Virginia’s first cidery was founded in 2005 in Dugspur. As of 2018, there are 21 cideries across the state, including Blue Bee Cider in Richmond’s industrial Scott’s Addition neighborhood. Blue Bee is the state’s first urban cidery.

Virginia’s craft brewery industry and love of craft beers has been in the national spotlight recently: large breweries with a long history in Virginia such as Anheuser-Busch and Coors Brewing have been joined by a growing number of craft breweries. There are currently over 200 breweries operating or in the planning stages in Virginia.

The Virginia wine industry consistently produces high value products. Virginia is the fifth largest wine grape producer in the country. There are currently over 250 wineries across the state of Virginia, three of which are located in the Greater Richmond region.

Virginia is getting back to its roots with a resurgence in the craft spirits industry. The number of small distilleries has been steadily increasing across the state. There are over 37 distilleries in Virginia, soon to be joined by recently announced Virago Spirits. The distilleries produce craft spirits ranging from whisky to moonshine.

Greater Richmond includes Virginia’s capital city, Richmond, and the vibrant counties of Chesterfield, Hanover, and Henrico. There are numerous companies in the Richmond Region that already support the craft beverage industry.

n In 2017, the governor of Virginia signed a bill increasing the number of banquet licenses a brewery or winery may obtain for events from four to eight per year. This bill expands opportunities for craft beverage companies to feature and educate customers on their products.

n In 2016, a series of bills were passed allowing distilleries to serve customers in their tasting rooms.

n In 2014, following the announcement of the Stone Brewing facility, Richmond City Council approved an

ordinance which lowers the utility surcharge on wastewater for breweries and cider makers located in the City of Richmond.

n In 2012, the governor of Virginia signed two pieces of legislation to support Virginia craft brewers: House Bill 359 allows manufacturers to lease space in their brewhouses to smaller-scale brewers and Senate Bill 604 allows retail sales of beer and sampling on the premises of Virginia breweries.

A brewery can open a distribution center in Virginia without having manufacturing capacity. However, they can only distribute beer from the facility to registered wholesalers; they cannot sell beer directly to customers such as grocery stores, convenience stores, restaurants, or the general public.

In addition to obtaining necessary licensing, new

wineries, breweries and distilleries in Virginia are required to pass a food safety inspection by the Virginia Department of Agriculture and Consumer Services.

The City of Richmond welcomed Virginia’s first Growlers to Go store in December 2014. A second location opened in Henrico County in September 2015. Growlers to Go has 56 taps that include a rotating selection of Richmond-area beers as well as Virginia and other national craft favorites. A stock of about 150 types of bottled beer and some wine is also available. Virginia Department of Alcoholic Beverage Control regulations did not initially allow for this type of store. Growlers to Go owners worked with the Virginia ABC Board to amend regulations and additional Growlers to Go stores are planned for the region.

INDUSTRY INCENTIVES

Below is a sampling of available incentives relevant to the craft beverage industry. Contact the Greater Richmond Partnership, Inc. for further information about additional incentive opportunities.

Governor’s Agriculture and Forestry Industries Development Fund (AFID)

Strategic grant available to companies that produce “value-added agricultural or forestal products.” A minimum of 30% of the agricultural or forestal products to which the company is adding value must be produced within the Commonwealth of Virginia and the grant request may not exceed $250,000 or 25% of qualified capital expenditures

Virginia Jobs Investment Program Supports the creation of new jobs and investment and helps businesses train new and existing workers

Commonwealth’s Development Opportunity FundThe Commonwealth’s Development Opportunity Fund is a discretionary incentive available to the Governor to secure a business location or expansion project for Virginia.

Enterprise Zones Specially designated zones offer additional incentive opportunities

Barge and Rail Usage Tax Credit Tax credit given for moving goods by barge or rail

Local Universities and Local Breweries Virginia Commonwealth University (VCU) and Randolph-Macon College (R-MC) professors and students benefit from hands-on experience of applied science while assisting small craft brewers to acquire more in-depth knowledge of the microbial properties that are important to the brewing process. Hardywood Park Craft Brewery has worked with both VCU and R-MC. The VCU Lab has a sterile environment, sub-zero freezer and other specialized equipment that can help Hardywood’s yeast management program. R-MC taught a microbiology class using Hardywood Snapdragon, the brewery’s first sour, wild-yeast beer.

Virginia State University’s agricultural research station is working to identify hop varieties that grow well in Virginia. This would benefit both breweries and Virginia farmers.

VCU offers a Business of Craft Brewing continuing studies certificate covering topics like marketing, entrepreneurship, and packaging. VCU also has plans to launch a

Craft Brewer Certificate focused on processing, safety, and engineering. These programs were developed and are run in collaboration with local breweries such as Ardent Craft Ales and Center of the Universe Brewing Co.

The University of Richmond also offers a Beer Brewer Professional Certificate program in brewing and has recently expanded its class offerings to include advanced-level classes like draught beer systems and quality. The university collaborates with local brewers, like

Steam Bell Beer Works and The Veil Brewing Co., to develop and teach the classes.

Center of the Universe Brewing Co. and The Richmond Flying Squirrels – Collaborated on “Chin Music” beer, described as “an amber lager as crisp as opening night and as smooth as a walk-off swing. Chin Music is the perfect brew to enjoy while watching America’s favorite pastime, baseball.”

Blue Bee Cider and the Virginia Historical Society – “Complete Cyder” is based on a cider recipe from the 1742 edition of “The Compleat Housewife,” the first cookbook published in America, from the Virginia Historical Society’s rare book collection.

Ardent Craft Ales and the Virginia Historical Society – Jane’s Percimon beer – crafted using a local 18th-century recipe from the Virginia Historical Society’s archives.

Triple Crossing Brewing and the Poe Museum – The Masque of the Red Death hoppy imperial red ale – inspired by Edgar Allan Poe’s 1842 short story.
