
citizenship policy by
turning temporary
admission into a
permanent stay.
But no reliable data
exists on the number of
Chinese births in the
U.S.

Immigration And
Economics
http://www.bataraimmigrationlaw.com
Here Is The News
Harvard professor George
Borjas, an immigration
restrictionist, has found:
Immigration slightly reduces the
earnings of native-born college
grads and significantly reduces
the earnings of native-born high
school dropouts.
Immigration has a modestly
positive effect on the earnings of
the majority of American
workers who got jobs after
finishing high school or
attending college for a while.
http://www.bataraimmigrationlaw.com
On the other side of the
equation:
Higher immigration brings big
benefits to immigrants and
modest benefits to the economy
as a whole.
The smaller the number of
immigrants, the more likely
they are to assimilate culturally,
economically and politically,
and the less they are to place a
strain on American society.
http://www.bataraimmigrationlaw.com
Does immigration hurt American
wages?
Both sides of this debate
overstate their case.
• Restrictionists cite dubious
evidence.
• Reform supporters minimize
critical evidence.
The truth?
If you want to know why
middle-class living standards
aren’t rising as fast as they used
to, do not look to immigration
for an explanation.

Migrant Housing: A
National War Against
Xenophobia
http://www.bataraimmigrationlaw.com
Here Is The News
The ACLU has
filed a lawsuit
against Escondido
for allegedly
manipulating local
zoning laws to
prevent the opening
of a shelter for
immigrant youth
from Central
America
http://www.bataraimmigrationlaw.com
The City of Escondido and the
ACLU have a long history of
legal battles, including:
• A secret partnership of the
Escondido Police Chief and
immigration officials to detain
and arrest immigrants.
• The harassment of Hispanic
residents on housing, parking,
and traffic issues.
• The lack of appointments of
Latinos to public service
positions by the Escondido
City Council.
http://www.bataraimmigrationlaw.com
The migrant housing
issue is larger than a
local debate.
The battle represents
another step in the
ongoing effort to create
an atmosphere of
acceptance for
immigrants in
Escondido and all North
San Diego County.
