Stranded passengers of Kargil at Jammu have been requested to report to Kargil House Jammu at 6 am on 4th March so that they are airlifted from Jammu to Leh. Stranded passengers of Kargil at Srinagar, who have already purchased tickets of Kargil sorties for flight No's 14 to 18 have been requested to report to Kargil House Bemina Srinagar at 7 am on 4th March, so that they are airlifted from Srinagar to Leh. District Administration Kargil has already made arrangements for transporting passengers from Kargil to Leh by road, so that they are airlifted from Leh to Srinagar in IL-76 on 4th March. Bar to organise seminar on Police bill Srinagar, Mar 2: The High Court Bar Association is organising a seminar on the proposed Police bill 2013 on 5th of March at Sadder Court Complex here. According to the HCBA spokesman, a decision to this effect was taken in an extraordinary meeting of the Bar Association today. He appealed all the District and Mufassil Bar Associations of J&K State to participate in the seminar and send their representatives along with written opinions on the proposed J&K Police Bill 2013. “There will be no work on the said date and in this behalf all the presiding officers of the respective courts have also been informed”, he added. Health Ministry recognises MDS Periodontics of GDC Sgr Srinagar, Mar 2: The Union Ministry of Health and Family Welfare has conferred recognition to Govern- ment Dental College and Hospital Srinagar for issuing the Masters Degree in Dental Surgery in the speciality of Periodontics. According to sources, the recognition was confirmed vide notification No V-12017/17/2005-DE (PT) dated February 20, 2013 on recommendations of the Dental Council of India by the Union Ministry. According to the notification all degrees issued by the Dental College and Hospital from 2012 onwards shall be recognised by the central government. The doctors who have already qualified the MDS degree received a great relief and have welcomed the gesture. KNS Ocean of Tears to be screened at AMU Srinagar, Mar 2: After screening in the Nepal interna- tional Human rights film festival on February 21, Ocean of tears, film by a Kashmiri film maker, is going to be screened at the 6th Filmsaaz International Short Film Festival at Aligarh Muslim University. Ocean of tears will be screened on March 4 in the fes- tival which being is being held from 2nd to 5th of March, the film maker Bilal Jan said. KNS GK NEWS NETWORK Jammu, Mar 2: Director Gen- eral of Police Ashok Prasad on Saturday said that security of protected persons in Jammu and Kashmir need to be reviewed. “Security of protected persons needs to be reviewed after inter- vals at range levels and deploy- ment of manpower should be made to foil the ill designs of criminals and anti social elements,” he said during his address to officials in five districts of Jammu zone via video conference at Police Head- quarters here. “Proper functioning of CCTVs could lead us to check activities of these elements and new loca- tions needs to be identified to install the devices,” he added. During the conference, Prasad sought first hand report about the overall working of these districts. The concerned Range Deputy Inspectors of Police and Superin- tendents of Police apprised the DGP and other senior officers present on the occasion about their working in different areas. They also informed about the status of constructions going on in their jurisdictions, land acquisition, stock position of uniforms and weaponry, avail- ability of mobility, present status of personal information data and functioning of CCTVs. Availabil- ity and utilization of funds under different heads, deployment of man power, progress in Civic Action Programme (CAP), work- ing of youth clubs was also dis- cussed during the conference. The DGP asked the officers to come with concrete propos- als with regard to their require- ments to strengthen their mobil- ity, uniform stocks, weaponry and communication network. He said that the police work- ing should be strengthened from grass route level and the officers should ensure accountability at all levels. Fair utilization of funds with adherence of laid down rules should be made mandatory in the respective jurisdictions, the DGP asked the officers. The DGP stressed upon the field officers to complete the computerization of personal information of all ranks and furnish the data to PHQ within the stipulated time. D A RASHEED Srinagar, Mar 2: Four more witnesses, including two cops Saturday deposed before the General Security Forces Court (GSFC) of BSF in Zahid Farooq killing case taking the number of witnesses who recorded their statements hitherto to 49. The four witnesses recorded their statements before a bench of five DIGs during the proceed- ings of GSFC at BSF Battalion Headquarters at Panthachowk. So far 26 BSF personnel, three policeman, two forensic experts, two horticulture experts and 16 civilians have recorded their state- ments before the court. One retired BSF man and some civilians have yet to record their statements. Zahid, a student of 11th class was killed near his residence at Nishat during 2010 unrest. BSF commandant RK Birdi and his sub-ordinate Lakh- winder Kumar are the prime accused in the killing of the 17-year-old student. The GSFC took over the case after Jammu and Kashmir High Court on October 21 last year dismissed the Criminal Revision Petitions filed by Zahid Farooq’s uncle, Ghulam Muhammad Sheikh and the state separately against the trial court order that the accused were on active duty when Zahid was killed and they shouldn’t be tried in Security Forces Court. The petitioners had chal- lenged the order of CJM Sri- nagar on the grounds that the accused were not discharging active duty and they could not be tried in the Security Forces Court as the alleged offences were civil and the accused could be tried in ordinary criminal courts. The High Court had observed that the case was not covered by rule 42 of the Border Security Force Act, saying the decision taken by the DIG BSF to demand cus- tody of the accused, who were on active duty at the time of the commission of the offence could not be faulted. IL-76 aircraft arranged for Kargil passengersSrinagar, Mar 2: In view of continued cancellation of AN-32 Kargil Courier service, due to bad weather, the State Government has made arrangements for airlifting stranded passengers of Kargil in IL-76 aircraft, between Srinagar-Leh and Jammu-Leh, on Monday 4th March.

Stranded passengers of Kargil at Jammu have been requested to report to Kargil House Jammu at 6 am on 4th March so that they are airlifted from Jammu to Leh. Stranded passengers of Kargil at Srinagar, who have already purchased tickets of Kargil sorties for flight No's 14 to 18 have been requested to report to Kargil House Bemina Srinagar at 7 am on 4th March, so that they are airlifted from Srinagar to Leh. District Administration Kargil has already made arrangements for transporting passengers from Kargil to Leh by road, so that they are airlifted from Leh to Srinagar in IL-76 on 4th March.

Bar to organise seminar on Police billSrinagar, Mar 2: The High Court Bar Association is organising a seminar on the proposed Police bill 2013 on 5th of March at Sadder Court Complex here.

According to the HCBA spokesman, a decision to this effect was taken in an extraordinary meeting of the Bar Association today. He appealed all the District and Mufassil Bar Associations of J&K State to participate in the seminar and send their representatives along with written opinions on the proposed J&K Police Bill 2013.

“There will be no work on the said date and in this behalf all the presiding officers of the respective courts have also been informed”, he added.

Health Ministry recognises MDS Periodontics of GDC SgrSrinagar, Mar 2: The Union Ministry of Health and Family Welfare has conferred recognition to Govern-ment Dental College and Hospital Srinagar for issuing the Masters Degree in Dental Surgery in the speciality of Periodontics. According to sources, the recognition was confirmed vide notification No V-12017/17/2005-DE (PT) dated February 20, 2013 on recommendations of the Dental Council of India by the Union Ministry.

According to the notification all degrees issued by the Dental College and Hospital from 2012 onwards shall be recognised by the central government. The doctors who have already qualified the MDS degree received a great relief and have welcomed the gesture. KNS

Ocean of Tears to be screened at AMU Srinagar, Mar 2: After screening in the Nepal interna-tional Human rights film festival on February 21, Ocean of tears, film by a Kashmiri film maker, is going to be screened at the 6th Filmsaaz International Short Film Festival at Aligarh Muslim University.

Jammu, Mar 2: Director Gen-eral of Police Ashok Prasad on Saturday said that security of protected persons in Jammu and Kashmir need to be reviewed.

“Security of protected persons needs to be reviewed after inter-vals at range levels and deploy-ment of manpower should be made to foil the ill designs of criminals and anti social elements,” he said during his address to officials in five districts of Jammu zone via video conference at Police Head-quarters here.

“Proper functioning of CCTVs could lead us to check activities of these elements and new loca-tions needs to be identified to install the devices,” he added.

During the conference, Prasad sought first hand report about the overall working of these districts.

The concerned Range Deputy Inspectors of Police and Superin-tendents of Police apprised the DGP and other senior officers present on the occasion about their working in different areas. They also informed about the status of constructions going on in their jurisdictions, land acquisition, stock position of uniforms and weaponry, avail-ability of mobility, present status of personal information data and functioning of CCTVs. Availabil-ity and utilization of funds under different heads, deployment of man power, progress in Civic Action Programme (CAP), work-

ing of youth clubs was also dis-cussed during the conference.

The DGP asked the officers to come with concrete propos-als with regard to their require-ments to strengthen their mobil-ity, uniform stocks, weaponry and communication network.

He said that the police work-ing should be strengthened from grass route level and the officers should ensure accountability at all levels. Fair utilization of funds with adherence of laid down rules should be made mandatory in the respective jurisdictions, the DGP asked the officers. The DGP stressed upon the field officers to complete the computerization of personal information of all ranks and furnish the data to PHQ within the stipulated time.

Srinagar, Mar 2: Four more witnesses, including two cops Saturday deposed before the General Security Forces Court (GSFC) of BSF in Zahid Farooq killing case taking the number of witnesses who recorded their statements hitherto to 49.

The four witnesses recorded their statements before a bench of five DIGs during the proceed-ings of GSFC at BSF Battalion Headquarters at Panthachowk.

So far 26 BSF personnel, three policeman, two forensic experts, two horticulture experts and 16 civilians have recorded their state-ments before the court. One retired BSF man and some civilians have yet to record their statements.

Zahid, a student of 11th class was killed near his residence at Nishat during 2010 unrest.

BSF commandant RK Birdi and his sub-ordinate Lakh-winder Kumar are the prime accused in the killing of the 17-year-old student.

The GSFC took over the case after Jammu and Kashmir High Court on October 21 last year dismissed the Criminal Revision Petitions filed by Zahid Farooq’s uncle, Ghulam Muhammad Sheikh and the state separately against the trial court order that the accused were on active duty when Zahid was killed and they shouldn’t be tried in Security Forces Court.

The petitioners had chal-lenged the order of CJM Sri-

nagar on the grounds that the accused w e r e n o t discharging active duty and they could not be tried in the Security Forces Court as the alleged offences were civil and the accused could be tried in ordinary criminal courts.

The High Court had observed that the case was not covered by rule 42 of the Border Security Force Act, saying the decision taken by the DIG BSF to demand cus-tody of the accused, who were on active duty at the time of the commission of the offence could not be faulted.
